1.0.SCOPE:
This specification covers technical requirements of design, manufacture, construction,
performance, testing at manufacture’s work, packing, forwarding, supply and unloading of Kit Kat
Fuse unit with porcelain base & carrier of reputed brand complete with extended terminals as per
relevant ISS: 2086/1993, Amendment-I at stores/site complete with all accessories for efficient
and trouble free-operation. The specific requirements are covered in enclosed technical data
sheet. ‘Kit Kat Fuse unit with porcelain base & carrier’ covered by this specification shall unless
otherwise stated, be designed, manufactured and tested in accordance with latest revisions of
relevant Indian Standards /IEC/ International Standards and shall conform to the regulations of
local statutory authorities.

2.0.APPLICABLE STANDARDS:

The kitkat fuse shall conform to the following Indian Standard specifications which shall mean latest
revisions with amendments / changes adopted and published unless specifically stated otherwise in the
specification.

design of the equipment and accessories shall be suitable to withstand seismic forces
corresponding to an acceleration of 0.3g.

4.0.GENERAL TECHNICAL REQUIREMENTS:


RATED VOLTAGE AND FREQUENCY : The fuses shall be suitable for continuous operation at AC
433 V + 10% and frequency 50 Hz RATED CURRENTS: The rated currents of fuses units shall be
100/200 /300/400/500 Amps.

The tender quantity shall be considered in numbers.

5.0.GENERAL CONSTRUCTION:
5.1 MATERIALS: This rewireable fuses units shall be made of ceramic which shall be of sand fine
grain homogenous nonporous chemically insert and high electrical and mechanical strength and
shall be thoroughly verified and smoothly glazed. It shall be non-ignitable/ The porcelain and glaze
shall be white or cream in colour. The glaze shall cover at least those surfaces which are exposed
when the ,fuses have been mounted in the intended manner. The mounting surface may be left
unglazed. The materials should not have any defect such as –
i) Crazing : A hairline crack in glaze of ceramic material.
ii) Dunt : A hair line fracture extending through the body and the glaze and caused by strains set-
up in the process of manufacture of ceramics materials.
iii) Projection : A raised imperfection, projecting more than 0.75 mm above the Surface of the
ceramic material.
iv) Water : The ceramics material shall not absorb more than absorption 2% of its weight of water
when broken and tested for.
5.2 The design and dimension of the fuses shall be either in accordance with relevant IS – 2086 -
1993
5.3 PROTECTION: The carrier and fuse base when installed in the intended manner shall have all
live parts so protected as to prevent inadvertent contact with such live parts.

5.4 HANDLING GRIP: The fuse carrier shall be provided with a handle or grip and shall be shaped
in acceptable manner so that it will be easy to withdraw the carrier without use of any tools and
without danger to any L.M. or operator.
5.5 METAL PARTS: All metal parts shall be protected against corrosion by suitable methods.
5.6 FUSE BASE:
5.6.1. The fuses base shall be provided with two fixing holes for fixing the fuse base by means of
screwier bolts.
5.6.2. The fuse base shall have contacts for suitably engaging with the contacts of the fuse carrier
rigidly under any condition. The contacts shall be made out of such a metal which will not lose its
electricity due to heating of the contracts on full load with 20% overload current or heat generated
and required pressure is maintained even after repeated engagements and disengagement. The
contact for rating 200 A and above will also have extended strips for fixing cable lugs by means of
bolt.
5.6.3. Live parts on the underside of the fuse base for surface mounting shall be either covered by
a shield or barrier of insulating materials or be counter sunk not less than 3mm below the surface
of the base and covered with water proof insulating sealing compound which will not deteriorate or
flow at a temp. lower than 100 degree C or on full load current with 20% overload or blowing of fuse
under short circuit condition or shall have clearance of not less 9mm for 200A, 300A , 400A & 500
A size from the mounting surface and reliably prevented from loosening.

5.7 FUSE CARRIER:


5.7.1 The fuse carried shall have contacts suitable for engaging with fuse base contacts. They shall
be provided with suitable terminals for the connection of the fuse elements. The fuse carrier shall
be so constructed that it is capable of being reversible for introduction into the fuse base. The
contacts shall be made out of the metal which will not loose its elasticity on account of heating of
the contacts on full load with 20% overload conditions or heating due to blowing of the fuse element
due to short circuit and required pressure is maintained and even after repeated engagement and
disengagement.
5.7.2 Live parts of the fuse carrier shall be covered either by a shield for barrier of insulating
materials or be counter sunk not less than 3 mm below surface of the base and covered with water
proof insulating sealing compound which will not deteriorated or flow at temp. lower than 100 C.
5.8 The asbestos cloth to be provided in fuse base shall be fire proof insulating and of sufficient
length width and thickness
5.9 SPRING FOR BASE PHOSPHOR BRONZE CONTACT (For 200 Amp to 500 Amp only): This
should be round/elliptical made from high quality spring steel sufficient to maintain uniform pressure
on the contact surface when fuse carrier is fitted. The spring shall be of sufficient width and having
1 mmthickness.

5.10 SCREWS: i) Screws upon which the general assembly of the fuse base and carriers terminals
and contacts depend shall be prevented from loosening or backing out buy lock, washers, stacking
or other reliable means. ii) If screws used in the assembly of a fuse are loosened or removed in
order to install the fuse elements or to connect the fuse into a circuit they should be thread into
metal and shall be provided with washers.

5.11 CURRENT CARRYING PARTS:


i) Current carrying parts shall be of robust construction and capable of carrying their rated current
without exceeding the temp. rise limits clause 4.2.1 of IS specification 2086-1993. i.e. 55 degree
centigrade for rating 100amps & 65 degree centigrade for 200 amps to 500 amp kit kat fuse. ii) Iron
and steel parts shall not be used for current carrying parts except as clamping device or pressure
such as punching screws, clamps or wire binding screws and nuts.

5.12 CONTACTS: The contacts of the fuse base, fuse carrier, terminal blocks/strips shall be as
under: i] Fuse carrier contacts (Male Contacts) Tinned Brass ii] Fuse Base Contacts (Female
Contacts) Tinned Brass with terminal. iii] Terminal block/strips Tinned Brass The current carrying
screws and washers shall be of tinned brass while the screw, washers not carrying current shall be
Galvanized bolt and nut with one plain washer and one spring washer suitable for 120 mm², 185
mm² , 240 mm² / 300 mm² cable lugs shall be provided with extended strips for 100A , 200A , 300A
,400A & 500 A fuse respectively.
5.13 Chemical composition of the contacts. Electrolytic copper (tinnedphosphor bronze (Tinned)
use for contacts of KK fuse shall confirm to various IS as stated below.
a) Electrolytic Copper Copper strips used for contacts of kit kat fuse should confirm to IS:1897/1983
with latest amendments. The material shall be of electrolytic tough pitch (ETP) grade with minimum
99.9% of copper & silver as per table I of IS191 part IV.
b) Phosphor Bronze The phosphor bronze used for contacts of KK fuse shall confirm to any of the
grade-I, II or III given in IS: 7814/1985 (with latest amendments). The requirement of metal
composition should be as per IS7814.
c) Brass It shall confirm to grade LCB1/DCB2 of IS-1264/1997 (with latest amendment)/IS
4101/1977 with latest amendment). The metal composition for casting shall be as per IS 1264 and
that of brass sheet, as per IS 410.
5.14 The contact fixing screw holes in fuses shall be fitted with insulating material fully into the
surface of the kit kat fuse carrier.

