1 BACKGROUND

The Ministry of Agriculture (MOA) with a financial support by WB is implementing Agricultural


Growth Program (AGP) in Oromia, SNNPR, Tigary and Amhara Regional States. The AGP-
CUs through the Bureaus of Water Resources Development/Irrigation Development and
Schemes Administration Agencies (BOWRD/IDSAA) has planned to execute a number of small
scale irrigation (SSI) Schemes being one of the major components of AGP. Accordingly, 120
SSI subprojects feasibility study and design reports are planned to be prepared and also
planned to make ready 78 SSI‘s for construction in 2004/5 EFY. Of the planned 78 SSI’s to be
ready for construction 28 SSI’s are already reviewed and revised in the fast track support
program. It is, therefore now planned to review additional 50 SSI feasibility study and design
reports in all region in order to improve to the required standard, ensure quality design reports
and cost effectiveness.

To this end AGP-CU recruited GIRDC to review and improve the study and designs of the 50
SSIPs in the aforementioned four regional states.

2 OBJECTIVES OF THE ASSIGNMENT, INCEPTION AND SSIP DESIGN


CRITERIA REPORT

2.1 OBJECTIVE OF THE ASSIGNMENT

The main objective of the service is mainly to support Implementing Agencies/IAs


(BOWRD/IDSAA) for quick project start-up activities to ensure quality design reports and cost
effectiveness for all SSI works.

The specific objectives are but not limited to the following:

Review project planning procedures and design reports of 50 SSIP


Review and update Procedures for Unit Rate Cost Establishment/Estimation Based On
Guidelines
Review and update TORs for feasibility study and Design, and Construction
Supervision including Bidding Documents

2.2 OBJECTIVE OF THE INCEPTION AND SSIP DESIGN CRITERIA REPORT

Present mobilization of the team


Assessment made to check availability of design documents;
Preliminary findings from review of availed design documents
Present the progress made so far in the study and design of projects;
Evaluate the proposed staffing schedule, organization and work plan in view of the
preliminary findings;
Prepare revised and detailed activities for the remaining works (if need be) to reflect
the observed situations;
Identify Issues and constraints;
Prepare SSIP design criteria which will enable us to check against and be a basis to
improve the study and designs.

3 STAFFING AND MOBILIZATION

The consultant has mobilized three irrigation and drainage engineers, one irrigation agronomist
and one agricultural economist after a few days of signing contract. The work started by
collecting available documents from MOA FAGP- CU. Moreover the experts were mobilized to
the respective regions since April 09, 2013. The two engineers, the agronomist and agricultural
economist were worked in Amhara National Regional State Bahir Dar for two weeks to make
the first phase study and design review for priority irrigation schemes ready to be awarded to
the contractors.

Moreover, the same engineers, the agronomist and economist are now working in Oromia as
per the schedule to make the first phase study and design review for priority irrigation schemes.

Last but not least the third irrigation and design engineer has also mobilized to Hawassa,
SNNPRS.

Staffing schedule as proposed in our technical proposal with some modification is given in
Appendix I

4 METHDOLGY OF THE ASSIGNEMENT

The followings are methods followed and to be followed during the study and design review
works but not limited to;
Revised the pervious Fast track support review checklists and got approval of MOA
and WB
Discussion with the concerned bodies of the Client (MoA and WB Representatives)
and the Bureau (Irrigation and Drainage Process Owner, AGP Project
Coordinator/focal person and Design Engineers of the Bureau) on the study and
design review objectives and scope of work, expectations from the team and
strategies to achieve the targeted review of SSI project design document,
Collection of study and design project documents, review to check whether they fulfill
small scale irrigation projects’ design standard (such as AGP SSIP design Guideline,
FAO SSIP Design Manuals, MOA& Regional Bureaus SSIP Design Manuals, MoWE’s
SSIP Design Manuals and ours SSIP Design Criteria).
Compile general and technical comments and present them to the concerned Design
Engineers of the Bureau and agree on them, then orient those engineers to work with
consultant’s design engineers to revise the design and study accordingly,
Check if the commented issues are addressed by the bureau engineers if unable due
to capacity and other reasons support them
made site visit and check the main issues: head work structures, suitable command
area, availability of water resource, availability of beneficiaries and their interest,
physical inspection of geologic condition of the headwork and structures, and soil
condition
Revise the design documents and drawings to acceptable standard,
Made Financial analysis to check viability of each revised SSIP
Finalize the review checklists and present the final to the client.

The consultant from the outset has started desk studies and collected secondary data in Addis
Ababa then devised its own approach for addressing the assignment to the quickest as
possible so that the SSIP already in the process of outsourcing for implementation shall get
priority for review and improve design documents and engineering drawings as per the
intended requirement to ensure quality design reports and cost effectiveness for all SSI works.

Then for each design document, review is made by the consultant and then discussion is
arranged on findings from this review among the review team engineer who designed the
project and/or his/her representative who has done the design and engineers from the client

Finally, design documents and engineering drawings have been improved as per the comment
by the designer and checked by the consultant for amendments made and finally each
document is will be made ready for print out and given to the contractors.

