EMERGENCY RESPONSE PLAN
1.1.1 An emergency is an event which may arise on site that may affect our operations and
others in the vicinity and may cause serious injuries, loss of life, damage to property,
equipment’s, and machineries and also affect the environment. Rescue and relief
measures needs to be implemented to protect the people and to handle the situation to
bring it to normalcy. If necessary help from external resources will be taken to handle the
situation.
1.2 Objective
1.2.1 The main objective of the emergency response plan is,
• Preserving the life of people, property and environment
• Systematic coordination of emergency control action to control the situation and to
evacuate the person in an orderly manner to a safe location inside the site or to a
safer location outside the site.
• Restoring normalcy in site.
2.1 Emergency Response Committee (ERC)
2.1.1 An emergency response committee is formed comprising key personnel at the site. The purpose
of the emergency response committee is to respond the emergency situation and manage the
situation in a systematic and orderly manner to bring the emergency situation undercontrol.

• Transport department staff
• Safety personnel
• Security personnel
• Plant and machinery department staff.
2.2 Responsibility
Incident controller
2.2.1 Incident controller will take overall command during emergency situation. He will direct the
emergency response team into action to deal the emergency situation.
2.2.2 Depending upon the emergency he will adopt the required procedure.
2.2.3 After taking the stock of the situation he will take necessary safetymeasures.
2.2.4 He will arrange the required resources and facilities through HR department and Transport
department for necessary medical assistant, manpower, money, transport vehicles,etc.

2.2.5 He will communicate the occurrence of emergency situation and steps taken to the head office
and other concerned.
2.2.6 After the situation is controlled he will declare the normalcy signal to all thepeople.

2.2.7 To ensure necessary arrangement for medical assistant at site are made.
2.2.8 To arrange manpower to evacuate the injured people from site.
2.2.9 To coordinate with external agencies such as local police, fire brigade, Political parties etc.
2.2.10 To guide the people to the safe assembly location and take head count to ensure all personnel
are assembled at the safe assembly location.
Transport department staff
2.2.11To make necessary arrangement of vehicles at site as per the instruction of incident
controller for transportation of people.
Safety personnel
2.2.12 Act as a coordinator for the emergency response committee.
2.2.13Observe the situation and actions taken by the emergency response members and
provide guidance and help to the members to prevent any escalation of emergency
situation at site.
2.2.14 Help in guiding people to safe assembly area.
Responsibility of security personnel
2.2.15Will be responsible to control the traffic on site and keep them clear off any obstruction for
free movement of ambulance and other vehicles.
2.2.16Will temporarily close the gate to prevent any entry and exit of vehicles and people
during emergency. Will allow entry of required vehicles and people involved in rescue
operation.

Plant and Machinery department
2.2.17 Electrical personnel shall turn off the electrical supply to prevent any escalation of emergency.
2.2.18 Arrange lights as required for the rescue and other emergency operations.
Members of the Emergency Response Committee
2.2.17 On receiving information about the emergency situation all members shall communicate to the
same to the incident controller and other members.
2.2.18 Each member shall carry out the work assigned to him during an emergency.
3. Emergency Response Management
3.1 Declaration of Emergency
3.1. On receiving information of emergency, Incident Controller will declare the emergency to the
emergency response team and to site personnel.
3.1.1 After receiving message of emergency situation on site, personnel should stop work and move
towards safe areas in an orderly manner and assemble where HR personnel will take head count.
3.2 Termination of emergency
3.2.1 Once the emergency situation has been controlled the incident controller along with the
emergency response team will inspect the affected areas and its nearby areas. He will prepare the
detail report of the incident and will submit the report to Head office.
3.2.2 After assuring that the situation is in normal state and people can work, Incident controller will
inform the HR for the head Count Report. After head count report Incident Controller will declare
normalcy signal on site.
3.3 Assembly point and head count
3.3.1 Assembly point identified is office area and near ABIL first aid center.
3.3.2 Assembly point is identified with sign boards.
3.4 Head Count
3.4.1 Head count will be taken by HR personnel assembled at the assembly point to ensure no person
is missing.
3.4.2 Head count report will be submitted to the Incident Controller.

4.1 Fire fighting facility available
Fire extinguishers are available on site and in store. In case of fire person who has knowledge of
operating fire extinguisher shall start extinguishing the fire with the fire extinguisher available on
site. All employees shall get familiar with the location of fire extinguisher.

5.1 Emergency handling procedure
5.1.1 Fire
5.1.2 Any person who spot fire shall shout FIRE ! FIRE ! Also he should inform other workers
working nearby.
5.1.3 Staff members shall inform the incident controller or any of the emergency response
team members.
5.1.4 On hearing the news of fire the persons in that area shall stop their work and shall
evacuate in an orderly manner to the nearest (Customer’s) Assembly place or L&T site
office assembly point.
5.1.5 The person trained on fire fighting operation shall reach the fire location with fire
extinguisher.
5.1.6 If the fire is in initial stage then the trained fire fighter shall start extinguishing the fire by
using fire extinguisher.
5.1.7 If the fire has taken a large shape and is in uncontrolled stage then the fire fighter shall
evacuate the area in an orderly manner to nearest assembly point.
5.1.8 Incident controller shall call for fire brigade services and ambulance services in case the
fire is in uncontrolled stage.
5.1.9 Access the other unaffected area and take step as required.
5.1.10 If needed extend help to the fire brigade personnel in combating the fire.
5.2.11 Head count shall be conducted in the assembly area and also in other affected area to
ensure no one is trapped in the fire affected area.
5.2.12 If any person is found missing then rescue person shall be sent to search and rescue the
missing person.
5.2.13 After fire is extinguished and the area is cleared off all debris, the incident controller along
with the emergency rescue committee members shall inspect the affected area to ensure
fire is completely extinguished and there is no smoldering effect left.
5.2.14 Ensure the affected area is cleared and after ascertaining that the area is safe to restart
the work, incident controller will raise alarm of normalcy to work.

