1 S100 GENERAL

1.1 S105 Project Overview

1.1.1 Nectar Group Ltd (NGL) intends to expand their bulk terminal at Nectar Sierra
Leone Bulk Terminal (NSBT), located at the Queen Elizabeth II (QE II) Quay,
Fourah Point, on the northern side of the Freetown peninsula (Sierra Leone)
between Destruction Bay and Cline Bay.

1.1.2 The facility currently has a main quay wall of 500m length spanning from east
to west. The general site location is presented in Figure 1-1.

1.1.3 NGL aims to increase the berthing capacity at the terminal to facilitate berthing
an additional 225m vessel. The project also aims to increase the landside area
and facilities at the site by reclaiming land at the proposed berth as well as the
Cline Point area.

1.2 S110 Definitions & Roles

1.2.1 The Project refers to the NSBT Expansion project described above in Section
1.1.

1.2.2 The Client is Nectar Sierra Leone Bulk Terminal Ltd.

1.2.3 The Client’s Designer is Beckett Rankine Ltd.

1.2.4 The Contractor is Eiffage Genie Civil Marine SL.

1.2.5 The Supplier is the party that carries out the works described in this
specification, either the Contractor or another party (Subcontractor). For the
purposes of this document, the Supplier is herewith described as the
Contractor.

1.2.6 The Works are all the works hereby described in this specification; dredging &
reclamation works.

1.2.7 The Site is the working area defined in Dwg. 2023-BRL-05-GA-DR-C-1001 –


included in Appendix A and the borrow area defined on Dwg. 2023-BRL-05-GA-
DR-C-1100.

1.2.8 The dredging and reclamation areas are defined in Dwg. 2023-BRL-05-GA-DR-
C-1100.

1.2.9 The Scope provided in this document is an extension to the project Scope
(2023-BRL-03-XX-SP-C-1003 (T01).

1.3 S115 Purpose of document

1.3.1 This document specifies the dredging and reclamation works to be carried out
as part of this project and the minimum performance requirements to be met by
the Contractor.

1.3.2 The new quay wall is a piled combi wall with short combi return walls, translating
to sheet pile walls and then revetments up to the shoreline. The main quay wall
is restrained by tie rods to a sheet pile anchor wall approximately 30m landward
of the wall.

1.3.3 The Contractor is responsible for ensuring the stability of the structures in the
temporary condition during the dredging and reclamation and is required to
satisfy the Project Manager in the Dredging and Reclamation Method
Statement, that the sequence of dredging and filling and the levels of the filling
and dredging proposed, will cause no detriment to the structures in their
temporary condition. It is a requirement that the movement of the structures
during filling is closely monitored, with ‘hold points’ as per this Specification.

1.3.4 The Contractor is responsible for constructing the Works, for the design and
implementation of the temporary works in the construction phase and for care
of the works during construction. The Client’s Designer is responsible for the
design of the permanent works in the pre-construction phase and has provided
an example sequence in this Specification for the reclamation filling and
dredging that should maintain the stability of the partially completed permanent
works, which the Contractor may choose to follow.

The Contractor is at liberty to propose alternative filling and dredging sequences


but must ensure that the partially completed permanent works are protected
from excessive deflections and instability.

The Contractor is responsible for deriving an appropriate dredging and filling


sequence, considering the stability of the existing structures in their temporary
condition, the monitoring during filling, the plant and methods of filling proposed
by the Dredging and Reclamation subcontractor and the proposed ground
improvements works.

It is envisaged that the dredging seaward of the quay wall is to be carried out
after the filling to the proposed levels (+4.5mCD in Areas A, B, C & D and
+3.0mCD in Area F; refer to drawing 2023-BRL-05-GA-DR-C-1300 for each of
the areas) and the stockpiling is completed.

1.3.5 The Contractor is required to satisfy themselves of the quantities required for
the sand winning, filling and stockpiling, also the dredging, and is to incorporate
their expert knowledge on bulking, losses during dredging and reclamation, and
compaction to estimate the volumes involved.

All geotechnical data available is included in the Site Information, if this is


insufficient, the Contractor is deemed to have allowed for all additional
investigations required or designing the Works to cater for any uncertainty in
ground conditions, (ref. Scope S2705 cl 18.2.7). For tendering purposes, it is
suggested that the Contractor approach their proposed specialist ground
improvements Sub-Contractor to establish an estimate of the likely compaction.
Other projects have used 'rule of thumb' estimates of 10 - 20%, until better
particulars are available during the progress of the works.

The Client's Designer will provide a Specification for the fill compaction / soil
treatment works in a separate document and it is noted that vibrocompaction of
the fill for 15m is included in the Scope for the works.