7.0.TESTING :
All routine, acceptance tests shall be carried out on the equipment in accordance with the relevant
latest BIS standards. All routine/acceptance tests shall be witnessed by the purchaser/his authorized
representative.

8.0. TEST CERTIFICATES :


The bidder shall furnish the test certificates of turn buckle for the tests as mentioned as above as per the
corresponding standards, if asked for by TPNODL. All the tests shall be conducted by CPRI/ERDA/UL or NABL
Accredited Lab as per the relevant standards. Type test should have been conducted in certified Test
Laboratories during the period not exceeding 5 years from the date of opening the bid. In the event of any
discrepancy in the test reports i.e. any test report not acceptable or any/all tests (including additional tests,
if any) not carried out, same shall be carried out without any cost implication to TPNODL.

9.0. PRE-DISPATCH INSPECTION:

Equipment shall be subject to inspection by a duly authorized representative of the TPNODL. Bidder
shall grant free access to the places of manufacture to TPNODL’s representatives at all times when the
work is in progress. Inspection by the TPNODL or its authorized representatives shall not relieve the
bidder of his obligation of furnishing equipment in accordance with the specifications. Material shall
be dispatched after specific MDCC (Material Dispatch Clearance Certificate) is issued by TPNODL.

10.0.INSPECTION AFTER RECEIPT AT STORE:


The representative of the TPNODL shall have access to the suppliers or his sub-contractor’s works at
any time during working hours for the purpose of inspecting the materials during manufacturing of
the plant and equipment testing and may select test samples from the materials going into plant and
equipment.
Inspection will be conducted at the premises of the supplier by the authorized representative of
TPNODL for conducting acceptance test as per relevant IS or may waive out by the purchaser.

11.0.GUARANTEE:

Bidder shall stand guarantee towards design, materials, workmanship & quality of process /
manufacturing of items under this contract for due and intended performance of the same, as an
integrated product delivered under this contract. In the event any defect is found by the Purchaser up to

a period of at least 12 months from the date of commissioning or 24 months from the date of last supplies
made under the contract whichever is later, (the time scale of 12/24 months could be enhanced subject
to mutual agreements). Bidder shall be liable to undertake to replace/rectify such defects at its own costs,
within mutually agreed time frame, and to the entire satisfaction of the Purchaser, failing which the
Purchaser will be at liberty to get it replaced/rectified at Bidder’s risks and costs and recover all such
expenses plus the Purchaser’s own charges (@ 20% of expenses incurred), from the Bidder or from the
“Security cum Performance Deposit” as the case may be.

Bidder shall further be responsible for ‘free replacement’ for another period of THREE years from the end
of

the guarantee period for any ‘Latent Defects’ if noticed and reported by the Purchaser.

12.0. PACKING AND TRANSPORT:


Bidder shall ensure that all material covered under this specification shall be prepared for rail/road
transport (local equipment) and be packed in such a manner as to protect it from damage in transit.
The material used for packing shall be environmental friendly. The package quantity of kitkat fuse
should be mentioned in numbers.

13.0.TENDER SAMPLE:

Bidder shall submit the sample of material with the technical bid. Tenders received without sample
are liable for rejection.

14.0. QUALITY CONTROL

The bidder shall submit with the offer Quality assurance plan indicating the various stages of
inspection, the tests and checks which will be carried out on the material of construction,
components during manufacture and bought out items and fully assembled component and
equipment after finishing. As part of the plan, a schedule for stage and final inspection within the
parameters of the delivery schedule shall be furnished. TPNODL's engineer or its nominated
representative shall have free access to the manufacturer’s/sub-supplier's works to carry out
inspections.

The following information shall necessarily be submitted with the bid:


a) List of important raw materials, names of sub-suppliers for raw materials, standards to which raw
material is tested.

process exists.

15.0 MINIMUM TESTING FACILITIES


Bidder shall have adequate in house testing facilities for carrying out all routine tests & acceptance
tests as per relevant International / Indian standards/TPNODL specification. The bidder shall have
duly calibrated testing equipment’s for the same.

Factory will be evaluated by TPNODL committee to evaluate its suitability.

16.0. MANUFACTURING ACTIVITIES

The successful bidder will have to submit the manufacturing plan for various manufacturing activities
clearly elaborating each stage, with quantity. Plan should be in line with the Quality assurance plan
submitted with the offer

17.0. DRAWING AND DOCUMENTS

19.1 Following drawings & Documents shall be prepared based on TPNODL specifications and
statutory requirements and shall be submitted with the bid:

a) Completely filled in Guaranteed Technical Particulars


b) Drawing of Sheet with dimensions
c) Test Certificates

1. SCOPE:
This specification covers the technical requirements of design, manufacture, testing at
manufacturer's works, packing; forwarding, supply and unloading at store/ site of Distribution box
suitable for mounting Kitkat fuse in Outgoing side (both for 1 no’s O/G and 2 no’s O/G) only of the
ratings as mentioned in the specification below. The Box shall be complete with all accessories for
mounting of Kitkat fuse.

2. APPLICABLE STANDARDS:
The equipment covered by this specification shall confirm to the requirements stated in latest
editions of relevant applicable Indian/IEC Standards and shall conform to the regulations of local
statutory authorities.

5. GENERAL CONSTRUCTION

5.1 ENCLOSURE OF DISTRIBUTION BOX


The Busbar shall be housed in an enclosure made of 2mm thick sheet steel and shall be dust and
vermin proof. The enclosure shall be provided with robust construction and over all canopy on
top for smooth draining of rain water. The enclosure shall be suitable for outdoor installation
with IP 55 Degree of Protection. The enclosure shall be provided with extended insulated
Aluminum links for tapping off multiple outgoing connections, designed for use on 230V, 1-phase
and 415V, 3-phase, 4wire, 50Hz supply system. The pockets of aluminum links shall be sealed
properly to avoid ingress of the moisture.

Boxes shall have centre opening swing double door type with four hinges. On closing of doors,
right door shall rest on the left door. Base and doors shall have flange / collars. Collar of Base
and doors shall overlap by 10mm. Rubber gasket of suitable size shall be provided in between
base and doors, such that it provides proper sealing between the door and base of box to avoid
penetration of dust & ingress of water. Degree of protection shall be IP-55. Rubber Gasket shall
be fixed with suitable adhesive. Hinges shall be stainless type, minimum 50 mm in length &
made from 2mm thickness. The hinges shall not be visible from outside. Padlocking arrangement
should be provided outside the Door. The door shall be connected to body earth with flexible
wire. It shall be so designed that when it is opened and other protective means, if any are
removed, all parts requiring access for installation and maintenance, as prescribed by the

manufacturer, are readily accessible. Sufficient space shall be provided inside the enclosure for
the accommodation of external conductors from their point of entry into the enclosure to the
terminals to ensure adequate connection. All parts shall be manufactured in accordance with
latest relevant IS / IEC Standards. In case of equipment with conductive enclosures, means shall
be provided if necessary to ensure electrical continuity between exposed conductive parts of the
equipment and the metal sheathing of connecting conductors. The removable parts of the
enclosure shall be firmly secured to the fixed parts by a device such that they cannot be
accidentally loosened or detached owing to the effects of operation of the equipment or
vibrations. Enclosures shall be so designed as to allow the covers to be opened with the use of
tools, but means shall be provided to prevent loss of the fastening devices.

Doors of all enclosure shall have one panel type lock & one padlock at the front of the door.
Single Master key (one for each) shall be provided for all door locks. For mounting the enclosure,
the mounting clamps shall be on top & side of the enclosure and shall be of minimum thickness
of 5mm. All the hardware used shall be hot dipped Galvanized or Electro-Zinc plated.

