1. INTRODUCTION
The CONTRACTOR shall organise and carry out its work to achieve INITIAL
ACCEPTANCE of the Project within the project schedule. This is dependent upon
early and detailed planning and preparation of the pre-commissioning,
commissioning and Performance Testing activities, including LICENSOR's inputs and
agreements, where required.
To optimise the overall schedule, CONTRACTOR shall plan and organise for work
completion to be on a Systems completion basis and the phased completion date for
each System shall be incorporated into the construction completion plans.
CONTRACTOR shall also develop an integrated schedule for the commissioning and
Unit Performance Testing phases up to INITIAL ACCEPTANCE. In the latter stages
of construction the completion programme will change from an area to a System
basis. The phased completion of Systems shall be in the order in which they are
required by CONTRACTOR’S commissioning team. A Unit is, or can be, made up of
Systems.
When READY FOR START-UP (RFSU) of all Systems that comprise a Process Unit
is attained, including utilities within the battery limit of that Unit then the Process Unit
is deemed RFSU. In the case of Utilities and Offsites, when all systems within those
Units, up to the battery limits of Process Units and including interconnecting pipework
to and between Units are RFSU then the complete Utilities Unit is deemed RFSU.
To ensure timely and fully effective input for the required pre-commissioning,
commissioning and Unit Performance Testing aspects of the Project, CONTRACTOR
shall appoint within its management organisation, from AWARD OF CONTRACT, a
Commissioning Manager who shall be responsible for all aspects of
CONTRACTOR’s Home Office pre-commissioning and commissioning preparation
work and who shall subsequently relocate to SITE for the execution of this work up to
INITIAL ACCEPTANCE of the Project.
The PROJECT SPECIFICATION includes procedures and documentation which
CONTRACTOR shall prepare (see section 2.3) in accordance with the CONTRACT
schedule of activities. CONTRACTOR shall organise to have LICENSOR input to
these activities as required and in accordance with the schedule for their deliveries.
The preparatory work shall be completed in the CONTRACTOR’s Home Office prior
to mobilisation of CONTRACTOR’s Commissioning Manager to the SITE.
CONTRACTOR shall immediately prepare a list of activities and a schedule for the
delivery of this Home Office work which shall be subject to PTT approval. The work
Systems must be able to be positively isolated from adjacent Systems to allow work
to be safely pursued on adjacent Systems. All Systems isolation points shall be
marked up on the P&ID’s as early in the detailed engineering stage as possible
so that any requirements for additional isolation between Systems can be included in
the design.
Any additional isolation that may be required for discrete Systems that are identified
during detailed engineering shall be included in CONTRACTOR’s scope.
A sequence and duration for pre-commissioning up to READY FOR START-UP of
each System shall be estimated and a System Completion Plan shall be prepared
showing the pre-commissioning activity sequence. CONTRACTOR shall ensure the
Plan is consistent with the commissioning and Performance Tests up to INITIAL
ACCEPTANCE.
Pre-commissioning, commissioning and Performance Test procedures shall be
prepared by CONTRACTOR for PTT approval for each Unit and will detail the
activities and safe working practices to be utilised.
The CONTRACTOR shall provide the following, all of which shall be subject to PTT
approval:
Items (a) and (c) are key early deliverables the first drafts of which, shall be
completed and ready for PTT review within 90 days of start of work in
CONTRACTOR’s Home Office. Items (b), (d), (e) and (f) shall be provided
immediately after each Unit PFD/P&ID/initial issues, and not later than 180 days from
AWARD OF CONTRACT.
Items under (o) shall have interim acceptances and checks recorded at either
delivery or installation or testing. However, at the time of INITIAL ACCEPTANCE,
PTT shall require for these types of items that the CONTRACTOR demonstrate that
they are fully functional or where necessary replace the item or reinstate it to meet
the acceptance condition as per the PROJECT SPECIFICATION.
The Drawing Reviews, HAZOPs and other activities that shall be arranged by
CONTRACTOR, with the full participation of CONTRACTOR’S commissioning
personnel, shall include but not be limited to:

3.1 Scope
In between the final stages of construction and the actual start-up, a considerable
amount of preparatory work has to be carried out by CONTRACTOR. The work shall
be carefully planned and executed in close consultation with PTT and LICENSORS,
and based on the Home Office preparations per 2. above.
The split of responsibilities between PTT and CONTRACTOR during the pre-
commissioning period are defined in Appendix C, Definition of Completion
Responsibilities and Certificates document.
Temporary equipment and all necessary materials and services that are required for
pre-commissioning and commissioning shall be supplied/paid for as specified in
sections 1.6 and 5.0 of the above document.

CONTRACTOR shall provide evidence that all necessary punch list work
items for safe operation have been completed.
Equipment Test runs are pre-commissioning activities conducted to allow run-in and
operational testing of individual equipment items. As necessary, CONTRACTOR
shall arrange for any of its own or VENDOR specialists to perform the test runs. The
procedure for testing shall be agreed with PTT. Notice of test runs shall be provided
to PTT, one week in advance, together with a notice that all required safety systems
for operational testing are available.
PTT’s operating staff will operate the facilities once all Units have successfully
achieved INITIAL ACCEPTANCE.
CONTRACTOR shall provide maintenance labour and supervision, (from the first
System being at MECHANICAL COMPLETION) until all Units have achieved INITIAL
ACCEPTANCE. PTT’s maintenance staff will train alongside the CONTRACTOR
during this period.
CONTRACTOR must recognise the limitations placed upon its work both in newly
built PLANT and where existing PLANT is being modified or extended. Such
limitations can apply both during construction, pre-commissioning and commissioning
dependent upon the precise work location. A Permit to Work system must be
developed which covers all phases of the site work.
CONTRACTOR shall prepare and issue Operating Manuals for each Unit of the
PLANT based on the Guidelines for Operating Manual Preparation PROJECT
SPECIFICATION PR-10-32.
