The Republic of Uzbekistan has received financing from the World Bank toward the cost of
the Medium Size Cities Integrated Urban Development Project, and intends to apply part
of the proceeds for consulting services.

The consulting services (“the Services”) include Project Technical Implementation Support
for PIU .

Objective:

The objective of this consulting service to provide well-rounded and multi-sectoral project
technical implementation support to the PIU, with the aim to guide and conduct the
necessary actions to efficiently enable the execution of the activities foreseen for the
components of the Project implementation, which includes support in:

(a) providing independent expert opinion on technical reports developed in the


framework of the project

(b) development of Terms of reference for specific works and services including
development of the procurement strategy for construction supervision to further
guarantee the smooth implementation of the Project

(c) providing indirect assistance in procurement and contract management

(d) support in implementation of the Bank’s safeguard policies

(e) development of detailed design and bidding documents for small works

(f) supporting preparation of regular progress reports

(g) training PIU staff

(h) developing a strategy and supporting implementation of the oversight of the


construction supervision activities for works financed by the project

(i) and other activities that may be required.

The consultant will provide an independent expert for review and verification of the
design documents, BOQs, construction works TORs and other technical documents
related to preparation of investment implementation the framework of the project and
provide suggestions for improvement of technical documents. Issue an expert opinion.
Such expert opinions must be issued within 7-14 days of receiving the technical
documents, depending on the complexity and volume of the documentation.
Development and/or review of Terms of Reference and documents for contracting and
consulting services, including cost estimates and product delivery schedules;
Development and/or review of technical specifications, descriptive memorials, cost
estimates (budget worksheet and its annexes), physical-financial schedules and public
notices necessary for contracting the goods;
Assistance in developing asset/facility management plan and adaptive reuse plans for
buildings, mobilizing local entrepreneurial capacity.
Procurement.
The consultant shall group all the identified works and services required by the project to
suitable procurement packages. Packaging should consider results of a market analysis
to ensure adequate competition, efficiency, and economy
Evaluating and minimizing procurement risk, adjusting the procurement strategy to
minimize risks and negative impact on project implementation.
Assist the PIU, the design institutes, and the PIU procurement specialist in addressing all
the comments on the bidding documents from the Bank and Procurement committee
(PC), and finally receiving the no-objection from the Bank.
Provide technical support to PIU during the tendering process to ensure an efficient
procurement process for works and equipment (e.g. responding to technical queries,
organization of site visits and participation in pre-bid meetings, preparation of addenda to
the bidding document if needed, provision of support in bid evaluation, preparation of
Letter of Acceptance, contract agreements and other documentation)
Assist in bid evaluation, provide consulting advice following the Bank’s procurement
guidelines, and make sure that all the bid evaluation reports are satisfactory to the Bank.
Assist in bid evaluation and review bid evaluation reports, if necessary.
Assist the PIU in addressing the Bank’s and PC comments and receiving the Bank’s no-
objection, if necessary.
Assist the PIU and the procurement specialist in preparing contracts.
Contract management.
The consultant shall develop Contract Management Plan for each contract signed in
both project Phases, and assist in the implementation of the approved Contract
Management Plans;
Analyze and manage implementation risks of each contract jointly with the PIU;
Provide independent analysis of the process of compliance with contractual terms;

Monitor the execution of the Project Procurement Plan, in accordance with World Bank
recommendations.
Provide legal contracting support in situations of conflict and administration of contracts.
Environmental and Social Safeguards Policies Compliance.
The Consultant shall provide technical assistance to PIU specialists in the development of
documents such as RAP, ARAP, ESMP, SDDR per environmental and social screening
results, and other required by the WB documents in compliance with WB safeguards
policies and legal agreements applied to the project.
This should include but not limited to:

