1 Introduction
The subject of this report was based on the detailed design for AL AKARIA LA
PORTO MIXED USE DEVELOPMENT PROJECT which had been awarded to the
design team lead by BURUOJ Architects. The development consists of Cinema with
a General Basement space, Hotel, Leisure Office, and retail development 1 and 2
including Landscape and Parking Areas. The development is intended to offer
Saudis and International Visitors and residents a new lifestyle in entertainment,

Hospitality, amusement, which a very high level of luxury living in the best
buildings in JEDDAH.

2 Objectives of the VE study

The main objective of the VE Report was to identify how to bridge the gap between
the client’s budget for the project of SAR 338,000,000.00 as proposed and
Expected as SAR 319,000,000.00 and the projected Detailed Design Estimate for
the project of SAR 362,000,000.

3 Goals

There are agreed short term and long-term goals based upon the assessment of
performance and claim requirements.

Short Terms Goals


• Identify the premium, if any, required to achieve GSAS 4-star
rating;
• Identify the revision between the value Engineered 100% Detail
Design Cost Plan dated 20th February 2024 and the current
100% Detail Design Cost Plan as of 22nd March 2024and discuss
and resolve the affordability challenge with the Client Team as
a matter of urgency.
Long Terms Goals
• We open on time and meet budget expectations.
• All MEP Items shall be revised and analyzed in terms of
Authority Requirements.

4 Grand Summary

The Final list of proposals identified at the preparatory final report represented an
order of magnitude saving of about nearly SAR 25,000,000 including
preliminaries. Following the VE internal workshop, when new ideas were
generated and a list of VE proposals was agreed, the design team members have
developed the proposals on thedevelopmentsheets to enable Cost Consultant to evaluate
the potential cost impact more accurately. These proposals fall into two main

Other ideas will enable AL AKARIA to generate additional income from additional saleable
space which will be evaluated and considered in the business case for the development.

Conclusion

 A detailed BOQ with revised rates of recently completed Project as threshold


to reach the savings for Various Section.
 Regarding the MEP section for all the big ticket items can be minimized with
the input from the respective Design team and can reach the Probable
amount during the construction stage.
 Apparently the Revised BOQ will enhance as tool for the upcoming
Procurement and Cost Control tool throughout the Project.
