Inter- Barangay Basketball Tournament Guidelines


1. A player must not be lower than 15 years old and older than 25 years old and must
be a registered voter of his barangay. In case the player is below 18 years old it must
be also a registered voter of SK;
2. A player must be physically fit;
3. A team must have a maximum 15-players but only 12 players are allowed to play in
every scheduled game;
4. Only the doach, assistant coach and sk Chairman or barangay chairman are allowed
to sit with the players' bench;
5. Only the coach or assistant coach is allowed to talk with the referees for clarifications
or to ask questions and on dead ball situations only;
6. All coaches and assistant coaches must be in proper attire with shoes;
7. A player who is intoxicated with alcohol or any prohibited substance is not allowed to
play the game. Likewise, coaches and assistant coaches are prohibited to coach
their respective teams if they are intoxicated. Further, all barangay or officials who
are intoxicated shall not be allowed to sit on the bench;
8. All players and teams must be present on the opening program of the tournament
together with all coaches and assistant coaches to verify identity. Failure to attend
the opening program will cause the disqualification of a player;
9. A protest can only be filed within 20 minutes after every game.
10. Only the SK Chairman and coach are allowed to file a protest in writing to the
committee;
11. Default time is 20 minutes after the scheduled tip of;
12. After the elimination round or in the second round as the case may be, if the time will
have the same win or loss record, win over the other rule will apply in case of a
double tie. If there is a triple tie, the quotient system will apply to break the tie. Team
with the highest quotient will be declared as the highest ranked team. Single round
robin divided into 2 brackets A+B. After the first round 3 teams will advance to the
quarter finals. Top 2 of the quarter finals advances to finals; and
13. Any player creating any violation of the tournament shall be automatically
disqualified.

GUIDELINES

SHOWDOWN - 70%

A. CAST MEMBERS, EXPENSES, STAFF, AND OTHER PARTICIPANTS


1. Each cluster unit must be represented by one group only. The members of the group
(dancers, props men, artistic staff, support staff, etc.) must be duly determined by the
cluster.
2. Dancers, props men, and other cast members performing on stage should be
residents or voters of the cluster they represent.
3. There MUST be 30 number of DANCERS PER CLUSTER. 15 Dancers per barangay.
The following are the clusters:

Cluster 1: Mabuti & Imelda Cluster 2: Lydia & Valdez

Cluster 3: Daquiaog & Fortuna Cluster4: Escoda & Pacifico

Cluster 5: Tabucbuc & Santiago Cluster 6: Cacafean,

4. Performers must be at least 10 years old and above.


5. Total numbers of props men who will take part in the presentation must not exceed to
20;
6. Human props are solely to mimic natural actions and movements, although designed
for stage performance, of characters portrayed. They are allowed to wear costumes
that are appropriate with their props or set design so as to meet the requirements of
a specific scene; however, they should not execute choreographed dance steps
synchronised with the dancers. "Human props" are not counted as dancers (ex.
Saints portrayed by a child or adult, animals or plants portrayed by children). They
must also be identified in the list of cast members and roster of participants submitted
to the organising committee.
7. Directors, choreographers, production designers, and other artistic and support staff
may or may not come from the cluster they represent;
8. The artistic and support staff should be identified by the cluster in the roster of
participants;
9. Artistic and support staff that will assist the performers during the performance must
be identified in the roster and with the label: onstage access required; and
10. A point from the final raw score of each judge will be deducted for every violation of
the rules on casting.

B. Mechanics
1. Performance and Rules
a. The duration of the dance should be a minimum of 5 minutes, and a maximum
of 10 minutes including entrance and exit .
b. Modern, Contemporary, folk , ballet, ethnic and other dance forms or genres
are allowed.
c. Every group is encouraged to develop and use the Ilocano signature dance
enhancing the overall vibe of the performance relevant to their story.

C. STORY - THEMES AND CONCEPTS


1. Each group should showcase their version of MANNALON FESTIVAL whether in
products, historical facts and events, traditions, legends and myths, beliefs,
livelihood, natural heritage, etc.

A cohesive and clear two-page storyline will be submitted following this format:
*Medium size (8x11", portrait, two pages)
"Margins: 1" all sides c.font: Lucida Sans, size 12
*Spacing: 1.5
*Title in bold letters
*File must be submitted in PDF and MS Word File
Deadline of for this requirement is on February 26, 2024.
• No deductions shall be imposed for this section however, all provisions are regarded as
part of criteria.

D. CHOREOGRAPHY
1. Modern, contemporary, folk, ballet, and other dance forms or genres are allowed;
2. Every group is encouraged to develop and use the ilocano signature dance
enhancing the overall vibe of the performance relevant to their story; and
3. Progressive or moving forward steps should overwhelm the choreography.

E. Costumes and Props


1. Costume Must be inspired with traditional Ilocano aesthetics with influences derrived
from the colonial and pre-colonial periods, natural resources and other design
sources relevant to of Municipalty Marcos; and
2. The use of any flammable materials such as pyrotechnics as well as live animals as
part of the performance are strictly prohibited.

