Substation Operations
Functional Responsibilities
Planning Department
Provides Substation Operations with a
systematic method of identifying, prioritizing,
planning, scheduling and performing work. In
addition, it provides methods for evaluating
the performance of Substation activities and
tracking equipment history.
Provides a method to evaluate the required
station maintenance, collect equipment data
and plan project workloads necessary for
strategic decision-making to increase reliability
and productivity.
Prepares a comprehensive asset management
plan that directly supports the annual O&M and
Capital Budgets.
Contract administration for all work performed
by contractors in substations.
Procurement of materials, services and
equipment for Substation Operations.
Environment, Health & Safety
Oversees the operations of the Environmental
Health and Safety Section. This centralized
function provides counsel, guidance and
direction to all Substation Operations to
ensure the optimum adherence to all Corporate
Policies and Procedures, as well as all
appropriate governmental regulations. They
proactively support Substation Operation's
pursuit of environmental excellence to ensure
the health, safety & welfare of our employees,
our customers and the public.
Protective Systems Testing
Tests and maintains protective relay systems,
supervisory and control systems equipment
in the Company's Transmission and
Sub-transmission stations.
Performs commissioning and acceptance tests
on new and retrofitted Transmission and
Sub-transmission substation equipment to
include power transformers, circuit breakers,
circuit switchers, instrument transformers,
i.e. potential and current, reactance and
capacitance banks and protective relay, control
and supervisory systems equipment.
Other equipment includes substation metering
and recording instruments such as Digital Fault
recorders, Sequence of Events recorders and
communication channels, both metallic and
fiber optic, associated with the equipment.
Provides technical field analysis, trouble
shooting, redesign and repair of electrical
circuits associated with protective relay,
supervisory and alarm systems.
Provides investigative and diagnostic electrical
tests to establish operational integrity of
substation equipment following system
interruptions and emergencies.
Provides installation, operation and
maintenance support of Substation Operations'
information and communication systems.
Substation Operations
Operates, maintains and installs equipment at
all Company transmission and area distribution
substations. This includes 29 transmission and
53 area distribution stations located within New
York City, Westchester, Rockland and Dutchess
counties.
Operates and maintains pressurizing and
cooling systems for oil-filed transmission cables.
Project management for station capital work.
Manages all construction projects in substations
including their expansion or initial installation.
Acts as liaison with System and Transmission
Operations in operation of the high pressure, oil
filled transmission cable system to minimize oil
leaks through early detection and rapid location.
Performs high-voltage dielectric testing of
station equipment and maintains the necessary
test equipment.
Acts as liaison with System Operation for
scheduling outages for substation equipment.
Provides immediate response to emergency
situations to restore transmission and
distribution equipment.

• Vice President: Provides overall direction and
strategic planning for Substation Operations
with five (5) General Managers and one (1)
Section Manager as direct reports.
• Sr. Secretary: Provides administrative support
to the Vice President.
Environmental Health and Safety
• Section Manager: Manages the overall direc-
tion of the EH&S department and oversees
the work of the Project Specialists and two
Sr. Specialists.
• Project Specialist: Manages a designated
area of EH&S and oversees the daily work of
Sr. Specialists and Specialists.
• Sr. Specialist: Works on assignments within
his/her specialty area of EH&S and may have
a minimum of one direct report.

the daily maintenance of Substation facilities.

Orders stock and maintains stock and equip-
ment in storeroom.

• General Manager: Provides overall direction
and strategic planning for the department
and oversees the work of the Area
Managers.
• Senior Office Assistant A (Union Clerical):
Provides administrative support to the
General Manager.
• Area Manager: Manages a designated area
(territory or region) and oversees the daily
work of Area Supervisors within that area.
• Project Manager: Responsible for the plan-
ning and oversight of large construct and
capital projects.
• Shift Manager: Functions as the chief opera-
tional control center supervisor, delegated
with managing the department's resources to
safely, reliably, and efficiently operate, and
maintain all substation operations transmis-
sion and distribution equipment.
• Sr. Specialist: Oversees the environmental
process for the department and liaisons with
Substation’s EH&S department.
• Field Operations Planner: Coordinates and
plans substation work and acts as a liaison
with substation’s planning department.
• Shift Supervisor: Directly supervises the oper-
ation of all substation transmission and distri-
bution equipment and controls in order to
effect safe and efficient operation, repair and
construction activities in substation facilities.