For 3-Phase Distribution boxes the phase sequence shall be B-Y-R-N from the left, when viewed
from the front of the distribution box. However, for 1-Phase boxes (which are to be mounted
back to back with the transformer), the configuration shall be Ph-N from the left, when viewed
from the front of the Box.

The general clear dimensions of Distribution boxes without considering colour of box.

The above dimension are indicative, the box should able to accommodate all equipment’s with
sufficient rating & required clearances. The design should also be maintenance friendly so that
the replacement of any equipment can be done without any difficulty.

2 set of Louvers (1 no’s on each side) of suitable size shall be provided. The louvers shall be provided such
that heat dissipation is proper. The perforated sheet of 20 SWG with 2.5 mm holes shall be welded from
inside of the louvers. Mounting of components inside the enclosure shall allow free air circulation keeping
the required clearances. Small canopy arrangement for louvers shall be provided. Canopy arrangement
shall be provided for each lover.

5.2 BUSBARS AND CONNECTIONS:

The Incomer feeder should be on Left side of the distribution box and all outgoing feeders will be on Right
side of the distribution box, with phase sequence RYB to be maintained. There should be step
mount/terrace arrangement of RYBN for safe termination of cables. The phase bus bars and feeder

droppers from bus bars shall be of electrolytic grade Aluminium with purity 99.5%.

i) The Incomer Feeder dropper & Bus Bar for 100A LTDB will be 25 x 6 mm cross section.
ii) The Incomer Feeder dropper & Bus Bar for 200A LTDB will be 25 x 8 mm cross section.
iii) The Incomer Feeder dropper & Bus Bar for 300A LTDB will be 50 x 8 mm cross section.
iv) The Incomer Feeder dropper & Bus Bar for 400A LTDB will be 50 x 8 mm cross section.
v) The Incomer Feeder dropper & Bus Bar for 500A LTDB will be 50 x 8 mm cross section.

All bus bars and droppers shall be properly drilled and deburred. Each bus bars shall be of one single
strip without any joint. The joints in the Busbar shall be avoided but if it is necessary then, these shall be
properly brazed and the resistance of the joints shall be less than that of parent Busbarn. Crimping is
not allowed at any joints. Corrugated/Spring & Plain washers shall be used for Nut-Bolt connections.

All the bus-bars shall be of Electrolytic grade Aluminum duly sleeved with heat shrinkable PVC sleeves
with 1.1kV insulation of standard colour code for different phases. The hole sizes on the bus bar shall be
provided in line with the lug sizes used in TPNODL system by maintaining appropriate clearance
between all lugsfor proper cable termination. The Incoming and Outgoing three phase bus bars with
neutral shall be aligned in inverted “U” shape & suitable for providing adequate connections. The
distance from gland plate to bottom bus bar (neutral) shall be 200 MM (min).

Suitable arrangement should be provided inside the box for fixing of Kitkat fuse (6 no’s for 2-O/G and
3 no’s for 1-O/G) of preferred rating at outgoing side. The rating of Kitkat fuse shall be as per below
table.

Note- Supply of Kitkat fuse not in Bidders scope, only arrangement for fixing of Kitkat fuse of
mentioned quantity and rating shall be provided by bidder.

Bus bars shall be mounted on suitable size support insulators which should be tightened from inside. i.e.
once fitted, should not be able to removed. Minimum clearances, wherever shown, shall be as per
General .Non hygroscopic, non- combustible type Bus bar insulators of material such as SMC/DMC shall
be used. A minimum 4 Nos. of Bus bars insulators (At both ends of phase & neutral bus) shall be used in
all the boxes so that the bus bars shall be rigidly mounted. Panel Builder shall furnish a type -test
certificate from CPRI/ERDA in support of Bus-bars system of Distribution Box.

Detachable CRCA sheet steel gland plates of 3mm thickness shall be provided for
accommodating I/C & O/G cables. Rubber seal for all the holes shall be provided separately. The
gland plate for each DB shall be provided with holes (knock out type) suitable for the brass
glands in accordance with XLPE insulated, armoured cables for I/C & O/G mentioned in the table
below. Details of the no. of holes that should be drilled in the gland plate for particular ratings of
Distribution Box along with incoming and outgoing cables sizes are as given below and shall be
adhered to by the supplier of the DBs.

5.4 TERMINALS & CONNECTIONS :


Current carrying parts shall have the necessary mechanical strength and current carrying
capacity for their intended used. All parts of terminals which maintain contact and carry current
shall be of metal having adequate mechanical strength. Terminal connections shall be such that
the conductors may be connected by means of screws bolts, spring washers or other equivalent
means so as to ensure that the necessary contact pressure is maintained. Standard sizes of bolts,
screws, pipe and other fittings shall be used and number of sizes to be kept minimum. Terminals

shall be so constructed that the conductors can be clamped between suitable surfaces without
any significant damage either to conductors or terminals. Terminals shall not allow the
conductors to be displaced or be displaced themselves in a manner detrimental to the operation
of equipment and the insulation voltage shall not be reduced below the rated values. Terminals
for connection to external conductors shall be readily accessible during installation. The number
of termination points on the bus bar shall be in accordance with the number of outgoings as
stated in the table above.

All mechanism shall be made of such material as to prevent corrosion due to sticking of dust. All
connections and contacts shall be of ample cross-section and surface area for carrying
continuously the specified current without undue heating and shall be secured rigidly & locked
in position. The manufacturer shall state the type (rigid/ stranded/ flexible), the minimum and
the maximum cross sections of conductors for which the terminal is suitable and, if applicable,
the number of conductors simultaneously connectable to the terminal. The incoming cable shall
be terminated at left side of the front of the distribution box and outgoing cable shall be
terminated from right side of the front of the box.

5.5 INSULATION SUPPORT :

The bidder shall use fire retardant material (not Bakelite) for Insulation and seal the gap near the
bus-bars with sealing agent, to prevent the inrush of dust and moisture from the back side of
enclosure. Phase barrier of the same material shall also be provided. If, in order to provide
safety to the operating personnel, Bakelite separator shall be provided in front of Incoming bus-
bars.

5.6 PROTECTIVE MEASURES :

The design shall incorporate every reasonable precaution and provision for the safety of all
those concerned in the operation and maintenance so that there is no possibility of the operator
experiencing a shock during normal operation. All apparatus, connections and cabling shall be
designed / arranged to minimize risks of fire and any damage which might cause in the event of
fire.
Bakelite impregnated/non impregnated should not be used internally or externally. All
apparatus shall be so designed and constructed as to obviate the risks or short circuits of the live
parts by lizards / rodents.
Each Distribution box shall be provided with a Danger Plate of Aluminium sheet embossed /
engraved or Screen Printed on Enclosure, with 415V AC and danger mark in English and Odia
also effectively secured.

5.7 PROTECTIVE EARTHING :


The fixed parts of a metal enclosure shall be electrically connected to the other exposed
conductive parts of the equipment and connected to a terminal which enables them to be
earthed or connected to a protective conductor. The exposed conductive parts (e.g. chassis,
framework and fixed parts of metal enclosures) other than those which cannot constitute a
danger shall be electrically interconnected and connected to a protective earth terminal for
connection to an earth electrode or to an external protective conductor. Under no
circumstances shall a removable metal part of the enclosure be insulated from the part carrying

the earth terminal when the removable part is in place.


