AN EXECUTIVE ORDER DIRECTING

AIR-CONDITIONED WORKPLACES/ESTABLISHMENTS AND AIR-CONDITIONED PUBLIC UTILITY VEHI-

CLES TO ALLOW NATURAL AIR FLOW EXCHANGE AS A COVID-19 INTERVENTION MEASURE

WHEREAS, Section 16 of RA No. 7160 mandates that local government units shall promote the health and safety of its constituents;

WHEREAS, on March 16, 2020, President Rodrigo Roa Duterte issued Proclamation No.922 “Declaring a State of Calamity throughout the Philip-
pines Due to Corona-Virus Disease 2019”.

WHEREAS, various parts of the country have been placed under high-risk community quarantine status wherein several residents of Iloilo City
have been stranded;

WHEREAS, recent reports suggest the possibility or high risk of virus transmission inside cars owing to limited area and use by different people;

WHEREAS, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) per Resolution No. 75-A, Series of
2020 dated September 28, 2020 placed Iloilo City under General Community Quarantine effective 01 October 2020 with the goal of balancing
economic activity and public health;

WHEREAS, Department of Trade and Industry and Department of Labor and Employment Joint Memorandum Circular No. 20-04 Series of 2020
prescribed the allowance of natural airflow in air conditioned spaces and vehicles;

WHEREAS, the Department of Health through Department Memorandum 2020-0429 provided for administrative and engineering controls for the
improvement of ventilation and air quality in enclosed, indoor spaces to lessen the transmission of the virus.

NOW, THEREFORE, I JERRY P. TREÑAS, by virtue of the powers vested in me by law as Mayor of Iloilo City, do hereby order that:

SECTION 1. SCOPE. This Order shall apply to both private and public workplaces and establishments within the City of Iloilo maintaining en-
closed air-conditioned spaces and buildings and also to air-conditioned public utility vehicles plying within the city. The Order shall be effective
12:01 a.m. of 14 October 2020 until otherwise lifted.

SECTION 2. GUIDELINES FOR AIR-CONDITIONED BUILDINGS/ESTABLISHMENTS

1. Windows and doors must be opened to facilitate the natural air flow exchange.
2. Air conditioning units are to be turned off to reduce air recirculation.
3. If the foregoing are not feasible, the installation of exhaust fans, installation of air filtration devices with High-Efficiency Particu -
late Air (HEPA) filters or the recalibration of building heating, ventilation and air-conditioning (HVAC) systems should be imple-
mented. It must be ensured that the unit is adequate for the size of the room in which it is installed. Said devices should be prop -
erly maintained per manufacturer recommendations.
4. Individuals should not be situated directly in the flow of air coming from fans and air-conditioning units as these may facilitate the
transmission of the virus by directing air from infected individuals to others in the room.
5. The guidelines provided herein shall likewise be implemented in comfort room areas of said buildings/establishments.
SECTION 3. GUIDELINES FOR AIR-CONDITIONED PUBLIC UTILITY VEHICLES (PUV’s).
1. The opening of window(s), with at least three (3) inches of opening, while in transit should be practiced whenever possible.
2. If the aforementioned is not feasible, PUV’S must utilize car vents that allow fresh outside air to flow in and avoid the use of recir-
culated air, i.e pressing the recirculation button on.

3. The observance of physical distancing of at least one (1) meter and wearing of face masks and face shields shall be followed.
4. Proper disinfection before and after each use of the vehicle is likewise mandatory.
5. Maximum vehicle capacity in accordance with guidelines issued by the Department of Transportation must be strictly observed.

SECTION 4. ENFORCEMENT. The strict implementation and compliance to the health standards and safety response measures shall be enforced and
monitored by:

1. The Business Permits and Licensing Office as well as other authorized officers of the Iloilo City Government for establishments;
2. The Public Safety and Transportation Management Office shall primarily take charge of the inspection of the operation of mass
public transportation and the;
3. The Iloilo City Compliance Officers and those authorized by the Iloilo City Government to ensure proper enforcement of pertinent
laws, rules and regulations.

SECTION 5. PENALTIES IMPOSABLE. All persons, who knowingly break any of the provisions stated herein as well as established health and
safety protocols issued by the Department of Health, IATF, and other agencies; and in the process endanger the lives of the residents of Iloilo City
will face appropriate administrative and/or criminal charges. Further, the penalty of revocation of business permit may be imposed on violating
business establishments pursuant to Section 250 (A)(3) of the Local Revenue Code of Iloilo City.

SECTION 6. INCORPORATION CLAUSE. All other executive orders, rules and regulations and other issuances or parts thereof which are not
inconsistent with this Order continue to remain in force and effect.

SECTION 7. SEPARABILITY CLAUSE. If any provision of this Order is declared as invalid or unconstitutional, the other provisions not affected
thereby shall remain valid and subsisting.

SECTION 8. REPEALING CLAUSE. All other executive orders, rules and regulations and other issuances or parts thereof which are inconsis-
tent with this Order are hereby revoked, amended, or modified accordingly.

SECTION 9. EFFECTIVITY CLAUSE. This Executive Order shall take effect immediately.