A sand winning area has been identified, however if sand of an appropriate


quality and volume cannot be found within the identified area, an alternative
sand winning area can be proposed.

The reclamation filling will take place in the area enclosed by the quay wall, the
anchor wall and the west and east return walls. Also, the anchor wall, the
shoreline and the west and east revetments. Stockpiling of fill material on the
shoreline may be required, as necessary, depending on the methods of filling
and the monitored wall deflections, etc. The illustrative sequence in this
Specification is;

• Filling between the quay wall and anchor wall and landward between the
anchor wall and the shoreline, in a controlled sequence with filling height
restrictions to engage tie rods and limit wall deflections.

• Fill material is then stockpiled on the shoreline for final filling to formation
from the shoreline to the anchor wall (to be carried it at a later stage).

• The filling can be progressed to develop the filling from one side of the berth
to the other, as long as the filling method complies with the restrictions to the
filling contained in S140.

1.4 S120 Responsibilities

1.4.1 The Client’s Designer is responsible for the design of the permanent works of
the project.

1.4.2 The Contractor is responsible for the design of all temporary and enabling works
and for care of the works during construction (including maintaining the stability
of the permanent works structures in the temporary condition). The Contractor
may choose to follow the illustrative filling sequence, or propose an alternative,
but the procedures employed by the Contractor must avoid causing excessive
deflections of the partially completed permanent works.

1.4.3 The Contractor is responsible for appointing and managing the Dredging and
Reclamation Subcontractor and the Contractor may be required to procure
collateral warranty agreements from the Subcontractor.

1.4.4 The Contractor is responsible for undertaking the Works.

1.4.5 The Contractor is responsible for planning the sequencing of their works and
estimating the quantities of dredging and fill involved, considering the
information, the constraints set out in this document and the breakdown of
responsibilities for estimating the volumes set out in 2.3.4. All geotechnical data
available has been provided as Site Information previously.

1.4.6 If this is insufficient, the Contractor is deemed to have allowed for all additional
investigations required and for sequencing the elements of the Works to cater
for any uncertainty in the ground conditions, including for assessing the
quantities of dredging and fill materials.

1.4.7 The results of any further ground investigations carried out by the Contractor
are to be shared with the Project Manager, so the likely properties of the soils
can be mutually agreed.

1.4.8 Without prejudice to any obligation of the Contractor contained anywhere in any
document forming part of this contract, the Contractor undertakes and warrants
that:

• It has the experience and resources to provide the Works and has experience
in providing works of a similar size, scope and complexity to the Works;

• The Works are carried out and completed using the best up-to-date practice,
in a good and work-manlike manner and at a minimum, consistent with any
standards or requirements included or referred to in this document or any
other contract document;

• The Works comprise only materials and goods that are of good and
satisfactory quality, workmanship, manufacture and fabrication and as a
minimum, consistent with any standards or requirements included or referred
to in this document or any other contract document;

• The Works comply with all appropriate requirements of any local or public
authority and/or statutory undertaker, any Consents, any relevant Statutory
Requirements, any Third-Party Agreements, any manufacturer’s
recommendations, any performance specifications or requirements included
or referred to in the Subcontract Documents and the requirements of any
insurers of the Contractor (insofar as the Contractor has provided the details
of such to the Supplier/Subcontractor);

• The Contractor is to arrange the Works to avoid obstructing marine traffic and
the port operations; and

• The Works are properly integrated and co-ordinated with any other works
referred to in the Contract Documents.

1.5 S130 General Constraints

1.5.1 The Works are constrained by the following:

• Any rules and regulations of the Sierra Leone Port Authority, including
navigational and working requirements;

• The requirements and restrictions for the operation of the existing


Berths 1 and 2 by NSBT;

• The requirements of the Environmental Impact Assessment acquired by the


Client; and

• All constraints outlined in the project’s licences and consents.

• The dredging and reclamation works cannot proceed until the Contractor has
provided a Risk Assessment and Method Statement for these works, and it
has been accepted by the Project Manager.

The Method Statement should include but not be limited to, descriptions of
the equipment to be used, the methods of operation, the production cycle of
the dredging and reclamation, filling and dredging sequencing plans, marine
traffic control measures and monitoring of the partially completed structures
as the works are progressed.

• The deflections of the partially completed quay, return and anchor walls
during the filling and dredging are monitored and hold points are established.
These hold points will be confirmed by the Client’s Designer ahead of the
reclamation works.

• The Contractor may comply with the filling and dredging sequences and
deflection monitoring should be included in the approved Method Statement
for the Dredging and Reclamation Works, to ensure the protection of the
partially completed structures.