5.2 Flood
5.2.1 Information on flood is obtained from Television news, radio news, and media or by
observation.
5.2.2 If water suddenly rises to a dangerous level person should go and stand on higher level.
5.2.3 Do not go the office to collect any belongings.
5.2.4 Do not try to go out of the site in case of flood person may get struck in the way and may
face treat to their life.
5.2.5 Do not travel by a vehicle because during flood, pot holes, open drains are not seen and
the vehicle may meet with an accident.
5.2.6 If person has not started from home should stay at home during flood to avoid any danger
to life.
5.2.7 Inform to the management about your leave and that you are at home in safemanner.
5.2.8 If person are held up on site and are not able to go home, incident controller shall make
arrangement for food, drinking water and lodging till the situation comes to normalcy and
safe to go home.
5.3 Earthquake
5.3.1 The symptoms of earthquake are severe vibration, falling of materials / objects kept at
height or shelves, development of cracks in the walls, floors, breaking of window glass.
5.3.2 The information of earthquake will be given by media, television shall be listen carefully
and shall take precautionary measures as stated by the media.
5.3.3 Any person who notices any symptoms of earthquake shall inform the emergency
response team members.
5.3.4 If the earthquake is of severe nature the incident controller shall declare an emergency
and shall evacuate the person from inside the buildings / structure, rooms, offices etc
5.3.5 Persons should stand in open area to safe guard from any falling material or objects.
5.3.6 If any structure, building or office has been collapsed in the earthquake, rescue work shall
be started immediately to rescue the trapped person.

5.3.7 Incident controller depending on the severity of the situation shall seek external help of
police, ambulance services, rescue squad, fire brigade etc to deal with theemergency.
5.3.8 Head count of the evacuated person shall be arranged to ensure all persons are safe.
5.3.9 Once situation is in control condition, incident controller along with emergency response
team shall visit the affected area to ensure everything is in safe condition and that people
can start their work as normal.
5.4.0 Once ensured that condition is suitable for restarting the work, incident controller will raise
an alarm for back to normalcy.
5.4 Novel Corona Virus (COVID – 19)
How the Virus Works
1) COVID 19 spreads from an infected person to another and essentially needs liquid droplets to thrive.
Aerosol carrying minute droplets & the virus is released through sneeze, cough or talking. This aerosol may
be inhaled directly by a healthy person.
2) From hands of infected person, it spreads to various surfaces and in turn to hands of a healthy person.
May transfer during handshakes or hugging.
3) Healthy person touches surface with hands and later brings to his mouth / nose or eyes.
4) Virus finds a new host and infects this healthy person who in turn may affect others.
5) Shelf life of virus is 14 days after which it subsides. If not managed in time, during these 14 days it
can damage pulmonary system causing death.

10) Around 1 out of every 6 people gets COVID-19 becomes seriously ill due to breathing difficulties with
Fever, cough, throat infection.

11) These symptoms are usually mild and begin gradually.
12) Some people become infected but don’t develop any symptoms and don't feel unwell.
13) Older people, and those with underlying with high blood pressure, heart problems or diabetes, are
more likely to develop serious illness
Precautions for prevention of infections / spreading
1) Regularly and thoroughly clean your hands with an alcohol-based hand rub or wash them with soap and
water.
2) Maintain at least 1 meter (3 feet) distance between yourself and anyone who is coughing or sneezing.
3) Avoid touching eyes, nose and mouth.
4) Avoid handshake with others
5) Make sure everyone around, follow good respiratory hygiene by covering mouth and nose by bent elbow
or tissue or nose mask handkerchief at the time of coughing or sneezing. Then dispose of the used tissue
immediately.
6) Safe to Stay @ home if anyone have mild fever, cough and difficulty while breathing & seek medical
assistance ASAP. Strictly follow the directions of your local health authority.
7) Keep up to date on the latest COVID-19 hotspots (cities or local areas where COVID-19 is spreading
widely). Avoid traveling to places – especially senior citizens diabetic, having heart or lung diseases.
8) Social distancing is very important
Must Avoid, serious effects against COVID-2019 and can be more
harmful:
1) Smoking
2) Using unhygienic masks
3) Taking antibiotics
4) Engaging in huge crowds. Attending parties
5) Close movement with recent travelers
6) Hiding travel history with your employers, health care provider.
7) Hiding or not disclosing non routine health conditions
8) Closely moving with family members while suffering with common symptoms
9) Avoid outside food
10) Carelessness in personal Hygiene
Actions required at Projects
Create Awareness & Communication
1) Daily briefing on the Covid – 19 precautions to all the workers, staff & other stake holders.
2) Display signage’s and advisories to wash hands at conspicuous places

3) Arrangements / provisions to conduct temperature checks with non-contact infrared thermometer daily
before entering the project / office.
4) Notify if found with fever (rectal temperature more than 380 C / 100.40 F ) to the respective agency for
further medical consultation to nearest medical Centre.
Hygiene- Very Important
1) Organize to clean toilets and bathrooms regularly.
2) Ensure hand wash with soap / hand sanitizer
3) Avoid personal meetings & have a conference call

1) Do the needful to eliminate panic situations & baseless beliefs.
2) Organize for Provision to isolate the suspected / identified person to prevent spread of Virus (well-
ventilated & entry restricted)
3) Display & communicate the Contact details of Govt.hospital / camps nearby handling COVID 19 cases
and Govt. helpline numbers
4) Establish a communication protocol
5) Support to shift the effected persons in ambulance ASAP
6) Ensure to organize sanitation of isolated area & all the places where the effected person moved & come
