TITLE: PAINTING WORK


1. Purpose : To define proper safety measure protecting workers health associated with
painting work.

2. Scope : This procedure is applicable to all activities involved painting works in all
workplace.

3. Reference : SWP-05 Personal Protective Equipment

4. Definition : Nil

5. Responsibility :

5.1 Project Manager / Supervisor is responsible for monitoring the good practice for mixing and
applying solvent based / water based paints by brush or roller proper.

5.2 The Person In-Charge (PIC) and shall ensure that proper safety precaution has been taken to help
reduce exposure to an acceptable level when painting.

6. Procedure :

6.1 Control Approach

6.1.1 Hazards
Solvents are often used as cleaners or degreasers, and as ingredients in paints and
varnishes. Solvents can impair memory and cause headaches, dizziness, fatigue, mood
changes or nausea. Exposure to high levels of some solvents can cause liver damage,
unconsciousness and death.
Lead is a cumulative poison, and is toxic to virtually every human organ. Inhaling paint
fumes may cause occupational asthma. Long term exposure can affect the brain, damage
the reproductive system and cause kidney or liver damage. Contact with the skin may
cause dermatitis (an inflammation of the skin).
Wood dust is caused by jobs like sanding. It can cause sinus and throat irritations, asthma,
bronchitis, shortness of breath, skin problems and even cancer. Employers can reduce
dust by using sanders fitted with collection bags, and provide appropriate breathing
protection, such as a respirator, while work is carried out.

6.1.2 Access
Make a specific assessment if over-side work is required.
Erect barriers and notices.
Restrict access to trained staff.

6.1.3 Prevention of Falls
Painting often involves potential fall hazards. Work, such as painting high ceilings, also
requires work at height.
The risk control options for work at height are:
 install fall protection devices (such as temporary work platforms or scaffolding)
 use suspended scaffold system (such as a gondola and support the worker for the
duration of the task)
 use a fall injury prevention system (such as an industrial safety net or a safety
harness)
 use a ladder, as long as it can be employed safely for the duration of the task – this will
require procedures and training for the workers who will use it

6.1.4 Manual Handling


Lifting and carrying paint cans, moving scaffolding and using paint brushes in a repetitive
action are some examples of manual handling tasks. At times, your work tasks may involve
bending and stretching, as well as twisting sideways, or working with materials above
shoulder height. All of these increase the risk of manual handling injury.
Risk controls may include:
 organising the work to reduce the number of manual handling tasks involved
 making sure you do not work long periods requiring strenuous manual handling activity
 making sure the work place layout allows you enough space to move and work safely
and comfortably.

6.1.5 Work in Enclosed Areas


The hazards of working in any enclosed area must be identified, and action taken to
manage the risks, before the job begins.
Options that could be evaluated to reduce risks include:
 provide ventilation by opening any doors or windows in the work area
 increase air circulation by use of a portable fan
 limit the amount of time any person spends in an enclosed area
 provide workers with respirators to prevent inhalation of paint fumes

6.1.6 Storage
 Provide a well-ventilated, flameproof store with spill containment.
 Segregate incompatible materials.
 Minimise the amount of product stored.
 Keep lids on containers when not in use.
 Provide appropriate firefighting equipment.
 Segregate and label waste.

6.2 Mode of Operation

6.2.1 Pre-Check Before Carrying Out Physical Work

1. To issue and instruct to workers on put on all required PPE at all times (Safety helmet
with chip strip, safety boots, gloves, goggles, safety harness with double lanyard)
2. Safety supervisor to check and brief worker around working area on potential
danger/hazard.
3. Safety supervisor to check and ensure that working area is safe to work and do not
carry out any work, if there is any unsafe working condition that may cause injury/ill
health to worker. If any unsafe condition being identify should inform and report to
safety department to rectify the unsafe condition.
4. All workers and operator of equipment must be trained by qualified personnel of
equipment supplier before they are allow to work on the equipment.
5. Site safety supervisor to apply PERMIT TO WORK at height to safety department.
6. Site safety supervisor to check and ensured all equipment are tag SAFE TO USE and
tag should be checked and signed by qualified personnel.

6.2.2 Preparing Of Working Area Before Any Physical Work

1. Working area should be barricaded and display warning sign to prevent unauthorized
entry to prevent other worker or passer-by entering and resulting in injury.
2. Upon APPROVAL of permit to work at height by safety department, safety supervisor
to conduct tool box meeting to brief workers on all safety requirements and
provisions.
3. Safety supervisor to CHECK and REPORT any unsafe working condition to safety
department before/during and after each day of work.

6.2.3 Carrying Out Of Painting Work

1. NO SMOKING at working area


2. ALL workers to use and HOOK their safety hardness lanyard with fall arrestor at all
times to life line provide.
3. ALL tools/equipments and paint drum should be place on the working platform at all
times.
4. NO SMOKING during work on the working access.
5. DO NOT leave debris/tools/equipments/paint drums on the working access after each
day of work. Good housekeeping should be practice at all times while working on the
working access.

6. DO NOT alter/remove any part of the working access. Any alteration and removing
required should be requested to the safety department and carried out by qualified
personnel.
7. ALL electrical wire to hang above ground level and only industrial plug is to be use.
ALL electrical wire to be check daily for any cut/damage and to replace by qualify
personnel before each day of work.
8. Complied with the maximum safe working load as specified by the supplier.
9. To shift off the working access and bring down to ground level if not in use.

6.2.4 Housekeeping.

1. All flammable material should be store away daily during break time/end of each day
of work at the approved designated area.
2. Carry out housekeeping at working at all times and after each day of work.

6.3 Training and supervision

 Provide supervision – ensure that safe work procedures are followed.


 Tell workers, including maintenance workers, what the hazards and risks are.
 Training includes toolbox talks on:
 following safe working procedures;
 how to clean up spills correctly; and
 what to do if something goes wrong.

6.4 Non-compliance

a. During inspection the Supervisor shall advise the relevant parties to remove all unsafe acts
and conditions where if possible. Sub-contractor shall ensure that follow up actions have been
carried out accordingly.

b. In the event of any non-compliance Supervisor shall inform the PIC. The PIC shall take
necessary steps i.e. impose fine / warning letter to the responsible parties to prevent
reoccurrence.