1.6 S135 Standards and Codes of Practice

1.6.1 All design, materials and workmanship are in accordance with the below
Standards and Codes of Practice:

• BS 6349-5:2016 Maritime Works – Code of practice for dredging and land


reclamation;

• BS EN16907-6:2018 – Earthworks. Land Reclamation earthworks using


hydraulic fill;

• BS 1377 Part 9 1990 – Soils for Civil Engineering purposes – In-situ tests;
and

• Hydraulic Fill Manual – For Dredging and Reclamation Works – First Edition
2012

1.7 S140 Temporary and Existing Structures

1.7.1 The Contractor is aware that the piling and other works on-site are in a
temporary phase and existing structures are not to be relied upon without further
consideration. The Contractor is required to ensure the partially completed
works are not displaced or damaged. Including, carefully sequencing the work
to ensure the partially completed piling works are not overloaded and designing
and implementing any temporary works required to undertake the dredging and
reclamation. The Contractor is required to produce a site-specific Method
Statement and Risk Assessment indicating in detail how the Works will be
carried out.

1.7.2 The Contractor does not:

• Berth or moor vessels to the sheet piles, tubular piles or any other part of the
Client’s permanent works;

• Impart excessive prop wash (or similar) to the sheet piles, tubular piles or
any other part of the Client’s permanent works;

• Permit sand to enter the tubular piles (the Client’s permanent works) during
reclamation;

• Damage the tie rods and hanging catenary cable system that form part of the
Client’s permanent works and the Contractor’s temporary works; and

• Overload the combi and sheet pile walling and cause excessive deflections
or instability.

1.7.3 The Contractor proposes a suitable safety gap between the vessel and the
Client’s permanent works (piles and sheet piles), existing structures and the
Contractor’s temporary works (barges, platforms) and ensures that this is
maintained during the Works.

1.7.4 The Contractor is required to ensure the partially completed works are not
displaced or damaged and the method and practices used for placing the fill
avoids excessive loading to a particular location of the sheet pile walls or
creating mud waves beneath the reclamation. The fill is to be placed and
distributed throughout the reclamation to minimise the height differential

between the material being placed and the top surface of the fill already place
to less than 4m. Other constraints relating to differentials of fill heights are
outlined in S225.

1.7.5 The Contractor is required to propose appropriate dredging and reclamation


procedures, to develop a filling and dredging sequence with the Client’s
Designer and provide a Risk Assessment and Method Statement for the Project
Manager’s approval.

1.7.6 If the Contractor chooses to use the example sequencing provided in the
drawings in Appendix A, it should be noted that the filling can be progressed
from one side of the berth to the other, and the filling of individual ‘cells’ can be
carried out independently or in parallel with each other, as long as the
constraints limiting the filling are observed. The constraints include;

• Minimising the height differential of the fill levels in adjacent cells and restrict
the differential to 4m.

• Minimising the height differential in a cell between the material being placed
and the top surface of the fill already placed, to less than 4m.

• Fill to maintain the ties in tension and avoid putting the ties in compression.

• The method is to be continuously reviewed in conjunction with the wall


deflection monitoring.

The Contractor is required to produce a site/task specific Risk Assessment and


Method Statement indicating in detail how the Works will be carried out. Including
demonstrating how the risk of overloading the piled walls in their temporary
condition by inappropriate or accidental placement of the fill will be avoided,
mitigated, or managed.

1.8 S145 Vessel Selection

1.8.1 The Contractor is responsible for selecting appropriate vessels, placement


techniques (rainbowing or piping for example), pipelines, etc (floating lines,

shore connections, diameters, pumps, valves, etc). Their suitability is to be


demonstrated in an Execution Plan/Method Statement, against the below
criteria and considerations:

1. Water depth – reclamation occurs before dredging and therefore the vessel will
be suitable to access the site in its current state. Refer to the latest bathymetric
survey (provided in Appendix B).

2. Pumping/Rainbow distance requirements.

3. Soil conditions at borrow site.

4. Depth and width of access routes – see Appendix B - Bathymetric Survey and
appropriate Admiralty Chart

5. Location of borrow and reclamation areas.

6. Limitations on placing the fill in the incomplete structures.

7. The provision of lights markers notices etc. in accordance with international


regulations

8. Suitable for the local weather and sea conditions, including currents, waves and
swell

9. Direct loading of the tie rods during filling, including potential dynamic loading.

10. Pipeline routes and progression of the filling.

1.8.2 All plant is to be tested for functionality and effective operation, prior to
mobilisation to site and prior the commencement of dredging/reclamation
ensuring that it is fit for purpose. The results of the plant tests can be circulated
to the Client and the Project Manager.