The Distribution Box shall be provided with an Aluminium Earth bus suitable for the Rated short
circuit current of rated DTR. Two nos. body earthing studs shall be provided on side of boxes for
body earthing. Provision of one other stud shall be provided for neutral earthing in those boxes
which are directly mounted on the transformer. Earthing bolt should be welded in the box and
not to be fixed. Neutral earthing should be separated from body with separate studs. The earth
terminals/ studs shall be of a suitable size to accommodate the earth conductor and shall be
corrosion protected. The earth terminals shall be identified by means of the earthing sign
marked in a legible and indelible manner on or adjacent terminals. The earthing studs shall be
welded from inside the enclosure and shall be covered from top so as to prevent access for
theft. The protective earth terminal shall be readily accessible and so placed that the connection
of the equipment to the earth electrode or to the protective conductor is maintained when the
cover or any other removable part is removed.

5.8 PAINTING:
The paint shall be applied on clean, dry surface under suitable atmospheric conditions by seven
tank process followed by powder coating. The paint shade shall be RAL 7032 with thickness of
the powder coating not less than 70 microns.

6. NAMEPLATE & MARKINGS:

All the components and operating devices of the Distribution Box shall be provided with durable
and legible nameplates OR Screen printed, containing all technical parameters. Distribution Box
name plate & markings shall be in accordance with IS-13947-2 / IEC- 60947-2 along with the
following information:

The Name Plate on Distribution Box shall be embossed OR Screen Printed with PO NO., Date, “PROPERTY
OF TPNODL”, “MATERIAL CODE No.”, and name of Manufacturer. A danger plate of appropriate size
shall be provided on the enclosure OR Screen Printed. Apart from this, ‘Suitable for
kVA Transformer shall be also printed in order to identify as to which rating of transformer the
corresponding box is designed for. Also ‘No current-call center no- xxxxxxxxxx’ shall be dully printed on
the front of the Distribution box.

7. TESTS :
All routine, acceptance & type tests shall be carried out in accordance with the relevant IS / IEC
Standards. Routine / Acceptance tests may be witnessed by the purchaser / his authorized
representative, if so desired. All the components as applicable shall be type tested as per the relevant
standards. Following tests shall be necessarily conducted on the equipment in addition to the others

8. TYPE TESTS CERTIFICATES :

The bidder shall furnish the type test certificates for the tests as mentioned above as per the
corresponding standards. All the tests shall be conducted at CPRI / ERDA accredited test Labs, as per the
relevant standards. Type test should have been conducted in certified Test Laboratories during the
period not exceeding 5 years from the date of opening the bid. However, Type Test certificated which
are older than 5 years from date of bid opening, may be accepted as a special case, provided there is no
change in corresponding IS / IEC standards or design. In the event of any discrepancy in the test reports
i.e. any test report not acceptable or any/all type tests (including additional type tests, if any) not carried
out, same shall be carried out without any cost implication to TPNODL.

9. PRE-DISPATCH INSPECTION :
Equipment shall be subject to inspection by a duly authorized representative of the TPNODL. Inspection
may be made at any stage of manufacture at the discretion of the purchaser and the equipment, if found
unsatisfactory as to workmanship or material, the same is liable to rejection. Bidder shall grant free
access to the places of manufacture to TPNODL’s representatives at all times when the work is in
progress. Inspection by the TPNODL or its authorized representatives shall not relieve the bidder of his
obligation of furnishing equipment in accordance with the specifications. Material shall be dispatched
after specific MDCC (Material Dispatch Clearance Certificate) is issued by TPNODL.

rejection, if found different from the reports of the pre-dispatch inspection and one copy of the report
shall be sent to Project Engineering department

11. GUARANTEE :

Bidder shall stand guarantee towards design, materials, workmanship & quality of process /
manufacturing of items under this contract for due and intended performance of the same, as an
integrated product delivered under this contract. In the event any defect is found by the Com pany up to
a period of at least 18 months from the date of commissioning or 24 months from the date of supply of
each Lot made under the contract whichever is earlier, (the time scale of 18/24 months could be
enhanced subject to mutual agreements) Associates shall be liable to undertake to replace/rectify such
defects at its own costs, within mutually agreed time frame, and to the entire satisfaction of the
Company, failing which the Company will be at liberty to get it replaced/rectified at Associate ’s risks and
costs and recover all such expenses plus the Company’s own charges (@ 20% of expenses incurred),
from the Associate or from the “ Security cum Performance Deposit” as the case may be.

Bidder shall further be responsible for ‘free replacement’ for another period of THREE years from the
end of the guarantee period for any ‘Latent Defects’ if noticed and reported by the Company.

12. PACKING :
Bidder shall ensure that all equipment covered under this specification shall be prepared for rail/road
transport (local equipment) and be packed in such a manner as to protect it from damage in transit.

13. TENDER SAMPLE :


Not applicable.

14. QUALITY CONTROL :


The bidder shall submit with the offer Quality Assurance Plan indicating the various stages of inspection,
the tests and checks which will be carried out on the material of construction, components during
manufacture and bought out items and fully assembled component and equipment after finishing. As
part of the plan, a schedule for stage and final inspection within the parameters of the delivery schedule
shall be furnished. The Purchaser's/ Consultant’s engineer shall have free access to the
manufacturer’s/sub-supplier's works to carry out inspections.

15. MINIMUM TESTING FACILITIES :

Bidder shall have adequate in house testing facilities for carrying out all routine tests & acceptance tests
as per relevant International / Indian standards.

16. MANUFACTURING ACTIVITIES :


The successful bidder will have to submit the bar chart for various manufacturing activities clearly
elaborating each stage, with quantity. This bar chart should be in line with the Quality assurance plan
submitted with the offer. This bar chart will have to be submitted within 15 days from the release of the
order.

17. SPARES, ACCESSORIES & TOOLS :


Bidder shall provide a list of recommended spares with quantity and unit prices for 3 years of operation
after commissioning. The bidder shall provide a list of complete set of accessories and tools required for
erection & maintenance along with the installation procedure.

1. SCOPE:
This specification covers the technical requirements of design, manufacture, testing at
manufacturer's works, packing; forwarding, supply and unloading at store/ site of Distribution box
with Kitkat fuse in Outgoing side as per requirement mentioned in tender document of DTR ratings

5. GENERAL CONSTRUCTION

5.1 ENCLOSURE OF DISTRIBUTION BOX


The Busbar shall be housed in an enclosure made of 2mm thick sheet steel and shall be dust and
vermin proof. The enclosure shall be provided with robust construction and over all canopy on
top for smooth draining of rain water. The enclosure shall be suitable for outdoor installation
with IP 66 Degree of Protection. The enclosure shall be provided with extended insulated
Aluminum links for tapping off multiple outgoing connections, designed for use on 230V, 1-phase
and 415V, 3-phase, 4wire, 50Hz supply system. The pockets of aluminum links shall be sealed
properly to avoid ingress of the moisture.

The enclosure shall have single door arrangement with concealed hinges so that door is not
easily removable to avoid pilferage. The door shall be connected to body earth with flexible wire.
It shall be so designed that when it is opened and other protective means, if any are removed, all
parts requiring access for installation and maintenance, as prescribed by the manufacturer, are
readily accessible. Sufficient space shall be provided inside the enclosure for the accommodation
of external conductors from their point of entry into the enclosure to the terminals to ensure

adequate connection. All parts shall be manufactured in accordance with latest relevant IS / IEC
Standards. In case of equipment with conductive enclosures, means shall be provided if
necessary to ensure electrical continuity between exposed conductive parts of the equipment
and the metal sheathing of connecting conductors. The removable parts of the enclosure shall
be firmly secured to the fixed parts by a device such that they cannot be accidentally loosened or
detached owing to the effects of operation of the equipment or vibrations. Enclosures shall be so
designed as to allow the covers to be opened with the use of tools, but means shall be provided
to prevent loss of the fastening devices.

