JOB TITLE: Force Vetting Manager

SCALE: PMG2

SUPERVISION Head of PSD

hours)

PLACE OF WORK: Vetting Unit, PSD, FHQ

PURPOSE OF THE ROLE:


To manage the Force Vetting Unit within Northamptonshire Police to ensure optimum service is
provided in accordance with the College of policing Vetting Code of Practice and Authorised
Professional Practice (APP).

MAIN RESPONSIBILITIES:

 To act as the Force’s professional advisor to strategically manage/maintain the security


clearances, vetting process and associated policies and procedures by organising appropriate
resources for pre- and post-employment appointments within agreed Service Level Agreements.

 Utilise expertise and experience to interpret the Vetting Code of Practice, APP and local
Force policies to ensure compliance to implement best practice.

 To exercise excellent communication and interpersonal skills with the ability to negotiate and
influence, to build and maintain working relationships with various stakeholders.

 To be responsible for the day-to-day management of the Vetting team leader & Vetting Officers
and ensuring that all work is completed within agreed statutory, national and local timescales
and aims and objectives are achieved.
 To exercise effective decision making in granting, refusing, or withdrawing Force or National
Security Vetting clearance, and ensure that the security vetting of job applicants and other
individuals is carried out at levels that are appropriate to the roles of those individuals.

 Implement risk mitigation and monitor ongoing risk where identified, ensuring the risk is being
managed appropriately.

 To establish and maintain an effective quality control / audit system of posts and people that are
vetted and recommend changes to working systems and practices to ensure the Force is
protected.

 Implement a thorough and rigorous aftercare process for all employees in Designated roles in
order to ensure the integrity of the workforce and compliance with the Vetting Code of Practice,
APP and HMICFRS requirements.

 To handle sensitive and confidential information appropriately, displaying professionalism and


maintaining confidentiality at all times.

 To receive and deal with enquiries, both of a general or technical nature, vetting related from
officers of the Force and outside agencies and members of the public.

 To supervise, regulate and co-ordinate the appeals process for security vetting and to accurately
and concisely prepare complex and detailed casework for / on behalf of the Head of PSD and
Deputy Chief Constable.

 To supervise training of all new members of staff joining the Vetting team.

 Attendance at all relevant local and National User Groups, to assist with problem solving and
developing national systems to utilise their full potential.

 Monitor/quality assure the work of the Vetting Officers including offering expert, professional
advice, and guidance where appropriate. Develop skills and widen experience of staff within the
department.

 To maintain an up-to-date knowledge of policy/legislation in relation to Security Vetting, and


associated Counter Corruption Policies.

 Identify insider threat and risks and liaise with Counter Corruption Unit and/or PSD to ensure
free-flowing exchange of data/intelligence.

 Lead investigations and interviews of applicants as defined by the Vetting Code of Practice and
APP in consultation with Unison, the Federation, People Services, staff support associations and
where appropriate, line management. Obtain the applicants account so that a fair and consistent
risk-based decision can be reached.
 Work with Counter Corruption to manage identified risks for existing vetted personnel, including
creating a risk strategy to manage and monitor ongoing risks.

 Ensure Occupational Health are provided with relevant intelligence as per the Vetting APP for
their medical assessment for fitness to perform role.

 Manage all National security clearances (DV and SC) utilising a third-party supplier.

 Act as force Sponsor and decision maker for all Developed Vetting applications for the most
sensitive posts in accordance with the Vetting Code of Practice, APP and Government Security
Policy Framework.

 Attendance at all relevant local and National User Groups, to assist with problem solving and
developing national systems to utilise their full potential.

 Provide expert advice to heads of departments and senior manager’s regarding managing the
risks identified in the vetting process within their business areas.

 Coordinate an appeals panel and provide expertise to panel members to assist their decision
making, including written relevant paperwork.

 Extract management information from the vetting database to produce audit and performance
statistics for the Security Vetting Department, paying particular attention to areas requiring
improvement and developing staff accordingly.

 Undertake such other duties commensurate with the post as may be required for the safe and
effective performance of the job.

ESSENTIAL CRITERIA:

1. Experience of conducting roles with the utmost integrity and proven record of trust and
confidentiality.

2. Demonstrate experience of previously managing people, where it has been necessary to


resource plan, meet targets and monitor performance.

3. Experience of effective risk assessment, decision making and documenting rationale.

4. Ability to understand and risk assess intelligence and information from different sources.
5. Demonstrate excellent communication skills, verbal and written.

6. An understanding of legislation including Human Rights, Data Protection and rehabilitation of


Offender Act.

7. Demonstrate awareness of equality and diversity issues appropriate to the role.

8. To attain management vetting (MV) clearance.
