We are sending you herewith copy of DBM Memorandum dated September 1, 2014 from
ASEC Maxine Tanya Hamada regarding the List of GPB Projects for 2015.
Based on the attached Memorandum, there has been a reduction in the budget cap
approved in the 2015 National Budget. There was insufficient fiscal space to provide for all
identified national government priorities. Many programs, including GPB were unable to receive
their proposed increase in funding as the Executive decided to first fund the requirements in the
expansion of national infrastructure, education, health and social protection programs. Thus, the
budget caps for each LGU was reduced by Php 2.5 million.
Given the time constraint, DBM reduced the budget of the agencies where the LPRAT has
allocated the biggest budget. Congress, though, has given LGUs enough time to submit the final
list of projects without “various projects”. In view of these, your LPRAT must determine the
allocation of the funding for “various projects” and inform the DILG Regional Office. Please
ensure that the LPRAT must accomplish and take note of the following:
a. Reconvene the LPRAT and determine how the budget for “Various Projects” would be
distributed among the projects identified under it,
b. No project may be replaced except for those labeled as “project to be
determined/identified” (as per attached List of GPB Projects), and
c. Submit the reallocation of the budget under “Various Projects” to the DILG Regional
Office thru the DILG Iloilo Provincial Office on or before September 17, 2014 using
the attached template duly signed by the Mayor and three (3) CSO signatories,