1.9 S150 Consents

1.9.1 The Client is responsible for obtaining or procuring the Client’s consents.

1.9.2 The Client’s consents are:

1. Built Permit;

2. Environmental Impact Assessment;

3. Environmental permitting

4. The permits or authorisations, related to the dredging and reclamation work

1.9.3 The Contractor is responsible for obtaining all the Contractor’s consents and
the Contractor assists the Client where possible with the Client’s consents.

1.9.4 The Contractor’s consents are:

1. Work permits;

2. Any permits or consents required to bring Equipment or Plant to the Site; and

3. Liaison with the Port Authorities and NSBT for permission to carry out the
Works.

1.9.5 The Contractor is responsible for posting the Notice to Mariners for the Dredging
and Reclamation works.

1.10 Permanent works layout & nomenclature

1.10.1 The following figure sets out the layout of the steel cofferdam box that makes
up the permanent works in its temporary phase ahead of the dredging and
reclamation works.

2 S200 RECLAMATION

2.1 S205 Scope

2.1.1 The Scope (2023-BRL-03-XX-SP-C-1003, including cl’s 23.3.1, to 23.3.5) for


the reclamation works, (part of the Works), as follows:

1. Pre-works survey (in-survey) of the borrow area. The Contractor will make a
preliminary survey of the seabed (Pre-Dredge Survey) at the site prior to any
dredging work starting. The survey will include the area to be dredged and any
surrounding areas where changes in levels are expected as a result of dredging
operations.

2. The Contractor may undertake additional surveys over the area covered by the
pre-dredge survey (in-survey) as they require from time to time to measure
progress of the work. The results of any additional surveys undertaken are to
be forwarded to the Project Manager, for information.

3. Post-works survey (out-survey) of the borrow area. When the Contractor has
ceased dredging operations at the site, the Contractor will undertake a further
survey of the area covered by the pre-dredging survey. This is the final survey.
The final survey will include the dredged area being swept to prove the absence
of high spots with a rigid appliance with upstands suitably marked to show water
depth.

4. When the dredge levels have been achieved, sections of the Pre-Dredge and
Post Dredge surveys (including side slopes), will be provided by the Contractor.

5. Surveys are to be undertaken by a qualified, suitably experienced hydrographic


surveyor and are to be undertaken with grid sweeps of 5m. Surveys and
sections will be presented in Autocad and hard copy. Calibration of the echo
sounding equipment shall be carried out prior to the commencement of each
survey.

6. Winning material from the designated borrow area, transporting to the new berth
and carefully placing the fill in the partially completed structure.

7. Filling of the berth up to design level and volume using fill material (as per S210)
from the borrow area detailed in S225 and providing any additional material
required due to the ground improvements.

8. Monitoring works during the filling process as detailed in S215 and the contract
documents, for both deflection and settlement.

2.2 S210 Fill Material

2.2.1 Details of the sand winning area are provided on drawing 2023-BRL-5-GA-DR-
C-1100. The Contractor is responsible for sourcing appropriate material from
within the allocated borrow area. The fill material is to be sourced from the
Borrow Area known as the North Central Area which encompasses the North
Central Vibrocore results, provided in the Igeotest report (Igeotest reference:
2016.023 OFF Sierra Leona).

2.2.2 Should there be insufficient suitable material in the allocated borrow area, an
alternative borrow area is available, which could be considered as a source of
fill, at the Contractor’s request.

2.2.3 Suitable proposals for sand searches, instrumentation and monitoring,


materials laboratory tests, materials in-situ tests and compaction methodologies
for the hydraulic fill will be developed with the Contractor and Project Manager.

2.2.4 The source material must have the following properties:

1. Material comprising medium to coarse sand with a minimum D50 grain size of
0.400 mm.

2. Maximum percentage fines content to be 5% passing 0.063mm screen.

2.2.5 The Contractor shall be responsible for managing the overflow period from the
Trailing Suction Hopper Dredge (TSHD). Overflowing shall comply with the local
environmental requirements. Dredged material quality control measures such
as sand washing are permitted, subject to the environmental restrictions.

2.2.6 The work should comply with all appropriate requirements of any local or public
authority and/or statutory undertaker, any Consents, any relevant Statutory
Requirements, etc. Environmental constraints for the dredging and reclamation
are contained in the Environment Social and Management Plan, the EPA
License and the Attestation for the dredging.

2.2.7 Particle size testing shall be undertaken for each hopper load of material for the
first 5 days following commencement, then at a frequency of 1 sample for each
5,000m³. Samples to be taken from the reclamation area with the PSD testing
results to be provided within 48 hours.

2.2.8 The Contractor is responsible for determining the overall sequencing of the
filling, the allowable levels of the fill, the volume of stockpiled material, and the
behaviour of the walls during the filling.

2.2.9 The Contractor may choose to follow the illustrative filling sequence contained
in this specification, or propose an alternative, but the procedures employed by
the Contractor must avoid causing excessive deflections of the partially
completed permanent works.

2.2.10 As part of the Contractor’s QC procedures, Deflection Monitoring of the installed


combi and sheet pile walls shall be undertaken during and immediately following
the reclamation works and for six weeks after the filling is complete. Monitoring
the walls is to ensure they are not overloaded by the filling process.

2.2.11 This structural monitoring requirement shall include automated monitoring of


discrete points by a total station via co-located sticker targets. The readings are
to be taken automatically on an hourly basis during key filling periods, this to be
reduced to daily, subject to the Client’s Designer’s requirements, following the
reclamation and dredging works.

2.2.12 A total of 18no. sticker targets are to be located along the quay wall, anchor
walls (SP3 & SP4) and return walls, on suitable temporary support structures
attached to the wall, such that the targets remain visible throughout and
following the reclamation works.

2.2.13 In addition, a minimum of 6 bi-axial wireless tilt sensors are to be provided and
monitored throughout the filling and for six weeks afterwards. The tilt sensor
readings are to be provided in real time or a minimum of hourly basis.

2.2.14 As part of the Contractor’s QC procedures, Settlement Markers are to be


installed at the base of the reclamation and at the surface of the reclamation,

with 2 pairs of markers in areas A and C, 4 pairs of markers in area B and 4


pairs of markers in areas D, E and F (ref. fig. 3-1). The level of the markers is
to be taken at least weekly for a period of 6-months following the dredge and
reclamation works and time settlement plots produced and forwarded to the
Project Manager.

2.2.15 Baseline monitoring of one week ahead of dredging and reclamation works is
required to ensure any natural movements can be identified.

2.2.16 Should the deflection and tilt monitoring indicate that the deflections of the walls
are less than envisaged, the restrictions on the filling levels based on the
indicative sequence may be relaxed.

2.3 S220 General Requirements

2.3.1 Reclamation works are carried out prior to the dredging works set out in S300.

2.3.2 Required fill material properties are outlined in S210.

2.3.3 The Contractor is to sequence the works with the revetment core placing and
other permanent works, as required, to prevent hydraulic fill entering the
navigable waterway and causing accretion at neighbouring berths or to the
navigable channel.

2.3.4 The Contractor is responsible for planning the sequencing of their works and for
estimating the quantities of dredging and fill involved, considering the
information and constraints set out in this document and the following
breakdown of responsibilities:

2.3.5 All geotechnical data available is included in the site information, if this is
insufficient the Contractor is deemed to have allowed for all additional
investigations required and for sequencing the elements of the Works to cater
for any uncertainty in the ground conditions (ref. Scope S2705 cl 18.2.7).

2.3.6 The Contractor is required to carry out additional site investigations, as is


deemed necessary, to be able to assess the quantities of dredging and fill
materials. The results of any further ground investigations carried out by the
Contractor are to be shared with the Project Manager, so the likely properties
of the soils can be mutually agreed.

2.3.7 For an initial estimate, the Contractor could approach their proposed specialist
ground improvements sub-contractor to establish an estimate of the likely
compaction of the fill and underlaying soft material. Other projects have used
'rule of thumb' estimates of 10 - 20%, until better particulars are available during
the progress of the works.

2.3.8 The Contractor is to make allowances in volume of hydraulic fill placed to


account for vibro-compaction as may be required. The Ground Improvement
requirements are included in a separate document (ref. 2023-BRL-05-XX-SP-
C-1008).

2.3.9 The Contractor is responsible for determining the methodology and sequencing
of fill placement whilst adhering to the constraints set out in S225.

2.3.10 The filling process is to be controlled so there is not an excessive build-up of


fine materials from run-off, creating ‘soft spots’ in the area between the quay
and anchor walls (fill areas A, B and C) thicker than 500mm.

2.3.11 Ground improvements for the reclamation fill are included in the scope of the
Works and therefore the Contractor must make sure that after the ground
improvements, the CPT results comply with the requirements for the hydraulic
fill. The Ground Improvement requirements are included in a separate
document (ref. 2023-BRL-05-XX-SP-C-1008).

2.4 S225 Detailed Constraints

2.4.1 An optional filling sequence is provided below and Stages 1 to 8 (see below).
The Contractor may choose to follow the illustrative filling sequence contained
in this specification, or propose an alternative, but the procedures employed by
the Contractor must avoid causing excessive deflections of the partially
completed permanent works.

