Subject: Call for Intellectual Property (IP) Rights Requests

Dear Mr. Dono:

Greetings!

Do you wish to have the ultimate rights and credits to your invention? Are you concerned about the
security of your work like unconsented duplication, exploitation, or data breach, given the
possibilities in this information age? Worry not because we are here to help!

Despite the global health situation, the DOST-TAPI is making sure that its services are being served
to reach our potential inventors, innovators, designers, and novel products enthusiasts like you in
getting assistance for Intellectual Property (IP) Rights protection of their developed technology
through our Intellectual Property Rights Assistance Program (IPRAP). The assistance covers
advisory, technical, and financial services in securing IP protection from the Intellectual Property
Office of the Philippines (IPOPHL). In fact, our department has earned the Top Performing
Government Institute recognition bestowed by President Rodrigo Duterte because we have filed
446 intellectual properties (IP) in 2020 amidst the pandemic.

Our mission is to promote an effective and efficient innovation system towards adopting and
utilizing these creations and we cannot achieve this without you. Hence, we would like to receive
your requests for IP assistance for your patent, utility model, industrial design, and copyright
applications to support your clients, stakeholders, and the members of your institution. Rest
assured that the submitted information will be treated with utmost confidentiality, and you will be
updated regularly until the grant of your IP license.

We hope you could disseminate the good news to your members and affiliates and if you any
concerns, please feel free to get in touch with the undersigned through email at info@dost.gov.ph.
Attached are the Program guidelines and IPRAP forms for your reference.

Again, our priority is to recognize our distinguished Filipino inventors throughout these activities
and promote your globally competitive and useful inventions.

Thank you and looking forward to receiving your IP application soon!

Very truly yours,

Rachell Ann A. Uson

Key Aspects of the Letter

1. 4Ps Persuasion technique

Product (Plan): To promote the IPRAP program

Purpose: To source out Intellectual Property applications from the Inventors
Persuasive arguments: Motivating factors to the recipients (know the preference and
interest of the recipient), social and economic benefits to the whole community
Possible Outcome: Support the cause

2. AIDA Format

Attention
I used the ‘Subject: Call for IPR request’ to explicitly indicate what the letter is all about.
The first paragraph is also raising conceptual questions that are related to the recipients.
Interest
The second paragraph explained the program objectives and the benefits to the recipients
and established credibility.
Desire
I put the essence of the letter in the third paragraph and put remarks to reduce resistance
like the confidentiality and commitment to give updates throughout the IP application
process.
Action
The last three paragraphs are dedicated to move the recipient on accepting the offer and
participate in the program by making them feel valued and understood. I also put the
necessary contact information to direct the recipient for future communications.

3. The Art of Rhetoric (EPL)

Ethos:
To show my credibility, honor, and excellence, I have mentioned the mission of our
government office, our latest accomplishments, and our target work. I also affixed my
signature in the letter to show my affirmation and accountability of my claims and the
written information.
Pathos:
My opening paragraph is about capturing the reader’s emotions and interest by presenting
a problem related to their work and the risk of the lack of protection for their inventions
given the constraints of the digital age. Part of the body also embodied pathos since I
expounded the goal of our mission and its benefits and value to the recipients.
Logos
I put the exact number of the targeted filings in the previous year and provide an award to
our department to present proof to the reader and give them enough support to favorably
and apply to our offerings.

4. Aesthetics

Balanced ideas, organization, and the use of voice, especially diplomatic tone that is usual
in the government offices
Headings, format, and design are consistent and effective
No exaggeration or pressure tactics
Easy to read in 1 page
Utilize logo washout as watermark to avoid duplication
