Carriage of chemicals in bulk is covered by regulations in SOLAS Chapter VII - Carriage of dangerous goods and MARPOL Annex II - Regulations for the Control of Pollution by Noxious Liquid Substances in Bulk. Both Conventions require chemical tankers built after 1 July 1986 to comply with the International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk (IBC Code). This is Agreement through which IMO categorizes chemical
substances. As soon as MARPOL categories of certain chemicals are defined, an MEPC.2/Circular issued with updated list of chemical substances. Later, those substances will be included in IBC code Chapter 17.

Bulk Chemical Codes Certificate of Fitness (COF): An International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk shall be issued after an initial or renewal survey to a chemical tanker engaged in international voyages which complies with the relevant provisions of the Code. COF is a certificate issued by Flag administration confirming that the structure , equipment and materials used in the construction of the chemical tanker are in compliance to carry a given list of chemicals and it gives the conditions of carriage. An International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk shall be issued for a period specified by the Administration which shall not exceed 5 years. Ships with COF can carry X/Y/Z category cargoes.
