Descriptive Title: Policies and Problems of Personnel Administration in
Education

Credit Units: 3

Description:

Public Administration 104 treats personnel management as a dynamic art


in science of human resources development management within the context of
Public Administration.
It recognizes the demand for public sector efficiency and effectiveness. It
does not only focus on the concept principles and theories of personnel
management but incorporate the study analysis and interpretation of civil service
policies and procedures as legal basis of personnel management in government
bureaucracies.

Course Objective:
After taking the course, the students should have:
1. Gained a comprehensive understanding on the concepts, principles and
theories relevant to personnel management.;
2. Gained the skills required on human resources manager founded on the
knowledge on the whole range of Human Resource Development
Management applicable in Philippine social setting.