The team in collaboration with the client engineers has made and will make sample site visit
just for checking technical aspects considered on the headwork sites and crossing structures in
addition to general observation made to the command topography. Sample farmers among
beneficiaries of the project have also been contacted and interviewed for their interest toward
the implementation of small scale irrigation and drainage project.

IMPROVEMENTS

5.1 ORIGINAL PLANS AND DOCUMENTS AVAILABLE

The consultant has assessed and requested the client to make available a number of SSI
schemes study and design documents for review and design improvement. The no of SSI
schemes study and design documents planned and actually available are shown in Table 5.1
below.

5.2 AMHARA REGIONAL STATE

The Regional Bureau of Water Resources Development presented study and detail design
documents of 27 small scale irrigation and drainage projects for the review team among which
9 of them have been reviewed as a priority SSI schemes since they were ready to be awarded
to the contractors. List of SSI schemes study and design documents are given in Table 5.2
below.

5.3 OROMIA REGIONAL STATE

OWMER has promised to make available 20 SSIP over the planned 15 SSIP. However, only 12
are currently available for review. The bureau has vowed to give us the remaining 3 SSIP.
Table 5.3 depicts list of SSIP documents available for review in Oromia.

5.4 SNNPRS

The study and design review has been started at the Regional Irrigation Development and
Scheme Administration Agency. Discussion was made on the objectives, methodologies, the
scope and expected output of the review task in the presence of the National AGP-CU
Infrastructure Engineer.

The IDSAA has given the team study and design documents of 4 SSI, of which 2 are found
incomplete. We advised IDSAA to complete them and make ready for study and design review
and improvement, Table 5.4 gives list of SSI for study and design review.

5.5 TIGRAY REGIONAL STATE

It is reported that; several water harvesting schemes, diversion schemes, micro storage, spring
development, and hand dug wells have been developed by WB-AGP fund. The BOWR said 2
SSI are available for study and design review. We will discuss with the bureau and check if
more documents are available.

The consultant will arrange a visit for one engineer, the agronomist and the economist and
review the available documents in the coming month.

6 MAJOR TECHNICAL CONCERN FOR REVIEW AND DESIGN IMPROVEMENTS

During consultation with the client, WB, Regional bureaus and technical staffs it was reached
consensus on main technical subjects to concentrate during study and design review.
Accordingly areas where the review teams need to concentrate are indentified as follow but not
limited to;

I. Water Resources and Engineering Aspects

Hydrology in terms of availability and adequacy of water resources for the intended
area i.e. water balance & the source of supply;
Capability of headwork structures to safely pass intended design flood;
Hydraulic efficiency of the proposed structure;
Structural stability of the proposed head work;
Completeness of all irrigation and drainage structures including flood protection works
Inclusion of access roads, social structures like foot & animal crossing, water supply
for domestic and livestock, washing basins..etc
II. Agriculture and Land resource aspects

Crop types and cropping pattern


Agricultural inputs and operation calendars
water requirements
Land/Soil suitability for irrigation and selected crops
III. Social and Environmental Aspects

Over all Environmental and Social impacts of the SSI schemes( ESIA)
Identification and number of beneficiaries
Interest and agreement of beneficiaries towards the designed project;
Socioeconomic impact that the project will bring in the livelihood of beneficiaries;
Analysis of expected impacts of the project on the u/s and d/s ecosystem/users;

7 PRELIMINARY FINDINGS FROM REVIEW OF THE STUDY AND DESIGN


DOCUMENTS

From review of over 20 SSIP hitherto the following preliminary findings were observed
Soil survey and land suitability data and maps were missed or found insufficient in
quantity and quality in most of the design reports;
Geology study data were absent or insufficiently studied in some of the design reports
EIA study were insufficiently presented in most of the design reports
Financial analysis were lacking or insufficient in most of the design reports
Socioeconomic data were missed or insufficient in most of the design reports
Agronomy study data were insufficient in most of the design reports
Insufficient water balance data in some of the design reports
Insufficient design data for head works in some of the design reports
Insufficient design data for canal system in some of the design reports
No cross-drainage structures in some of the design reports
No social structures in some of the design reports
No access road in most of the design reports
The head works is not properly located in some of SSIP
expectation of beneficiaries is appreciable and communities are seen waiting for fast
implementation eagerly;
Only one method of analysis has been used in estimating design floods. Thus use at
least three and then select by comparison I.e. including slope-area method from
observed flood mark and the commonly used unit hydrograph analysis by SCS’s
Gumble- powell’s Method ;
Base flow in most cases is estimated and only its value has been presented. However
its procedure and factors considered including date of measurement should be given
in the future;
Cross sections of source river 50 to 100m u/s, d/s and across weir axis at least to
observe flood mark should be collected;
In presenting infrastructure layout, no grid or coordinate systems including its source,
no block/unit farm areas including their name, Canal names (partly) have not been
presented;
Irrigation duration is considered for certain hours of a day in all the projects say
16hours, 18hours etc. But what will happen to the remaining hours of a day? The MC
operates for all the 24hours of a day. Consequently, flow in MC should be stored in
night storage reservoir and avail water for irrigating additional command area in the
day times (provided that irrigable command area is available). This comment should
hold true in all the projects supposed to irrigate less than 24hours of a day.
Where there encounters river training, TW depth & Level corresponding to 50years
design flood should be estimated from the modified section not from existing one.

