1.0 GENERAL

The purpose of this standard is to provide the basis technical information


requirements for engineering and design of New Unit or Plant.

The plant will be constructed in the location near PTTLNG Terminal 1, Map Ta
Phut Industrial estate in the Rayong province.

2.0 BASIC ENGINEERING DESIGN DATA

2.1 Project Description

2.1.1 Client PTT PUBLIC COMPANY LIMITED

2.1.2 Plant Location MAP TA PHUT, RAYONG, THAILAND

2.1.3 Units: Refer to ES-99.01 Numbering System

2.1.4. The System of measurements shall be SI units to ISO 31 and ISO 1000. For
details see attachment A.

2.2 Applicable Codes, Standards, Government Acts, and Local Authority Regulations

2.2.1 The latest revision of PTT’s Engineering Standards shall be applicable.

2.2.2 Government Acts, Regulations applying on general basis refer to ES-91.04 HSE
Legislation.

2.2.3 Design and construction shall conform to the latest edition of the basic codes
and/or regulations listed in Project Specification.

2.2.4 Code and Standard Precedence

Area of conflict between relevant code and standard shall take the following order
of precedence to determine the actual requirements.

a) PTT’s Engineering Standards

b) Thai Standards and Statutory Regulations

c) US and International Codes and Standards

The information given in each of these standards shall be used in conjunction


with all the other listed standards. Thai Standards and Statutory Regulations shall
apply if more onerous then the others.

2.2.5 The Design Life of Equipments. Design life shall be in accordance with the

2.5 Heat Exchangers

2.5.1 Shell and Tube Exchangers -

2.5.1.1 Shell and Tube exchangers shall be designed in accordance with Engineering
Standard ES-20.21 Heat Exchanger.

2.5.1.2 The maximum preferred tube lengths shall be 6100 mm.

2.5.1.3 The limitation on removable bundle diameter shall be: 1600 mm.

2.5.1.4 The limitation on removable bundle weight shall be: 20 tonnes.

2.5.1.5 The fouling factors shall be Water side 0.00034 (W/m2oC)-1


Unless specified otherwise by Licensor.

2.5.1.6 The preferred tube pitch refers to process data sheet.

2.5.2 Air Coolers

2.5.2.1 Air cooled exchangers shall be designed in accordance with Engineering


Standard ES-20.22 Air Cooled heat Exchanger.

2.5.2.2 The design air inlet temperature shall be 40 oC dry bulb unless specified
otherwise on the Process Datasheet.

2.5.2.3 The minimum ambient temperature shall be 15 oC dry bulb.

2.5.2.4 Fans shall be forced draft type unless specified otherwise on the Process
Datasheet.

2.5.2.5 The preferred tube lengths for Air Coolers shall be 9144 mm or 12195 mm.
2.5.2.6 The preferred tube sizes for air coolers shall be as API661 or other.

2.5.2.7 Winterising is not required.

2.5.2.8 Accelerometer type vibration transmitters shall be provided instead of


conventional vibration switch.

2.5.2.9 Minimum requirement of structure column size and quantity shall be H200, 6
columns per bay or H200, 4 columns per bay provided vibration is designed in
accordance with Engineering Standard ES-20.22, Air Cooled heat exchanger.

2.5.3 Waste Heat Recovery Units

2.5.3.1 Waste Heat Recovery Unit shall be designed in accordance with Engineering
Standard ES-20.14 Waste Heat Recovery Unit.

2.6 Mechanical Equipment

2.6.1 Pumps, Compressors and Turbines

2.6.1.1 Pumps, compressors and turbines shall be specified in accordance with


Engineering Standard listed below.

2.6.2 Pressure Vessels and Tankage

Welded Unfired Pressure Vessels

a) Engineering Standard ES-20.01 Vessel Standard shall be applied for


Pressure Vessel Design.

b) Engineering Standard ES-20.02 Quality requirement for Pressure Vessel


shall be applied for Pressure Vessel Fabrication.
2.6.3 Tankage

2.6.3.1 Engineering Standard ES-20.06 Field-erected low-pressure storage tank shall


be applied for low-pressure storage tanks Fabrication.