2.4.3 Additional limitations during the filling process include that the differential height
of the tops of the fill between two adjacent boxes cannot be more than 4m. Also,
areas A and C must always be higher in level than B to ensure tension is put
into the tie rods and that the height of the fill being placed should not be more
than 4m above the fill already placed in the same ‘box’.

Example Sequencing and Stockpiling

1. Stage 1: Fill everywhere to -2 mCD (with a tolerance of +0.5m).

2. Stage 2: Fill between the quay wall and the anchor wall to +0.5 mCD in
areas A, B & C. Additional constraints to the filling are that areas A and C
should always be filled higher than area B (to keep tension in the tie rods)
and the height difference of the fill between adjacent areas should be less
than 4m.

3. Stage 3; Fill between the anchor wall and the shoreline to +0.5 mCD in
areas D, E, F & G (with a tolerance of + 0.5m).

4. Stage 4; Fill between the quay wall and anchor wall to +4.5 mCD in areas
A, B & C.

5. Stage 5; Fill between the anchor wall and shoreline to +4.5 mCD in Area D
and +3.0 mCD in Areas F & G with a slope down from +4.5 mCD to +3.0
mCD in Area E.

6. Stage 6; Stockpile material is to be placed in Zone G with a 24-degree slope


from the fill at +3.0 mCD to +10.0 mCD.

The displacement of the walls will be monitored during the filling and if the
observed deflections are large, further stockpiling of fill material may be
necessary. However, if the anticipated wall deflections are not observed,
the Supervisor may instruct that the filling is continued to a revised (higher)
level within area F.

7. Stage 7; Dredge seaward of the quay wall to -9.0 mCD (with a tolerance of
+1.0m), to monitor the behaviour of the quay wall to the dredging.

8. Stage 8; Dredge seaward of the quay wall to -11.5 mCD.

2.4.4 The filling can be progressed from one side of the berth to the other (i.e. either
west to east or east to west), and the filling of individual ‘cells’ can be carried
out independently or in parallel with each other, providing the constraints set
out in and the Specification (S140 cl 1.7.5), are complied with. There is no
requirement to complete all Stage 1s, then all Stage 2s etc sequentially, for
each of the areas A, B and C, for example.

2.4.5 In a different work activity, any stockpiled material (Stage 6) will be used to fill
to formation level in Area F.

2.4.6 The Contractor is required to establish a suitable dredging and reclamation


sequence to suit the site conditions, the CPT results, the movement monitoring
and the equipment and bunding arrangements deployed on site.

2.4.7 The Contractor may choose to follow the illustrative filling sequence contained
in this specification, or propose an alternative, but the procedures employed by
the Contractor must avoid causing excessive deflections of the partially
completed permanent works.

2.4.8 The displacement of the walls will be monitored during the filling and if the
observed deflections are large, the proposed stockpiling of fill material may be
amended. However, if the anticipated wall deflections are not observed, the
Supervisor may instruct that the filling is continued to a revised (higher) level in
Area F.

2.4.9 At each stage and throughout the filling and dredging the deflections of the
partially completed structures are to be monitored, with hold points at
deflections of the piled walls. The hold points will be confirmed by the Client’s
Designer ahead of the reclamation works.

2.4.10 The deflections of the walls should be monitored to protect the partially
completed works and to enable the behaviour of the walls to be understood as
the reclamation works progresses and as the dredging progresses to -9mCD
and subsequently to -11.5mCD. The dredging operation is expected to be
continuous.

2.4.11 The hold points of are for guidance on the condition of the partially completed
works during filling and dredging. Appropriate instructions will be provided in
accordance with the behaviour of the piled walls during the progress of the work.

2.4.12 In the Method Statement (arising from the Risk Assessment), the Contractor
can propose alternative monitoring of the partially completed works with
appropriate safe working procedures, including the measures to mitigate the
construction risks during the filling and dredging processes.

2.4.13 Sequencing of the filling and dredging is required in the Scope of the project,
however if work is stopped due to excessive wall deflections, the Supervisor or
Project Manager will issue further instructions, as a matter of urgency.

2.4.14 The Contractor’s methodology is to include allowance for side slopes (due to
the dredging), the preparation of slopes for the revetments and is to consider
the placement of fill above and below water. The Contractor is responsible for
adopting working methods that are appropriate for the material to be dredged,
the site conditions and location.

