Section 1- Name
This fraternal Order shall be known and referred to as the ALPHA KAPPA RHO International
Humanitarian Service Fraternity and Sorority Inc. (AKP, AKRHO, and SKEPTRON).
Section 2 – Seal
The Official Seal shall be circular in outline consisting of an outer, middle, and an inner rim and
the core hub. The outer rim is set in a red background with the name of the institution, year of its
foundation and its motto encrypted in bold yellow. The middle rim is set in silver while the inner
rim is set similarly in a red background and with no encryption. The core hub is likewise set in a
silver background with the Greek letters “AKP” for ALPHA KAPPA RHO encrypted in a
continuous outline at the center in bold yellow. The colors red, silver and gold signify the
devotion, conviction and boldness of ALPHA KAPPA RHO’s vision while the Greek letters or
symbols “AKP” written in a continuous format signify the infinity of ALPHA KAPPA RHO’s
pursuit of its vision, principles, and goals. The motto ‘VINCIT OMNIA VERITAS’ is written
conspicuously in bold yellow on the outer rim of the seal.
This seal must be prominently exhibited or displayed in all official meetings and activities of
ALPHA KAPPA RHO, and shall likewise be used and/or affixed in all official instruments,
papers, accoutrements, artifice and other paraphernalia issued by or under the authority of
ALPHA KAPPA RHO National Supreme Council.
All Councils and Chapters, international and local, must add the official seal to their respective
logo. The size of seal must be 40% of the overall design of the official council and chapter logo.
The usage of the seal in business, without written approval of the National Supreme Council, is
subject to disciplinary action or expulsion. Non ALPHA KAPPA RHO cannot use the seal.
Expelled or suspended members cannot use the seal in any form during the suspension period.
The ALPHA KAPPA RHO mission is to offer the best fraternal experience, focusing on personal
character development through leadership, scholarship, and community service, and for the
attainment of positive social experiences. It likewise works for the advancement of true fraternal
ties imbued with respect, courtesy, understanding, and love among fellow Skeptron.
Our vision is for the advancement of a just and humane society, always seeking the truth,
enjoyment of peace, harmony, and goodwill with other fraternities.

Section 1 – Preamble
We, the members of ALPHA KAPPA RHO International Humanitarian Service Fraternity and
Sorority, Inc., beseech the guidance of all mighty God, that we conscientiously uphold the value
of true brotherhood and compassion. To always seek the truth, to love, promote, and preserve
peace and the welfare of our brotherhood. To support and to remain loyal to the doctrine,
founders, national council, and to our brothers and sisters, that we will not join other fraternal
organizations, and to commit ourselves to building a stronger bond with God, country, family,
community and to
ALPHA KAPPA RHO.
With this resolved, we do hereby commit, institute, and promulgate this constitution.

Regional Councils in its region; for the Visayas, Region 6, 7, and 8)

Grand High Skeptron (GHS)
The following are the basic titles of the officers of the different local chapters, local councils,
provincial councils, regional councils, and the national council to wit:
NATIONAL LEVEL :
Vice Grand Skeptron : Cluster A, Group A : for Luzon, Visayas, and Mindanao
● The elected Chairman of the AKP Alumni Association in each jurisdiction can
appoint its officer and its appointment will be submitted to the NSC GS. Only
active alumni members can be appointed to the position.
● The AKP Alumni Association Chairman can add positions to best perform the
function, but it must not be in conflict with the other AKP elected positions
that may create conflict and confusion. In this case, the AKP elected position
will prevail.
● The elected Chairwoman of the AKP Sorority in each jurisdiction can appoint
its officer and its appointment will be submitted to the NSC GS.
● The AKP Sorority Chairwoman can add positions to best perform the
function, but it must not be in conflict with the other AKP elected positions
that may create conflict and confusion. In this case, the AKP elected position
will prevail.
Note : All elected Chairmen of the Alumni Association and Chairwomen of Sorority will report
directly to the NSC Grand Skeptron. They will also submit their monthly report to the NSC GS.
