Continual Improvement
Throughout the Project lifecycle, there could be a continual improvement process as an ongoing effort to capture
good practice, achieve strategic efficiencies and use innovation to increase the success of the Project W. These
efforts will seek ongoing incremental improvements and allow incorporation of DDC amended policies and
procedures as required to maintain and/or align Project W strategic objectives.
As such, the DDC Development department will periodically (once every 6 months) review the Project plans with
related stakeholders to determine revisions to the PMP & the Annexures to the PMP. In addition, other
techniques and communication methods will be utilised such as audits, feedback links, user-group workshops,
and lessons learnt.
The CSS will maintain a lesson learnt log for review from DDC Development on quarterly basis and will regularly
be requested survey the quarterly be asked to audit Contractor/s performance.
The core values of this Project Management Plan (PMP) are to provide DDC the tools to govern its second, third
party consultants, contractors, and vendors to guide all parties to succeed in the demanding challenges in the
delivery of Project W. Whereby, sustaining the well-being and safety of all staff, operatives, and visitors.
Furthermore, to provide top quality workmanship to all assets while maintaining the environment of Project W,
and surrounding area of Al’Ula. The PMP is a complete set of documents that will provide DDC full control in the
governance, policies, and procedures from portfolio level to project specific on a topdown, bottom-up approach
for a fast-track decisions, reviews, and approvals.

Project W is situated to the Southeast of Al’Ula Latitude: 26.550091" N, Longitude: 38.175972" E. The site is
located on the top of a 0.9km2 plateau, 1000m above sea and is bounded by major thoroughfares such as Al’Ula
International Airport estimated 9klm southwest from the main plateau. Whereby, the Monolith will be situated
1000m above sea level from highway 375 dominating the surrounding landscape, and 25km northeast from the
beautiful historic old town of Al’Ula.