2.4.15 The fill should be placed and distributed throughout the reclamation areas to
minimise the height differential between the material being placed and the top
surface of the existing fill. The fill should be spread as evenly as possible within
the areas via regular relocation of the discharge (rainbowing/piping) to ensure
that the height of the fill being placed is not higher than 4m above previously
placed fill.

2.4.16 The Contractor is required to ensure the partially completed piling and
revetment works are not displaced or damaged and the method and the
practices used for placing the fill avoids excessive loading of a particular

location of the combi or sheet pile walls, or creating mud waves beneath the
reclamation.

2.4.17 The Contractor is responsible for designing the temporary and enabling works
and for maintaining the stability of the permanent works structures in the
temporary condition. The Contractor may choose to follow the illustrative filling
sequence, or propose an alternative, but the procedures employed by the
Contractor must avoid causing excessive deflections or significant erosion of
the partially completed permanent works.

2.4.18 Subject to the environmental restrictions, overflowing of the THSD hopper to


remove fines is permitted.

2.5 S230 Site Information – Borrow pit

2.5.1 The Borrow area coordinates are provided on DWG. 2023-BRL-5-GA-DR-C-


1100 provided in Appendix A.

2.6 S235 Surveys

2.6.1 In and Out surveys are be carried out in accordance with 2.1.1 however, it may
be necessary to carry out the surveys in the sheet piled ‘box’ for the new berth
using alternative techniques.

2.6.2 The fill quantities for payment are to be calculated from the ‘in’ and ‘out’ surveys
and drawings, without consideration of bulking or shrinkage.

2.6.3 In monitoring the works during the filling process, the Contractor may undertake
additional surveys, as they require from time to time to measure progress of the
work. Reclamation interim topographic and bathymetric surveys, the survey
information is to be provided as drawing plots and the survey data as ASCII
format .xyz files.

3 S300 DREDGING

3.1 S305 Scope

3.1.1 The scope of the dredging works, part of the Works is as follows:

• Pre-works topographic and bathymetric surveys (in-survey) as per S325.

• Post-works topographic and bathymetric survey (out-survey) as per S325.

• The Contractor may undertake additional monitoring surveys, as they require


from time to time to measure progress of the work.

• Dredging of the berth pocket to design depth, -11.5mCD, as per DWG 2023-
BRL-05-GA-DR-C-1100 in Appendix A. The western berth pocket dredging
slopes will be determined by the Contractor in accordance with Drawing
2023-BRL-05-SS-DR-C-2300, West Return Wall Revetment. The eastern
dredge slopes will be determined by the Contractor in accordance with
Drawing 2023-BRL-05-SS-DR-C-2301, East Return Wall Revetment.
Sections of slopes out with the return wall revetments shall be to the natural
angle of repose.

• Forming stable side slopes to the dredged pocket.

• Dredging and trimming the adjacent revetment slopes.

• Disposal of all arisings at the deposit site as per S330.

3.1.2 The Contractor’s dredging and reclamation methodology is to include allowance


for side slopes, considering the placement of fill above and below water. The
Contractor is responsible for adopting working methods that are appropriate for
the material to be dredged, the site conditions and location.

3.2 S310 General Requirements

3.2.1 No dredged arisings are to be used as part of the reclamation works.

3.2.2 It is recommended that the dredging work for the berthing pocket is undertaken
after the hydraulic fill and stockpile has been placed as part of the reclamation

works (S200). The work therefore includes removal of any accretion of material
from the reclamation/fill works.

3.2.3 The extent of dredging to seaward of the berth shall be defined by the in-survey
-11.5mCD contour and drawings 2023-3-BRL-5-GA-DR-C-1001, 1002 and
1100.

3.2.4 The Contractor shall be responsible for ensuring that there is no accretion
outside of the dredge area. On completion of the out survey, the Contractor
must demonstrate that the dredged area and the approach to the -11.5 mCD
Berth Pocket has no areas above -11.5 mCD.

3.2.5 The extent of the dredging up/downstream of the berth is as per Dwg. 2023-
BRL-05-GA-DR-C-1100 provided in Appendix A.

3.2.6 Dredging and trimming of the side slopes and revetment slopes may require the
use of a grab dredger and hopper barge. No additional payment will be made
for dredging outside the dredge limits shown on the drawings, to prepare for the
revetment construction or to achieve stable dredged slopes, or side slopes to
the dredging.

3.2.7 Dredging operations are subject to the approval of the Sierra Leone Port
Authority (SLPA).

3.2.8 The method of dredging and transporting of dredged material must be selected
to prevent any deposition of material in navigable channels or berths.

3.2.9 In the event of unavoidable spillage occurring to such an extent that siltation of
any navigable channel or berth has occurred, the Contractor must immediately
restore the affected channel or berth to its original depth to the satisfaction of
the Client.