Doors of all enclosure shall have one panel type lock & one padlock at the front of the door.
Single Master key (one for each) shall be provided for all door locks. For mounting the enclosure,
the mounting clamps shall be on top & side of the enclosure and shall be of minimum thickness
of 5mm. All the hardware used shall be hot dipped Galvanized or Electro-Zinc plated.

For 3-Phase Distribution boxes the phase sequence shall be B-Y-R-N from the left, when viewed
from the front of the distribution box. However, for 1-Phase boxes (which are to be mounted
back to back with the transformer), the configuration shall be Ph-N from the left, when viewed
from the front of the Box.

The general clear dimensions of Distribution boxes without considering colour of box.

The above dimension are indicative, the box should able to accommodate all equipment’s with
sufficient rating & required clearances. The design should also be maintenance friendly so that
the replacement of any equipment can be done without any difficulty.

2 set of Louvers (1 no’s on each side) of suitable size shall be provided. The louvers shall be provided such
that heat dissipation is proper. The perforated sheet of 20 SWG with 2.5 mm holes shall be welded from
inside of the louvers. Mounting of components inside the enclosure shall allow free air circulation keeping
the required clearances. Small canopy arrangement for louvers shall be provided. Canopy arrangement
shall be provided for each lover.

5.2 BUSBARS AND CONNECTIONS:

The Incomer feeder should be on Left side of the distribution box and all outgoing feeders will be on Right
side of the distribution box, with phase sequence RYB to be maintained. There should be step
mount/terrace arrangement of RYBN for safe termination of cables. The phase bus bars and feeder
droppers from bus bars shall be of electrolytic grade Aluminium with purity 99.5%.

ii) The Incomer Feeder dropper & Bus Bar for 63KVA LTDB will be 25 x 6 mm cross section.

All bus bars and droppers shall be properly drilled and deburred. Each bus bars shall be of one single
strip without any joint. The joints in the Busbar shall be avoided but if it is necessary then, these shall be
properly brazed and the resistance of the joints shall be less than that of parent Busbarn. Crimping is
not allowed at any joints. Corrugated/Spring & Plain washers shall be used for Nut-Bolt connections.

All the bus-bars shall be of Electrolytic grade Aluminum duly sleeved with heat shrinkable PVC sleeves
with 1.1kV insulation of standard colour code for different phases. The hole sizes on the bus bar shall be
provided in line with the lug sizes used in TPNODL system by maintaining appropriate clearance
between all lugsfor proper cable termination. The Incoming and Outgoing three phase bus bars with
neutral shall be aligned in inverted “U” shape & suitable for providing adequate connections. The
distance from gland plate to bottom bus bar (neutral) shall be 150 MM (min).

Bidder shall provide Kitkat fuse along with the box of mentioned rating. The rating of Kitkat fuse shall
be as per below table. There will be no Kitkat fuse for neutral connection of 3ph DTR, Neutral will be
taken directly from busbar.

Bus bars shall be mounted on suitable size support insulators which should be tightened from inside. i.e.
once fitted, should not be able to removed. Minimum clearances, wherever shown, shall be as per
General .Non hygroscopic, non- combustible type Bus bar insulators of material such as SMC/DMC shall
be used. A minimum 4 Nos. of Bus bars insulators (At both ends of phase & neutral bus) shall be used in
all the boxes so that the bus bars shall be rigidly mounted. Panel Builder shall furnish a type -test
certificate from CPRI/ERDA in support of Bus-bars system of Distribution Box.

5.3 KITKAT FUSE:


KITKAT Fuse of mentioned capacity shall be provided on outgoing terminal to facilitate electrical
breaking of the circuit. The bidder shall indicate in GTP, the make, type, Fault Rating and capacity of
KITKAT Fuse offered.

The KITKAT Fuse to be provided by the bidder shall comply the TPNODL specification ENG-LV-012.

5.4 GLAND PLATES :

Detachable CRCA sheet steel gland plates of 3mm thickness shall be provided for
accommodating I/C & O/G cables. Rubber seal for all the holes shall be provided separately. The
gland plate for each DB shall be provided with holes (knock out type) suitable for the brass
glands in accordance with XLPE insulated, armoured cables for I/C & O/G mentioned in the table
below. Details of the no. of holes that should be drilled in the gland plate for particular ratings of
Distribution Box along with incoming and outgoing cables sizes are as given below and shall be
adhered to by the supplier of the DBs.

5.5 TERMINALS & CONNECTIONS :


Current carrying parts shall have the necessary mechanical strength and current carrying
capacity for their intended used. All parts of terminals which maintain contact and carry current
shall be of metal having adequate mechanical strength. Terminal connections shall be such that
the conductors may be connected by means of screws bolts, spring washers or other equivalent

screws, pipe and other fittings shall be used and number of sizes to be kept minimum. Terminals
shall be so constructed that the conductors can be clamped between suitable surfaces without
any significant damage either to conductors or terminals. Terminals shall not allow the
conductors to be displaced or be displaced themselves in a manner detrimental to the operation
of equipment and the insulation voltage shall not be reduced below the rated values. Terminals
for connection to external conductors shall be readily accessible during installation. The number
of termination points on the bus bar shall be in accordance with the number of outgoings as
stated in the table above.

All mechanism shall be made of such material as to prevent corrosion due to sticking of dust. All
connections and contacts shall be of ample cross-section and surface area for carrying
continuously the specified current without undue heating and shall be secured rigidly & locked
in position. The manufacturer shall state the type (rigid/ stranded/ flexible), the minimum and
the maximum cross sections of conductors for which the terminal is suitable and, if applicable,
the number of conductors simultaneously connectable to the terminal. The incoming cable shall
be terminated at left side of the front of the distribution box and outgoing cable shall be
terminated from right side of the front of the box.

5.6 INSULATION SUPPORT :

The bidder shall use fire retardant material (not Bakelite) for Insulation and seal the gap near the
bus-bars with sealing agent, to prevent the inrush of dust and moisture from the back side of
enclosure. Phase barrier of the same material shall also be provided. If, in order to provide
safety to the operating personnel, Bakelite separator shall be provided in front of Incoming bus-
bars.

5.7 PROTECTIVE MEASURES :

The design shall incorporate every reasonable precaution and provision for the safety of all
those concerned in the operation and maintenance so that there is no possibility of the operator
experiencing a shock during normal operation. All apparatus, connections and cabling shall be
designed / arranged to minimize risks of fire and any damage which might cause in the event of
fire.
Bakelite impregnated / non impregnated should not be used internally or externally. All
apparatus shall be so designed and constructed as to obviate the risks or short circuits of the live
parts by lizards / rodents.
Each Distribution box shall be provided with a Danger Plate of Aluminium sheet embossed /
engraved or Screen Printed on Enclosure, with 415V AC and danger mark in English and Odia
also effectively secured.

