1. OBJECTIVES
The objective of this document is to support Contractors, Subcontractors and Suppliers of Eni in Nigeria in:

In accordance with the general conditions of Contract, Eni in Nigeria shall have right of
access to any Contractor site. Eni in Nigeria reserves the right to take part in or conduct

accident investigations, site Subcontractor’s inspections, competency checks, safety
meetings or activities, with participation of appropriate personnel.

(HSE MS) interacting elements of an organization to establish policies and objectives and process to
achieve those objectives. The system elements include the organisation’s structure, roles
and responsibilities, planning and operation, performance evaluation and improvement.

the Policies and MSGs, as implemented by the company.

Eni in Nigeria applies to Contracts HSE management the key principles and the most influential success factors for
working together in the Contract environment.
These are:
Leadership:
recognize and reward positive behaviour, or intervene and address behaviour that does not meet expectations.
Risk management: before entering into a Contract and starting any operations or project activities, it is important
to establish the context and assess the risks;
Implementation: responsibilities, accountabilities and authorities need to be maintained to effectively implement
the requirements of the Contract;
Continuous improvement: periodic monitoring, auditing and reporting with the aim to achieve continuous
improvement of the HSE management system and performance.

possess all the equipment needed to carry out the work as well as all safety devices and Personal Protective
Equipment (PPE) as per manufactures requirements for the equipment;
plan all actions, controls and inspections aimed at ensuring that HSE requirements are observed, applying the
measures defined in his own HSE Management System;
be fully aware that they are expected to bring to the immediate notice of their supervisor all HSE risks, which they
believe not to be under adequate control, so that any action may be taken to prevent potential injuries,
environmental or property damage and provide a safe and healthy workplace;
be fully aware of current Eni in Nigeria procedures and practices which the Contractor shall comply with, such as
the Permit-to-Work system, Emergency Plan, etc.;
obtain and maintain at his own cost, in compliance with Applicable Laws, all Government authorizations necessary
for the performance of the contracted activities, for Contractor’s personnel and equipment, including all visas,
residence permits, clearance certificates and all applicable licenses; even though Company may provide assistance
in obtaining such authorizations, the Contractor shall remain solely liable for the delay or failure in obtaining such
authorizations.
In accordance with the general conditions of Contracts, Eni in Nigeria shall have right of access to any Contractor and
Subcontractor’s site. Eni in Nigeria reserves the right to take part in or conduct accident investigations, site inspections,
competency checks, safety meetings or HSE activities, with participation of appropriate personnel.
It shall be Contractor’s responsibility to ensure that any Subcontractor and/or joint venture partners has appropriate
HSE policies, management systems, plans and procedures and that these comply with Eni in Nigeria HSE requirements.
Eni in Nigeria retains the right to audit and/or approve these HSE management systems, plans and procedures.
The Subcontractors may use the main Contractor’s operating procedures and Safety manuals if they don’t have their
own. In this case the main Contractor will be responsible that these standards are duly given and implemented by its
Subcontractors.
This document presents the documentation to be provided and the operating methods for HSE management by
Contractors and Subcontractors all along the main Contract phases.

