2. After conducting a comprehensive assessment, it has become evident that the 2

barangays of Municipality of San Lorenzo Ruiz, Camarines Norte namely Southern parts of
San Lorenzo Ruiz (Purok – 7 , Sitio Resettlement Brgy. Matacong,Sitio Zero-Zero Brgy. San
Isidro, San Antonio, Manlimonsito, San Ramon and Brgy. Salvacion faced challenges
stemming from their terraneous terrain. This rugged landscape renders these areas particularly
vulnerable to several natural disasters, including Fire, landslides and flash floods, especially
during periods of heavy rainfall or seismic activity.

3. Barangay San Isidro,San Ramon,San Antonio, Manlimonsito and Salvacion have

been identified as areas with rugged landscapes, narrow pathways, and uphill terrain making it
exceedingly difficult for standard fire trucks to navigate through during emergency situations.

4. These barangays specifically San Isidro and San Antonio have experienced a
total of 2 fire incidents in the past and that our standard fire truck cannot pass through the
narrow pathways and uphill terrain of the said barangays

5. For this reason, addressing the needs of these upland barangays must be
treated as a matter of utmost priority. Investing in the emergency response capabilities in these
areas, through equipping them with specialized vehicles designed for traversing difficult terrain (
4x4 Truck), is imperative to ensure the timely and effective response to emergencies and other
calamities.

6. Prioritizing the acquisition of 4x4 Truck to enhance the response capabilities of

our office is highly appreciated.