● Has been elected, at least once, to any position in the local council level
Section 7 – Local Supreme Council Qualifications for Office Municipal or City Level
a. He shall hold the highest executive position in the AKP within the National
Level of the Philippines. He will be directly reporting to the Board of Trustees
(BOT) and the Executive Committee of the 16 Founders, headed by the Grand
High Skeptron (GHS) Founder Jose Chua.
b. He is the overall head of the National Supreme Council, provided that all
actions that need implementation should have the approval of the Board of
Trustees and should be noted by the Grand High Skeptron Founder Jose Chua.
c. He shall be responsible for its general affairs and shall preside in all its
meetings, and shall have the administrative power over all Luzon VGS
jurisdiction, Visayas VGS jurisdiction, Mindanao VGS jurisdiction, Alpha
Kappa Rho Alumni Affairs, Alpha Kappa Rho Sorority Affairs, Regional
Councils, Provincial Councils, Local Councils, and Local Chapters.
d. The National Grand Skeptron will submit an annual forecast for the year
(Form 0015) The NSC GS will submit a quarterly report to the GHS, BOT
(Form 016).
f. He shall have the duty to review and approve expense vouchers. Together with
the treasure keeper or the national treasurer, he shall present to the GHS, BOT,
and to all the Councils, the annual budget for the year.
g. He shall hold office for the period of 2 years. He may seek re-election for
another term with the same position for a total of 4 years, but, in case the NGS
and its officers will be verified and proven to be untrustworthy, they can
immediately be subjected to disciplinary action by the BOT. The NGS and the
erring officer/s can never be re-elected to any position in the future within the
AKP due to betrayal of public trust.
● There shall be three elected Vice Grand Skeptron representing the islands
of Luzon, Visayas, and Mindanao.
● They are responsible for all the regional councils in their respective
jurisdictions, including NCR, CAR, ARMM, which are also considered as
regional councils.
● They will make sure that the NSC target will be met monthly and they will
submit monthly reports to the NSC GS Form (016) for the status and
activity of all the regional councils in their area.
● In case of vacancy in the position of NSC GS, the GHS and BOT will
select one among the 3 VGSs (VGS of Luzon, VGS of Visayas, VGS of
Mindanao) the 3 Current Chairman of AKP Alumni Association, and the
3 Current AKP Sorority Chairwoman. Majority votes of the GHS and
BOT will be followed.
3. Master Keeper of the Scroll (Secretary) : Cluster A, Group A : National Level for
Luzon, Visayas and Mindanao Jurisdiction
● He shall act as the secretary of his jurisdiction and shall keep the minutes
of the meetings of his jurisdiction. He shall be responsible for the
dissemination of all communications, correspondences, notices and
advisories, etc. He shall have the safe custody of the official files, records,
and all other papers pertaining to ALPHA KAPPA RHO. He shall be

6. Master Public Relations : Cluster A, Group A : National Level for Luzon, Visayas
and Mindanao Jurisdiction
● He will create programs to intensify the AKP Alumni involvement for the
growth of AKP
Note : before a local AKP group accepts an AKP applicant, the applicant must
furnish Form 022. Failure to do so will subject the Chairman and applicant to
disciplinary action.
9. Chairwoman : Alpha Kappa Rho Sorority : Group C : National Level for Luzon,
Visayas and Mindanao Jurisdiction
● She will make sure that the NSC target will be met monthly and she will
submit monthly reports to the NSC GC (Form 016) for the status and
activities of all AKP Sororities.
● She will create programs to intensify the AKP Sorority involvement for
the growth of the AKP.
10. Council Outside if the Philippines – must report directly to International Council
Outside of the Philippines , refer to Article 4 Structure
The main responsibility of the Regional Council is to ensure the domination and creation of
provincial councils in its respective jurisdiction. The Regional Council will regulate all the
provincial councils with the directive of the National Council.
b. He shall be responsible for the general affairs of all the provincial councils in his
jurisdiction, preside in all its meetings, and shall have administrative powers over
all provincial councils under his jurisdiction.
c. He shall hold office for the period of 2 years. He may seek re-election for another
term with the same position for a total of 4 years, but, in case the RGS and its
officers will be verified and proven to be untrustworthy, they can immediately be
subjected to disciplinary action by the NSC. The RGS and the erring officer/s can
never be re-elected to any position in the future within the AKP due to betrayal of
public trust.
d. All Regional Councils must submit, 1 week after August 8, Form 009 to the NSC
VGS of their jurisdiction.
