Brief Introduction

Data in this chapter provide summary data of Hainan’s
foreign trade, utilization of foreign capita over the years,
focusing on the recent situation of foreign trade and economic
cooperation.
I. Statistics on Foreign Trade
Data on foreign trade include: varieties of imports and
exports, amount (weight), value, countries (regions), customs
regime and so on.
Sources of data on foreign trade are from Haikou Customs
District People’s Republic of China through a comprehensive
reporting system.
II. Statistics on Utilization of Foreign Capitals
Utilization of foreign capitals includes: foreign borrowing,
foreign direct investments and other foreign investments of
foreign funded enterprises.
Resources of data on utilization of foreign capitals are:
foreign borrowing from Hainan Development and Reform
Commission; others from the Commerce Department of Hainan
through a comprehensive reporting system.

进出口总额 指实际进出我国国境的货物总金额。包括对外 格统计。

贸易实际进出口货物，来料加工装配进出口货物，国家间、 利用外资 指我国各级政府、部门、企业和其他经济组
联合国及国际组织无偿援助物资和赠送品，华侨、港澳台同 织通过对外借款、吸收外商直接投资以及用其他方式筹措的
胞和外籍华人捐赠品，租赁期满归承租人所有的租赁货物， 境外现汇、设备、技术等。
进料加工进出口货物，边境地方贸易及边境地区小额贸易进 外商直接投资 指外国企业和经济组织或个人(包括华
出口货物(边民互市贸易除外)，外商投资企业进出口货物和 侨、港澳台胞以及我国在境外注册的企业)按我国有关政策、
公用物品，到、离岸价格在规定限额以上的进出口货样和广 法规，用现汇、实物、技术等在我国境内开办外商独资企业、
告品(无商业价值、无使用价值和免费提供出口的除外)，从 与我国境内的企业或经济组织共同举办中外合资经营企业、
保税仓库提取在中国境内销售的进口货物，以及其他进出口 合作经营企业或合作开发资源的投资(包括外商投资收益的
货物。进出口总额用以观察一个国家在对外贸易方面的总规 再投资)，以及经政府有关部门批准的项目投资总额内企业

Explanatory Notes on Main Statistical Indicators

Total Value of Imports and Exports refer to the real
value of commodities imported and exported across the border
of China. They include the actual imports and exports through
foreign trade, imported and exported goods under the processing
and assembling trades and materials, supplies and gifts as aid
given gratis between governments and by the United Nations
and other international organizations, and contributions donated
by overseas Chinese, compatriots in Hong Kong and Macao and
Chinese with foreign citizenship, leasing commodities owned by
tenant at the expiration of leasing period, the imported and
exported commodities processed with imported materials,
commodities trading in border areas (excluding mutual
exchange goods), the imported and exported commodities and
articles for public use of the Sino-foreign joint ventures,
cooperative enterprises and ventures with sole foreign
investment. Also included is import or export of samples and
advertising goods for which CIF or FOB value are beyond the
permitted ceiling (excluding goods without trading or use value
and free commodities for export), imported goods sold in China
from bonded warehouses and other imported or exported goods.
The indicator of the total imports and exports at customs can be
used to observe the total size of external trade in a country. In
accordance with the stipulation of the Chinese government,
imports are calculated at CIF, while exports are calculated at
FOB.
Foreign Investments refer to remittance, equipment and
technology financed from abroad, by loans, foreign direct
investments and other forms undertaken by the Chinese
governments at all levels, by various departments, enterprises
and other economic units.
Foreign Direct Investments refer to the investments
inside China by foreign enterprises and economic organizations
or individuals (including overseas Chinese, compatriots from
Hong Kong, Macao and Taiwan, and Chinese enterprises
registered abroad), following the relevant policies and laws of
China, for the establishment of ventures exclusively with
foreign own investment, Sino-foreign joint ventures and
cooperative enterprises or for co-operative exploration of
resources with enterprises or economic organizations in China.
It includes the re-investment of the foreign entrepreneurs with
the profits gained from the investment and the funds that
enterprises borrow from abroad in the total investment of
projects which are approved by the relevant department of the
government.