review the drafts before they are presented to the WB and ensure compliance with WB
standards and the key project safeguard documents;
assist in responding to comments form WB;
assist in planning the implementation of RAPs, ARAPs, ESMPs, SDDRs and etc.
Advise the PIU’s socio safeguards and environmental specialists on the technical-
environmental safeguards responsibilities defined in the Project’s Environmental and
Social Management Framework and Resettlement Policy Framework;
Consulting in planning and promotion of citizen engagement, activities for the
mobilization and participation of the community in the works and interventions of the
Project – as well as documenting these activities through photos and regular reports;
Provide organizational support in situations of conflict and administration of
compensation due to land expropriations, land tenure regularization and resettlements
which should be implemented in close collaboration with WB and in compliance with WB
policies and guidelines; Monitor the Contractors through supervision of delivery of
training on SEA/SH prevention measures among workers during the construction work,
and to comply with the signing of Code of conduct.
Monitor the Contractors through supervision of compliance on ESMPs, C-ESMPs.
Development of detailed design and bidding documents
The main objective of this assignment is to deliver design, estimate and tender-ready
Bidding documents for small works. The works eligible for inclusion under this aspect of
the assignment should not exceed $1,0 mln USD of total cost of investments. At the
request of the client, the consultant shall rapidly mobilize experienced experts /
specialized company (with the local license for design works) to develop design
documents if necessary. The RFP and Contract will include the provisional sum for these
purposes.

The Consultant will have to carry out some of the upstream conceptual and/or validation
tasks necessary to deliver acceptable Detailed Designs.

The scope of work and priority investment packages will be identified after finalizing
development of project Feasibility study (FS) and coordination with key counterparts
(including local and regional Khokimiyats) and local stakeholders. These investment
packages will include preliminary sets of draft detailed designs and will receive approval
by MIIT and GoU, as also documented by the relevant decree of the Cabinet of ministers
(CoM). The extent of the necessary upstream preparation/validation work will be different
by city, as FS will summarized, structured and finalized.

The Detailed Designs shall be guided by sustainable approaches like the use of renewable
resources, eliminating pollution, protecting ecosystems, conversion of waste into
resources, decentralization of water and sanitation systems, sustainable modes of travel,
pedestrian-friendly pathways and allies, non-motorized transport, adoption of green
development principles, water sensitive urban designs, healthy and vibrant public spaces
and reduction of peak storm flows. At the same time documents should be based on
accepted technology and engineering design and construction methods in accordance
with the legislation of the Republic of Uzbekistan and the international norms and
standards, as well as specifications and guidelines of the Republic of Uzbekistan.

The Consultant is responsible to receive all local approvals and shall follow planning,
construction and other relevant regulations, rules and standards issued the Ministry of
Construction and Housing and Communal Services of the Republic of Uzbekistan, as well
as other national and local government decisions and regulations pertinent to the
environment and sectors such as energy, water and waste, among others.

At the beginning of the development of the services, the Consultant must present a
detailed Work Plan, containing a schedule of activities that must be updated monthly,
establishing the technical approach to be followed for the implementation of the work, in
an adequate way to control through technical, covering development of detailed design
and bidding documents.

Monitoring and evaluation.


The consultant shall monitor the execution of the works by planning and forecasting the
project activities and compiling physical-financial schedules through the MS Project
Software or similar, presenting the results through the Monthly, Quarterly, Annual
Reports and in the Project's Final Assessment Report;
Prepare semi-annual monitoring reports, as required by the technical and legal
documents governing the operation with the World Bank;
Design and operationalize an effective project performance monitoring system (PPMS) to
track progress considering the targets defined in the project’s design and monitoring and
evaluation framework. Oversee and manage Monitoring and evaluate indicators and

milestones established for the Project in conjunction with a consultant on conducting


