1 Scope

This specification establishes the construction & welfare requirements for the Workmen
Habitat. It covers,

1. Area requirements for the various facilities of the habitat

2. Design of the habitat including the construction materials

3. Specifications of living area, height of the rooms, windows & doors, Ventilation

4. Specification & requirements for kitchen and other sanitary facilities such as
Toilets, Bathrooms etc

5. Fire & safety requirements

6. First aid & Medical requirements

7. Habitat Operation & Maintenance

8. Security

9. Recreational Facilities

10. Waste Management

11. EHS Inspection & Monitoring

2 Habitat Site Selection Criteria

 Workmen habitat shall be located away from overhead electrical lines.

 If due to non-availability of space, the habitat need to be located in the proximity


of electrical line, sufficient distance shall be maintained depending upon the
voltage rating.

 Workmen habitat shall be located sufficiently away from areas like sewage
channels, Effluent treatment plants, garbage dumping yards etc.

 The site selected shall be such that it does not get flooded during monsoon and
drainage available around the site for run-off water.

 Shall be separated from the construction site / public area by physical barrier
such as fences.

 Requisite permission obtained from local bodies for use of land for the habitat.

3 Minimum area requirements

The following requirements shall be considered as a minimum requirement,

*If workmen accommodation is provided for families of workmen separate sanitation


facility for women with adequate privacy to be provided in the above ration.

4 Minimum facilities to be provided in a room

 Provision for Two Ceiling Fan.

 Provision for lighting.

 Two no’s of 5amp plug point for mobile charging.

 Two no’s of open cup board with slotted angle racks.

 Separate open steel shoe racks to keep shoes.

 Name board indicating the contractor & occupant’s name of the room.

5 Design & Construction of the habitat

Design and construction of the workmen habitat meeting the above guidelines shall be
done as per one of the below given options.

 Option 1 : Modular Pre-fabricated Two storied Accommodation


o Fabricated in India
o Imported from China

Drawings along with the material specifications given in annexure 1.

 Option 2: Single storied accommodation with pre-fabricated aerocon panels.

Drawings along with the material specifications given in annexure 2.

If a different option is chosen, it should be ensured that minimum area requirements


mentioned above are met with.

Asbestos material shall be prohibited for usage in any part of construction.

6 Sanitary Facilities

 Toilet and washing facilities shall be kept clean and in good working order at all
times.
 Separate Sanitary facilities shall be provided at site for female workmen.
 Waste water from wash areas, bathrooms and toilets shall be stored in septic
tanks / soak pits and suitably disposed by
 Sending to municipal waste water treatment plant (or)
 Installation of a sewerage treatment plant
 No waste water shall be let to ground or other sources without proper treatment.
 Septic tanks / soak pits shall be located at a distance of 18m from the wells, if any.

7 Drinking Water Requirements

 Sufficient quantity of potable water shall be made available for drinking.

 Drinking water must meet IS: 10500 or WHO drinking water standards and water
quality must be monitored regularly

 Drinking water outlet shall be so located such that the distance to travel to nearest
outlet shall not be more than 30 m.

 Drinking water tanks should be legibly marked “Drinking Water” in a language


understood by a majority of the workers and 6 meters away from washing place,
urinal or latrine.

 Quarterly drinking water sampling and testing should be carried out through
accredited laboratory.

 Storage tanks must be cleaned as part of regular maintenance procedure to


prevent growth of slime and collection of sediments.

8 First Aid & Medical Facilities

 First Aid Centre shall be established in the Habitat with the required medical
facilities. Trained First Aiders / Male nurse / Doctor shall be employed in the First
Aid Centre depending on the no of workmen accommodated.
 An emergency vehicle shall be kept readily available at the site to carry injured
person or person suddenly taken ill to the identified nearest hospital.
 Details of all the first aid / medical treatments shall be logged in the first aid
register.
 Lighting of 300 Lux shall be maintained in the first aid centre.
 Health check-up at least once in a week by a registered medical practitioner with
MBBS as minimum qualification shall be ensured.

9 Cooking Area

 Cooking shall not be permitted in the living area.


 Separate designated kitchen to be provided meeting the minimum area
requirements mentioned above.

10 Habitat Operation and Maintenance

 A detailed plan shall be prepared for the operation and maintenance of the habitat
facilities. The plan shall cover all aspects of the operation, preventive and routine
maintenance.
 Qualified and experienced in-house electrical / maintenance personnel shall be
present and available within the habitat at all times (24 hours per day)
 A supervisor shall be appointed to supervise hygiene in the Habitat facilities.
 Sufficient cleaners shall be employed to ensure the buildings and sanitary facilities
are always clean and hygienic
 Regular Pest and Insect control measures shall be taken up to avoid mosquito /
pest breeding. This may be done through an approved agency.

 Worker’s transportation shall be done with standard passenger vehicle / bus if


applicable.

 Standard material shall be used for any electrical installations equipped with
tripping device and circuit breakers

 Food waste and other refuse shall be adequately deposited in sealable containers
and removed from the kitchen frequently to avoid accumulation

11 Fire Prevention

 As a minimum, Dry Chemical Powder Fire Extinguishers shall be located such that
one should not to travel more than 15m distance to access a fire extinguisher.
 Diesel Generator Shed and inflammable liquid storage area storage areas shall be
provided with Foam Type Fire Extinguishers and Fire Buckets.
 Electrical fittings in the inflammable storage areas shall be of flame proof.
 “No Smoking” boards shall be displayed in gas cylinder and flammable liquid
storage areas.
 All the Security and Habitat Maintenance Personnel, Habitat Residents and Site
Workmen shall be trained on use of Fire Extinguishers.

12 Recreation

 Internal and external recreational facilities may be made available depending on


the no of workmen to be accommodated.

 External recreation facilities shall include

 Volley-ball court

 Kabbadi court

 Area for screening movies within the habitat

 Indoor recreation facilities such as a room with

 Carom board

 Television etc

13 Security

 Adequate number of Security Personnel shall be deployed.

 Specific security personnel shall be deployed at the main entry gate for restricting
unauthorised entry and checking vehicle / material exit and entry.

 Security staff shall receive adequate training on first aid, fire fighting and
emergency preparedness.
 Security staff shall have a good understanding about the importance of respecting
workers’ rights and the rights of the communities.
 Security staff shall have the emergency lights , torches and other accessories
required to facilitate during emergency situations
 A minimum of 50 Lux lighting shall be maintained in the roads, parking area,
boundary wall and other general areas of the habitat and site.

14 Other facilities

 Provision Store - Provision store shall be provided for establishing a provisional


shop in the habitat for the workmen, with separate counter for vegetables.

 Barber shop – Preferably a provision for establishing a Barber shop may be made
available within the habitat for the convenience of the workmen.

15 EHS Inspection

 Industrial Relations Officer and EHSO shall jointly conduct the inspection at least
once in a month.
 Identifies all conformities and non-conformities in respect of physical conditions &
practices and specifies them with positive / negative remark on the Inspection
report as the case may be.
 Circulate copy of the Inspection report to Project Manager, Accounts &
Administration In-charge and the Industrial Relations Officer.
 Review and follows up implementation of the suggested measures and records his
findings on the Inspection Report form.
