Suggests the formation of the “Washington Principles Committee”, which will act as an
enforcement and supervisory body of the United States of America to the following:
a. The Connecticut Protocol:
i. All foreign and domestic assets of Iran to be frozen, due to the violation of
the following:
A. United Nations Security Council Resolution 1373;
B. United Nations Security Council Resolution 1267;
ii. The aforementioned action to be mandated under the following:
A. Article 39 of the United Nations Charter;
B. Article 41 of the United Nations Charter;
iii. United States’ mandated financial tracking missions to be physically
launched in Iran, in coordination with the United Nations Office on Drugs
and Crime, to counter the Hawala System:
A. This is to be carried out by extensive monetary tracking of all large
sums of transactions from national and off-shore accounts to
suspicious individuals;
B. The imposition of Anti Money-Laundering Frameworks to be
carried out for tracking crypto-currency transactions;
b. The Butler Plan:
i. All trading vessels to be granted free passage within the Red Sea, under
the mandate of the following:
A. Geneva Convention on High Seas;
ii. Fines to be imposed retrospectively onwards of “Seventh October, Two
Thousand Twenty Three” on any and all state and non-state actors
involved in the imposition of unlawful sea blockades taking place on High
Seas:
A. The definition of “unlawful” to be taken as any action done outside
the bounds of international law governing High Seas;
B. The fines to be paid directly to the “Washington Principles
Committee”;
C. In case of the non-payment, are incomplete payment of the fine,
the following actions to be carried out:
I. A proposal to be sent to the “Washington Principles
Committee” for “immediate mediation” in the region by the
United States;
II. Sanctions, in the forms described in Article 41 of the
United Nations Charter to be imposed on the parties;
c. The Butcher Framework:
i. A reserve force of NATO Military under United Nations’ advisory
supervision to be sent in the conflicted region to launch a complete
crackdown against Houthi Rebels, and any parties in association with
them;
ii. The crackdown to be funded and aided by the United States of America;
d. The Rockefeller Mission:
i. A tribunal operating under the International Residual Mechanism for
Criminal Tribunals to be created, for the accountability of state and non-
state actors;
ii. The tribunal to be labeled as “International Criminal Tribunal on the Red
Sea”;
iii. The tribunal to act as a subsidiary of the Washington Principles
Committee in matters of accountability;
iv. Before proceedings of the trial to involve extradition of all accused to the
United States of America, or any of its territories such as military bases;
v. The tribunal to consist of 5 judges, elected by the United General
Assembly:
A. The candidates for election to consist of the nine justices on the
United States’ Supreme Court;
e. The Robinette Scheme:
i. The formation of a financial direction committee, for the funding of the
“Washington Principles Committee”;
ii. The committee to supervise a fundpool in collaboration with the United
Nations:
i. The fundpool to be made globally accessible;
ii. All transactions in forms of aid and donations to be sent through
Secure Sockets Layer (SSL) encrypted networks to multiple off-
shore accounts;
iii. The funding to be further substantiated through assistance with the
United Nations Office on Drugs and Crime, Donor Countries, and
all other applicable sources of funding;