Research for Monitoring and Baseline Assessment;
Identify and warn about potential risks that could compromise the implementation of the
Project and, as necessary, present specific Contingency Plans;
Complete economic analysis and evaluation for the Project in accordance with the
financial agreement of the Project and prepare the Final Project Evaluation Report;
Define and implement mechanisms for analyzing and evaluating lessons learned to assist
in the preparation and execution of future projects;
Perform analysis, prepare reports, financial statements, justifications, technical notes and
other documents related to the work of Internal/External Audits of the Project. When such
kind of analysis, justifications are required the Consultant shall hire a qualified expert to
perform this task;
Assist in preparing financial statements for each subproject;
Advise the PIU, as necessary, in carrying out the follow-up technical, physical,
administrative and financial of the execution of each component of the project (situation
of contracts; level of execution of the contracts; review of delivered products; resources
paid for each contract and disbursed from the World Bank loan, in accordance with the
established in the legal documents of the loan, of the Operations Manual and current
legislation;
Training of PIU staff (on-the-job skills transfer)
The technical team provided by the consulting company to be hired will work directly with
the PIU, already established at the MIIT which shall provide on-the-job skills transfer to
the on-site management staff of the clients, the designers, and the engineering
management staff of the contractors by first developing a special Program of knowledge
transfer. The trainings include (but not limited to): support in project management,
procurement of works and services, preparation of technical specifications and bill of
quantity of bidding documents, construction quality and safety, contract management,
financial management, road safety and management, asset operation, maintenance, and
management, disaster assessment and management for infrastructure; and in connection
with the contents above, consider the domestic study tours and trainings on project
management. The training plan shall be provided by the consultant’s proposal, including
expected places, times, targeted trainers and number of trainers, etc.

Organization of works supervision.


The consultant will support the PIU in developing and implementing the strategy for
works supervision for all the works that start after the signing of the contract for this
consultancy. This will include:

Supporting PIU in organizing and supervising procurement process, including preparation


bid evaluation reports and other documents;
Developing construction supervision manual which include structure of work organization
- within 30 calendar days of the effectiveness date;
Developing of contract management plans for work supervision;
Planning and conducting kick off meetings with the works supervision vendors after
contracts are awarded;
Reviewing and commenting on works supervision reports provided by the works
supervision vendors;
The duration of this consulting assignment overall be 60 months. The consulting services
are expected to start in September 2022 and end in September 2027.

The implementation progress above might change based on the actual conditions, and
the actual input of time will be determined by the clients and WB based on the actual
conditions of the Project. The contract may be extended upon justified demand,
demonstration of satisfactory performance by the firm and interest between the parties,
until the closing date of the Project.

The estimated level of effort for these Consulting Services is estimated to be in the range
of USD 3.3 million.

The Project Implementation Unit (PIU) under Ministry of Investments, Industry and Trade
of the Republic of Uzbekistan as the Implementing Agency now invites eligible consulting
firms (“Consultants”) to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services. Expression of interest
should cover, but not limited to: corporate profile, years in business, experience relevant
to the project activities, key staff resources, and core business.

Consultants may associate with other firms in the form of a joint venture or a sub
consultancy to enhance their qualifications. In case of a Joint Venture (JV), all members of
the JV will be evaluated jointly for the purpose of short listing and shall be jointly and
severally liable for the assignment and shall sign the contract in case of award is made to
that JV group. Interested consultants should clearly indicate the structure of their
“association” and the duties of the partners and sub consultants in their application.
Unclear expression of interests in terms of “in association with” and/or “in affiliation with”
and etc. may not be considered for short listing. Keeping one expression of interest per
firm as principle, a consultant firm may decide whether it wishes to participate as a sub
consultant or as an individual consultant or as a partner in a joint venture. Please note
that a firm shall submit only one EOI in the same selection process either individually as a
consultant or as a partner in a joint venture. No firm can be a sub consultant while
submitting an EOI individually or as a partner of a joint venture in the same selection
process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may
participate in more than one consultant, but only in the capacity of a sub consultant. The
experience of sub-consultant will not be considered while short-listing.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and
3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016,
revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the
World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the QCBS method set out in the
Procurement Regulations.

Shortlisting Criteria:

The consultant must have the following demonstrated experience:

at least 5 years of experience in similar complexity and size (including the Detailed design
of urban upgrading and construction work, Procurement assistance, Contract
management, consulting services for Environmental and Social Safeguards) with IFI
funded projects.
at least 2 assignments of similar complexity and size with amount of at least 2 million USD
each (including Procurement, Contract management, consulting services for
