1. INTRODUCTION

The CONTRACTOR shall organise and carry out its work to achieve INITIAL
ACCEPTANCE of the Project within the project schedule. This is dependent upon
early and detailed planning and preparation of the pre-commissioning,
commissioning and Performance Testing activities, including LICENSOR's inputs and
agreements, where required.
To optimise the overall schedule, CONTRACTOR shall plan and organise for work
completion to be on a Systems completion basis and the phased completion date for
each System shall be incorporated into the construction completion plans.
CONTRACTOR shall also develop an integrated schedule for the commissioning and
Unit Performance Testing phases up to INITIAL ACCEPTANCE. In the latter stages
of construction the completion programme will change from an area to a System
basis. The phased completion of Systems shall be in the order in which they are
required by CONTRACTOR’S commissioning team. A Unit is, or can be, made up of
Systems.
When READY FOR START-UP (RFSU) of all Systems that comprise a Process Unit
is attained, including utilities within the battery limit of that Unit then the Process Unit
is deemed RFSU. In the case of Utilities and Offsites, when all systems within those
Units, up to the battery limits of Process Units and including interconnecting pipework
to and between Units are RFSU then the complete Utilities Unit is deemed RFSU.

Detailed planning and preparation of all activities shall start in CONTRACTOR’s


Home Office (see section 2.) immediately following AWARD OF CONTRACT and
shall follow through SITE work. CONTRACTOR shall interface with LICENSORS
and PTT to obtain their timely inputs/approvals for pre-commissioning and
commissioning procedures and Operating manuals. CONTRACTOR shall also
interface with LICENSORS mutually compatible programmes for the Unit
Performance Tests. CONTRACTOR shall provide sufficient timely information to
allow PTT’s operations team to develop any of its own procedures.

2. HOME OFFICE WORK

2.1 Definition and Scope

To ensure timely and fully effective input for the required pre-commissioning,
commissioning and Unit Performance Testing aspects of the Project, CONTRACTOR
shall appoint within its management organisation, from AWARD OF CONTRACT, a
Commissioning Manager who shall be responsible for all aspects of
CONTRACTOR’s Home Office pre-commissioning and commissioning preparation
work and who shall subsequently relocate to SITE for the execution of this work up to
INITIAL ACCEPTANCE of the Project.
The PROJECT SPECIFICATION includes procedures and documentation which
CONTRACTOR shall prepare (see section 2.3) in accordance with the CONTRACT
schedule of activities. CONTRACTOR shall organise to have LICENSOR input to
these activities as required and in accordance with the schedule for their deliveries.
The preparatory work shall be completed in the CONTRACTOR’s Home Office prior
to mobilisation of CONTRACTOR’s Commissioning Manager to the SITE.
CONTRACTOR shall immediately prepare a list of activities and a schedule for the
delivery of this Home Office work which shall be subject to PTT approval. The work

shall be done by CONTRACTOR’s commissioning personnel who are qualified and


experienced for this work.
A key early deliverable which CONTRACTOR shall prepare and issue is the
Commissioning Plan. This will describe the execution plan for work at the SITE to
minimise duration of the pre-commissioning and commissioning phases. It shall
define safe work practices, SITE organisation, responsibilities and interfaces of
participants in the team, the phased completion by Systems and the hand-over
documentation to be prepared by CONTRACTOR and issued to PTT.

Systems must be able to be positively isolated from adjacent Systems to allow work
to be safely pursued on adjacent Systems. All Systems isolation points shall be
marked up on the P&ID’s as early in the detailed engineering stage as possible
so that any requirements for additional isolation between Systems can be included in
the design.

Any additional isolation that may be required for discrete Systems that are identified
during detailed engineering shall be included in CONTRACTOR’s scope.
A sequence and duration for pre-commissioning up to READY FOR START-UP of
each System shall be estimated and a System Completion Plan shall be prepared
showing the pre-commissioning activity sequence. CONTRACTOR shall ensure the
Plan is consistent with the commissioning and Performance Tests up to INITIAL
ACCEPTANCE.
Pre-commissioning, commissioning and Performance Test procedures shall be
prepared by CONTRACTOR for PTT approval for each Unit and will detail the
activities and safe working practices to be utilised.

2.2 Systems Definition

A System is a section of the PLANT that can be pre-commissioned and made


READY FOR START-UP (RFSU) in isolation from other sections of the PLANT.
Process, utility and offsite System(s) shall include all piping, equipment, electrics and
instrumentation and shall be identified on Piping & Instrument Diagrams (P&ID’s).
Non process facilities within the PLANT such as substations, structures and buildings
shall be similarly identified as Systems for the purpose of completion acceptance and
bringing them to a state of READY FOR START-UP. The division of the PLANT into
Systems and the extent of these Systems shall be determined by the CONTRACTOR
with the agreement of the PTT.
Reference should be made to the Systems Philosophy and Completion document,
project specification PH-10-32.

