FOR FRUSTRATION LEVEL READERS AND NON-READERS

ACTION PLAN
SY 2020-2021

Introduction:

School Year 2019-2020 recorded a significant number of Frustration and Non-Readers in Piedad District. Amidst the challenges brought
about by the COVID-19 Pandemic, the number of Readers under Frustration Level and Non-Readers must be given utmost attention. The threat
for a longer period of staying at home by the learners, will be challenging for the education sector. To ensure that No Child will be Left Behind
despite any circumstances, Piedad District will conduct measures to continue educating and making our learners literate. This can be made
possible by creating a contingency plan of action to track our learners, specifically the learners classified under these categories to scaffold their
learning even at home. The plan shall stipulate Pre- Implementation, Implementation and Post Implementation Phases.

The Public Schools District of Piedad initiates the Reading Development Program in support of the thrust of the Department of Education
to make every Filipino child a reader. This program is also anchored on the principle that every learner should be able to read in his or her grade
level.

Moreover, this Reading Development Program Unit primarily focuses on two-key areas; (1) enhancement of teachers’ skills in teaching
reading equipped with appropriate pedagogical skills and content knowledge on teaching how to read and appreciate reading, and (2)
improvement the Reading Performance of our learners in English and Filipino as reflected in the School Reading Profile of the sixteen schools in
the District.

Table 1 reveals the latest overall District assessment based on Phil-IRI Stage 2 Post Test Results for Grades 3 to 6. As shown in Table 1,
902 and 855 learners belong to frustration level, and 15 and 18 learners belong to non-reader reading level for both English and Filipino
languages, respectively.

In order to address the gap, especially amid the national health crisis, there is a need to strengthen the reading proficiency of every leaner
and nurture a culture of reading through the Learning Continuity Plan.

Objectives: At the end of the two-month reading remediation process, Piedad District will be able to:

a. Improve the reading levels of learners under the Frustration Level and Non-Readers, with the following Targets:
 Out of the 902 learners classified under Frustration Level in English, at least 677 or 75% will become Independent Readers,
 Out of the 855 learners classified under Frustration Level in Filipino, at least 641 or 75% will become Independent Readers,
 Out of the 15 learners classified as Non-Readers in English, at least 11 or 75% will become Instructional Readers,
 Out of the 18 learners classified as Non-Readers in Filipino, at least 14 or 75% will become Instructional Readers;

b. Conduct Enhancement Webinars and Virtual Meetings to capacitate teachers to improve reading abilities of learners under the Non -
Reader and Frustration Level;

c. Develop Materials for the different types of readers (NR and FR) that would suit the context of the schools considering the socio-
economic capacities of the community;

d. Monitor and Evaluate the conduct and progress of the Reading Program among the sixteen (16) schools of Piedad District;

e. Conduct survey on the effectiveness of the implementation of the Reading Program through M & E Survey link; and,

f. Submit Reports about the reading progress of the reported Frustration and Non-Readers to the District, Division, and Regional
Offices.
