3352006 - STP2 Report error for prior year Update run in case of rehiring scenario.

Symptom
When Single Touch Payroll phase 2 report (T-Code: PC00_M13_STP2_GEN) is executed for an employee, the report errored
out the employee with a message “Payee Cessation Date cannot be before the Payee Commencement Date.” in case of rehiring
scenarios.
Scenario:
Employee ABC is hired on 01.07.2022 in monthly payroll frequency QM, and the payroll is run until pay period 06.2022.
The employee is terminated on 10.01.2023, and payroll is run for the pay period 07.2022.
Now, the Action infotype 0000 is updated with a rehiring date of 02.07.2023.
When the STP Phase 2 report is executed with an update event for the previous financial year on 04.07.2023, it errored out
the employee with the message “Payee Cessation Date cannot be before the Payee Commencement Date.”
Current Result
In this case, the date of payee Commencement is getting as the rehire date 02.07.2023 and the Cessation date as 10.01.2023.
This behaviour is incorrect.
Expected Result
The report will generate a consistent output with the Commencement date as 02.07.2023 and no Cessation date and
Cessation code as the employee is active as of 04.07.2023.