The Tenderer should submit the filled “Pre-tender HSE Qualification Questionnaire” provided by Eni in Nigeria (refer to
Annex A2). The “Pre-tender HSE Qualification Questionnaire” is not due in case of the Tenderer is already included in
the list of qualified Contractors, prepared based on oil and gas industry standards in Nigeria and inclusive of HSE
requirement for Vendors.
submit HSE documents in order to demonstrate how the service, personnel, processes and/or equipment will meet
Eni in Nigeria HSE requirements and how these are communicated and monitored to any Subcontractors. Bidders
shall demonstrate, for themselves and their potential Subcontractors, to be able to provide the necessary and fit-
for-purpose procedures (e.g. permit to work, hazard identification and risk assessment, emergency response plans)
and controls in place (e.g. audit, inspection) to achieve the work program without compromising HSE performance,
being always in line with Company HSE requirements;
review all the Eni in Nigeria HSE requirements as per defined ITT and formally request an exception when a
requirement cannot be fulfilled, together with the proposed remedial actions. Exceptions, variation orders or
additional costs should have been addressed before Contract award as well as clarifications closed during the
tender phase;
develop and implement a specific draft HSE Plan (“HSE Plan specific requirements” are provided in Annex A3) to
demonstrate how the HSE management system for the contracted scope of work will be implemented. “HSE Plan
Template” is provided in Annex A4).
In the case of Groupings of Contractors, all Grouping members shall have the above documentation. This documentation
shall be submitted to the Awarding Authority by the Lead Supplier/Contractor (Mandate Holder) at the time of
submitting the offer. In the case of Consortia, the above documentation shall refer to the Consortium as a whole.
Mobilization activities;
Work execution;
Once the Contract has been awarded, a Kick-off Meeting (KoM) shall be
held to ensure mutual understanding of Contract requirements and of
HSE risks related to the contracted activities. Contractors shall participate
to the KoM. Subcontractors shall be invited to take part to the KoM as
well, if requested.
The meeting shall be held immediately after Contract award, with
sufficient time before execution of any work (as a minimum 15 days
before the commencement of the service) to avoid delays or unforeseen
problems.
Contractors shall inform Eni in Nigeria of any changes to what has been
declared in the Bid or Contract, in a timely manner. Any deviation shall be
Contractors / agreed and approved by Eni in Nigeria before any work execution.
Subcontractors Before the KoM, Contractors shall provide in advance required documents
for Eni in Nigeria approval. During the KoM, Eni in Nigeria will confirm the
Kick-off Contract Holder completeness of the documentation provided by Contractor or request
Meeting additional missing Contract specific documents (e.g. specific operative
procedure as bunkering, crew change, SIMOPS), specific plans (e.g. MERP,
HSE Division ERP) and/or HSE records (Fitness to Work, BOSIET, CVs), if necessary. The
necessary arrangement for the finalization of the final revision of the
documents (e.g. HSE plan, Bridging Document) shall be taken. Contractors
shall commit to delivery dates of the required documents in final version,
which address any Eni in Nigeria comment. The overall documentation, all
arrangements and agreements taken during the KoM shall be finalized
and fixed before the start of the operations.

HSE Division An HSE audit aimed at verifying and accepting that all contractually
required personnel are present, facilities are in working order,
procedures, work instruction and plans are in place and
implemented, HSE risk assessment are communicated to all relevant

Worksite Contractors / access to any work-site where contractual activities are carried

HSE meetings shall be held at least once a week (and for project sites
daily) at Eni in Nigeria worksite offices, to discuss HSE aspects and
concerns in the contracted job. All key personnel of the Contractor
and its Subcontractors shall attend these meetings. In general
terms, HSE meetings cover the following:
close-up of actions from previous meetings;

drills results review;

analysis of accidents, dangerous occurrences and non-
conformances, in order to prevent their recurrence and define
HSE Division corrective actions;
suggestions, ideas or proposals, aimed at increasing awareness,
risk perception and the general level of safety;
operating procedures for particular operations;
emergency procedures.
Contractors / Fully support worksite inspection in order to allow close out the
Worksite Subcontractors work. This final activity is subject to a Completion Certificate or
Inspection an equivalent document, to be signed by all partie as per Contract
specifications.
Contract Holder
After completion of the activities, shall issue the Close Out Report. it
shall specify, as a minimum:
HSE Contract Documents;
HSE Technical Documentation (HAZID report, HAZOP report,
HAZID follow-up report, risk analysis, etc.);
Minute of Kick of Meeting;
Close Out
Report Contractors / HSE Performance Data, including all data reported in the

Improvement actions taken and improvement areas proposed
for the future;
The work cannot be considered as completed until the above has
been received by Eni in Nigeria.
For a description of the Close Out Report Requirements refer to
Annex A9.
