TERMS OF REFERENCE

SUPPLY, DELIVERY, TESTING AND ACCEPTANCE OF OUTSIDE PLANT ICT


INSTALLATION MATERIALS FOR GOVNET

1. BACKGROUND OF THE PROJECT


1.1. Overview
The project aims to interconnect government agencies in the country to enable faster
communication, easier access to government-shared services, integrate functions and
simplify processes. Agencies connected to the GovNet through a fiber optic backbone
will be able to reap the benefits of lower costs of internet services and faster data
transfers for effective government-to-government transactions.

1.2. Brief Description


The Project includes the supply, delivery, testing and acceptance of outside plant ICT
installation materials for the existing fiber optic cable (FOC) of Government Network
(GovNet) under the National Broadband Program (NBP) covering government
agencies/offices which include national government agencies, local government units,
state universities and colleges, and rural health units.

1.3. ABC of the Project and Fund Source


1.3.1.The ABC of the Project is Php 20,000,000.00
1.3.2.The Fund Source is the 2022 Continuing Fund

2. PURPOSE OF THE PROCUREMENT

The purpose of the project is to support Government Network (GovNet) by providing


Fiber optic cables, accessories, materials and equipment.

3. MODE OF PROCUREMENT
3.1. The mode of procurement is Public Bidding.

4. BID REQUIREMENTS
4.1. Eligibility Documents
4.1.1. The Supplier, in pursuant to Section 23.4 of Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, must have completed within five (5) years prior
to the deadline of submission and receipt of bids, a Single Largest Completed
Contract (SLCC) whose value, adjusted to current prices using the Philippine
Statistics Authority (PSA) consumer price indices, must be at least fifty percent
(50%) of the ABC. Similar Contract for this Project shall be Supply, Delivery,
Testing and Acceptance of ICT Installation Materials and Equipment.
4.2. Additional Requirements (to be submitted during the bid submission)
4.2.1. Project Requirement
4.2.1.1. Product brochures (FOC, FOC accessories, microduct, ICT equipment)
4.2.2. The Supplier must submit a Quality Management Certification for goods that is
being offered, issued by an independent certifying body.
4.2.3. The supplier must attach a detailed Bill of Materials (BOM) and financial cost
breakdown showing all the components required to complete the project. This
may include, but not limited to:
Supply, Delivery, Testing and Acceptance of Outside Plant ICT Installation
Materials for GovNet.

5. TECHNICAL SPECIFICATIONS
5.1. Fiber Optic Cable Requirements
5.1.1. The Supplier must provide to DICT the detailed specification of their offered fiber
optic cable (FOC) vis-a-vis compliance with ITU-T Recommendation G.652d
5.1.2. Optical fiber cables offered must be able to withstand all possible weather
conditions in the Philippines when used in an outside plant and installed aerial or
underground.
5.1.3. The optical fiber cables and accessories offered must be mechanically strong and
chemically resistant to be suitable for use under extreme external conditions.
5.1.4. The loose tubes and interstices of cable core shall be filled with a suitable
compound that could prevent long term penetration of water.
5.1.5. Information on the material used for the filling compound shall be stated by the
manufacturer.

