1. GENERAL
1.1 Purpose
This document covers the technical requirements for the supply of piping materials
to be installed in the PTI-ID Dos Bocas New Refinery Phase II Project. It shall be
used to supplement the specified items in the material requisition.

This specification is intended to supplement, not replace, the requirements in ASME,


ASTM, MSS or other codes and standards. Where the applicable codes and
standards specify more stringent requirements, they shall take precedence over this
specification.

In case of conflict among the applicable codes, standards and specifications, Vendor
is responsible to inform Purchaser of the conflict, in writing, for clarification and
resolution before proceeding with manufacture or procurement of the affected
materials. Vendor is not at liberty to assume which requirements govern.

Any conflicts or deviations of this specification shall be consulted by Purchaser


before order placement.

1.2 Scope
This purchasing specification is for pipes purchased by piping engineering
department and following items are out of the scope of this specification.
1.2.1 Special Pipe manufactured based on data sheets

This purchasing specification for pipes shall be read conjunction with below listed
purchasing specification for other piping components in case of, but not limited to,
followings
- Pressure retaining parts, and/or parts in contact with fluid to be made of
piping components applicable to one or more of below listed purchasing
specification.

3. Requirements
3.1 Pipe Dimensions and Tolerance
3.1.1 Dimensions and tolerances shall comply with the requirements of ASME
36.10 and ASME B36.19, as applicable, when specified a schedule or a wall
thickness.
3.1.2 Pipe shall be supplied in the following lengths, unless otherwise specified.
(1) Carbon steel and alloy steel and stainless steel pipes :
- Up to 2” : Single random length of approx. 6 m
- 3” and larger : Double random length of approx. 12 m
- Stainless steel pipes may be supplied single random length with SECL
approval
(2) Galvanized pipes : Single random length of approx. 6 m for all size.
(3) Nickel alloy pipes : Manufacturer’s standard length for all size.

3.2 Ends Connection


3.2.1 Pipe 2” and smaller shall be supplied with ends square cut, 3" and larger shall
be supplied with ends beveled in accordance with ASME B16.25, unless
otherwise specified in item description.
3.2.2 All screwed pipe shall have taper threads in accordance with ASME B1.20.1
(NPT).

3.3 Materials
3.3.1 All piping materials shall be supplied in accordance with relevant ASTM,
ASME or API, etc., as applicable.
3.3.2 Steel Making Process
Unless otherwise specified, carbon steel plates (incl. that for welded pipes)
shall be made by electric furnace vacuum degassed steel process or basic
oxygen furnace process with heated ladle refining and vacuum degassing.
3.3.3 Material Requirements for specific material group.
[Carbon Steel(CS) & Low Temperature Carbon Steel(LTCS) Pipes]
1) Chemical Composition for General Application
For all product form, Si content shall be higher than 0.15 % on product.
Carbon equivalent(Ceq) shall be less than 0.42 %,
where Ceq = C + Mn/6 + (Cr + Mo + V)/5 + (Ni + Cu)/15
2) Chemical Composition for Wet H2S Application
In addition to requirements given above for general application,
requirements of NACE MR 0103 or NACE MR 0175 (as applicable) and
here below shall be added for Wet H2S application (i.e. where Wet H2S,
SOUR, NACE-0103 or NACE-0175 is specified in B/M description).
For all product forms, carbon contents shall be 0.20 % maximum and Ni
content shall be less than 1 %.
For seamless pipes, phosphorus content shall be 0.030 % maximum and
sulfur content shall be 0.010 % maximum.
For plates(incl. that for welded pipes) and welded pipes, phosphorus
content shall be 0.020 % maximum and sulfur content shall be 0.015 %
maximum.
3) Chemical Composition for HIC Application
In addition to requirements given above for general application and Wet
H2S application, requirements here below shall be added for HIC
application(i.e. where HIC is specified in B/M description).
For plates(incl. that for welded pipes) and welded pipes, phosphorus
content shall be 0.010 %, and sulfur content shall be 0.002 % maximum,
and oxygen content shall be less than 0.0025 % with target value of

0.0020 %.
4) Impact Test Properties
For CS material, except for plates and welded pipes, impact test value shall
not be less than minimum 27 J at 0 deg.C.
For CS plates(incl. that for welded pipes) and welded pipes, impact test
value shall not be less than minimum 34 J at 0 deg.C.
For LTCS material, impact test value shall not be less than minimum 27 J at
-50 deg.C.
5) Hardness limitation
For CS and LTCS material of Wet H2S Application and/or HIC Application,
hardness of the base metal / heat affected zone shall be below 22 HRC or
237 HB, and hardness of the weld deposit shall be lower than 200 HB.
6) HIC Test
For HIC Application(i.e. where HIC is specified in B/M description), It is
required to pass the NACE standard TM0284-2011 (Evaluation of Pipeline
and Pressure Vessels Steels for Resistance to Hydrogen-Induced Cracking)
by using the acidified test solution A specified in NACE standard TM0177
(Laboratory Testing of Metals for Resistance to Sulfide Stress Cracking and
Stress Corrosion Cracking in H2S environments) with:
Average per specimen :