2.3 List of Deliverables and Schedules

The CONTRACTOR shall provide the following, all of which shall be subject to PTT
approval:

(a) Commissioning Plan


(b) Integrated Systems Completion Schedule up to INITIAL ACCEPTANCE
(c) Schedule for CONTRACTOR Home Office work and deliverables

(d) Marked up Piping & Instrument Diagrams (P&ID’s) showing preliminary


System Selection
(e) Marked up P&ID’s showing Systems definitions, details and isolations
(f) Detailed equipment lists for each System, listing all items.
(g) System Completion Manuals,
(h) Pre-commissioning and commissioning procedures
(i) Blank System dossiers for each System
(j) LICENSOR/VENDOR Attendance Schedule and responsibilities
(k) Interface procedures between commissioning, Construction and PTT’s
Operation team
(l) Particular procedures, for cleaning vessels, pipework, loading and
unloading of catalyst as required by PTT/LICENSORS/VENDORS
(m) Identify utility consumption, other materials, and equipment, and
SUBCONTRACTS work required for pre-commissioning, and
commissioning and plan for their availability.
(n) Procedures for Performance Tests.
(o) Inspection, testing and acceptance procedures/forms for non-P&ID
Systems and other equipment such as, but not limited to, buildings and
contents, structures, lighting, roads, vehicles (cranes, forklifts,
ambulances, etc), fire fighting facilities, fire detection, deluge units,
switchgear, transformers, motor controls, telephones/radios, computers
and software (e.g. Lab Information Management System), DCS
components, HVAC units, equipment in laboratory, warehouse,
workshops and field tools, material and spare stocks.

Items (a) and (c) are key early deliverables the first drafts of which, shall be
completed and ready for PTT review within 90 days of start of work in
CONTRACTOR’s Home Office. Items (b), (d), (e) and (f) shall be provided
immediately after each Unit PFD/P&ID/initial issues, and not later than 180 days from
AWARD OF CONTRACT.

Items under (o) shall have interim acceptances and checks recorded at either
delivery or installation or testing. However, at the time of INITIAL ACCEPTANCE,
PTT shall require for these types of items that the CONTRACTOR demonstrate that
they are fully functional or where necessary replace the item or reinstate it to meet
the acceptance condition as per the PROJECT SPECIFICATION.

2.4 Drawing Reviews, HAZOPS and Other Activities

The Drawing Reviews, HAZOPs and other activities that shall be arranged by
CONTRACTOR, with the full participation of CONTRACTOR’S commissioning
personnel, shall include but not be limited to:

(a) Review of Plot Plans


(b) Review of Process Flow Diagrams
(c) Review of P&ID’s to incorporate all necessary requirements for Start-up
and Shutdown
(d) HAZOP reviews
(e) Layout and Model reviews to incorporate operability and maintainability
requirements
(f) Review of construction finalisation planning

3. PRE-COMMISSIONING

3.1 Scope

Pre-commissioning activities are those carried out from MECHANICAL


COMPLETION up to the stage when the PLANT or specified subdivision thereof has
achieved READY FOR START-UP.

In between the final stages of construction and the actual start-up, a considerable
amount of preparatory work has to be carried out by CONTRACTOR. The work shall
be carefully planned and executed in close consultation with PTT and LICENSORS,
and based on the Home Office preparations per 2. above.

As a System’s activities for construction completion near conclusion, a System


consolidated definitive list of defects and deficiencies (punch list) incorporating
CONTRACTOR and PTT comments shall be made by CONTRACTOR.
CONTRACTOR shall supply daily, updated System punch lists covering all
disciplines. The database shall be able to provide at any time, accurate and up-to-
date information of the current status. They shall be in either Microsoft Access or
Lotus Approach database and shall be electronically accessible by PTT and be in the
English language. The System punch list shall be retained in original form with new
items added, as required, and completed items date stamped. The System punch list
shall be incorporated into the System Completion Manual. CONTRACTOR shall
remedy all punch list items before MECHANICAL COMPLETION is acknowledged
and pre-commissioning commences.

3.2 Responsibility Matrix

The split of responsibilities between PTT and CONTRACTOR during the pre-
commissioning period are defined in Appendix C, Definition of Completion
Responsibilities and Certificates document.

Temporary equipment and all necessary materials and services that are required for
pre-commissioning and commissioning shall be supplied/paid for as specified in
sections 1.6 and 5.0 of the above document.