3.2.10 The requirement to obtain any additional licences or permits for the removal of
this material will rest with the Contractor.

3.2.11 The Contractor is responsible for removing all materials of any nature including
deposited rubbish and wrecks identified in the Site Information (excluding the
wreck to be incorporated into the East revetment), as necessary, to achieve the
design dredge depth and area.

3.2.12 The dredging operations are to conform to International Maritime Organisations


rules for watching and lighting and where required to do so, the operations are
to be marked with temporary buoys and anchor marker buoys, the buoys are to
be lit at night.

3.3 S315 Detailed Constraints

Safety Gap

3.3.1 The Contractor proposes a suitable safety gap between the dredging vessel’s
drag-head and the Client’s permanent works (tubular piles and sheet piles) and
ensures this is maintained during the Works.

Over-dredge

3.3.2 Over-dredging is not permitted beyond a depth of 0.3m below the design level.

3.3.3 Where over-dredge of more than 0.3m has taken place, at or adjacent to the
permanent works or existing structures, re-profiling with approved fill material,
is to be carried out to the design level.

3.3.4 Any re-profiling is be done using a material of suitable quality, approved by the
Client.

Tolerances

3.3.5 The tolerance for dredged depth is +0.00 m to -0.300 m.

3.3.6 The tolerance in plan is +/- 2m subject to achieving stable side slopes.

3.4 S320 Site Information

3.4.1 The latest bathymetric survey of the site was undertaken in July 2022 and will
be provided in CAD (.dwg) format. This is not to be relied upon, and the
Contractor undertakes an in-survey as per S325.

3.4.2 The available soils information has been provided and shall be provided to the
Sub-Contractor by the Contractor. All geotechnical data available and, to the
best of the Client’s knowledge, is included in the Site Information. If this is
deemed to be insufficient the Contractor is to allow for all additional
investigations required of design the works to cater for any uncertainty in the
ground conditions.

3.4.3 The results of any future ground investigations will be forwarded to the Sub-
Contractor by the Contractor.

3.4.4 It is the responsibility of the Contractor to ensure that the equipment selected
must be appropriate for the material onsite

3.5 S325 Surveys

3.5.1 The in-survey and out-survey are to be undertaken by a qualified and suitably
experienced hydrographic surveyor. The levelling datum to be used for the
dredging surveys is chart datum. All surveys will be undertaken using a grid of
sweeps of not more than 5m spacing and presented in Autocad (.dwg) files,
also in hard copy when required.

3.5.2 Upon the completion of any instructed remedial and extending dredging, an
additional Final Survey shall be undertaken. When the Final Dredge Survey
indicates the dredge level has been achieved, sections through the area
including the side slopes shall be made using both the pre-dredge and post-
dredge survey plans.

3.5.3 The in-survey shall be carried out before any dredging has occurred and
hydraulic fill is placed.

3.5.4 The Contractor may undertake additional bathymetric and topographic surveys
as they require from time to time to monitor progress of the work, at their own
cost.

3.5.5 The out-survey is to be undertaken immediately following the completion of all


the deepening and dredging works, but no later than two weeks following the
final deepening works.

3.5.6 When the out-survey indicates the dredge level has been achieved, cross-
sections through the area including side slopes shall be made using both in-
survey and out-survey data sets. These cross-sections shall include the design
template.

3.5.7 The hydrographic survey of the area for both the in-survey and out-survey
covers the entire project site area as per DWG 2023-BRL-05-GA-DR-C-1100
and extends 50m beyond the boundary where possible. The survey is to at least
record the sounding, the time, the position of the sounding and the height of the
tide at the time of the sounding, all resolved to mCD. Bar checks are to be
carried out at the beginning and end of each survey.

3.5.8 As part of the Contractor’s Method Statement, the vertical and horizontal level
control of the surveys are to be described, also the resolution of the levels to
chart datum via tide level readings taken at least every 5 minutes during the
survey.

3.5.9 Seabed contour plans of the in-survey and the out-survey are to be produced
along with cross sections through the dredged areas taken every 20m. The
surveys are to extend beyond the border of the dredged area by approximately
50m.

3.5.10 The dredged quantities for payment are to be calculated by comparing the in
and out surveys and the drawings. The quantities measured from the surveys
and drawings are to be used for payment without consideration of bulking or
shrinkage.

3.5.11 The final out-survey will be forwarded to the Client and the Port Authorities as
a record of the as-built marine environment adjacent to the berth.

3.6 S330 Dump Area

3.6.1 The permitted dump area for disposal of the dredge material is as shown in
Figure 3-1.
