LTO Announced a 3-year validation of new motorcycles

Chief Jay Art Tugade of Land Transportation Office issued a new memorandum which
makes newly registered motorcycles be valid for three years. It was according to Memorandum
Circular No. JMT-2023-2395 issued last 23rd of April at LTO.

Per Memorandum Circular No. JMT-2023-2395 issued by LTO Chief Jay Art Tugade, the
initial registration of brand-new motorcycles even those with engine displacement of 200cc and
below shall be valid for three years.

Based on the LTO data, an estimated two million new motorcycles with displacement
200cc and below are set to be registered this year. These will be the principal beneficiaries of the
new policy.

"Hindi natin nakikitang magkakaroon ng problema sa roadworthiness ang mga

motorsiklong may tatlong taong rehistro dahil ang mga ito naman ay bagong sasakyan," Tugade
said.

Tugade said the new LTO memorandum circular is among the new measures designed to
speed up processes and ease the public's transactions with the agency. "Kami sa LTO ay
naniniwalang ang hakbang na ito'y makakatulong sa maraming drayber na nagpapa-rehistro ng
bagong motorsiklo para magamit sa kanilang hanapbuhay o trabaho," he added.

Under existing provisions of Republic Act 4136 (Land Traffic Code) and Republic Act
11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018), only
motorcycles with engine displacement of 201cc and above are entitled to a three-year validity of
initial registration.
 Wearing Facemask Remained Mandatory In Railway Transportations

Announced last 23rd of April, Jorjette B. Aquino, Assistant Secretary for Railways in
Department of Transportation (DOTr) said that face mask remained mandatory inside railway
transportations due to the increasing number of COVID-19 cases across the country.

Amid rising COVID-19 cases across the country, the face mask mandate will remain to be
strictly enforced in all trains of the Light Rail Transit (LRT), Metro Rail Transit (MRT) and
Philippine National Railways (PNR). However, the policy becomes optional for PNR stations as
they are all open-air spaces.

“Our medical professionals in the railways sector stressed that the risk of COVID-19
transmission remains present in our trains as they are enclosed spaces,” Asec. Aquino said.
“Security personnel deployed in all of our stations and trains will help ensure that the policy is
strictly enforced,” she added.

Asec. Aquino also encouraged the riding public to get their second booster shot of the
COVID-19 vaccine, stressing that booster shots can significantly increase immunity against the
virus. The Department of Health (DOH) recently issued new guidelines on the administration of
the second booster shots to the general adult population to local government units.

“Even if you are fully vaccinated against COVID-19, you can still become infected and
potentially spread the virus to others,” the rail sector official said. “As explained by medical
professionals, these booster shots are designed to help maintain the level of protection against the
virus, especially as new variants emerge,” she added.