1. Introduction
DDC is committed to ensuring that Contractors provide world class accommodation for their workforce. In
support of this commitment, the Contractor Workers’ Accommodation Manual (CWAM) has been prepared.
The CWAM forms part of the contract between DDC and the Contractor (including any subcontractor and/or
organization procured to provide worker accommodation). All requirements contained within this document
are contractual obligations, and the Contractor shall fully comply with them.
The Contractor shall comply with the requirements of the CWAM and with the most current laws, decrees,
ministerial decisions, local orders, and other statutory obligations applicable to the Kingdom of Saudi Arabia (KSA).
Where there is a difference between the two, the Contractor must meet the higher standard.
In situations where there are no specific requirements within KSA legislation or in the CWAM, then applicable
international best standards shall be implemented.
In certain circumstances, where compliance is required to additional international or other standards, the
requirements shall be communicated as a formal instruction or as an update to the CWAM.
2.1 Purpose
The purpose of this section is to provide the minimum requirements for the Worker Accommodation Plan (WAP)
and to ensure that facilities are compliant with the required contractual, legal, and regulatory obligations. The
requirements in the CWAM are in addition to the KSA legal requirements.
The CWAM is applicable to all Contractors’ accommodation facilities, irrespective of the duration of provision. A
Contractor shall ensure the flow down to, and compliance with this manual by Other Contracting Parties.
2.2 Deliverables
The Contractor shall produce a WAP in accordance with the requirements of this manual.
2.3 Procedures
Accommodation standards in this document apply to any organization providing communal housing
for their personnel.
The Contractor is not responsible for, and these standards do not apply to, any private housing arrangements
made directly by personnel.
These standards do apply to accommodation rented by the Contractor.
The terms “workers’ accommodation” and “facility” cover the accommodation provided for the Contractor’s
workforce and the management of those facilities.
Once a Tenderer has been selected by DDC to provide goods and / or services to DDC and enters into a Contract,
as a Contractor it shall implement all necessary rectifications and measures to comply with this CWAM. The
Contractor shall ensure its Other Contracting Parties implement any necessary rectifications and measures to be
compliant with this CWAM.
Any Contractor that fails to comply with KSA legislation or the requirements described within the CWAM may be
subject to penalties, including, but not limited to, the reporting of their actions to appropriate governmental
agencies, financial penalties, contract termination, and/or preclusion from any future work directly or indirectly
related to DDC.
The Contractor shall submit a WAP to the DDC for acceptance in accordance with the contractual
deliverable date (or at a date agreed upon with the DDC).
Each WAP shall be formally reviewed by the Engineer to ensure compliance with DDC’s requirements as
stipulated in this manual.
Under no circumstances shall compliance with the CWAM by the Contractor or its Other Contracting Parties
entitle the Contractor to any extension of time or additional compensation under the Contract.
▪ A description of the Contractor’s confidential process by which any worker can anonymously raise
grievances and/or report concerns or noncompliance with legal/other requirements without
fear of retribution
▪ A detailed description of the Contractor’s worker accommodation arrangements and
supporting infrastructure plans and procedures; at a minimum, the WAP shall include
arrangements for the following:
▪ Workers Induction Plan that introduces new arrivals to the accommodation (including policies
and rules), the site, the surrounding area, and the KSA culture and laws
▪ Transportation arrangements to and from worker accommodation
▪ Infrastructure requirements (service design, provision, testing, and maintenance)
▪ Health and Welfare Plan, including medical facilities, staffing, and treatment management
▪ Fire Safety Strategy, including fire risk assessments
▪ Emergency response, including evacuation planning, training, and drills
▪ Security management, including roles and responsibilities
The Contractor shall ensure that the Workers’ Induction Plan is accepted by the Engineer prior to occupation
of the facility.
Each Contractor is responsible to undertake ad hoc audits on its Other Contracting Parties and ensure that the
Other Contracting Parties undertaken and submit to the Contractor a monthly self-audit. A Contractor shall be
liable for any non-compliance by its OCPs with these CWAM, as if such non-compliance was the non-compliance
of the Contractor.
2.6 Deviations
Where, at any time the Contractor becomes aware of or considers that a deviation from applicable standards is
required, they shall immediately and formally notify the Engineer.
The Contractor’s proposal shall include the following information:
▪ The specific clause and document/standard applicable to the deviation request
▪ The justification for the deviation demonstrating the net benefit to the program and the workforce
▪ The potential effect on and interfaces with other disciplines, such as (but not limited to) the following:
▪ Infrastructure
▪ Spatial arrangements
▪ Ergonomics
▪ Comfort
▪ Hygiene
▪ Health and safety considerations
▪ Cost/benefit analysis
The Engineer and other DDC subject matter experts (including the CWAM process owner) shall review the
proposal and respond within the required contractual timeframes with one of the following responses:
• Rejected
• Accepted with additional comments
• Accepted
The Engineer shall record the result of the deviation request on the relevant DDC change register.
3. Location
3.1 Purpose
The purpose of this section is to provide the minimum requirements for the layout and siting of the accommodation
facility. Design and construction of all facilities shall conform to the applicable laws, rules, and regulations of KSA. The
requirements in this chapter are in addition to the KSA legal requirements.
The Contractor shall ensure that the design, construction, and location of the facility:
The following staff shall have relevant licensing from the appropriate ministry:
▪ Medical
▪ Kitchen staff and any food handlers
▪ Barbers
▪ Dentists
▪ Drivers (coach, bus, etc.)
▪ Maintenance operatives
▪ Security
4. Buildings
4.1 Purpose
The purpose of this section is to provide minimum requirements for the design and construction of
accommodation buildings. Design and construction of all facilities must conform to the applicable laws, rules,
and regulations of KSA. The requirements in this chapter are in addition to the KSA legal requirements.
All structures design, construction and operations shall comply with the building, sanitary, and environmental
conditions and safety requirements of the KSA authorities, including relevant Civil Defense Department,
Construction Specification and other Governmental requirements.
The accommodation facility shall include a kitchen and separate dining hall facilities for all occupants.
Shaded areas, whether provided as shading between buildings or separate dedicated areas, shall be provided for
Workers use and comfort.
Smoking is prohibited inside all buildings. Clearly marked designated (and shaded) outdoor smoking areas must
be established throughout the accommodation.
Building materials shall be environmentally friendly and not pose a risk to public health, including but not
limited to the use of low volatile organic compounds (VOC) painting.
light Window areas must represent not less than 5 to 10% of the floor area.
Clear directional signage and lighting shall be installed for safe passage throughout the facility.
4.3 Bathrooms
References to bathrooms includes the following:
▪ Toilets
▪ Urinals
▪ Wash basins
▪ Showers
▪ Unless otherwise stated, each restroom provides of mix of both Western and Asian toilet fixtures.
▪ All water closets are provided with a hose on the right-hand side.
▪ Water pressure is sufficient to allow for the flushing of toilets and urinals after each use.
▪ Sufficient quantities of toilet paper are available in the toilets at all times.
4.3.3 Showers
The Contractor shall ensure:
▪ Slip resistant and hard, washable materials are used for shower construction.
▪ Walls are covered with porcelain/ceramic tiles and/or an equivalent wall covering.
▪ The shower provides an adequate flow rate.
▪ Each shower stall is fitted with:
▪ Drain pan
▪ Privacy curtain or door
▪ Soap dish
▪ Clothes hook
▪ Towel rail
▪ The shower is in an area of the bathroom separate from the water closet.
▪ The shower is not located directly above the water closet and may not use the water closet floor
aperture for drainage.
4.4 Bedrooms
4.4.1 General Requirements
Regardless of size, the maximum capacity of any bedroom is four people.
▪ A minimum 6.5 m2 space (including bed and wardrobe) is provided for each person.
▪ The bedroom ceiling is at least 2.5 m high (3 m without gypsum).
▪ The space between the beds is at least 1 m from both sides.
▪ The bed height is at least 31 centimeters from the ground.
▪ The sleeping noise level is not greater than 40 decibels.
▪ All rooms are kept clean and in good condition.
▪ Floors are of easy to clean material.
▪ All bedroom doors are fitted with thumb-turn door cylinder locks for emergency evacuation purposes.
▪ All doors and windows are lockable.
The Contractor shall ensure the following (free of charge or the workers):
▪ Bedrooms provide residents sufficient space to move freely about the room and to sleep comfortably.
▪ There should be at least one (1) x operable window per room covered by a moveable curtain;
▪ One bed is provided for each resident. Requiring residents to share a bed is prohibited.
▪ Each bedroom includes one general purpose table with adequate seating for the occupants of the room.

