1.0 Executive Summary:
Kyarusozi Health Center III, located in Kyarusozi Town Council Kyenjojo district, serves as a
primary healthcare facility catering to the healthcare needs of the local community. The
implementation of a Hospital information management system (HIMS) is proposed to enhance
patient data management, improve operational efficiency, and ensure the delivery of high-quality
healthcare services. This business case outlines the rationale, benefits, and implementation plan
for deploying a hospital information management system at Kyarusozi Health Center III.

1.1 Introduction:
Kyarusozi Health Center III plays a crucial role in providing essential healthcare services to the
community, including primary care, maternal and child health. According to Farias et al. (2020),
the lack of a comprehensive hospital information management system hinders the center's ability
to effectively manage the patient’s data which results into challenges like data redundancy,
limited accessibility to patient’s data, risk to data loss and damage. The proposed hospital
information management system aims to address these challenges and enhance the overall
quality of care provided by Kyarusozi Health Center III.

1.2 Problem Statement:


Among many other operating challenges, like other health centers in Uganda, Kyarusozi Health
Center III is facing significant challenges in effectively monitoring and managing patient’s data
and information due to outdated manual processes and limited access to real-time patient data.
The absence of a comprehensive hospital information management system intensifies the risk of
data loss and damage, data redundancy, limited accessibility to patient data, inefficiency in data
sharing, compromised patient outcomes, and increased healthcare costs. A hospital information
management system at Kyarusozi Health Center III is important to addressing the shortcomings
of current practices and ensure efficient patient data Management as well as improving patient
care. The implementation of such a system is essential to enhance clinical decision-making,
improve patient outcomes, and optimize resource utilization within the healthcare facility.
Without a robust hospital information management system in place, Kyarusozi Health Center III
will continue to face challenges in meeting the evolving healthcare needs of its patient
population and achieving sustainable healthcare outcomes. Kabahuma & Nabukenya (2019)
identify that the government and the facility administrators, have attempted to address the

challenges associated with patient information management through various interventions, such
as manual documentation systems, periodic health screenings, and ad-hoc follow-up procedures.
However, these interventions have proven to be insufficient in meeting the complex and dynamic
healthcare needs of the patient population served by Kyarusozi Health Center III. Existing efforts
have been hindered by fragmented data collection processes, limited access to patient
information, and lack of managing patient health. Proposed initiative to implement a hospital
information management system at Kyarusozi Health Center III will help in introducing a
comprehensive, technology-enabled solution for managing patient’s information and data. This
initiative will also bridge the divide between current practices and best-in-class healthcare
standards by leveraging advanced digital health technologies to capture real-time patient data,
facilitate informed decision-making, and promote proactive interventions. By addressing the
gaps in patient information management and care coordination, this initiative seeks to enhance
the quality of care provided at Kyarusozi Health Center III and improve the overall health
outcomes of the local community.

1.3 Objectives:
i. Implement a comprehensive hospital information management system to manage
patient’s data and information.
ii. Improve clinical decision-making through timely access to patient data.
iii. Enhance patient engagement and empowerment through access to personal health
information and self-management tools.
iv. Improve patient safety by reducing errors in medication administration, treatment plans
and diagnostic procedures.

1.3 Scope:
1.3.1 Content scope
The proposed Hospital information management system will cover all aspects of patient care at
Kyarusozi Health Center III, including: Patient Records Management, clinical decision support,
workflow automation, reporting and analytics, Patient education and security compliance.

1.3.2 Geographical scope


Kyarusozi Health Centre III is located in Kyarusozi Town Council supplying its services to 7
villages.

1.4 Stakeholder Analysis:
The Stakeholder Analysis for the implementation of a hospital information management system
at Kyarusozi Health Center III reveals diverse interests and roles among key stakeholders.
Healthcare providers, comprising doctors, nurses, and allied health professionals, are pivotal
stakeholders who stand to benefit significantly from the proposed system. According to the
above stakeholders, access to real-time patient data would empower them to make informed
clinical decisions, leading to improved diagnosis, treatment, and care coordination. By having
immediate access to medical history, and treatment plans, healthcare providers can tailor
interventions according to individual patient needs, thereby enhancing the quality of care
delivered at the health center.

Patients represent another crucial stakeholder group whose involvement in the implementation of
the hospital information management system is paramount. The system offers patients access to
their personal health information and tools for self-management, fostering a sense of
empowerment and autonomy in managing their health. Through features such as patient portals

Following the assessment, we will proceed to select an appropriate patient information

Once the software and devices have been selected, we will proceed to customize the system

To ensure successful adoption and utilization of the hospital information management system,
