1. GENERAL
1.1) Scope
This specification covers the minimum requirement for the design,
material, application, inspection and certification of field painting for
PEMBANGUNAN TERMINAL LPG REFRIGERATED TANK TANJUNG
SEKONG MERAK. This specification covers painting the surface of
carbon steel, low alloy steel, high alloy steel, non ferrous metals and
metallic materials that will be exposed to outdoor atmospheric conditions.

1.2) Reference
The requirements contained in the latest editions as of the following
standards shall for a part of this specification, in the manner and to the
extent indicated herein:
(1) SSPC :
Steel Structures Painting Manual, Volume 1, Good Painting
Practice: Chapter 2.0 to 2.9.
(2) SSPC :
Steel Structures Painting Manual, Volume 2, Systems and
Specifications: Chapter 2,4 (SSPC-PA COM) and 5 (SSPC-PA
Guide 3).
(3) ISO 8501-1 :
Preparation of steel substrates before application of paints and
related products Visual assessment of surface cleanliness - Part l :
Rust grades and preparation grades of uncoated steel substrates

2. PAINT MATERIAL
2.1) General
The painting material shall be designed and manufactured for field
application in compliance with this specification.
2.2) Painting Materials System
The application paint system shall be a provided in Para 6 of this
document.

3. EXTENT OF WORKING
3.1) Surface to be painted
(1) All surface shall be painted according to the appropriate system
specified in Para 6, with the exception of those surface described
in Subsection 3.2 below.

(2) The protruded portions shall be applied with suitable manufacturer’s


paint system for the excepted operating temperature and shall have
sufficient paint service life to the selected environment conditions.

3.2) Surfaces not to be painted


The following surfaces shall not be painted:
(1) Non-metallic surfaces.
(2) The following carbon steel and low-alloy steel surface not be painted,
except Para 6 and where specified for temporary rust prevention:
a) Internal surface of equipment (Outer shell tank inside for Propane
tank, Shell inside for Butane tank should be painted the primer only),
piping, electrical equipment and instruments.
b) Surfaces which must not be painted (e.g. nameplates, valve stems,
gasket contact surfaces, etc.
c) Contacts surface of assemblies to be jointed with high-strength
bolts for friction grip connections.
d) Surfaces in contact with concrete, cement mortar, asphalt mortar,
sliding plate and clean sanded surface (e.g. under side of equipment
base plate, tank bottom plates, etc) except where to be fireproofed
surface.
e) Plastic protected coated surface.
f) Surfaces to be protected by protective wrapping.
g) Surfaces to be protected by asphalt or a tar enamel protective
coating.
h) Metal protective coated surfaces (e.g. galvanized or aluminized),
for color identification required by Para 6 or at Typical Marine
Environment. Threads (however, the exposed portions can be
painted after the nuts are tightened down)

4. PAINT APPLICATION
4.1) General

Storage tanks, piping and structural steels that are field painted shall not
have paint applied within 25 mm of the butt welded edges with the
following exception : For storage tanks “Temporary rust preventive weld
able paint” shall be applied up to the butt welded edges, but shall be
removed just prior to welding if required by the welding procedure
specification.

4.2) Sources of Materials


Only material generally specified for a given service in this specification as
detailed in the document is to be used. Any deviations or change in any
system or application be approved by Contractor.

4.3) Surface Preparation and Cleaning


Painting service life depends primarily on the type of surface preparation.
Harmful materials, such as rust, water, dirt, dust, grease, oil, flux, weld
spatter and chlorides shall be removed from the substrate to ensure proper
adhesion of the primer.
Surface preparation shall comply with the following:
(1) The surface preparation grade and surface roughness for each painting
system shall be according to Para 6.
(2) Surface preparation grades shall comply with either of the standards
in the following corresponding table:
The details of the surface roughness measurement method shall
comply with ISO 8503-2

(3) Surface preparation shall not be carried out in the following situations:
a) When the substrate temperature is less than 3 °C above the dew
point or relative air humidity at workplace is greater than 85%.
b) When the blasted surface may become wet before the first coat of
primer.

c) All edges, corners, notches, welded parts, joints of plates, bolts and
nuts, shall be very carefully cleaned. These special areas shall be
painted prior to general application with the use of brush to ensure
adequate painting DFT is achieved.

The paints shall be applied as per the following methods: Paint


application method shall be as per the Paint manufacturer's
recommendations. Paint application methods shall be by one of or a
combination of, the following:
a) Brush
b) Roller
c) Spray (air spray or airless spray).
d) Other practical methods approved by (contractor) in principle,
paints shall be applied by brush or roller at the field (except at field
shop).

4.4) Climatic Conditions for Paint Application


The climatic conditions for playing paint shall meet the following
requirements:
(1) Ambient Temperature Painting works shall be suspended when the
air temperature at the work place exceeds the limit specified in the
paint manufacturer’s instructions.
(2) Substrate Surface Temperature. The surface temperature of the
Substrate shall not be less than 3˚C above the dew point.
(3) Relative Humidity. In principle, painting work shall not be performed
when the humidity exceeds 85%. Painting works shall be suspended
when relative air humidity at the workplace exceeds the limit
specified in the paint manufacturer’s instructions. As for ethyl
(or alkyl) zinc silicate paint shall be applied when the relative
humidity is between 40% and 90%.
(4) Other Conditions
a) Painting work shall be suspended during strong wind to avoid
depositing dust and other contaminants on the wet paint film or
interring with spray painting.

b) If bad weather is imminent, outdoor painting work shall be


suspended.
c) If it rains either during or right after paint application in which the
paint film is suspected to be uncured according to paint
manufacturer’s recommendation, the paint film already applied shall
be completely removed and the substrate re-prepared and
repainted.

5. MARKING
(1) Storage Tank Marking
All lettering and numbering shall be Colored black. (Munsell No. N1.5)
Letters to be gothic type. Refer to drawing

(2) Accessories
Each pipe, flange, fitting, valve, etc. shall be legibly dye stamped on a
yellow paint field, for pipe at 25 cm from one end. For low temperature
service materials low stress stamps to be used. The stamping should
include :
a) Factory symbol
b) Materials specification
c) Charge or batch number