Crack Length Ratio (CLR) ≤ 5 %

Crack Thickness Ratio (CTR) ≤ 1.5 %

Crack Sensitivity Ratio (CSR) ≤ 0.5 %

For each individual cross section :


Crack Length Ratio (CLR) < 10 %

Crack Thickness Ratio (CTR) < 3 %

Crack Sensitivity Ratio (CSR) < 1 %

Mill test reports shall include the values for the crack length ratio (CLR),
crack sensitivity ratio (CSR) and crack thickness ratio (CTR) as defined in
NACE standard TM0284 and also carbon equivalent (Ceq).
3.3.4 Material Requirements for specific material group.

[Low Alloy Steel Pipes]


1) Chemical Composition

For P-No.4 or 5A low alloy steel pipes ≤ 16 mm (e.g. 1.1/4Cr-1/2Mo,


2.1/4Cr-1Mo etc), Max. carbon content shall be 0.15%.
For 1.1/4Cr-1/2Mo material and weld(incl. that of welded pipes),
requirements here below shall be applied.
Sn : 0.015 % Max.
P : 0.012 % Max.
For 2.1/4Cr-1Mo plate material and weld(incl. that of welded pipes),
requirements here below shall be applied.
Ni : 0.30 % Max.
Cu : 0.20 % Max.
Certified chemical analyses including Ni, Cu, As, Sn and Sb shall be
provided for all components.
2) “J” Factor
For 2.1/4Cr-1Mo welded pipe, “J” factor shall be lower than 100, where J =
(Si + Mn) * (P + Sn) * 104.
3) “X”-bar
For 2.1/4Cr-1Mo welded pipe, “X”-bar shall be lower than 15 ppm, where
X = (10P + 4Sn + 5Sb + As) / 100.
Analysis shall be performed on deposited weld metal.
4) Impact Test Properties
Charpy V-Notch(CVN) impact testing is required for all pressure retaining
components, welds and heat affected zones(HAZ).
For 1.1/4Cr-1/2Mo material, impact test shall be conducted in accordance
with the requirements of ASME B31.3, except that there shall be no
exemptions from impact testing and the test temperature shall be the
lower of the design minimum metal temperature (0 deg.C) and -18 deg.C.
The test specimens shall be supplied in the same heat treated condition
for components and welds requiring heat treatment.
For 2.1/4Cr-1Mo welded pipe, impact test value shall not be less than
minimum 54 J at -29eg.C with no single value below 47 J.

5) Tensile Strength
The maximum room temperature tensile strength of all pressure retaining
components and welds shall be 100,000 psi (690 MPa).
3.3.5 Material Requirements for specific material group.
[Stainless Steel Pipes]
If the dual grade (e.g. SS304/304L) material is specified in B/M description,
material shall meet the property of both grades. Single grade material in lieu
of dual grade is not acceptable.
For SS347 material, the minimum ferrite number (FN) of filler material and
deposited weld metal shall be 5 FN. The welding guidelines established in
section 6.3 of API RP 582 shall be followed.
3.3.6 If Wet H2S, SOUR, NACE-0103 or NACE-0175, and/or HIC is specified in
B/M description, material shall be in accordance with NACE MR 0103 or
NACE MR 0175, as applicable.
In addition to requirements given in NACE MR 0103 or NACE MR 0175,
requirements given above for Wet H2S Application and/or HIC Application
shall be applied respectively.
3.3.7 If Hot dip galv. is specified in B/M description, Pipe shall be galvanized in
accordance with ASTM A53 or ISO 1461.

3.4 Heat Treatment and NDE


3.4.1 All piping shall be supplied in the applicable heat treated condition in
accordance with relevant international code and standard, and shall meet the
requirements of the manufacturing standard, e.g. ASTM, API designation etc.
3.4.2 CS and LTCS material shall be normalized(or quenched and tempered).
3.4.3 For low alloy steel material, except for 5Cr-1/2Mo, accelerated cooling from
the austenitizing temperature is acceptable, where permitted by the applicable
product form specification.
For 5Cr-1/2Mo material, accelerated cooling from the austenitizing
temperature is not permitted.
3.4.4 SS347 material shall be supplied with a stabilization heat treatment
subsequent to the solution annealing.
3.4.5 UNS N08825 seamless pipes in accordance with ASTM B423 shall be
furnished in the cold worked(I.e. cold drawn annealed) condition.

