MENTAL HEALTH: ORIENTATION ON COVID-19 PANDEMIC MANAGEMENT

I. Background and Rationale

Throughout the country and even globally, there is alreadya massive influx of
information regarding COVID-19, mostly from the internet and on social media.
Most of these information are focused on understanding the clinical features,
transmission patterns, and management of the COVID‐19 outbreak, yet there has
been minimal accessible info and efforts or concern over its effects on a person’s
mental health and on strategies to prevent stigmatization.This despite statistics
showing that mental and behavioral disorders account for about 14% of the global
burden of disease and as many as 450 million people suffer from these illnesses.
WHO Philippines Special Initiative for Mental Health conducted in the early part of
2020 shows that at least 3.6 million Filipinos suffer from one kind of mental,
neurological, and substance use disorder and the number has increased from the
onset of the coronavirus pandemic.These statistics descriptive of the present
situation requires raising awareness in the government service, which can be
helpful to deal with this calamity.

The capacity to work productively is largely dependent on health and emotional


well-being. Thus, since government employees are considered among
frontlineworkers, it is pertinent to ensure and sustain the emotional well-being of
all the employees so as to continue quality output of work and service to the
general public and even to their respective homes.

Since the declaration of the state of emergency due to COVID during the 1 st
quarter of 2020 up to period in 2021, the employees of DARRO-X have suffered
significantly. Family members and also a number of the employees themselves
have fallen victims to COVID. Rising incidents of this illness, which included
deaths, have taken its toll not only in the physical health of the employees, but
also financially, socially and mentally/emotionally -- such that fears, anxieties and
beginnings of depressions have manifested and have been expressed by the
employees.

Hence, the DAR-10 Regional Office proposes a 4 half-day (1 sector per morning
session) orientation on this matter by an expert Resource Person on Mental
Health as an intervention to all Regional Office employees to deal with and
counter the experiencing of panic, anxiety and stigmatization brought about by
the COVID pandemic.

II. Program Description

The DAR-10 Regional Office through the L&D Section of the Support to
Operations Division shall facilitate the conduct of a virtual activity for this
Mental Health: Orientation on Covid19 Pandemic Management as there is a
need to address the mental health well-being of the employees of this region,
especially during this pandemic. A highly credible and licensed resource
person in the field of psychology/mental health field shall be engaged to
conduct an orientation, which will be beneficial for the officials and
employees in coping with possible stress, anxieties and depression brought
on by the pandemic.
III. Learning Objectives:

At the end of the activity, the participants are intended -

1. To be equipped with relevant information on Mental Health and its


importance particularly in this time of pandemic;

2. To be able to express COVID19-related personal experiences including


feelings of fears, anxieties, despair and stress;

3. To be educated and be equipped with practical strategies and guides to


coping with the negative feelings from the pandemic to channel these instead
to positive ones;

4. To develop and sustain good mental health not just in the context of their
homes and family, but also at work.