He shall represent the RSC GS in his absence and be responsible in monitoring the
activities of the provincial councils in his jurisdiction, particularly, the recruitment
target of the NSC. He will report directly to the RSC GS. He must consolidate all the
provincial councils’ report data from Form 001, Form 002, and Form 003, and submit
the report to the RSC GS.
He shall be responsible for all the minutes of the meeting and records of all the forms
that are submitted from the provincial level. He shall consolidate all data and generate
a monthly report to RSC GS on the status of all the provincial councils in his
jurisdiction. He shall report directly to the RSC GS. He is responsible for the
dissemination of information, such as memos and directives, and all other information
that needs to be disseminated to the provincial level.
He shall be the custodian of the coffers of the AKP, and such shall likewise have the
obligation to collect, receive, and disburse all money and valuables upon the direction
of the Regional Grand Skeptron. He shall keep and have charge of all the books of
accounts which shall be open for inspection and be audited by the national auditor.
He is responsible for consolidating all the provincial council reports regarding
financial matters (Form 016), and generating monthly reports to the RSC GS as to the
financial status of the provincial councils. He shall report directly to the RSC GS.
He, as head of the disciplinary committee regional level, has the duty to receive
complains (Form 011) and grievances, hear its merits, and submit to the Regional
Grand Skeptron his report and recommendations thereof. He shall have the power to
call the attention of erring regional council officers, and he shall be known as the
traditional rights keeper of all the new applicants. He shall report directly to the RSC
GS.
He shall review, check, inspect, examine and conduct an inventory of all monetary
receipts and disbursements made by the master custodian of wealth (Form 012). He
shall generate monthly reports to the RSC GS (Form 016). He will audit the
Provincial Auditors to verify if they have performed their auditing duties in their
respective provincial councils.
The main responsibility of the Provincial Council is to ensure the domination and creation of
local councils in its respective jurisdiction. The Provincial Council will regulate all the local
councils with the directive of the National Council.
a. He shall hold the highest executive position in the AKP within the Provincial
Level of the Philippines. He will be directly reporting to the Regional
Supreme Council Grand Skeptron of his jurisdiction.
b. He shall be responsible for the general affairs of all the local councils in his
jurisdiction, preside in all its meetings, and shall have administrative powers
over all local councils under his jurisdiction.
c. He shall hold office for the period of 2 years. He may seek re-election for
another term with the same position for a total of 4 years, but, in case the PGS
and its officers will be verified and proven to be untrustworthy, they can
immediately be subjected to disciplinary action by the NSC. The PGS and the
erring officer/s can never be re-elected to any position in the future within the
AKP due to betrayal of public trust.
d. All Provincial Councils must submit, 1 week after August 8, Form 008 to the
RSC GS of their jurisdiction.
He shall represent the PSC GS in his absence and be responsible in monitoring the
activities of the provincial councils in his jurisdiction, particularly, the recruitment
target of the NSC. He will report directly to the PSC GS. He must consolidate all the
local councils’ report data from Form 001, Form 002, and Form 003, and submit the
report to the PSC GS.
He shall be responsible for all the minutes of the meeting and records of all the forms
that are submitted from the local council level. He shall consolidate all data and
generate a monthly report to PSC GS on the status of all the local councils in his
jurisdiction. He shall report directly to the PSC GS. He is responsible for the
dissemination of information, such as memos and directives, and all other information
that needs to be disseminated to the local council level.
He shall be the custodian of the coffers of the AKP, and such shall likewise have the
obligation to collect, receive, and disburse all money and valuables upon the direction

the Provincial Grand Skeptron, he has the duty to receive complains (Form 011) and
grievances, hear its merits, and submit to the Provincial Grand Skeptron his report
and recommendations thereof. He shall have the power to call the attention of erring
local council officers, and he shall be known as the traditional rights keeper . He shall
report directly to the PSC GS.
