MUNICIPAL MAYOR OF SAN VICENTE TO REQUEST LUCYLYN PANAGSAGAN,
MUNICIPAL TOURISM OFFICER TO CLOSELY COORDINATE WITH PENNY
CLAVECILLA, MUNICIPAL AGRICULTURIST AND OTHER CONCERN OFFICES
TO FACILITATE THE INSTALLATION OF MOORING BUOYS INTENDED FOR
PORT BARTON MARINE PARK (PBMP) THIS MUNICIPALITY"

WHEREAS, Port Barton Marine Park (PBMP) in this Municipality is a significant tourist
destination known for its diverse marine life, pristine beaches, and coral reefs;

WHEREAS, the sustainable management and protection of PBMP require effective measures to
mitigate negative impacts on the marine environment due to unregulated anchoring;

WHEREAS, the installation of mooring buoys within PBMP will provide proper and designated
areas for tourist boats and vessels to anchor, preventing damage to coral reefs and seabed
ecosystems;

WHEREAS, Lucylyn Panagsagan, Municipal Tourism Officer, plays a crucial role in promoting
tourism activities and ensuring the sustainable development of PBMP;

WHEREAS, Penny Clavecilla, Municipal Agriculturist, possesses valuable knowledge and


expertise in coordinating initiatives related to environmental conservation and marine protection;

WHEREAS, it is necessary to closely coordinate the efforts of the Municipal Tourism Office,
Municipal Agriculturist, and other relevant offices to facilitate the installation of mooring buoys
in PBMP;

NOW, THEREFORE, BE IT RESOLVED, that the Municipal Council hereby requests Lucylyn
Panagsagan, Municipal Tourism Officer, to closely coordinate with Penny Clavecilla, Municipal
Agriculturist, and other concerned offices to expedite the installation of mooring buoys within
Port Barton Marine Park (PBMP) in this Municipality;

BE IT FURTHER RESOLVED, that the Municipal Tourism Office, in collaboration with the
Municipal Agriculturist, shall:

1. Conduct a comprehensive assessment of suitable locations for mooring buoys within


PBMP, considering navigational safety, environmental considerations, and tourism
activities.

2. Engage in consultation and coordination with local stakeholders, including boat


operators, fisherfolk associations, environmental organizations, and relevant government
agencies, to gather input and ensure a participatory approach.

3. Prepare a detailed plan and budget for the installation of mooring buoys, including the
procurement process, installation procedures, and maintenance responsibilities.

4. Seek necessary permits and approvals from regulatory bodies or agencies responsible for
marine park management and environmental protection.

5. Implement a comprehensive monitoring and evaluation program to assess the


effectiveness of the mooring buoys in reducing anchor damage and preserving the marine
ecosystem.

BE IT FINALLY RESOLVED, that a copy of this resolution shall be furnished to Lucylyn


Panagsagan, Municipal Tourism Officer, and Penny Clavecilla, Municipal Agriculturist, for their
immediate action and coordination with the relevant offices.
