TITLE: WORKING AT HEIGHTS


1. Purpose : To define proper safety measure that has to be taken while working at height to
protect the workers and concerned persons from free fall and falling object
hazard.

2. Scope : This procedure is applicable to all work at height. Where work is carried out at
client’s premises and the client has a SWP, the client’s SWP shall be followed.

4. Definition : Nil.

5. Responsibility :

5.1 The Project Manager / PIC, Supervisor is responsible for ensuring that their respective workers
comply with the safe work procedure while they are working at height.

5.2 The Supervisor shall ensure that all workers comply with all PPE requirements and use while they are
working at height.

6. Procedure :

6.1 Safety Measure

The Project Manager / PIC, Supervisor shall check and ensure that the following measures are in
place to avoid incident while working at height

 All open side which a person is liable to fall more than 2metres shall be covered or
guarded by effective guard-rails, barriers to prevent fall.
 Ensure proper working platform i.e. good construction, sound material and adequate
strength to withstand the impact during the course of work in the worksite;
 Toe-boards are used to prevent falling objects.
 Continuous safety nets are used to prevent falling debris where necessary.
 Continuous overhead protection shelters are provided where necessary.
 Regular house keeping i.e. no accumulation of debris on the working platform.
 Carry out operation systematically i.e. level by level to avoid falling-object hazard.
 Supply the right tools for the right job.
 Proper use of PPE such as safety belt or safety harness. Lifeline and fall arrestor shall
be provided where necessary.

TITLE: WORKING AT HEIGHTS


 Storage and placement of materials and equipment shall not be placed so close to any
opening or edge of a floor, scaffold, platform or structure as to endanger persons below
 Protection against falling objects - Adequate overhead protection shall be provided
against falling objects.
 All elevated working surface shall be kept free from slipping hazards
 All passageways, stairs, platforms and other means of access or places of work in the
worksite are kept free from debris or protruding objects or any other obstruction that
could cause tripping
Where the work requires a Permit to Work at Height, the Project Manager / PIC and Supervisor
shall ensure that the permit is obtained before workmen are allowed to work at height.

6.2 Monitoring

6.2.1 The Project Manager / PIC, Supervisor shall monitor the work at height activities at the
workplace regularly and ensure that the safe work procedures are complied with at all
times.

6.3 Non-compliance

6.3.1 During routine inspection, Supervisor shall take action to rectify or advise the concerned
employees/ workers to take corrective and preventive actions to eliminate all the unsafe
acts and conditions (if any).

6.3.2 In case of any major non-conformances or repetitive offender, the Supervisor shall inform
the Project Manager / PIC and shall ensure that corrective action has been taken before
allowing works to resume.

6.3.3 The Project Manager / PIC shall take appropriate actions against the responsible parties
and shall ensure that the rectification work has been done accordingly.

the following safety requirements prior to the commencement and during our work at height.

 Ensure all workers are provided and trained on the proper usage of the safety belt/ harness while working at
height that is more than 2 metres.
 Ensure all workers use their safety belt/ harness during the performance of their work.
 At any time, safety belt/ harness are attached to a lifeline.
 The point of anchorage shall in no case be lower than the waist of the worker at standing position.