He shall review, check, inspect, examine and conduct an inventory of all monetary
receipts and disbursements made by the master custodian of wealth (Form 012). He
shall generate monthly reports to the RSC GS (Form 016). He will audit the Local
Council Auditors to verify if they have performed their auditing duties in their
respective local councils.
The main responsibility of the Local Council is to ensure the domination and creation of local
chapters in its respective jurisdiction. The Local Council will regulate all the local chapters with
the directive of the National Supreme Council GS.
a. He shall hold the highest executive position in the AKP within the Local
Council Level of the Philippines. He will be directly reporting to the
Provincial Supreme Council Grand Skeptron of his jurisdiction.
b. He shall be responsible for the general affairs of all the local chapters in his
jurisdiction, preside in all its meetings, and shall have administrative powers
over all local chapters under his jurisdiction.
c. He shall hold office for the period of 2 years. He may seek re-election for
another term with the same position for a total of 4 years, but, in case the LC
GS and its officers will be verified and proven to be untrustworthy, they can
immediately be subjected to disciplinary action by the PSC. The LC GS and
the erring officer/s can never be re-elected to any position in the future within
the AKP due to betrayal of public trust.
d. All Local Councils must submit, 1 week after August 8, Form 007 to the PSC
GS of their jurisdiction.
He shall be responsible for all the minutes of the meeting and records of all the forms
that are submitted by the local chapters. He shall consolidate all data and generate a
monthly report to LC GS on the status of all the local chapters in his jurisdiction. He
shall report directly to the LC GS. He is responsible for the dissemination of
information, such as memos and directives, and all other information that needs to be
disseminated to the local chapter level.
He shall be the custodian of the coffers of the AKP, and such shall likewise have the
obligation to collect, receive, and disburse all money and valuables upon the direction
of the Local Council Grand Skeptron. He shall keep and have charge of all the books
of accounts which shall be open for inspection and be audited by the national or
provincial auditor. He is responsible for consolidating all the local chapter reports
regarding financial matters (Form 016), and generating monthly reports to the LC GS
as to the financial status of the local council and ocal chapters. He shall report
directly to the LC GS.
He, as head of the disciplinary committee local council level, has the duty to receive
complains (Form 011) and grievances, hear its merits, and submit to the local council
Grand Skeptron his report and recommendations thereof. He shall have the power to
call the attention of erring local chapter officers, and he shall be known as the
traditional rights keeper of all the new applicants. He shall report directly to the LC
GS.
He shall review, check, inspect, examine and conduct an inventory of all monetary
receipts and disbursements made by the master custodian of wealth (Form 012). He
shall generate monthly reports to the LC GS (Form 016). He will audit the Local
Council Treasurer and officers and chapter Auditors to verify if they have performed
their auditing duties in their respective local chapters.
The local chapters represent the collegiate and community chapters. Community chapters’
jurisdiction is the barangay itself. There shall only be one chapter per barangay or college.

● Omicron Xi – Brgy. Maridondon Cebu, Lapulapu Local Council
The main responsibility of the Local Chapters is to ensure the domination of AKP in their
respective schools and barangays in recruitment, projects, and activities.
a. He shall hold the highest executive position in the AKP within the Local
Chapter Level of the Philippines. He will be directly reporting to the Local
Council Grand Skeptron of his jurisdiction.
c. He shall hold office for the period of 1 year. He may seek re-election for
another term with the same position for a total of 2 years. The local chapter
GS and the erring officer/s can never be re-elected to any position in the future
within the AKP due to betrayal of public trust if proven guilty.
d. All Local Chapter must submit, 1 week after August 8, Form 005 to the local
Council of their jurisdiction.
e. The power to collect monthly dues will be determined by its local members.
He shall be responsible for all the minutes of the meeting, records of all the forms and
disseminate information to all the chapter members. He is also responsible for setting
the meeting or service venue. He will orient all the applicants before they undergo the
traditional rights. He will be the one to issue Form 004.
He shall be the custodian of the coffers of the AKP, and such shall likewise have the
obligation to collect, receive, and disburse all money and valuables upon the direction
of the Local Chapter Grand Skeptron. He shall keep and have charge of all the books
of accounts which shall be open for inspection and be audited by the local or
provincial auditor. Submit report to the local chapter GS (Form 012).
