FOREWORD

This Manual has been issued by the Directorate General Civil Aviation and
contains the standards, policies, procedures and guidelines concerning the
Designated Assessor for use by both DGCA Inspectors and Designated
Assessor, in accordance with the requirements of CAR 66.

For the purpose of this manual, a Designated Assessor is an organization


employee, authorized to conduct final assessment of the completed OJT on
behalf of the DGCA. Although they are employed by an organization, Designated
Assessor are first and foremost acting as delegates of the DGCA when
performing their duties as a Designated Assessor.

RECORD OF REVISIONS

Amendments to this manual are promulgated by means of revisions issued whenever


necessary to cover corrections and to add or modify the contents.

DEFINITIONS AND ABBREVIATIONS

Applicant - A person nominated as a candidate for a Designated Assessor


Authorization.

CAR - Civil Aviation Requirements.

DGCA - Directorate General of Civil Aviation.

Designated assessor- a qualified AME, employed by an AMO, who has been


authorized by the DGCA to assess the OJT required by the Civil Aviation Regulations
on behalf of the DGCA.

AMO- Aircraft Maintenance Organization

OJT- On Job Training

AME- Aircraft Maintenance Engineer

ICAO - International Civil Aviation Organization.

Inspector - DGCA Officer.

Nominee - A person nominated by an organization as a candidate for DGCA


authorization as a Designated Assessor.

Recurrent Training - Training conducted at regular intervals to refresh initial


training.

Renewal of Authorisation - The administrative action taken which renews the


privileges of authorization for a further specified period, consequent upon fulfillment
of the applicable renewal requirements.

CHAPTER 1 – INTRODUCTION

1.1 Delegation Policy

The Designated Assessor is delegated by DGCA to assess the performance of an


applicant with regards to demonstration of skills for the issuance of an aircraft
maintenance engineer license/ rating. Para 6 of Appendix III to CAR 66 requires that
OJT be approved by the DGCA and conducted at and under the control of a
maintenance organization which is appropriately approved for the maintenance of the
particular aircraft type.

The final assessment of the completed OJT is mandatory and is required to be


performed by a designated assessor duly authorized by DGCA. The Designated
Assessor is required to be nominated by the AMO for authorization by DGCA.
Designated Assessor shall be constantly aware that they perform their duties as
delegates of the DGCA.
1.2 Conflict of Interest
Since designated assessor are primarily AMO’s employees carrying out functions on
behalf of DGCA, therefore sometimes it may result in a situation of conflict of interest.
Conflict of interest is defined that any relationship that might influence an approved
assessor to act, either knowingly or unknowingly, in a manner that does not hold the
safety of the aircraft as the primary and highest priority. The following situations are
considered as possible and obvious conflict of interest between the designated
assessor and his delegated authority:
(a) The relationship between the candidate and the Designated Assessor.
(b) Any out of turn or undeserved, privilege or favour bestowed on the
designated assessor which could bias the assessor or direct/ indirect action
to influence the assessor by the organization or individual, to conduct his
duties.
(c) Whenever possible (depending on the size of the organization), it is
recommended to split the roles of designated assessor and supervisor (two
different persons) in order to avoid any conflicts of interests.

The final authority, for deciding whether there is any conflict of interest that may affect
the designated assessor ability to assess OJT in an impartial manner, rests with the
DGCA.
All assessors are held to be in a “perceived” conflict of interest, as they are
simultaneously employees of the organization and delegates of the DGCA when
performing their duties. To avoid a “real” conflict of interest, it is imperative that while
performing delegated functions, designated assessor strictly adhere to the DGCA
policy and guidelines. Lack of adherence may result in cancellation of such delegation.

Wherever, any designated assessor come into a situation of conflict of interest, a full
report of the circumstances shall be immediately submitted by him/operator to the
DGCA for review.

CHAPTER 2 - DESIGNATED ASSESSOR NOMINATION AND APPLICATION

2.1.1 The AMO

The designated assessor is required to be nominated by the AMO for authorization


by DGCA. The organization Post Holder shall submit the application by completing
and signing the Nomination for Designated Assessor Form (Appendix A), after
satisfying that the applicant meets the experience and qualification requirements
specified in this manual. A resume of the candidate's background, qualifications
and experience is required, and must include a summary of previous training or
supervisory experience.