5.1.6. 48 Core and 96 Core Figure-8/Self-support Fiber optic cable
5.1.6.1.Figure 8 cable has a cable bonded to an insulated steel or all dielectric
messenger for support.
5.1.6.2.Cable Sheath
5.1.6.2.1. Black HDPE, a compound of PE and carbon black shall be used for the
cable sheath.
5.1.6.2.2. The moisture barrier shall consist of a longitudinally applied laminate
of polymer coated aluminum foil.
5.1.6.2.3. A rip cord having a minimum breaking load of 150N shall be laid
beneath the outer sheath to facilitate access to the fiber.
5.1.6.2.4. The completed cable shall have sequentially numbered length markers
at regular intervals of one meter (1.0m).
5.1.6.2.5. The cable sheath preferably has 3.2mm thick yellow-striped markings
continuously on the sheath.
5.1.6.3.Strength Member
5.1.6.3.1. One or more strength members shall be incorporated into a cable
structure designed to carry the tensile load associated with installation.
5.1.6.3.2. The fiber reinforced plastic (FRP), serving mainly as the central strength
member, must be laminated with an MDPE-Jacket to prevent
disintegration/breakage of plastic materials used.
5.1.6.4. Quantity should be delivered at least 4000m per drum.
5.1.7. Underground fiber optic cable
5.1.7.1.Cable Sheath
5.1.7.1.1. Black HDPE, a compound of PE and carbon black shall be used for the
cable sheath
5.1.7.1.2. Small, cost effective, light weight, high blowing distance design for
air-blown, microduct and mini duct applications.
5.1.7.1.3. The fiber that will be air-blown shall be 144 core.
5.1.7.1.4. Fully dielectric cable and Qualified under the IEC 60794
5.1.7.1.5. Cable sheath marking shall be as follows;
Manufacturer’s Name and Fiber Count;
Date of Manufacture;
Length Marker; and
Fiber Type: SM

5.1.7.1.6. The completed cable shall have sequentially numbered length markers
at regular intervals of one meter (1.0m).
5.1.7.1.7. The cable sheath preferably has 3.2mm thick yellow-striped markings
continuously on the sheath.
5.1.7.2.Strength Member
5.1.7.2.1. One or more strength members shall be incorporated into a cable
structure designed to carry the tensile load associated with installation.
5.1.7.2.2. The fiber reinforced plastic (FRP), serving mainly as the central strength
member, must be coated with PE or have PE lining to prevent
disintegration/breakage of plastic materials used.
5.1.7.3.Identification
5.1.7.3.1. The color coding of the loose tubes and the individual fibers within
each loose tube shall be as follows:

5.1.7.4.Packing of Cables
5.1.7.4.1. Cable protection shall include, as a minimum, a covering placed
between the cable reel flanges and over the exposed layer of the cable.
The covering shall be weather resistant and shall limit solar heating of
the cable.

5.1.7.4.2. The cable ends shall be accessible for testing, and securely fastened to
the reel to prevent the cable from becoming loose in transit or during
cable installation.
5.1.7.4.3. End caps shall be securely installed to both cable ends to prevent escape
of filling compound and entry of moisture during shipping, handling,
and storage.
5.1.7.5.Cable Sizes
5.1.7.5.1. The manufacturer shall state the outer diameter of the various sizes of
the single mode fiber optic cables offered, subject to DICT's approval.
5.1.7.5.2. Quantity should be delivered at least 4000 meters per drum.

5.2. Micro Duct

5.2.4.8. Outer sheath thickness: nominal 2.5mm ± 0.3 mm

Note: All offers/proposals shall comply with each Technical Specifications and Specifications of the
Bid Documents. The specifications provided therein are minimum requirements, and the suppliers
may consider proposing higher specifications as long as it is within the ABC.

6. Reports, Practices and Procedures


6.1. The Material Specifications for Fiber Optic Cable, Aerial and Underground Systems
shall be prepared by the Supplier, called as the “Technical Documents” in this
paragraph, to be approved by DICT.
6.2. The Supplier shall submit to DICT the specified numbers of original and of copies of all
the technical documents such as:
6.2.1.Material Specifications;

6.2.2.Factory Inspection / Test Procedures; and
6.2.3.Inspection and Acceptance Test Procedures;
6.3. Handling Procedures
6.3.1.The Supplier shall ensure that all FOC, equipment and materials necessary for the
project are properly handled and secured;
6.3.2.The Supplier must submit Handling particularly of the Fiber Optic Cable. This also
includes the shipment or transfer of FOC when necessary.

