AMENDMENTS AND ADDITIONAL PROVISIONS TO DEPED ORDER NO. 55, S.


2016 (POLICY GUIDELINES ON THE NATIONAL ASSESSMENT OF STUDENT
LEARNING FOR THE K TO 12 BASIC EDUCATION PROGRAM)

1. Existing provisions in DepEd Order No. 55, s. 2016 also known as the Policy
Guidelines on the National Assessment of Student Learning for the K to 12
Basic Education Program are to be amended as follows:

a. Early Language, Literacy, and Numeracy Assessment (ELLNA)

WHEREAS, Section 2: Early Language, Literacy, and Numeracy Assessment,


Item No. 5.3 Mode of Administration provide:

“The test shall be administered to Grade 4 learners three weeks after the first
day of classes.”

WHEREAS, administering ELLNA on the current school year of the target


clientele will make the results available and useful for the implementation of
Mother Tongue-Based Multilingual Education (MTB-MLE) for the succeeding
school year.

WHEREFORE, the item is hereby amended and read as follows:

“The test shall be administered to Grade 3 learners every second


Thursday of March.”

b. Exit Assessments

WHEREAS, Section 3: Exit Assessments, Item No. 5.2 Mode of


Administration and Item No. 5.3 Schedule of Administration provide:

Item No. 5.2 Mode of Administration:


“Grades 6 and 10
Stratified random sampling procedure shall be used, representing all types of
schools in the district, division and region. All regions, divisions and districts
shall be given the test but schools shall be sampled. All examinees in the school
to be sampled shall take the test.

Grade 12
Stratified random sampling procedure shall be used to represent all types of
schools in the district, division and region. Fifty percent of the schools per track
(public and private) shall be included in the sample. If there is only one school
offering a track in a region, the school shall be automatically included in the test
administration.

The same sampling procedure shall apply for learners with special needs in
Grades 6, 10, and 12 assessments.”

Item No. 5.3 Schedule of Administration:


“Grades 6 and 10
The test shall be administered to Grades 7 and 11 learners three weeks, after
the first day of classes.

Grade 12
The test shall be administered on the third week of the second semester.”

WHEREAS, the Institutional Performance Profile (IPP) of schools generated


from the results of the exit assessments is a requirement in developing the
School Improvement Plan (SIP).

WHEREFORE, the items are hereby amended and read as follows:

Item No. 5.2 Mode of Administration:


“Grades 6 and 10
Census method shall be used. All enrolled grades 6 and 10 learners
shall take the test.

Grade 12
Census method shall be used. All enrolled grade 12 learners shall
take the test.

The same procedure shall apply for learners with special needs in
Grades 6, 10, and 12 assessments.”

Item No. 5.3 Schedule of Administration:


“Grades 6 and 10
The test shall be administered on the second Tuesday and Thursday of
November for Grades 6 and 10 respectively.

Grade 12
The test shall be administered on Wednesday and Thursday of the
third week of November.”

c. Accreditation and Equivalency Assessment

WHEREAS, Section 5: Accreditation and Equivalency Assessment, Item No.


5.3 Schedule of Administration provide:
“Field Office Administration. The test shall be administered yearly by BEA
every first Sunday of October for the Luzon cluster, and every second Sunday of
October for the Visayas and Mindanao clusters at designated testing centers in
Schools Division Offices.

Walk-in Administration. The test shall also be administered at BEA to


accommodate walk-in clients. They shall be accommodated immediately after the
test administration at field offices in October.”

WHEREAS, beginning June 2019, as mentioned in DepEd Order No. 13, s.


2019, all ALS programs are required to implement the 2019 ALS-K to 12 BEC
which will take at least 8 to 10 months for Advanced Elementary, 2 years for
Junior High School, and 2 years for Senior High School.

WHEREFORE, the item is hereby amended and read as follows:

“Field Office Administration. The test shall be administered,


nationwide by BEA every last Sunday of March at designated division
testing centers.

There shall be no walk-in administration both in the field offices and


BEA Central Office.”

d. Grade Level Placement Assessment

WHEREAS, Section 6: Grade Level Placement Assessment, Item No. 5.2


Testing Centers and Test Administration Schedule provide:

“Field Office Administration. All examinees who register for the November
examination shall take the test in designated testing centers in Schools Division
Offices. Division Testing Centers only administer the placement once a year.
The test shall be administered yearly by BEA every third Sunday of November
(for the Luzon Cluster) and every fourth Sunday of November (for the Visayas
and Mindanao Clusters) at designated division testing centers.”

WHEREAS, administering the test on a single date will strengthen the


security and confidentiality of the test.

WHEREFORE, the item is hereby amended and read as follows:

“Field Office Administration. All examinees shall take the test


annually to be administered nationwide by BEA every third Sunday of
October in designated testing centers in Schools Division Offices.”

2. Starting S.Y. 2020-2021, the results of the National Achievement Tests


(NAT) for Grades 6 and 10 shall be included in the computation of the
general average of the learners in their school progress report card. The
NAT ratings shall be treated as a separate area which will be given a weight
of 20% in the general average.

3. The mode of assessment for all examinations shall be a combination of


computer-based assessment and paper-based assessment whenever applicable.
4. Provisions in the implementing guidelines which are inconsistent with the
aforementioned amendments are rescinded while those that are not affected
shall continue to be observed.

5. Immediate dissemination and strict compliance of this Order is directed.