When designing canals their capacity is not set to at a minimum of the


required/demanded amount or more than this to account for unexpected demand and
to minimize conflict of interest but not exaggerated as is the case in some of the SSIP.
The design discharge of canals has been set less than the required capacity in most of
the projects. This undermines the critical demand capacity though it is economical.
Design considerations should start from field canals off-takes such that it can feed
furrows thus set 10 to 20cm above average OGL within FC reach. And other canals
should be designed back in the same way e.g. TC feeding this FC should be designed
so that it feeds this FC. They should enable supplying water to the field. In general,
canal section if possible shall be in ½ cut and ½ fill.
In designing division boxes it needs to be based on proportional approach by using
broad crested formula such that flow is large. Otherwise it should be set to practical
dimensions with recommendation of operation which shall be based on design
capacity of the canals on that way and controlled by gates.
To protect the main canal from expected runoff Catch/interceptor drain has not been
provided in any one of the projects. In practice, it should be introduced since the MC in
some projects run along contour on the midriff of hills thus land above it is expected
sloppy. Drainage systems have not been included almost in all projects. It should
consider:

external ; using modeling

internal; using drainage module &

excess irrigation, usually 5-10% of irrigation supply

Standard scale is not used so that everybody can use it using standard measuring
scales for each of the structures?
List of drawings at the beginning of drawing album is not presented so that it will be
used for easy access and as a checklist
No standard Layout in many projects: Delineation of the command area is carried out
without knowing soil suitability boundary. At least indicative map (SMU) is required to
do so;
Fill and drop have been considered together.

The team will continue study and design review and improvements as per the above schedule
and accomplish the planned 50 SSIP.

8.3 REVIEW AND UPDATE PROCEDURES FOR UNIT RATE COST


ESTABLISHMENT/ESTIMATION

The study will assess the bases unit rate prices and recommend possible strategic directions
which help to develop norms and improve cost establishment standards and construction
pricing level. The work includes review of engineering cost estimates, review of contract prices,
review of bid documents including technical specifications and bill of quantities, review of
irrigation design reports and other relevant documents, review of actual investment costs,
review of prices for other similar sectors, site visits of some SSIP, collection of primary
information from relevant stakeholders, analyze social & environment project costs, evaluation
and comparison of price levels for projects. We will then establish a bench marks for project
Unit Rate Cost Establishment/Estimation including identifying key factors contributing for price
variations, establishing applicable price levels.

Analysis will also include the items in the bill of quantities and bid prices to identify the main
items that form the bulk of the total price; these items will include, but may not be limited to:
excavation, compacted filling, excavation in rock, reinforced concrete, reinforcement steel bars
etc. We will also evaluate cost and cost trend analysis of the components such as labor, rent of
machineries, fuel, cement, etc.

We will assess the difference between the engineer's unit rates and the bidder's unit rates and
main items for major works.

Last but not least we will establish an inbuilt excel compatible cost estimate data base to store,
retrieve with a possibility to update cost and price index.

8.4 REVIEW AND UPDATE TORS FOR FEASIBILITY STUDY AND DESIGN, AND
CONSTRUCTION SUPERVISION INCLUDING BIDDING DOCUMENTS

One of the expectations for the assignment is to review TORs for study and design,
construction and construction supervision and bidding documents; and improve as per AGP
SSI Guideline in consultation with the BOWRD/IDSAAA and FPCU. We will review the existing
TOR and SSIP guideline and indentify the gaps especially in study planning, site selection
including head work site, survey procedures of Topo, soil, geology and geotechnical aspects,
socioeconomics, agricultural, watershed and environment...etc. We will prepare comprehensive
and standard TOR for study and design, construction and construction supervision and bidding
documents. All of the proposed staffs including other in-house specialists like soil; geologist
environmentalist will participate in the review and updating the TOR.

8.5 WORKSHOP AND PRESENTATIONS

The team in collaboration with the client will prepare workshop and presentation on
Study and design review and improvement activities of 50 SSIP in the four regions
which will include experience sharing, challenges, technical issues and constraints, the
way forward
Review and update Procedures for Unit Rate Cost Establishment/Estimation
Review and update TORs for feasibility study and Design, and Construction
Supervision including Bidding Documents.
All engineers, agronomist, economists will prepare the presentation in their respective
disciplines which will include, findings, issues and constraints, challenges, lessons learned,
recommendations and the way forward. After each presentation open discussion will be made
by the participants