5.8 PROTECTIVE EARTHING :


The fixed parts of a metal enclosure shall be electrically connected to the other exposed
conductive parts of the equipment and connected to a terminal which enables them to be
earthed or connected to a protective conductor. The exposed conductive parts (e.g. chassis,
framework and fixed parts of metal enclosures) other than those which cannot constitute a

danger shall be electrically interconnected and connected to a protective earth terminal for
connection to an earth electrode or to an external protective conductor. Under no
circumstances shall a removable metal part of the enclosure be insulated from the part carrying
the earth terminal when the removable part is in place.
The Distribution Box shall be provided with an Aluminium Earth bus suitable for the Rated short
circuit current of rated DTR. Two nos. body earthing studs shall be provided on side of boxes for
body earthing. Provision of one other stud shall be provided for neutral earthing in those boxes
which are directly mounted on the transformer. Earthing bolt should be welded in the box and
not to be fixed. Neutral earthing should be separated from body with separate studs. The earth
terminals/ studs shall be of a suitable size to accommodate the earth conductor and shall be
corrosion protected. The earth terminals shall be identified by means of the earthing sign
marked in a legible and indelible manner on or adjacent terminals. The earthing studs shall be
welded from inside the enclosure and shall be covered from top so as to prevent access for
theft. The protective earth terminal shall be readily accessible and so placed that the connection
of the equipment to the earth electrode or to the protective conductor is maintained when the
cover or any other removable part is removed.

5.9 PAINTING:
The paint shall be applied on clean, dry surface under suitable atmospheric conditions by seven
tank process followed by powder coating. The paint shade shall be RAL 7032 with thickness of
the powder coating not less than 70 microns.

6. NAMEPLATE & MARKINGS:

All the components and operating devices of the Distribution Box shall be provided with durable
and legible nameplates OR Screen printed, containing all technical parameters. Distribution Box
name plate & markings shall be in accordance with IS-13947-2 / IEC- 60947-2 along with the
following information:

b. Type designation & serial no.
c. Reference No. of the relevant standard
d. Utilization category
e. Rated Operational Voltage
f. Rated current
g. Rated frequency
h. Line and load terminals
i. Terminal Marking

The Name Plate on Distribution Box shall be embossed OR Screen Printed with PO NO., Date, “PROPERTY
OF TPNODL”, “MATERIAL CODE No.”, and name of Manufacturer. A danger plate of appropriate size
shall be provided on the enclosure OR Screen Printed. Apart from this, ‘Suitable for
kVA Transformer shall be also printed in order to identify as to which rating of transformer the
corresponding box is designed for. Also ‘No current-call center no- xxxxxxxxxx’ shall be dully printed on
the front of the Distribution box.

7. TESTS :
All routine, acceptance & type tests shall be carried out in accordance with the relevant IS / IEC
Standards. Routine / Acceptance tests may be witnessed by the purchaser / his authorized
representative, if so desired. All the components as applicable shall be type tested as per the relevant
standards. Following tests shall be necessarily conducted on the equipment in addition to the others
specified in IS / IEC.

Type Tests for Enclosure:


a. Temperature Rise Test
b. Dielectric Properties test
c. Degree of Protection of enclosure.

On Kitakat fuse:

All type tests on KITKAT fuses shall be carried out as per TPNODL specification ENG-LV-012.

Routine Tests for Enclosure:


a. Dielectric tests
b. Verification of clearances
c. Dimensional Checks
d. Routine test for Kitkat fuse as per TPNODL specification ENG-LV-012.

8. TYPE TESTS CERTIFICATES :

The bidder shall furnish the type test certificates for the tests as mentioned above as per the
corresponding standards. All the tests shall be conducted at CPRI / ERDA accredited test Labs, as per the
relevant standards. Type test should have been conducted in certified Test Laboratories during the
period not exceeding 5 years from the date of opening the bid. However, Type Test certificated which
are older than 5 years from date of bid opening, may be accepted as a special case, provided there is no
change in corresponding IS / IEC standards or design. In the event of any discrepancy in the test reports
i.e. any test report not acceptable or any/all type tests (including additional type tests, if any) not carried
out, same shall be carried out without any cost implication to TPNODL.

9. PRE-DISPATCH INSPECTION :
Equipment shall be subject to inspection by a duly authorized representative of the TPNODL. Inspection
may be made at any stage of manufacture at the discretion of the purchaser and the equipment, if found
unsatisfactory as to workmanship or material, the same is liable to rejection. Bidder shall grant free
access to the places of manufacture to TPNODL’s representatives at all times when the work is in
progress. Inspection by the TPNODL or its authorized representatives shall not relieve the bidder of his
obligation of furnishing equipment in accordance with the specifications. Material shall be dispatched
after specific MDCC (Material Dispatch Clearance Certificate) is issued by TPNODL.

10. INSPECTION AFTER RECEIPT AT STORE :

The material received at TPNODL, Odisha store will be inspected for acceptance and shall be liable for
rejection, if found different from the reports of the pre-dispatch inspection and one copy of the report
shall be sent to Plant Engineering department

11. GUARANTEE :

Bidder shall stand guarantee towards design, materials, workmanship & quality of process /
manufacturing of items under this contract for due and intended performance of the same, as an
integrated product delivered under this contract. In the event any defect is found by the Com pany up to
a period of at least 18 months from the date of commissioning or 24 months from the date of supply of
each Lot made under the contract whichever is earlier, (the time scale of 18/24 months could be
enhanced subject to mutual agreements) Associates shall be liable to undertake to replace/rectify such
defects at its own costs, within mutually agreed time frame, and to the entire satisfaction of the
Company, failing which the Company will be at liberty to get it replaced/rectified at Associate ’s risks and
costs and recover all such expenses plus the Company’s own charges (@ 20% of expenses incurred),
from the Associate or from the “ Security cum Performance Deposit” as the case may be.

Bidder shall further be responsible for ‘free replacement’ for another period of THREE years from the
end of the guarantee period for any ‘Latent Defects’ if noticed and reported by the Company.

12. PACKING :
Bidder shall ensure that all equipment covered under this specification shall be prepared for rail/road
transport (local equipment) and be packed in such a manner as to protect it from damage in transit.

13. TENDER SAMPLE :

14. QUALITY CONTROL :


The bidder shall submit with the offer Quality Assurance Plan indicating the various stages of inspection,
the tests and checks which will be carried out on the material of construction, components during
manufacture and bought out items and fully assembled component and equipment after finishing. As
part of the plan, a schedule for stage and final inspection within the parameters of the delivery schedule
shall be furnished. The Purchaser's/ Consultant’s engineer shall have free access to the
manufacturer’s/sub-supplier's works to carry out inspections.

as per relevant International / Indian standards.

16. MANUFACTURING ACTIVITIES :

The successful bidder will have to submit the bar chart for various manufacturing activities clearly
elaborating each stage, with quantity. This bar chart should be in line with the Quality assurance plan
submitted with the offer. This bar chart will have to be submitted within 15 days from the release of the
order.

17. SPARES, ACCESSORIES & TOOLS :

Bidder shall provide a list of recommended spares with quantity and unit prices for 3 years of operation
after commissioning. The bidder shall provide a list of complete set of accessories and tools required for
erection & maintenance along with the installation procedure.

1. SCOPE

This Specification covers the design, manufacture, testing at works and supply of L.T Distribution Boxes
to be outdoor type and to be fabricated out of 2mm GI sheet steel for controlling the L.T. feeders from

4. GENERAL TECHNICAL REQUIREMENTS


Standard General Arrangement MCCB In the incoming & KITKAT fuse in theOutgoing Circuit. Provision
space for fixing 3 Phase energy meter.

5. GENERAL CONSTRUCTIONS

Distribution Boxes shall have triple-pole MCCB on incoming circuit and KITKAT fuse on outgoing circuits
with necessary interconnecting Bus Bars/Links. The distribution box shall have provision for installation of
3 Phase energy meter.
LTDB for 100KVA & 200 KVA will be pole mounted .Suitable arrangements in Scope of Bidder.