7. WARRANTY
7.1. The Supplier warrants that Goods supplied under the Contract are new,
unused, of the most recent or current models, and that they incorporate all recent
improvements in design, materials, except when the technical specifications required by
DICT provide otherwise;
7.2. The Supplier further warrants that all Goods supplied under this Contract shall have no
defect, arising from design, materials, or workmanship; From any act of omission of the
Supplier that may develop under the normal use of the Supplied Goods in the
conditions prevailing in the country of the final destination;
7.3. Warranty against material defects shall have a period of one (1) year starting
after the final acceptance of the goods;
7.4. In order to ensure that the manufacturing defects shall be corrected by the supplier, the
warranty period for this project due to hidden defects, defective parts, use of
substandard materials, bad workmanship, and the likes as follows:

7.4.1.Warranty Period shall commence from the date of acceptance by the end user. The
warranty shall cover full replacement of defective items, free of charge, including
labor, spare parts and materials;
7.4.2.The obligation for the warranty for each item being bid shall be covered by either of
the following:
7.4.2.1. Retention Money equivalent to one percent (1%) of the total contract price; or
7.4.2.2. Special Bank Guarantee equivalent to one percent (1%) of the total contract
price.
7.4.3.Retention of one percent (1%) of the total contract price will be withheld for the
twelve (12) months of the warranty period. However, retention money can be
released provided a Special Guarantee or Standby LC issued by a local commercial
bank equivalent to the 1% retention money is submitted and that the supplies
delivered are free from patent and latent defects and all the conditions imposed
under this Contract have been fully met.

8. TESTING AND ACCEPTANCE
8.1. ICT Equipment
8.1.1.Physical Inspection:
8.1.1.1. All items must be brand new
8.1.1.2. All items must have no physical damage
8.1.2.Functional test:
8.1.2.1. All items must power on and off

8.2. Mini/Microduct Testing


8.2.1.Ball Bearing Test/On reel test
8.2.1.1. The size of the bearing should be 80% of the inner diameter of the microduct.
8.2.1.2. The Supplier should provide test results when completed.

8.3. Optical Distribution Frame (ODF) Connector testing


8.3.1.Testing using OTDR and launch cable (at least 1 km)
8.3.1.1. Connectors may have no more than 0.5 dB attenuation and low return loss
(greater than 65 dB for APC Connectors).

8.4. The Following Acceptance Test Are Required (Fiber Optic Cable):
8.4.1.Cable Reel Acceptance Test: conducted upon receipt of cable from a shipper.
8.4.1.1. at wavelength 1310nm loss shall be 0.4 dB/km or less;
8.4.1.2. at 1550 nm shall be 0.3dB/km or less.
8.4.2.Acceptance Test Documentation
8.4.2.1. Documentation of all tests is a high priority. The data accumulated from
these tests will be an invaluable resource in the future. It is recommended
that the supplier develop an Acceptance Test Form in MS Excel format.
8.4.2.2. The recommended organization of the documentation is as follows.
8.4.2.2.1. A three-ring binder should be created to contain all Reel
Acceptance tests, and should be organized by Reel ID.
8.4.2.2.2. A three-ring binder should be created to contain all Installation
Acceptance tests, and should be organized by Cable ID.
8.4.2.2.3. A three-ring binder should be created to contain all Final
Acceptance tests, and should be organized by DWDM/Data
Center/POP/MPOP site ID.
8.4.2.2.4. The binders should be kept, maintained and be submitted to
DICT.

8.4.3.OTDR Trace File Names
Every OTDR trace associated with an acceptance test must be saved on a USB
flash drive and archived. These computer files are useful for future reference.
8.4.3.1. The following organization is recommended.
8.4.3.1.1. All acceptance test sub-folders should be kept in a folder named
‘Cable Acceptance’.
8.4.3.1.2. Reel acceptance test OTDR files should be kept in a sub-folder
named after the Reel ID.
8.4.3.1.3. Installation acceptance test OTDR files should be kept in a
sub-folder named after the Cable ID.
8.4.3.1.4. Final acceptance test OTDR files, and future troubleshooting test
files, should be kept in a sub-folder named after the DWDM, Data
Center, POP or MPOP sites that the fiber serves.
8.4.3.1.5. Files names should have a logical and consistent format such as
follows.

