In every profession there are programs that we should follow. The Republic
act 4670 provides the qualification of a professional school teacher to have the
capability to educate with essential norms and factors. It isn't just simple as
preceptors know how to educate, there are certain norms of being a school teacher
and being called as professional school teacher. There are also acceptable
procedures in tutoring that one should follow because of the standard education
that's promoted by the government. The administration is also liable in knowing the
laws of their jobs else, they also have allowed enjoying the rights that they're able of.
This is for the association of preceptors and academy in performing their task. It's
hereby declared to be the policy of this Act to promote and improve the social and
profitable status of public academy preceptors, their living and working conditions,
their terms of employment and career prospects in order that they may compare
positively with being openings in other walks of life, attract and retain in the tutoring
profession further people with the proper qualifications, it being honored that
advance in education depends on the qualifications and capability of the tutoring
staff and that education is an essential factor in the profitable growth of the nation as
a productive investment of vital significance.
Moreover, “The Magna Carta for Public School Teachers” was passed into
law in view of furnishing professional rights and safeguards to our public academy
preceptors in consideration of the emergency and position of difficulty of the exercise
of their profession. One of the significant applications of this law is apparent in the
increased morale and fidelity of preceptors. Knowing that their rights are defended
fosters a conducive terrain for effective tutoring. The law also encourages nonstop
professional growth, as preceptors are assured of support for farther education and
training.It protects the rights of the teachers like the tenure of office, academic freedom and
other benefits. Some teachers are not privy to the provision of this code as this is not
discussed with them.

On a broader scale, RA 4670 directly impacts the quality of education. By


ensuring the preceptors' rights and well- being, the law laterally benefits scholars.
Satisfied and motivated preceptors are more likely to deliver high- quality education,
creating a positive cycle that enhances the overall literacy experience. also, the law
fosters stability within the education system, as educated and professed preceptors
are retained, icing a harmonious standard of education.

However, challenges persist, such as the need for effective implementation


and addressing issues related to budget constraints. Educators and policy makers
must work together to overcome these hurdles, ensuring that the spirit of the Magna
Carta for Public School Teachers is upheld.
To sum up, The Republic Act No. 4670 serves as a beacon and principles,
illuminating the path toward a stronger, more empowered teaching workforce in the
Philippines. Its applications and implications are far-reaching, influencing not only