5.1 INCOMING CIRCUIT


Each distribution box shall have 1 nos. of triple-pole MCCB rating suitable for 100KVA/2500 KVA Box to
protect outgoing circuits. MCCB shall be conforming as mentioned below table. The bidder shall indicatethe
makes and types of MCCBs offered in GTP. The Bidder shall furnish detailed type test reports before or on
due date & time of submission of tender. Opening & Closing of MCCB shall only be manual. MCCB should
electrically open during fault. The MCCB should be front operated triple pole type with Thermal
overloading facility.

5.2 OUT GOING CIRCUIT

1. KITKAT FUSE :
KITKAT Fuse of suitable capacity shall be provided on outgoing terminal of MCCB to facilitate electrical
breaking of the circuit. Each Distribution Box shall have on Outgoing Circuit. The bidder shall indicate in
GTP, the make, type, Fault Rating and capacity of KITKAT Fuse offered.

The KITKAT Fuse to be provided by the bidder shall comply the TPNODL specification ENG-LV-012.

5.3 BUSBARS AND CONNECTIONS:

The Incomer feeder should be on Left side of the distribution box and all outgoing feeders will be
on Right side of the distribution box, with phase sequence RYB to be maintained. The phase bus bars and
feeder droppers from bus bars shall be of electrolytic grade Aluminium with purity 99.5%.

All bus bars and droppers shall be properly drilled and deburred. Each bus bars shall be of one single strip
without any joint. At the joint with copper part the aluminium end piece shall be bimetallic with sufficient
thickness. Bus bars shall be provided with durable PVC insulating sleeves of standard colour code for
different phases. Corrugated/Spring & Plain washers shall be used for Nut-Bolt connections. Bus bars shall
be mounted on suitable size support insulators which should be tightened from inside. i.e. once fitted,
should not be able to remove. Minimum clearances, wherever shown, shall be as per General

Arrangement shall be as per requirement of IS: 4237/1982 amended up to date.

5.4 DESCRIPTION OF MATERIALS/ ENCLOSURE:

The LT distribution box cabinets are meant for installation in the D.P structure Plinth mounted/Pole
mounted Distribution 11/0.433KV Sub Station. These Distribution cabinets are to be outdoor type and to be
fabricated out of 2 mm GI Sheet steel. The body of the boxes shall have sufficient reinforcement with
suitable size of channels keeping a provision for fixing these boxes either on DP structure or plinths.
The enclosure shall be provided with robust construction and over all canopy on top for smooth draining of
rain water.The Box shall have double door with self-locking arrangement and a door handle conforming to
generalquality conditions.The nuts, bolts and washers used in the box shall be galvanized to avoid rusting.
The box shall have two no’s of solid Earthing points on either side with an arrangement. The Box shall have
provision of Bus Bar of electrolytic aluminium /copper mounted on epoxy resin cast bus insulators on
suitable fixing arrangement.The Bus Bar shall be conveniently placed to provide adequate clearance from
the body of the box conforming to I.E rules applicable for L.T supply with provisions for one bus
arrangement with 3 Pole MCCB for all capacities of LTDBs and 2/3 No’s of outgoing feeder.

The general clear dimensions of Distribution boxes without considering colour of box.

For 200 KVA Distribution box: 1400X500X1200 MM
FOR 100 KVA Distribution box: 1050X500X1305 MM

The above dimension are indicative, the box should able to accommodate all equipment’s with sufficient
rating & required clearances. The design should also be maintenance friendly so that the replacement of
any equipment can be done without any difficulty.
Boxes shall have centre opening swing double door type with four hinges. On closing of doors, right door
shall rest on the left door. Base and doors shall have flange / collars. Collar of Base and doors shall overlap
by 10mm. Rubber gasket of suitable size shall be provided in between base and doors, such that it provides
proper sealing between the door and base of box to avoid penetration of dust & ingress of water. Degree
of protection shall be IP-55. Rubber Gasket shall be fixed with suitable adhesive. Hinges shall be stainless
type, minimum 50 mm in length & made from 2mm thickness. The hinges shall not be visible from outside.
Padlocking arrangement should be provided outside the Door.
The MCCBs and KITKAT Fuse shall be housed inside the enclosure.

Four set of Louvers (two sets on each side) of suitable size shall be provided. The louvers shall be provided
such that heat dissipation is proper. The perforated sheet of 20 SWG with 2.5 mm holes shall be welded

Mounting of components inside the enclosure shall allow free air circulation keeping the required
clearances.

5.5 LOCKING ARRANGEMENT TO THE BOX

A. The door should be front operated with a common handle provided outside the door. In addition
to this, Pad lock to be provided in Centre & C&R panel door locks shall be provided to the door at
top & bottom. Key way shall be provided on the door for operating the lock from outside. Key way
shall be provided with cover. A nylon washer shall be provided between the handle and door to
avoid penetration of water.
B. Electrolytic grade aluminium neutral busbar will be same rating as phase bus bar with current
density 1 Amp/sqmm.
C. Neutral Busbar shall be isolated with respect to body. The bimetallic lugs of adequate size, as per
enclosed specification, shall be provided.
D. Two galvanized earthing Bolts of suitable size shall be fixed from inside and projecting outside of
the box. There should be no powder coating on the earthing bolts. Two Nuts with washers shall be
provided on each bolt.
E. Necessary fixing arrangement shall be provided at the back of the enclosure to ensure proper fixing
on double pole structure by means of suitable clamps at 4 places.
F. Danger Board shall be riveted on the box as per IS: 2551.Danger board marking by painting
shall not be accepted.
G. All the components inside the Box shall be mounted on GI sheet steel BOX. The mounting strips
shall be provided with required bends or ribs to give the extra strength and shall be powder coated
or zinc plated.
H. All joints of current carrying parts shall be bolted with 8.8 grade High Tensile SS Nuts & Bolts,
Corrugated/spring & Plain Washers. The nuts & bolts should be of hexagonal type. All the nuts,
bolts & washers should be properly zinc plated.
I. Each distribution box shall be supplied with proper packing in five ply - corrugated box.
J. Name plate having details such as Month & year of manufacturing, Name of manufacturer/Trade
mark, Sr.No, and rating of Distribution box, shall be riveted on the Distribution box door. The name
plate should be of stainless steel of thickness 1 mm. TPNODL logo shall be embossed on the door of
the distribution box.
K. Incoming and outgoing circuit should be duly highlighted with paint by stencil printing.
L. Adequate slope on the top of box shall be provided to drain out rainwater from the top.
Good-quality plastic sticker leaflet should be pasted inside of distribution box door. The matter of
instruction leaflet is given along with this specification. All the instructions in leaflet should be in
Odia/Hindi/English language.

5.6 PAINTING:

The paint shall be applied on clean, dry surface under suitable atmospheric conditions by
seven tank process followed by powder coating. The paint shade shall be RAL 7032 with
thickness of the powder coating not less than 70 microns.

6. MARKING

The LTDB box shall carry the following information contained in a label attached to it:
a) Reference to the Standards.
b) Manufacturer’s name
c) Year of manufacture.
d) The following shall be embossed on the LTDB,” PROPERTY OF TPNODL.”
e) Danger Name plates, Supply voltage-440v
f) Purchase Order number
g) Warranty has to be marked on the nameplate of the enclosure with another warranty sticker (Metal
Riveted) to be placed inside the enclosure with date and other details related to warranty.