8.4.3.1.6. The color code for fiber and tubes is shown below:

8.4.3.1.7. All files and folders should be backed up onto a USB flash drive
on a daily basis, and should be kept and maintained by the DICT
designated document controller or department.

8.5. Cable Reel Acceptance Test


8.5.1.The Cable Reel Acceptance Test (Reel Test) is a preliminary test to be performed
when DICT/supplier receives cable from the shipper. This test should be
performed as soon as possible after receipt of the shipment. The Reel Test only
requires one end of the cable (normally the inside end), and does not require
connectors on the fiber. This test is intended to verify that the fiber is received
from the shipper in sound condition and without manufacturing defects. Any
anomalies must be reported immediately to the shipper and manufacturer. Cable
should not be used until it passes this test. It is recommended that the supplier
develop a Reel Acceptance Test Form in MS Excel format to log necessary
information.

8.5.2.Tools Required

8.5.3.Procedure
8.5.3.1. Record the following information.

8.5.3.1.3. Number of fibers
8.5.3.1.4. Cable length as shown on reel
8.5.3.1.5. Maximum specified loss at 1550 nm
8.5.3.1.6. Maximum specified loss at 1310 nm

8.5.3.1.8. Test Crew
8.5.3.1.9. OTDR model and serial number
8.5.3.2. Inspect the cable and record any visible signs of defects.
8.5.3.3. Strip at least two feet of the cable end. Clean and strip the fibers.
8.5.3.4. Use a bare fiber adapter and an OTDR to take the following measurements
from one end of the cable.
8.5.3.4.1. Total loss at 1550 nm
8.5.3.4.2. Attenuation per kilometer at 1550 nm
8.5.3.4.3. Total loss at 1310 nm
8.5.3.4.4. Attenuation per kilometer at 1310 nm
8.5.3.4.5. Total length as indicated by OTDR
8.5.3.4.6. Note any anomalies (rescale for clarity and record)
8.5.3.5. Print and record the OTDR traces on the USB flash drive. Indicate direction of
measurement, and loose tube and fiber color.
8.5.3.6. Note differences between the 1550nm trace and the 1310nm trace.
8.5.3.6.1. Slightly greater attenuation over a length of fiber at the shorter
wavelength is normal.
8.5.3.6.2. Uncut cable should have no reflections or attenuation steps.
8.5.3.6.3. Larger attenuation steps at the longer wavelength may indicate
macrobending.
8.5.3.6.4. Attenuation steps or gains at both wavelengths indicate spliced,
broken or damaged fiber.
8.5.3.6.5. Reflections indicate broken fiber.
8.5.3.7. Compare the test results to the manufacturer’s specifications.
8.5.3.8. Remove the bare fiber adapter and cut off excess fiber from the cable end.
8.5.3.9. Install heat shrink or other protective covering to the cable end to prevent the
entry of moisture or other contaminants.

Note: All test equipment that will be utilized for this project shall have updated calibration
certificates to ensure accuracy of results. Supplier is required to submit Calibration Certificates
prior to testing.

9. DELIVERY REQUIREMENT
Supply, delivery, testing and acceptance of outside plant ICT installation materials for
GovNet shall be completed within fifteen (15) calendar days upon receipt of the Notice to
Proceed (NTP). The delivery shall be at DICT NBP Office: 71 Judge Juan Luna St., San
Antonio, Quezon City; or DICT Valenzuela Office: Mc Arthur Highway MacArthur Hwy,
Valenzuela, 1441 Metro Manila.

10. PAYMENT TERMS


Payment shall be made upon one hundred percent (100%) delivery and acceptance of the
items.

11. LIQUIDATED DAMAGES


The liquidated damages shall be at least equal to one-tenth (1/10) of one percent (1%) of the
cost of the undelivered service for every day of delay shall be imposed in accordance with
Section 68 of Republic Act (R.A) 9184 and its Implementing Rules and Regulations (IRR).
