GCC - HSE Requirements
• This Procedure shall apply for all stages of Contracting,
Subcontracting process from the Tender/Award Stage through
Project Execution Stage and Project Completion/Handover Stage
of all contracted/subcontracted activities. The procedure applies
to all levels of Contractor / Subcontractors engaged by DORC
and to Employer’s Contractors/Contractor / Subcontractors
during execution of the Dangote Refinery Project.
• The purpose of this procedure is to ensure effective
management of Contractor/Contractor / Subcontractor activities
to obtain optimum HSE performance in any Project controlled by
the Employer. The procedure defines the HSE requirements of
DORC for Contractors/Contractor / Subcontractors.
GCC - HSE Requirements
• Dangote HSE Policy:
All work on the project shall be undertaken in accordance with DORC HSE Policy as amended
from time to time and application of Dangote 15 Golden Rules.
• Statutory requirements:
Contractors shall be solely responsible for compliance with applicable legislative requirements in
respect of services under this to be executed and shall advise the company regarding compliance
and;
• Contractor shall indemnify Company from and against all actions, suits and proceedings by any
third parties for the acts/omissions/compliances of the contractor and all costs, charges,
expenses, losses, damages, duties, taxes, penalties, levies, and any other liabilities which
company may be liable to pay, incur or sustain as a result of any compliance/non- compliance
by the Contractor of any of the terms and conditions of this Tender/Bid and/or the Agreement.
• Contractor shall comply with the relevant statutory requirement as per local/State/National
laws
• If requirements stated in this document are in conflict or inconsistent with the applicable legal
or other local/State/National requirement the more stringent requirements shall apply.

• HSE Penalties
• Charges will be recovered from contractors for any unsafe acts or
conditions identified in their work locations. Dangote is aiming to
build an image as one of the best most safety conscious organizations
in the construction industry in the world.
• In the event of incidents from unsafe acts/conditions it is not only the
result of the injury, loss of life and/or equipment/property damage
that is the issue but also the damage to Dangote’s image and
reputation, hence the need for penalties to be imposed. Penalties will
be determined and noted in a separate document issued to all
contractors/Contractor / Subcontractors.