3.4.6 PWHT(post weld heat treatment) required in material specification or code


and standard, piping materials shall be supplied in accordance with relevant
ASTM code or API or MSS code, etc., as applicable.
3.4.7 When pipe fabricated by welding is being supplied, Manufacturer/Supplier
must confirm in his quotation that all requirements of the Standards quoted on
the requisition are fully met, e.g. ASME qualified welders, NDE, heat
treatment, etc. And, Welding Procedure Specification (WPS) & Procedure
Qualification Record (PQR) shall be submitted and approved by SECL.
3.4.8 When pipe shall be required 100% Radiography Test to welded area, the pipe
shall be provided with a weld joint efficiency of 1.00.

3.5 Positive Material Identification (PMI)


3.5.1 PMI inspection in accordance with ET-442-PEMEX-2019.
3.5.2 Carbon steels are not required to PMI. If Client specification requests to apply
the PMI for Carbon steel, Vendor shall apply the PMI test. If Vendor can’t
apply the PMI test, Vendor shall submit the deviation.
3.5.3 All material rejected by PMI check or with inadequate documentation or
marking shall be strictly quarantined pending investigation. Proven non-
compliant material will be rejected, and returned at Manufacturer’s cost.

3.6 Inspection and Certification


3.6.1 Inspection and Test Plan shall be prepared and approved by the Purchaser
prior to manufacture.
3.6.2 When specified by the Purchaser, the piping materials may be inspected at
the seller's establishment by the Purchaser or his appointed inspector.
3.6.3 Certification shall be supplied giving the following information :
(1) Purchase order Grade (as per manufacturing specification i.e. ASTM, API,
DIN, MSS or BS) and category of piping material together with any final
heat treatment given.
(2) Results of chemical analysis of ladle analysis or product analysis
(3) Filler metal analysis for welded piping material, if required
(4) Results of mechanical tests
(5) Non-destructive testing required by the material specification or the

3.6.4 Test reports shall be supplied for all mandatory tests as per the applicable
material standards. Test reports shall also be furnished for any supplementary
tests as specified in the material requisition sheets.
3.6.5 Material test certificates (chemical composition, physical properties and heat
treatment report) shall be prepared by original manufacturer.
3.6.6 Results of inspection and test shall be recorded, maintained, documented and
reported in copies as noted on "Vendor Data Requirements”.
3.6.7 The certificates shall be available at the time when the piping materials are
ready for inspection.

3.7 Marking and Color Coding


3.7.1 Each piping materials shall be marked and color marking in accordance with
the piping material specification together with any additional marking required
by document No.R2B-P3-206-02-K-ET-00013 (Marking specification for piping
material identification).
3.7.2 Material marking methods shall be in accordance with applicable documents
and product specifications, except that hard stamping using other than "low
stress" (round nose) dies is prohibited.

3.8 Packing and Preservation


3.8.1 All piping materials shall be dry, clean and free from moisture, dirt and loose
foreign materials of any kind.
3.8.2 All piping materials shall be adequately protected from rust, corrosion and
mechanical damage during handling, transportation, shipment and storage.
The package shall be labeled with the order number, ASTM, API, DIN, MSS or
BS specification number and size, etc.
3.8.3 Both ends of each pipe shall be protected with wood, metal, plastic cap/cover
or any other approved by SECL.
3.8.4 Carbon steel and alloy steel shall be coated with rust preventive that can be
easily removed. Manufacturers shall submit rust preventive specification for
SECL's approval. Austenitic stainless steel and galvanized surfaces shall not
be coated without a prior approval of the Purchaser.
3.8.5 Piping materials shall be prepared for shipment in accordance with the

relevant specification for packing and preservation.

3.9 REQUIREMENTS FOR NON-METALLIC PIPING


3.9.1 HDPE
3.9.1.1 Vendor shall calculate wall thickness after reflecting surge & stress(incl.
thermal), external strength of underground, buckling and pipe stiffness,
pipe water buoyancy calculation, other effects etc.
Related calculation & analysis is Vendor’s scope of work.
3.9.1.2 Manufacturer shall consider the supply of consumables, additional
support material(as a result of surge analysis etc.) and dispatch of
supervisor if required.
3.9.1.3 HDPE piping components shall be supplied with long term UV
protection against UV rays(2 ~ 3% smoke black).
3.9.1.4 FIRE WATER SERVICE
Requirement below is applicable to HDPE components where “FIRE
WATER” is specified in the B/M description.
1) Service : Fire Water(Underground)
2) Design Condition : 12.0 kg/cm2g at 49 deg.C
3) All HDPE piping components shall be FM approved to FM 200, UL
Listed/Certified.
3.9.1.5 STORM WATER SEWER
Requirement below is applicable to HDPE components where “FIRE
WATER” is not specified in the B/M description.
1) Service : Storm Water Sewer(Underground)
2) Design Condition : ATM at AMB
3.9.1.6 POTABLE WATER SERVICE
Requirement below is applicable to HDPE components where
“POTABLE WATER” is not specified in the B/M description.
1) Service : Potable Water(Underground)
2) Design Condition : 8.0 kg/cm2g at 40 deg.C
3) All HDPE piping components shall be NSF 61 certified.