D. MUSIC
1. The music used in the routine must be a minimum of 5 minutes and a maximum of 7
minutes;
2. Participants' competition music must be submitted to lgu.marcos@gmail.com;
3. There is no maximum or minimum number of songs/recordings that may be used in
the routine, and may be edited to enhance choreography and personal performance;
4. The competition music must not contain inappropriate, lewd, or offensive language
including the use of festival music of Sinulog of Cebu, Ati-Atihan of Kalibo, Aklan,
Dinagyang of Hoilo, Panagbenga of Baguio City and other known festival music; and
5. Canned music or recorded music are acceptable. Music instruments such as sticks,
drums, can, tins, bamboo poles and wooden sticks are also accepted.

STREET DANCING - 30%

А. Guidelines
1. All participants must join the street dancing to test their endurance;
2. All groups of dancers must have their unique walking or running steps to be
performed when parading the streets of Daquioag and Lydi;
3. Street dancing will be judged in an assigned street corner without the knowledge of
the dancers;
4. A panel of judges shall determine the winners based on the foregoing criteria; and
5. Performance order will be determined by the management via drawing of lots.

B. Mechanics
1. Performance & Rules
a. The dance should be performed progressively along the streets of Daquioag
and Lydia;
b. Any kind of hip hop dance is allowed (ethnic dance steps, locking popping,
crump, house, stepping, breakdance, whacking, tutting, rogueing, party
dances, hip-hop choreography) or any kind of dance with hip hop as their focal
thought of choreography, provided that the choreographers of the group have
the proper knowledge or background to execute it properly;
c. No vulgarity, obscenity, and explicit contents are allowed; and
d. Drugs, Liquor and other intoxicants are strongly prohibited.

ECO GUIDELINES
● It is the responsibility of the cluster to observe cleanliness and proper waste
management at all times. During the blocking rehearsals up to the competition
proper, all participants are required to bring their own reusable utensils. Single-use
plastics (ex. disposable spoon and fork) are strictly prohibited.
● The use of Styrofoam food boxes is strictly prohibited.
● Recyclable, multi-use food boxes should be used and kept.
● Bottled water is allowed but used plastic bottles must be disposed properly for
recycling.
● It is the responsibility of the cluster to ensure the cleanliness of their designated
preparation areas (classroom prep area and stadium standby area).
● One point will be deducted from the final raw score of each judge for every violation
of the eco guidelines.

TECHNICAL JUDGING
A panel of technical judges will be determined by the committee. The panel will be
composed of the following:
1. Props Judge;
2. Costume Judge;
3. Time Judge; and
4. Casting Judge and Chair of Technical Judges.
Note: The manager/ assistant director will assist in measuring set components and props.
The technical judges will be assisted by the production staff.

Final Contingent score will be derived from following: streetdance, 30 % and 70% of the
Grand Showdown in front of Municipal Hall. Ranking system will be applied. All scores are
verified by an official tabulator.

VOLLEYBAL (INTER-BARANGAY)
MEN AND WOMEN DIVISION

A. RULES
1. The tournament will follow the official laws of FIVB; and
2. The tournament committee has the power to revamp the rules for the sake of an orderly
and fair tournament management.

B. GROUND RULES

B.1. Team Composition


​1. The teams must have a maximum of FIFTEEN (15) players;
​2. Coach and Manager is optional;
​3. Libero is optional;
​4. The final line up must be submitted a January 29, 2024 before the tournament;
​5. NO CHANGES of official team line up shall be allowed after it has been submitted;
​6. Team Captain shall be responsible for the team’s concern and he/she is the only one
authorised to talk to the committee and officiating officials;
​7. Only the players enlisted in the line-up will be allowed to play;
​8. Violation of these rules will result to disqualification of the whole team;
​9. Team Uniform is optional but the jersey number is required and no similarities among the
team players. Failure to comply with the jersey number will not be able to play the game;
​10. Each member of the official team line up must be present during the opening program.
Failure to do so, the player/s will not be allowed to play for the 1st set of the team’s first
game; and
11. The players should be a resident, working, student of Marcos Ilocos Norte. Open for 15
to 30 years.

B.2. Default and Forfeiture

​ . Each team must be present at the venue 30 minutes to 1 hour before the match schedule.

In cases of forfeiture of the match beforehand, the next match will start 15 minutes after the
time of forfeiture; and
​2. If the team is incomplete during the match schedule, the officials will give a 15 minutes
grace period. If it is still incomplete after the grace period, the team will be considered as
DEFAULT. It will be considered a 0-2 set record, 0-25 score record.

B.3. Protest

​ . Each team has the right to protest. Must submit a protest letter (brief and specific). Failure

to submit a letter after 2 hours, the protest will be denied;
​2. Only the Team Captain can talk to the officiating officials when a suspicious call occurs. If
the captain is not satisfied with the explanation of the officials, he/she may approach the
table and request for protest and the scorer will record the time of request. The Team
Captain must be affix his/her signature and B.3.1 will be applied; and
​3. The committee shall resolve the protest within 24 hours and must relay the decision after
this period.

C. Tournament Format

2. Rank 1, 2, 3 and 4 will be automatically qualified for semifinal round;
3. Rank 1 vs. Rank 4 and Rank 2 vs. Rank3. Winners will advance to the championship and
Losers advance to the Battle for Third;
3. The elimination round is Best of 3 sets (25, 25, 15); and
4. In case of a tie, two teams will play a game of 1 set race to 21. NO DEUCE.
