INTRODUCTION

Background of Study

Voting is a fundamental tenet of democratic processes, and ensuring its

integrity, accessibility, and efficiency is of paramount importance. In today’s

technologically advanced world, traditional voting methods are being challenged,

prompting the exploration of innovative solutions that leverage cutting-edge

technologies.

The proposed system aims to address the challenges of traditional voting

methods, such as potential voter fraud, logistical issues, and the need for

enhanced security and accessibility. By implementing an online platform

integrated with facial recognition, the study seeks to streamline the voting

process, increase voter participation, and promote transparency and

accountability in student elections.

Voting systems, particularly for student elections in schools, have

traditionally been conducted manually through paper ballots or simple electronic

voting machines. However, with the advancement of technology and the

increasing use of online platforms, there is a need to explore more efficient,

secure, and modern voting systems that cater to the digital age.

The system would be designed specifically for senior high school students

at Kingsville Advanced School of Malasiqui, allowing them to cast their votes

remotely and securely through an online platform. The integration of facial

recognition would serve as a biometric authentication method, ensuring that only

eligible students can participate in the voting process and preventing potential

voter impersonation or multiple voting instances.

By implementing this system, the study seeks to streamline the voting

process, increase voter participation, and promote transparency and

accountability in student elections. Additionally, it aims to explore the feasibility

and efficacy of incorporating facial recognition technology in online voting

systems, which could have broader implications for future elections at various

Scope of the Study

This study focuses on the design, development, and evaluation of an

online voting system that integrates facial recognition technology for senior high

school students at Kingsville Advanced School of Malasiqui. The primary

objective is to create a secure and efficient online voting platform that

streamlines the voting process, increases voter participation, and promotes

transparency and accountability in student elections. The research will involve

examining the registration process, where students provide their full name,

school ID, and academic strand details. Additionally, it will evaluate the voting

process itself, which will utilize facial recognition technology for biometric

authentication of voters.

A key aspect of the study is to assess the user experience of the online

voting system, including its ease of use, accessibility, and overall satisfaction

among the student body. Furthermore, the research aims to determine the

feasibility and efficacy of incorporating facial recognition technology into online

voting systems, with potential implications for future elections at various levels of

governance. By conducting a comprehensive evaluation of this innovative voting

platform, the study seeks to contribute to the broader body of knowledge

regarding the integration of biometric authentication technologies in online voting

systems, informing future developments and implementations in this field.

Review Related Literature

This chapter presents the different literatures and studies that are found

related and relevant to the present study.

Foreign

According to Deshpande et al. (2022)The current electronic voting

machine (EVM) system in India has drawbacks like duplicate voting, rigging, and

vote count manipulation. To address these, a secure “Smart Voting System”

using facial and fingerprint biometrics is proposed. It allows voting from

anywhere, reducing queues and minimizing duplicate votes. Voters’ face and

fingerprint are matched against a database for authentication before allowing

them to vote. It uses image processing techniques like the Haar Cascade

Algorithm for facial detection. The counting process is faster than existing EVMs.

The Smart Voting System aims to make the electoral process more efficient,

accessible and secure through biometric voter verification and by eliminating

issues faced by current EVMs.

According to Dharshini et al. (2018) identify shortcomings in traditional


voting methods like paper ballots, electronic voting machines, and ballot boxes.
To overcome these limitations, they recommend an iris recognition-based voting
system that leverages the unique and stable iris patterns of individuals for voter
authentication. The proposed system involves image acquisition, iris
segmentation, feature extraction, and pattern matching stages. It integrates with

Aadhaar cards to eliminate separate voter IDs and enable biometric verification
for enhanced digitalization. By preventing duplicate votes from the same person
through iris recognition, this system aims to eliminate major drawbacks of
conventional voting approaches and improve the overall voting process through
modern technology that utilizes one of the most reliable biometric modalities.

Local

According to Yambao et al. (n.d.) e-voting includes transmitting


ballots/votes electronically, which can eliminate fraud, speed up results, increase
accessibility, be more convenient, and potentially reduce long-term costs.
However, not all e-voting succeeds on promised benefits. 31 countries have used
electronic voting machines (EVMs) for elections, with some discontinuing after
experimentation while 20 currently use them. Europe and North America are
moving away from EVMs, while South America and Asia show increasing
interest. The Philippines has used a paper-based optical scan system with
issues. This project aims to develop a mobile app for student council voting at
Midsayap-Dilangalen National High School to improve over their paper ballot
system by allowing e-voting, viewing unofficial tallies, and getting official results
without manual counting – benefiting students and officials.

According to PSU Bayambang Campus (2011), while computers offer

immense capabilities, some people resist the associated changes due to the “RC

Factor” or resistance to change. This resistance stems from cybophobia – an

irrational fear of computers often attributed to lack of knowledge, especially

among adults. However, the authors argue computers are merely machines that

should not be feared, but rather their technology should be maximized for

advancement.

The Pangasinan State University College Student Council (PSU-CSC) at

Bayambang Campus aims to promote peace, order, student safety and

development. To achieve this, PSU-CSC is implementing a computer-based

voting system leveraging modern technology for secure, efficient and transparent

student council elections. This advanced voting platform aims to overcome

traditional voting limitations and provide a seamless electoral experience for

students.