2.6.3.2 Engineering Standard ES-20.05 Spherical Storage Tanks shall be applied for
Spherical Storage Tank design.

2.7 Civil Engineering

2.7.1 Site Preparation

Site shall be prepared and levelled by CONTRACTOR. Site Preparation shall be


in accordance with site preparation drawings prepared by the contractor.
2.7.2 Soil Conditions

2.7.2.1 A soils report to be informed later.

2.7.2.2 Foundation design:

Foundations shall be in accordance with Engineering Standard ES-40.09 Design


of Concrete Foundations Structures or ES-40.11 Design of Machine Foundations.

2.7.2.3 For piles:

Type & size, capacity, maximum uplift and lateral resistance shall be refer to Soil
Report.

2.7.2.4 Type of foundations:

a) Major equipment, buildings and structures: Concrete foundation

b) Minor equipment, pipe supports : Concrete foundation

2.7.3 Paving/Water Run-Off/Sewers

2.7.3.1 a) Paving shall be provided in process area (Concrete paving), control


building and substation area (Concrete paving), Maintenance area
(Concrete paving), Product storage (Concrete paving) ,slope protection
(concrete paving) and/or as identified on conceptual plot plan.

b) Access ways shall be concrete paved.

c) Run-off design factors are in accordance with Engineering Standard ES-

40.13 Drainage Design.

d) Roadways shall be paved to the following Engineering Standards ES-40.12


Specification for Road and Paving.

2.7.3.2 Surface drainage systems shall be designed in accordance with Engineering


Standard ES-40.13 Drainage Design.

2.7.3.3 The following drainage systems shall be provided:

 Strom Drainage

 Oily Water Drainage

 Sanitary Sewer

 Close Drain system

2.7.3.4 Additional sloping of grade shall be provided in fire risk areas.

2.7.3.5 Sewer pipe shall be designed in accordance with Engineering Standard ES-40.13
Drainage Design.

2.7.4 Waste Treatment Facilities

2.7.4.1 Waste treatment facilities are to be provided as follows:

2.7.4.1 Waste water from Deminerization water system and Raw water filtering system
shall be treated to meet PROJECT SPECIFICATION by Waste treatment
facilities.

2.7.5 Unit Elevation

2.7.5.1 Site preparation elevation to be confirmed by CONTRACTOR.

2.7.5.2 High Point of Paving (HPP) for different areas is to be determined by the
CONTRACTOR based on survey data and requirements for access and drainage
of site. HPP shall be referenced to the PTT Plant Datum and agreed with PTT.

Plant design elevation shall be considered as high point of paving and equal to is
0.000 m.

2.7.5.3 Minimum height for top of foundations above high point of paving shall be per
Engineering Standards ES-40.12 Specification for Road and Paving.

2.7.6 Structural Materials

2.7.6.1 a) Structural material shall be in accordance with Engineering Standard ES-


40.07 Structural steelwork design.

b) Deleted

2.7.6.2 In general, elevated walkways and platforms shall be Galvanized Grating.


Checker plate shall be used where only specify by PTT.

2.7.6.3 Pipe supports shall be in accordance with Engineering Standard ES-50.01 Piping
Supports.

2.7.7 Buildings

2.7.7.1 Buildings shall be in accordance with ES-40.03 for Architectural Specifications:

2.7.7.2 Air conditioning shall be provided for the control house, substation, Analyser
houses, Laboratory and Muti-purpose facility building.

2.7.7.3 Pressurising is required for the substation, control building and Analyser houses

2.7.7.4 Not used

2.7.8 Security

2.7.8.1 Perimeter fencing type chain link diamond mesh or wire net fence mesh shall be
provided. “For wire net fence mesh type, CONTRACTOR shall submit details to
PTT/Consultant for approval”

2.7.8.2 Area fencing is required as shown on conceptual plot plan.

2.7.8.3 Security guard house shall be provided including security facility e.g. ID card
identification machine etc. Main gate with traffic shall be polished stainless steel
sliding gate.

2.7.9 Road shall be design per requirement specified in ES-40.12 Specification for
Road and Paving.

2.8 Piping

2.8.1 Piping shall be designed in accordance with the edition plus Addenda of the
ASME/ANSI Code for Pressure Piping: Chemical Plant and Petroleum Refinery
Piping, ASME/ANSI B31.3 and other sections which apply as listed below in
remarks:
