SUBJECT: Status of Functionality of Specialty Centers in Designated DOH


Hospitals for First Semester 2024

The
Department Order (DO) No. 2021-0001 and its amendment entitled,
“Designation of Selected DOH Hospitals as Specialty Centers for Brain and Spine Care,
Burn Care, Cancer Care, Cardiovascular Care, Dermatology Care, Eye Care, Geriatric
Care, Infectious Disease and Tropical Medicine, Lung Care, Mental Health, Neonatal Care,
Orthopedic Care, Physical Rehabilitation Medicine, Renal Care, and Kidney Transplant,
Toxicology, and Trauma Care” aims to guide the DOH, hospitals, other implementing its
units, other national government agencies (NGAs), and development partners in investment
planning for hospitals and specialty care services. It also directs the monitoring of the
development and completion of Specialty Centers.

Pursuant to the DO and its amendment’, the designated DOH hospitals were assessed
based on the submission of the First Semester 2024 Specialty Center Checklists following the
standards set forth in the Resource Stratified Frameworks. Functional Specialty Centers are
Specialty Centers with adequate infrastructure, equipment, human resources for health, and
training. The First Semester 2024 assessment determined the functionality of Specialty
Centers at the level of Basic Comprehensive Specialty Centers (BCSCs) and classified them
as either Complete or Ongoing, and reflected functionality scores based on designation for
Advanced Comprehensive Specialty Centers and National Specialty Centers.

Functionality scores are based on the weighted average of the following components:
Services (30%), Fixed Assets (20%), Human Resources (25%), Training (20%), and Other
Related Services (5%) such as research, referral protocols, and telemedicine. A Specialty
Center was determined as Complete if it had achieved total score of at least 90% based on
the responses on the checklist at the BCSC level.
