EXECUTIVE ORDER NO. 10-2020

ORGANIZING AND ESTABLISHMENT OF THE BARANGAY DENGUE AND


OTHER TROPICAL DISEASE COUNCIL/BRIGADE OF BARANGAY POBLACION,
BURGOS, ILOCOS NORTE.

WHEREAS, it is the policy of the state, the Province Of Ilocos Norte, Municipality of
Burgos, Ilocos Norte to adopt an integrated and comprehensive approach to health
development which shall endeavor to make essential goods, health and other social
services available to all people at affordable costs;

WHEREAS, the department of Health (DOH) is the agency of the government that is
mandated to provide national policy direction and develop national plans, technical
standards and guidelines on health and provide special or tertiary health care services
and technical assistance toother health providers specially to Local Government Units
(LGU);

WHEREAS, importance shall be given to the role of health in both local and national
affairs, the people’s right to health being constitutionally recognized;

WHEREAS, to improve and modernize the medical services and promote awareness
of the health programs of Barangay Poblacion, Burgos, Ilocos Norte;

WHEREAS, to monitor and prevent the yearly outbreak of dengue virus, tropical
diseases through the establishment of Barangay Dengue and other Tropical disease
Council in Barangay Poblacion, Burgos, Ilocos Norte;
WHEREAS, DILG Memorandum Circular No. 2019-130 duly signed by DILG
Secretary Eduardo Año dated August 9, 2019 directs all local government units
especially barangay council to activate the Aksyon Barangay Kontra Dengue (ABKD)
as per DILG MC no 2012-16 dated January 30, 2012;

WHEREAS, in 2011, the Department of Health issue DOH Memorandum Circular no.
2011-0235 for the nationwide implementation of Aksyon Barangay Kontra Dengue
(ABKD);
WHEREAS, there is a hereby created the Barangay Dengue and Other Tropical
Disease Council (BPDTC) for the purpose of monitoring and overseeing the
implementation of Aksyon Barangay Kontra Dengue (ABKD);
NOW THEREFORE, I, JOEGIE B. JIMENEZ, Punong Barangay of Poblacion, Burgos,
Ilocos Norte, by virtue of the powers vested in me by law, do hereby order:
Section 1. Composition of the Barangay Dengue and Other Tropical Disease Council
(BPDTC). BPDTC shall composed of the following:

Section 2. Powers and Functions of the Dengue and other Tropical Disease Council.
The primary function of the BDTC shall be to establish programs and policies on the
prevention and control of dengue and the control of other tropical diseases in Barangay
Poblacion, Burgos, Ilocos Norte. It shal have the following powers and functions, to wit:
a. To have a simultaneous Barangay wide clean-up drive every second and last
Sunday of the enjoining participation of all members of BPDTC and other
concerned agencies and stakeholders;
b. To campaign for and ensure the activation of the BPDTC and the Barangay Aksyon
Kontra Dengue (ABKD)
c. To support the planning, implementation and monitoring of other tropical disease
control programs that are already existing or implemented by both the local and national
government;
d. To conduct constant educational and informational campaign on the
prevention and control of dengue and other tropical diseases with emphasis on the
4S’s in preventing the outbreak of dengue;

4. Say “NO” to indiscriminate fogging

e. To encourage an Aedes-free environment through the following:


i. To encourage all residents in the barangay to observe proper disposal of
garbage;

ii. Encourage residents to observe the absence of stagnant water;

iii. Encourage residents observe the 4:o’clock daily habit of cleaning the
surroundings;

iv. Requiring all vulcanizing and battery repair shops as well as other
similar business establishments that store stagnant water to cover these
containers to prevent mosquitoes from breeding in these areas;
v. Requiring owners of vacant lots to keep their properties free from
breeding ground for Aedes;
vi. Ensure that the barangay officials are responsible for maintaining the
cleanliness in their respective sectoral areas;
vii. Ensure that barangay officials are responsible for ensuring that
canals are free of stagnant water;
viii. Ensure that schools are certified by the sanitary inspector to be free of
Aedes breeding sites.
f. To regularly inspect all inhabited places in the barangay to include
residential houses, commercial establishments, schools,offices, churches and
other buildings for any item or items that could serve as a breeding place for
mosquitoes;
g. To discourage keeping item or items concerned like old tires and batteries
steel or plastic drums, pails, empty bottles and jars, water tanks, or any scrap
material that contain water;
h. To discourage schools and teachers from keeping flower bases, aquariums and
fishponds that may contain stagnant water in the school premises and classrooms;
i. To encourage all residents of the barangay to observe cleanliness and proper
hygiene, like proper disposal of garbage and to see to it that no stagnant water is
stored or kept in the vicinity;
ii. To strictly observe the 4 O’clock habit of cleaning the surroundings and to require
all elementary and high school and barangay officials and health workers to
participate;
iii. To monitor all residents in the barangay to be alert for any sign of dengue and
other tropical diseases as defined by Department of Health thru our Municipal
Health Office;
iv. To promulgate other measures that could contribute to the prevention of outbreak
of dengue and other tropical diseases;
v. To request for appropriation of funds from the Sangguniang Barangay should the
need to arise.
Section 3. Effectivity. This Executive Order shall take effect immediately.
