The issue discussed in the presented video is the basic educational system failure due to
numerous reasons and it is considered a recent issue that hasn’t been resolved yet – continually
worsening because of different changes, and practices including the updates on the system.
Over the millions of students needed to cater in the public schools, the most pressing issues that
hounding the Philippine basic education are the lack of infrastructure and resources. School
without proper infrastructures such as classrooms, libraries, and laboratories can hinder their
development, concentration, engagement with learning activities, and access to necessary
educational resources. According also to the report, some of these need major repair or set for
condemnation, which may pose a risk to every learner because of are vulnerable to natural
disasters such as typhoons, landslides, earthquakes, and other calamities. Additionally, the
students too far areas such as living in rural and urban can limit their access to education
resulting to poor quality of education, a teacher may also struggle to deliver the lesson properly
and effectively, leading lower learning outcomes to students as they deal in lack of resources.
Another one is the K-12 program are congested and unorganized, the addition of 2 more years
of education led to congested curriculum which argues that it’s overload content, need time for
in-depth learning and mastery of the key concepts that results in surface level understanding
rather than deeper comprehensions. Educator and other stakeholders found that the other
content was not aligned in accordance to the need/grade level of the learners, leading to gaps
and redundancies in learning. And it also needs the readiness of students and teacher
preparedness as it implements new curriculum requiring adequate training and support to
effectively deliver the lesson or content, this is the reason from the interview gathered from the
teacher as abruptly introducing K-12 is just like an experiment since they are not well prepared
and had restraint resources to ingest in the system. Moreover, upon the investigations in
relation to different issues, another found was traced in the DepEd officials - handle different
resources and tools for this program, the laptops provided by the government was over pricey
and did not distribute. On the other hand, from the teacher’s perspective, another issued they

including the national assessment for the easier and better accessible of resources. Through
digital technologies, it can bridge the gap between urban and rural areas by providing access to
quality educational resources and opportunities for students in remote areas. E-classroom
packages, equipped with interactive learning materials, can engage students more effectively
and cater to diverse learning styles, further guarantees that all students have equal access to
educational materials and opportunities by providing every schools ready to use laptops,
charging cards, and wireless routers to students from economically disadvantaged
households, it will lessens inequalities in educational performance and encourages
diversity. Furthermore, the proficiency in digital literacy and technology skills is
essential for students to succeed in higher education and the workforce. By incorporating
digital technologies into education, schools prepare students for the demands of the 21st-
century workplace and equip them with transferable skills for lifelong learning. In the
involvement of DepEd officials to fraud will be imposed criminal charge due to procurement
service in the budget department. Officials involved in fraud or corruption must be held
accountable for their actions, conducting thorough investigations, prosecuting those
found guilty, and imposing appropriate penalties in accordance with the law.
Transparency in the investigation process is essential to maintain public trust and
confidence in the integrity of the education system. Safeguards and protection should be
put in place to protect education funding from misuse or misappropriation. This may
include implementing checks and balances in the budget allocation process, conducting
regular audits, and ensuring that funds are used for their intended purposes. As might be
expected, the roots of those problem are come from the Head or administration of the
Department of education itself, in order to fight against the overall issue mentioned, it should
be fixed first on the head, promoting accountability, transparency, and ethical leadership,
the education system can better serve the needs of students and ensure that public
funds are used effectively and efficiently – having a good administration will result to good
quality of education.
3. Explain your role as a teacher in fighting the issue.

As a future teacher, honestly, it's hard for me to manage and face the reality of this kind of issue,
the only way to deal with it is to be the voice of others, especially for the welfare of my students by
advocating for change and addressing the issues of lack of infrastructure and resources, the
congestion and disorganization of the K-12 curriculum, and corruption within the budget
department of education. As part of my job to engage with my local communities, parents, and
policymakers, this is a great opportunity for me to ask them a support to invest in education facilities
and resources in the right way and will always practice resource optimization to ensure its proper
maintenance and efficient utilization for it to be able to last long and will serve for future use, another
one is to have thorough strategic planning to deliver the lesson effectively, prioritizing the needs of
students academically and for transversal learning outcomes which is crucial for their development and
have a quality of education they are deserve. Regardless of the shortcomings of the DepEd
administration, we should acknowledge that we are accountable for our actions. One small thing
I can do is set an example for my future students by teaching them how to manage money, be
sufficiently financially literate, and spend it appropriately.
Discuss the ways to develop the 21st century skills of the learners.

In this 21st-century era, different skills that should instilled by every learner make it more
important than ever for learners to build their abilities which uphold not only their academic
competency but also prepare them for another field which is vital for lifelong learning that are
valuable as a sooner responsible citizen and productive worker. Traditional skills are no longer
sufficient to succeed in the modern world due to the rapid improvements in technology and the
shifting nature of the global economy. In acquiring these skills including critical thinking,
creativity, teamwork, communication, information literacy, media literacy, technological
literacy, flexibility, leadership, initiative, productivity, and social skills, - educators and
policymakers must implement innovative strategies and practices in the educational system. One
of the key ways to develop 21st-century skills in learners is through project-based learning, this
is the one that we always practice to develop problem-solving, communicate effectively with
peers to find solutions, critical thinking by showing performance through tangible or real outputs
which allows students to actively engage in real-world problems and challenges and by working
on projects, students also develop creativity, as they are required to think outside the box and
come up with innovative ideas to address the issue at hand. Additionally, an effective way to
develop 21st-century skills in learners is through the integration of technology in the classroom.
Technology can be used to enhance the learning experience, providing students with access to a
wide range of resources and tools to develop their skills. For example, students can use online
platforms to collaborate with their peers on projects, access information from around the world,
and develop their digital literacy skills. By incorporating technology into the curriculum,
educators can help students become proficient in using tools that are essential for success in the
modern world. Furthermore, educators can also promote the development of 21st-
century skills by encouraging students to participate in extracurricular activities
such as pageants, leadership organization, debate clubs, art clubs, community
service projects, etc. Through this activities, aside from learning on it, this is also
a great opportunity for them to showcase their abilities, enhancing skills not only
on what they can as well to practice their communication, collaboration, and
leadership skills in a real-world setting and gain the confidence to apply their
skills in various situations. As this 21st-century fosters student development by
creating a supportive and stimulating learning environment, serving as students
with meaningful feedback on their work, encouraging them to take risks and
make mistakes, and promoting a growth mindset that emphasizes the importance
of effort and perseverance.