The AMO shall also ensure and confirm that AMEs recommended for authorization
as Assessor are of recognized integrity, free from prejudices and strong likes and
dislikes and capable of recording fair assessments and shall be known for impartial
conduct.

2.1.2 The DGCA

The DGCA is solely responsible for the acceptance and authorization of all
Designated Assessor.
Designated Assessor nominees shall satisfy the experience and qualification
requirements specified in AAC 4 of 2017 and is reproduced in this manual.

CHAPTER 3 - DESIGNATED ASSESSOR NOMINEE QUALIFICATIONS and


AUTHORISATION
3.1 The qualifications of the nominee for being authorized as a designated Assessor is laid
down in AAC 4 of 2017 and is reproduced below:

a) Type rated AME holding full scope authorization in applicable category (B1/B2) on
applicable aircraft.
b) Minimum 5 years of maintenance certification experience on applicable family of
aircraft.
c) Should be competent to perform the function.

Note: Guidance on nomination of designated assessor is given in AMC to Section 6


of Appendix III to CAR-66.

3.2 The Designated Assessor Nominee will require to successfully complete the Initial
Training as per Chapter 4 of this manual.

3.3 Authorisation of a Designated Assessor (for assessment of OJT)

a) The AMO shall document the procedure for the nomination of Designated Assessor for
authorization by DGCA and their continuation as Designated Assessor in their MOE as
per the laid down criteria given in AAC 04 of 2017 and in this Manual.
b) The organization after ensuring that the nominated person meets the qualifications as
specified in para 3.1, submits the application for issuance of authorization to DGCA
Regional Office along with supporting documents.
c) On receipt of the application, the applicant shall be assessed by a board consisting of
two DGCA officers at the level of at least DDAW (as the Chairperson) and ADAW and
one subject matter expert from Industry.
d) On successful assessment by the Board, the applicant shall be required to successfully
complete training as per Chapter 4 of this manual. The training shall be conducted by
the respective RAOs by an officer(s) of the rank of DDAW.

e) On successful completion of the training, the candidate will be subjected to an


evaluation check by a DGCA Inspector, during which the DGCA Inspector will observe
the applicant conducting an OJT assessment on a candidate (or candidates) in the
organization.

f) On successful completion of OJT assessment, the applicant shall be authorized by


DGCA as Designated Assessor (for assessment of OJT). The Authorization shall be

issued as per the format given at Appendix B. In case the nominee does not pass the
selection process, he may appear after a minimum gap of 3 months.

g) The authorization granted to the Designated Assessor shall be valid for a period not
exceeding five years. In any case, the authorization shall not exceed the validity of the
AME license.

Note: The authorization shall be as per ‘Type Rating’ endorsed in the AME licence.

3.4 Variation in scope of Authorization of a Designated Assessor

For any variation in scope of authorization of a Designated Assessor, the procedure


for issuance of initial authorization will be followed.

Note: The authorization shall be as per ‘Type Rating’ endorsed in the AME licence.

3.5 OJT on new aircraft type

For OJT on new aircraft type included in the scope of AMO, Designated assessors will
require to be authorized in case the individual proposed by the AMO holds a designated
assessor authorization on similar type of aircraft or similar type of aircraft is endorsed
on the AME Licence of the individual.

CHAPTER 4 - DESIGNATED ASSESSOR NOMINEE INITIAL TRAINING

4.1 The initial training shall be of minimum two days and cover at least the following:-

(i) The purpose of OJT assessment.


(ii) The procedures and techniques associated to assess the OJT.
(iii) The techniques and standards used in the assessment and
evaluation of candidate’s performance.
(iv) Completion of all applicable forms and documentation.
(v) CAR 66 - Appendix III - Type training and Examination Standard
(vi) AAC 4 of 2017 - Endorsement with Type Rating - CAR-66 Aircraft
Maintenance Engineers Licence.