3.3 Pre-Commissioning Deliverables for Units

The pre-commissioning activities on each System between MECHANICAL


COMPLETION and RFSU shall be recorded in the System Completion Manual for
each System. The Completion Manual contains the certificates and documents
required to demonstrate a Unit has reached RFSU and is safe to commission.

Each of these certificates or documents shall be signed as complete by


CONTRACTOR and witnessed by PTT. The CONTRACTOR shall not proceed with
pre-commissioning until the following is complied with:

- CONTRACTOR shall confirm to PTT that arrangements to have, when


needed, VENDOR personnel at the SITE have been completed.

VENDOR’S Engineer(s) for the following items must be present during


precommissioning

 Fired heaters/boilers/WHRU
 Gas turbine/Generator /fire pump/diesel engine
 Compressors and compressor drivers/Turbo expander
 amine pump, hot oil pump
 Multistage pumps
 Metering systems
 HV Switchgear
 Water Treatment Units
 Analysers/sampling systems
 Loading arms
 Fire and gas monitoring
 DCS/SGS/ESD
 Pigging Systems

CONTRACTOR shall notify PTT at least 60 days in advance of when


LICENSOR personnel are required at the SITE, so that PTT can co-
ordinate the arrangement in support of CONTRACTOR’s schedule.

CONTRACTOR shall provide evidence that testing and certification has


been satisfactorily completed.

CONTRACTOR shall provide evidence that all necessary punch list work
items for safe operation have been completed.

CONTRACTOR shall provide evidence that the System dossier records


are up to date.

CONTRACTOR shall provide evidence that all appropriate procedures are


in place.

CONTRACTOR shall provide evidence that all safety plans/permit to


work/safety procedures are in place, and are approved by PTT.

3.4 Equipment Test Runs

Equipment Test runs are pre-commissioning activities conducted to allow run-in and
operational testing of individual equipment items. As necessary, CONTRACTOR
shall arrange for any of its own or VENDOR specialists to perform the test runs. The
procedure for testing shall be agreed with PTT. Notice of test runs shall be provided
to PTT, one week in advance, together with a notice that all required safety systems
for operational testing are available.

4. READY FOR START-UP (RFSU)

RFSU is achieved upon satisfactory completion of pre-commissioning activities. All


items referenced in Appendix C, Definition of Completion Responsibilities and
Certificates Document must be completed. For non-P&ID Systems (e.g. buildings,
roads, civils, etc.) as well as P&ID systems, punch lists must be completed to PTT’s
satisfaction.

5. COMMISSIONING AND OPERATIONS

5.1 Provision of Start-up and Commissioning Support

CONTRACTOR’s commissioning/operations personnel will be responsible for the


start-up and commissioning of each System/Unit from RFSU.
PTT’s operating staff will train alongside the CONTRACTOR during this period.
5.2 Operations

PTT’s operating staff will operate the facilities once all Units have successfully
achieved INITIAL ACCEPTANCE.

5.3 Provisions for Maintenance Support

CONTRACTOR shall provide maintenance labour and supervision, (from the first
System being at MECHANICAL COMPLETION) until all Units have achieved INITIAL
ACCEPTANCE. PTT’s maintenance staff will train alongside the CONTRACTOR
during this period.

CONTRACTOR will carry out post RFSU preventative maintenance according to


VENDOR’S operating manuals.

The CONTRACTOR is also required to provide VENDOR support for specialised


items of equipment and Systems during this period. The CONTRACTOR will be
required to effect prompt repairs and/or corrective measures under a warranty.

5.4 Permit to Work

CONTRACTOR must recognise the limitations placed upon its work both in newly
built PLANT and where existing PLANT is being modified or extended. Such
limitations can apply both during construction, pre-commissioning and commissioning
dependent upon the precise work location. A Permit to Work system must be
developed which covers all phases of the site work.

5.5 Preparation of Operating Manuals

CONTRACTOR shall prepare and issue Operating Manuals for each Unit of the
PLANT based on the Guidelines for Operating Manual Preparation PROJECT
SPECIFICATION PR-10-32.

6. HANDOVER

Reference must be made to Systems Philosophy and Completion document. This


document quantifies and qualifies all necessary documentation, on a Systems basis,
up to INITIAL ACCEPTANCE and Handover to PTT.

7. PERFORMANCE TESTS AND INITIAL ACCEPTANCE

Reference must be made to Form Of Agreement and Conditions of Contract, Annex


D, Guarantees of Plant Performance which defines the Performance Guarantees to
be given by CONTRACTOR.