He, as head of the disciplinary committee provincial level, has the duty to receive
complains (Form 011) and grievances, hear its merits, and submit to the Local
Chapter Grand Skeptron his report and recommendations thereof. He shall have the
power to call the attention of erring chapter members. He shall be known as the
traditional rights keeper of all the new applicants and keep the record of Form 002,
Form 003, and Form 004. He shall report directly to the local chapter GS.
He shall review, check, inspect, examine and conduct an inventory of all monetary
receipts and disbursements made by the master custodian of wealth (Form 012). He
shall generate monthly reports to the Local Chapter GS (Form 016).
All Grand Skeptrons have the power to create committees and appoint its members. It should not
be in conflict with the existing duties of the elected officers.
All Chapters, Local Councils, Provincial Councils, Regional Councils, and the National Supreme
Council can create a resolution with the majority vote of the officers. The resolution must not
violate any provision of this constitution. If the resolution is in conflict with any of the
provisions of this constitution, the constitution will prevail.
Section 1 – Rights
b. All members shall have the right to maintain his/her personal life.
c. All members, regardless of their rank, age, gender, religion, language and status in
life, shall have equal rights.
d. Every member shall have the right to free expression or to voice out his/her opinions,
beliefs, convictions, judgments, criticisms, and suggestions in all issues pertaining to
ALPHA KAPPA RHO. These views should be in written form and submitted to the
National Supreme Council who will properly address the issue at hand. No inquisition
shall be entertained in all forms of social media and one should be liable to face
disciplinary action accordingly to uphold the integrity of AKP. The AKP should not
be subjected to humiliation.
f. Every member has the right to suffrage. A member must be registered as a voting
Skeptron with the local chapter and local council. A voting Skeptron is an active
Skeptron for the year and must have the green active id.
Every member shall have the obligation to perform the following tasks to with :
a. Every member shall always be willing to help his fellow Skeptron and remain humble
at all times.
b. Every member shall, at all times, show respect to the Grand High Skeptron, the
Founding Fathers, the officers, and his fellow Skeptrons regardless of age, gender,
and status in life.
e. A Skeptron is obligated to defend the good name of AKP when he believes same is
being maligned or unfairly accused, thereby promoting and protecting the integrity of
AKP.
g. Every member shall abide by and honor all lawful rules and regulations handed down
by the GHS, BOT, and NSC.
i. Members must religiously pay his dues, contribution and other financial
responsibilities to the AKP.
k. Every member is a missionary of dominance and will organize chapters in the area if
no AKP exists.
Note : Disciplinary action varies from the minimal penalty to suspension and to expulsion,
depending on the degree of the violation. A case hearing will be conducted and the concern party
can appeal the decision to the higher council level, until it reaches the GHS. The GHS decision is
final and cannot be appealed.
ALPHA KAPPA RHO follows the anti-hazing law and replace it with ALPHA KAPPA RHO
traditional rights (i.e. Community servicing, Collegiate servicing). After 5 months, Form 003 is
submitted for newly survived confirmation.
Section 2 – Alumni
One who is a graduate of a college/university or any learning school. Any member who has been
active for 8 years shall be considered Alumni (use Form 022).
Akrho Family are 1st degree relative of AKP members. They are Father, Mother, Wife, Children,
Brother and Sister.
1. Each member shall give due respect to members of Alpha Kappa Rho family. Members
of Akrho family can wear AKP Fraternity shirts and given respect of handshake.
2. Akrho family members are prohibited from attending meetings, traditional rites, and
elections of AKP Fraternity. They are also prohibited from Ritual Burns of AKP.
Article 11 – Elections
A bona fide, genuine, and certified member of AKP, duly recognized and in good standing, and
registered as an active member (Form 006), may exercise his right of suffrage for the chapter.
Section 2 - COMELEC
1. National Level Composition – The BOT will be the COMELEC for the National
Elections and the GHS will be the COMELEC chairman.
2. Regional Level – The NSC will be the COMELEC for the election in the Regional Level
and the NSC GS will be the COMELEC chairman.