(ix) Case studies

4.2 Recurrent Training – It is necessary that a designated assessor undergoes


recurrent training every two years. The Recurrent training will consist of overview
of initial training, changes and amendments in regulations, circulars and manuals,
case studies. The recurrent training shall be of minimum 01 day.

4.3 RAO shall schedule initial and recurrent trainings in a year, as required and prepare
an yearly calendar for the same.

4.4 The training will be imparted by the concerned regional airworthiness office and
records maintained.

CHAPTER 5 – VALIDITY AND RENEWAL OF DESIGNATED ASSESSOR


AUTHORISATION
5.1 Unless withdrawn, the authorization of Designated Assessor shall remain valid for a
period not exceeding five years or till the validity of AME License, whichever is earlier
and remains in the employment of the AMO who has obtained the authorization. The
designated assessor shall not use the authorization in case he does not undergo the
recurrent training specified in para 4.2 of this manual.

5.2 Continuation of Designated Assessor (for assessment of OJT)

Once initially authorized by DGCA, the Designated Assessor, shall meet the following
criteria to continue as a Designated Assessor:-

a) Shall continue to meet the qualification and experience requirements.


b) Shall have acquired maintenance experience for a period not less than six months
in the preceding two years.

Note: Maintenance experience means the experience of being involved in


maintenance tasks on actual aircraft of each rating or similar rating covered under
the authorization.

c) Shall have completed relevant continuation/ refresher and other applicable trainings
as per approved MOE/ MOM.

d) Shall have performed assessment as a designated assessor at least twice in the


last 24 months.

e) The AME Licence of the Designated Assessor remains valid.

f) Shall continue to be in employment with the same organization.

Note: For Persons not meeting the above criteria, authorization process as per above
para 3.4 will be applicable.

5.3 Renewal of authorization of Designated Assessor

a) The organization after ensuring that the nominated person meets the criteria for
continuation as a designated assessor, submit an application for renewal of
authorization to DGCA Regional Office along with supporting documents as per 5.2
above.

b) On receipt of application concerned RAO/SRAO will review and renew for five years
or till the validity of AME License, whichever is earlier.

CHAPTER 6 - WITHDRAWAL OF DESIGNATED EXAMINER AUTHORIZATION

6.1 The authorization of a Designated Assessor may be withdrawn by the DGCA if


the AME is found lacking in any of the requirements.

6.2 The DGCA may withdraw a Designated Assessor authorization if evidence shows
that an Designated Assessor has:-

a) At any time, acts in a manner which is in contravention of the guidelines contained


in this Manual, CAR 66 and AAC 04 of 2017;
b) Placed a personal interest, or the interest of the company, ahead of the interest of
the DGCA;
c) Failed to follow the applicable instructions to maintain the required standards,
or to follow proper procedures;
d) Fraudulently misused Designated Assessor authority, or acted in any other way
that would discredit the DGCA;
e) Breached the DGCA Civil Aviation Rules and Regulations;
f) Exercised poor judgment in assessing a candidate’s performance, in relation to
the standards contained herein; or
g) Failed to represent DGCA in a manner acceptable to the Director General.

CHAPTER 7 - DESIGNATED ASSESSOR MONITORING AND CHECKING

7.1 The respective Regional/ Sub-regional Airworthiness office will carry out planned and
unplanned surveillance inspection to ensure proper implementation of the OJT procedures
including functioning and process of evaluation by Designated Assessors.

7.2 A report should be raised each time an audit is carried out describing what was checked
and the resulting findings against applicable requirements, procedures and products.

7.3 In case there is any violation of the approved procedures, the RAO/SRAO should
investigate the same and take necessary action as per the procedure detailed in the
Enforcement Policy and Procedure Manual against Nodal post holder, Designated
Assessors and the organization responsible for the compliance of OJT plan as appropriate.

7.4 Maintenance of Records - The RAO will establish a system to maintain records of all
documents generated and received. It may be ensured that all related records are
maintained in chronological manner and all the pages are appropriately numbered.
Traceability of all records should be ensured for future reference. The RAO should
maintain the records related to approval of MOE and documents related to Aircraft
Maintenance Engineers and oversight of the organization.