7. TESTS
All routine, acceptance & type tests shall be carried out in accordance with the relevant IS/IEC. All
Acceptance Tests shall be witnessed by the purchaser/his authorized representative. All the
components shall also be type tested as per the relevant standards. Following tests shall be
necessarily conducted on the LTDB components in additions to others specified in the IS/IEC
Standards. All these Type Test should be conducted at CPRI/ERDA. Type Test report validity
should not exceeded more than 5 Years from the date of testing.

TYPE TESTS

i. ON COMPLETE UNIT:
 Temperature rise test: -The temperature rise test should be carried out as per
IS: 8623 -1993.
 High voltage test shall be carried out as per IS:8623/ 1993 amended upto date.
 Short Time Withstand Current Test on Distribution Box shall be carried out as
per IS 8623 or latest version.
 Degree of protection for IP- 55 on complete box shall be carried out as per IS:
13947/1993 or the latest version thereof.
 Zinc coating thickness/Mass of uniformity zinc coating test as per
IS:4759/6745
 Time /current characteristic test on MCCBs shall be carried out as per clause
7.2 of this specification as stated above.

ii. ON KITKAT fuses:

All type tests on KITKAT fuses shall be carried out as per TPNODL specification
ENG-LV-012.
ii. ON MCCB:
All type tests on MCCB as per IS-13947 amended upto date shall be carried out.

ACCEPTANCE TESTS

Following tests shall be carried out as per acceptance tests in addition to routine tests on one random
sample of each rating out of the lot offered for inspection:
1. Temperature rise test on one sample of each rating. Temperature rise test will be carried out as per the

KITKAT fuse shall be kept in an enclosure such that the temperature outside the box shall be maintained
at 50 ° C.
20% more current than transformer secondary capacity i.e. for 63 KVA Distribution Transformers full
load current 84A, 20 % more is 100 A shall be kept in incoming circuit keeping outgoing circuits short, till
the temperature stabilizes and maximum temperature rise should be recorded.
2. Time-Current Characteristics The MCCB should be tested for time current characteristics at 1.05 & 1.2
times of overload release setting current and should pass the requirement given in clause- 7.2.

ROUTINE TESTS

1. Overall Dimensions Checking.


2. Insulation Resistance Tests.
3. High Voltage Test at 2500 V, 50 Hz AC for one minute.
4. Routine test for Kitkat fuse as per TPNODL specification ENG-LV-012.
5. Thermal overloading Test for MCCB
6. Contact Resistance Test

8. TYPETEST CERTIFICATES

The Bidder shall furnish the type test certificates of the LTDB for the tests as mentioned above as per the
corresponding standards. All the tests shall be conducted at CPRI/ERDA as per the relevant standards.
Type tests should have been conducted in certified Test laboratories during the period not exceeding 5
years from the date of opening the bid. In the event of any discrepancy in the test reports, i.e. any test
report not acceptable, same shall be carried out without any cost implication to TPNODL

9. PREDISPATCH INSPECTION

The Material shall be subject to inspection by a duly authorized representative of the TPNODL. Inspection
may be made at any stage of manufacture at the discretion of the purchaser and the equipment, if found
unsatisfactory as to workmanship or material, the same is liable to rejection. Bidder shall grant free access
to the places of manufacture to TPNODL’s representatives at all times when the work is in progress.
Inspection by the TPNODL or its authorized representatives shall not relieve the bidder of his obligation of
furnishing equipment in accordance with the specifications. Material shall be dispatched after specific
MDCC (Material Dispatch Clearance Certificate) is issued by TPNODL.

10. INSPECTION AFTER RECEIPT AT STORES

The material received at TPNODL store will be inspected for acceptance and shall be liable for rejection,
if found different from the reports of the pre-dispatch inspection and one copy of the report shall be sent
to Project department.

11. GUARANTEE

Bidder shall stand guarantee towards design, materials, workmanship & quality of process/ manufacturing of
items under the contract for due and intended performance of the same, as an integrated product delivered
under this contract. In the event any defect is found by the Purchaser up to a period of 48 months from the
date of commissioning or 60 months from the date of last supplies made under the contract, whichever is later.
Bidder shall be liable to undertake to replace/rectify such defects at his own costs. within mutually agreed
timeframe, and to the entire satisfaction of the Purchaser, failing which the Purchaser will be at liberty to get it
replaced/rectified at Bidder’s risks and costs and recover all such expenses plus the Purchaser’s own charges
(@ 20% of expenses incurred), from the Bidder or from the “Security cum Performance Deposit” as the case
may be. In case of any issue in LTDB and its components within the guarantee period the purchaser will
immediately inform the Bidder who shall take back the LTDB components within 15 days from the date of
intimation at his own cost and replace / repair the faulty component within forty-five days of date of intimation
with a roll over replaced shall not be counted for arriving at the guarantee period.

12. PACKING

Supplier shall ensure that all the equipment covered under this specification shall be prepared for
rail/road transport and be packed in such a manner so as to protect the equipment from damage in
transit. The material used for packing shall be environmentally friendly.

13. TENDER SAMPLE

Bidder shall submit the sample of material with the offer (in case of first supply to TPNODL).

14. QUALITY CONTROL

The bidder shall submit with the offer Quality Assurance Plan indicating the various stages of
inspection, the tests and checks which will be carried out on the material of construction, components
during manufacture and bought out items and fully assembled component and equipment after
finishing. As part of the plan, a schedule for stage and final inspection within the parameters of the
delivery schedule shall be furnished. The Purchaser's engineer or its nominated representative shall
have free access to the manufacturer’s/sub-supplier's works to carry out inspections. The bidder shall
ensure that the material supplied is as per the Guaranteed Technical Particulars as specified in the
specifications.

15. MINIMUM TESTING FACILITIES

Bidder shall have adequate in house testing facilities for carrying out all routine tests & acceptance
tests as per relevant International / Indian standards.

16. MANUFACTURING ACTIVITIES

The successful bidder will have to submit the bar chart for various manufacturing activities clearly
elaborating each stage, with quantity. This bar chart should be in line with the Quality assurance plan
submitted with the offer. This bar chart will have to be submitted within 15 days from the release of the
order.

17. SPARES, ACCESSORIES AND TOOLS

Bidder shall provide a list of recommended spares with quantity and unit prices for 5 years of operation
after commissioning. The Purchaser may order all or any of the spare parts listed at the time of contract
award and the spare parts so ordered shall be supplied as part of the definite works. The Purchaser may
order additional spares at any time during the contract period at the rates stated in the Contract Document.

Bidder shall give an assurance that spare parts and consumable items will continue to be available through
the life of the equipment which shall be 25 years minimum. However, the Purchaser shall be given a
minimum of 12 months’ notice in the event that the Bidder or any sub-vendor plans to discontinue
manufacture of any component used in this equipment. Any spare apparatus, parts or tools shall be subject
to the same specification, tests and conditions as similar material supplied under the Contract. They shall
be strictly interchangeable and suitable for use in place of the corresponding parts supplied with the plant
and must be suitably marked and numbered for identification.

18. DRAWINGS AND DOCUMENTS

Following documents shall be prepared based on TPNODL specifications and statutory requirements
with complete BOM and shall be submitted with the bid:
a) Completely filled in Technical Particulars.
b) General description of the equipment and all components including brochures.
c) Type test Certificates
d) Experience List./Performance Certificate from reputed customers
After the approval of the contract, four (4) copies of the drawings, drawn to scale, describing the equipment
in detail shall be forwarded for approval and shall subsequently provide four (4) complete sets of final
drawings, one of which shall be auto positive suitable for reproduction, before the dispatch of the
equipment. Soft copy of all the drawing, GTP, test certificates shall be submitted after the final approval of
the same to the purchaser
