POLICE COMMUNITY AFFAIRS AND DEVELOPMENT MASTER PLAN "TAGATAGUYOD"

The PNP anchors its programs on the Philippine Development Plan (PDP) 2017-2022.

In 2002, the Police Community Relations (PCR) Master Plan was crafted to synchronize and harmonize both policies on the
information and communication strategy, dubbed as "SANTINIG"; and on community organizing and mobilization, known as "SAMBAYAN".
These became the two-pronged strategy implemented for internal and external audiences.
In institutionalizing community partnership, the Community and Service Oriented Policing (CSOP) System was introduced and
adopted as part of the PCR programs. The CSOP system is a resolution, which aims to empower the PNP to perform its role as a community
and service-oriented agency.

The burgeoning technology has brought about changes from the former PCR two-pronged strategy, "SAMBAYAN" and
"SANTINIG," into a more logical, flexible, and consistent three-dimensional tools, namely: (1) Information Development Operations (IDO); (2)
Public Information (Pl); and (3) Community Affairs and Development (CAD). The new face of PCR was then transformed into Police Community
Affairs and Development (PCAD), giving a more purposive role in the community and an even more significant contribution to local and national
development. Hence, from the PCR Master Plan, it introduces the PCAD Master Plan dubbed as "TAGATAGUYOD."
TAGATAGUYOD, which means to advocate, reflects the inherent Filipino character which stands and leads to make a cohesive
community generating a more secure and safe place to live, work and do business.

Purpose:
This Police Community Affairs and Development (PCAD) Master Plan "TAGATAGUYOD" harmonizes programs, projects and
activities to inform, engage, influence, and lead our communities towards achieving a better public order and safety in support of the Quad
operational concept:
a. To strengthen police community affairs and development programs and activities;
b. To harness citizens' participation as PNP partners in the maintenance of public order and safety;

c. To gain higher level of public trust and confidence for the PNP: and
To make PCR as a basic police competency, the police

h. Active Information Development Operations - the integrated use of assigned and supporting capabilities and activities,
mutually supported by intelligence, to affect adversary decision makers or to influence others to achieve or promote specific
objectives.

i. Advocacy - refers to the promotion of the interest of an organization or group for a good cause.

j. Amplify - refers to intensification campaigns for the implementation of PCAD related plans, programs and activities.

k. Civil Society Organization - refers to people who join together to provide a service or services to their community.

l. Community Affairs - refers to partnerships among public and private organizations that establish a relationship of trust and
understanding between the organization and the community in which both will benefit.
m. Community Development - refers to the process where community members come together to take collective action and
generate solutions to common problems. It is a collective action being taken at a grassroots level.

n. Community Mobilization - refers to the process of engaging communities which involves identification of community priorities,
resources, needs, and solutions to promote representative participation, good governance, accountability, and peaceful change.

o. Community Engagement - refers to a planned two-way process by which specifically identified groups in the community are given
the opportunity to provide inputs that enhance decision-making processes on issues that may impact their well-being or interests.

p. Community Organizing - refers to the process by which people are brought together to act in common self-interest with the end
goal of building a changed community by empowering its community members with knowledge and skills.

q. Community Relations - refers to relationship that an organization, etc. has with the people who live in the area in which programs
are implemented.

r. Communication Support Operations - are activities conducted primarily to support the initiatives of the PNP to counter and
prevent false information and narratives and present factual narratives about the PNP and government.

I. Engagement - the act of allowing one to be involved in a certain issue or conversation that will lead to exchange of information or
interest.

m. Force Multipliers - are organizations outside the government which perform voluntary public safety services in support to existing
government public safety functions and programs.

n. Information - refers to the data that have been processed into a document, report, memorandum, graphic or any other materials
created to convey a message to the receiver.

o. Information Advocacy - refers to the knowledge obtained from investigation, study, or instruction, made into data and processed
to devise strategies, actions taken and solutions proposed to influence decision-making.

p. Information Environment (IE) - refers to the aggregate of individuals, organizations, and systems that collect, process,
disseminate, or act on information.

q. Information Development Operation (IDO) - refers to the application, integration, and synchronization of information-related
capabilities to influence the decision making of target audiences to create a desired effect to support achievement of an objective.

r. Internet-based Support Operations - are activities that monitor issues and trends and serve as a platform in disseminating IDO
products and activities.

s. Issue Management - refers to the process through which an organization manages its policy. identifies and resolves potential
problems or issues.

t. Lead - refers to cause a person or group of people to move forward in unison for a good cause of the majority.
u. Linkages - are relationships and interactions between tasks, functions, departments, and organizations that promote flow of
information, ideas, and integration towards the achievement of shared objectives.

v. Netizens - refer to people interacting through the use of internet.

w. Police Community Relations - the establishment of connection between the police and the community in order to forge partnership
and strengthen collaboration and linkages for a common good.
x. Public Affairs - are activities that the organization is doing for the community through the use of various channels and methodologies
for identified Target Audience.
y. Public Information - refers to the information that may be of interest to the general public about policy, procedures, events such and
other newsworthy, ongoing investigations.
z. Public Safety Services - are government functions that contribute to the attainment of a safe, orderly, and peaceful environment
towards the improvement of quality of life.

aa. Social Media - are channels and forms of communication with the use of internet where netizens create online accounts to create and
share content, and participate in sharing information, ideas, personal messages, and other contents, such as videos and pictures.
bb. Social Media Engagement - refers to an activity in social media networks where interaction occurs. It comes in the form of metrics,
such as Likes, Follows, Shares, Comments, Retweets, and Click-throughs.
cc. TRIMP - refers to an acronym for Television, Radio, Internet, Messaging and Print which are channels/ways of public information.

It illustrates the PCAD as the new face of PCR which has three interrelated dimensions used as the major tools to accomplish its
(PCAD) programs, activities and projects (PAPs), namely:
1. Community Affairs and Development (CAD),
2. Public Information (Pl), and
3. Information Development Operations (100).

These three aspects make up a complete PCAD strategy.

The three dimensions of PCAD aim to secure the community against the forces that disrupt public safety and security, such as crime, terrorism and insurgency and other
forms of hostilities.

The Public Information and Community Affairs and Development dimensions have inform, influence and engage approaches while the
Information Development Operations employs approaches to inform and influence. Towards the end, the community and the PNP come to a point
where they align their goals and where the community finally takes the lead in this partnership.

Three major tools shall be used as guide in conducting PCAD activities, as follows:

1) Community Affairs and Development

b) Community Organizing; and
c) Community Mobilizing
2) Public Information
a) Public Affairs;
b) Social Media Engagement; and
c) Information Advocacy and Dissemination through TRIMP and other available platforms.
3) Information Development Operations

c) Internet-based Support Operations; and

1) Community Affairs and Development (CAD) -CAD focuses in strengthening community cooperation, collaboration and
trusts to achieve gains against crime, terrorism and insurgency.
2) Public Information provides validated, accurate, and timely reports and information to the public.
3) Information Development Operations involve the development and application of non-lethal means to influence perception and
decision making of specific target audience (TA) in support to the strategic communications of the government.
It has three classifications, namely:
a) Offensive which simply means the conduct of proactive measures on anticipated or emerging issues before it becomes
a crisis;
b) Defensive which refers to controlling the crisis or situation from scaling; and
c) Extensive which is a day-to-day routine of crafting and developing products that conveys strong message in the forms of
visual aids such as memes, infographics, infomercials, printed materials derived from facts and plain news.
