Maendeleo Municipality is a medium sized town with residential, commercial and industrial
establishments on both banks (A and B) of Uzima River, linked across by a major bridge which also
carries the railway line serving Tana and Athi counties. Street lighting is installed only across the bridge
and along Mishipa Street, Recent developments include two medium sized factories established in
Fedha and Funguo residential estates, a private school named Elimu Academy recently opened in
Industrial Zone A and a major hotel complete with night club and discotheque, in industrial zone B. The
town authorities operate a ferry service across Uzima River and bus transit services.

The town has lately been experiencing serious traffic problems partly associated with a high population
increase since the opening of a goldmine at Karinde Hill eight years ago. Currently, the town's streets
are congested for most of the day with the main Mishipa St and Bongo Av, suffering traffic lockdowns
every morning and Friday evening.

There is also marked increase in road traffic accidents dominated by pedestrian-to-vehicle accidents in
the evening and at dawn. Heavy goods vehicles and public transport buses are commonly parked on the
streets in residential areas.

Maendeleo Municipality has appointed you the Town Planning Engineer with a team of specialists to
prepare a 20-year Transport Master Plan for the town. You are required to study the problems afflicting
the transport system in the town and propose solutions that would be technically and economically
feasible. By clearly describing procedures and models to be developed (if any);

i. Identify in a nutshell the root cause of the current problems afflicting the town.
ii. Giving reasons, describe the surveys required in order to doçument the problems in the town and
map out the existing transport pattern.
iii. Briefly describe how you would go about generating solutions for the towns’ transport system
as required by the employer. (20 marks)
