Executive Order No. 03 S-2023

CREATION OF BARANGAY VALIDATION AND CERTIFICATION TEAM FOR ZERO OPEN DEFECATION (ZOD).

WHEREAS, the Department of Health, in line with the Administrative Order No. 2010-0021 signed last June 25, 2010, has
indicated in the objects that at least 60% of all barangays have been declared Zero Open Defecation (ZOD) status and all
barangays nationwide by 2022;

WHEREAS, recognizing to push the sanitation agenda forward, the DOH takes the action seriously and advocates that
sanitation be an urgent priority of the government and invites the LGUs and communities to accelerate actions to
improve sanitation for all;

WHEREAS, the Verification and Certification of ZOD Status is an important activity to know the actual situation as to
what extent the claims made by the barangay/s, to give recognition or reward and to recognize the collective effort of
the communities for achieving ZOD status based on clear objective measures and impartial process;

WHEREAS, the Verification and Certification of ZOD Barangay status aims to empower the community to take actions to
move to the next ladder of sanitation, to sustain and improve the health and well-being of the people;

NOW, THEREFORE, by the power and authority vested in me by law, I, VIRGENITO D. MORASCALLO Punong Barangay
of TANDANG SORA, Municipality of Governor Generoso, Davao Oriental, do hereby order the creation of the Barangay
Validation and Certification Team for Zero Open Defecation (ZOD):

SECTION II. DEFINITION OF TERMS

1. Zero Open Defecation (ZOD) – 100% absence of open defecation practice.


2. Defecate – to excrete or discharge fecal waste from the body of a human or animal or to have a bowel
movement.
3. Open Defecation - is the human practice of defecating in open spaces, drains, and bodies of water.
4. Toilet - a fixed receptacle into which a person may urinate or defecate, typically consisting of a large bowl
connected to a system for flushing away the waste into a sewer or septic tank.
5. Toilet Bowl - the part below the seat of a toilet that can be flushed with water.
6. Septic Tank - a tank, typically underground, in which sewage is collected and allowed
to decompose through bacterial activity before draining by means of a leaching field.
7. Public Place - is a location to which all of the public has access and is not a place exclusively used for a private
gathering or any other personal purposes.
8. Household- refers to a social unit consisting of a person living alone or a group of people who sleep in the same
housing unit and have a common arrangement in the preparation and consumption of food.
9. Grade 0 (G0) or Open Defecation – is the status of the community wherein open defecation is being practiced,
members of the community are not using sanitary toilet facilities, and human feces are openly visible or exposed
to the environment.
10. Grade 1 (G1) or Zero Open Defecation (ZOD) Status – is the status of the community wherein households have
stopped practicing open defecation and are using sanitary toilet facilities, and no human feces are visible and
exposed to the environment.
11. Grade 2 (G2) or Basic Sanitation Status – is the status of the community wherein households, schools, child
development centers, and public institutional facilities have their own sanitary toilets that are functional; and
communities properly manage animal excreta and properly dispose their solid waste, in addition to maintaining
the norm that open defecation is unacceptable.
12. Grade 3 (G3) or Sustainable Sanitation Status – is the status of the community wherein households, private
establishments, and public institutional facilities have access to safely managed sanitation services; water
service providers pro-actively ensure the safety of drinking water; and, the community can maintain its’ G2
status and the norm that open defecation is unacceptable.
SECTION II. CREATION AND COMPOSITION. The Barangay Verification and Certification Team shall be composed of the
following:

Section III. Functions. The Barangay ZOD Verification and Certification Team shall;

1. Visit the identified barangays to verify the claim of ZOD status using the official forms and should undertake
assessment of at least 10% of the household of the target barangay;
2. Assess the sanitary toilet accessibility of the identified household in target barangays according to the criteria
indicated in the official verification form;
3. See to it the Verification and Certification of Barangay ZOD Status is aligned with the procedure the standard
that will be followed nationwide by all implementers and that the specific objectives and met;
4. Assess the status of Households with Access to Sanitary Toilet Report in comparison with the actual assessment
made by the verification team in target barangay;
5. Declare the Barangay ZOD status if the is confirmed to have attained ZOD status based on the information
gathered and provide certification with a reward such as cash award and/or supplies for sustainability if
available;
6. Monitor ZOD status and its’ improvement every year or as often as necessary through the Sanitation Inspector;
7. Revoke the awarded certification for ZOD if the barangay fails to sustain their ZOD status every year;
8. Report accomplishments and activities related to Zero Open Defecation Program to the Provincial Health Office.

Section IV. MEETINGS.

The Barangay Verification and Certification Team for ZOD shall conduct a meeting quarterly or yearly as necessary for
planning, evaluation and other agendas related to Zero Open Defecation Program.

Section IV. EFFECTIVITY.

This order shall take effect immediately.