4. Local Council Level – The Provincial Council will be the COMELEC for the election in
the Local Council Level and the Provincial GS will be the COMELEC chairman. ( in the
absence of the provincial council and regional council the elected NSCVGS of the
jurisdiction will be the COMELEC chairman)
5. Local Chapter Level – The Local Chapter GS can appoint a non-bias chairman to chair
the local chapter election.
6. All results must be at the National Level on the first week of July
7. Election protests must be filed 1 week after the election date and it will be resolved and
heard 1 week after August 8.
This can be used upon the approval of GHS and BOT, and during the majority votes of all
delegates, and the presence of a Founder and a BOT with the full approval of GHS. A six month
notice to be given to all prior to the date of the Convention and the Election.
Section 1 – Rules
1. All laws of the land, policies of the schools, natural laws, common laws, and rules and
regulations of the AKP must be adhered to, complied with and the obeyed by all the
members of AKP.
3. A legally married Skeptron shall not engage in amorous affairs in his/her unmarried or
married fellow Skeptron.
6. In case of grievances against a fellow Skeptron, he or she shall bring this to the attention
of the local council or any concerning council or chapter where he or she is a member,
and the grievance shall be heard.
7. Should there be plans for accreditation in any government agency, such as consulate, or
embassy, both local and foreign, this should be coursed through the National Council
with the approval of the BOT and GHS.
8. AKP ID
● National ID – issued by the National Council with the National GS signature and
the national roll number that will be assigned.
● National Yearly Active ID – must have the signature of the National GS, VGS,
Regional GS and Provincial GS.
a. National ID – Only the National Supreme Council can issue the National
ID. All full pledge Skeptrons must apply and have the National ID.
b. National Yearly Active ID – Only the National Supreme Council can issue
the National Yearly Active ID. The National Yearly Active ID coloring
code is as follows :
c. Alumni ID – for the Alumni Level only and must be supported by the
National Yearly Active ID and the National ID.
● Alumni ID for the AKP Alumni Association recognized groups must have the
signature of the AKP Alumni Association chairman of its jurisdiction and the
NSC GS signature. Failure to have both signatures on the ID makes the ID
invalid.
● Sorority ID for AKP Sorority must have the signature of the AKP Sorority
Chairwoman of its jurisdiction and the NSC GS signature. Failure to have both
signatures on the ID makes the ID invalid.
9. Any breakaway member or group that intends to form another group cannot carry the
name ALPHA KAPPA RHO, AKRHO, AKP, SKEPTRON, otherwise they shall be
liable to face legal sanctions.
10. No one can claim nor should claim that they are one of the founders other than the 16
founders stipulated below :
Section 2 – Regulations
Any member of the AKP who is found in violation of any of the provisions of this constitution
and bylaws shall face disciplinary action.
Article 13 – Revenues
1. Proceeds from Transaction Forms 001, 002, 003, 004, 005, 006, and 010
All local chapters, local councils, provincial councils, regional councils, and National Supreme
Council must follow the National Standard Transaction Forms.
CHAPTER LEVEL
Note : Form 019 will be furnished after August 8 and all chapter members must be
given a copy of the yearly plotted schedule and must be used as a guide for the
next scheduled meeting. Form 021 must be used as a guide for proper meeting
program.
Note : use form 003 after 5 months from the date of survive form 002, a servicing
program will take place within 5 months.
Note : Any assistance must be monitored by Form 017. Failure to furnish Form
017 but collection has been made, the local chapter’s GS will be subjected to
disciplinary action. If no chapter exists, go to your local council.
Note : Use this form for notes, memos, or any official letter for the organization.
If you have your local chapter letter head, use it.
Note : An audit must b done after every chapter meeting. A chapter auditor can be
elected or appointed. An appointed auditor must be a past chapter officer. Audit
results must be the basis of the monthly chapter audit done by the local council.
Note : All approving officers for all transaction forms must keep a record of their
approval number given.
Note : All concern must use the said forms every meeting
The policy and AKP Tradition of having a mark of a Skeptron shall be forever observed.
Section 2 – Amendments
The AKP Constitution and bylaws shall be subject to amendments when called by the National
Supreme Council Grand Skeptron, ratified by the BOT, and approved by the GHS.