▪ Wall-mounted shoe racks are installed outside each bedroom. A shoe rack shall be wall mounted (i.e. off
the floor) in a ventilated area outside each bedroom with sufficient capacity for the number of occupants.
The shoe rack shall be made of material which is solid and durable.
▪ Movable privacy curtains of durable, non-transparent fire-retardant fabric are hung around each bed.
▪ Upon arrival, each resident is provided with the following:
▪ The bed frame and bedding are replaced at least once every 2 years.
▪ Upon arrival, each resident is also be provided with the following:
▪ Non-flammable and locking closet or cupboard at least 2 m high and 90 millimeters wide (with
a separate lockable area inside for the storage of personal documents)
▪ Bedside table
▪ One double power outlet within each bed space
▪ One task light
▪ As a minimum, bed linen is washed once every week (disinfectants and pest repellents are applied
where conditions warrant).
▪ Laundry services are provided free of charge to the residents.
Cooking stoves, microwaves, electrical appliances, and washing machines are prohibited in the bedrooms.
Conditioning
Air conditioning is mandatory for all buildings. The Contractor shall ensure the following requirements are met
or exceeded:
▪ Only centralized package units or split units are permissible (through wall air conditioning units
are prohibited).
▪ Units without a central air conditioning system have individual air conditioning units (split but not

window type) with condensation discharge pipes installed inside the vertical service risers for water
drainage.
▪ Air conditioning units provide sufficient cooling capable of cooling rooms in extreme heat conditions.
▪ All rooms, kitchens, dining halls, corridors, offices, and halls are provided with ventilation and central
air conditioning systems.
Ventilation
The Contractor shall ensure ventilation systems are:
▪ Installed in all areas that contain pollution sources
▪ Installed in bathrooms to discharge the air outside the building and replace it with external air using
the correct methods
▪ Designed to expel air directly outside the building at a sufficient distance from air inlets to prevent
the return of pollutants into the buildings
▪ Designed and installed to provide ventilation and create an air current from adjacent areas
▪ Designed and installed to preserve internal air quality and provide external air for each type of room
in liters per second, per the information presented in Table 1

4.4.4 Lighting
Indoor Lighting
Adequate lighting shall be provided for the safe operation of the facility and so residents can conduct necessary
domestic duties and pursue leisure activities.
All lighting units fixed in occupied areas shall provide or exceed the minimum lighting levels listed in Table 2.

Outdoor Lighting
In respect to outdoor lighting arrangements, the Contractor shall:
▪ Install sufficient lighting to allow pedestrians to read directional signage and distinguish the borders of
the sidewalks, crossroads, and any obstacles.
▪ Provide additional lighting for alleys, fluctuations in street levels, and potentially hazardous locations
or situations.
▪ Place lampposts out of the pedestrian right-of-way.
4.4.5 Kitchens
Kitchens shall be in stand-alone buildings, except in instances where they adjoin dining halls.
General
The Contractor shall ensure the following is implemented:
▪ A Kitchen Management Plan is prepared prior to occupation of the facility (as part of the WAP).
▪ Kitchens are provided within the accommodation facility.
▪ Food production facilities comply with HACCP requirements.
▪ Kitchen walls have porcelain tiles or an equivalent wall covering from floor to ceiling.
▪ Kitchen floors (and all related areas) are made of anti-slip surfaces.
▪ Food preparation is provided by a licensed food service company or specialist food staff with
sufficient equipment and resources to accomplish the following:
▪ Provide healthy meals to residents.
▪ Provide appropriate cleaning and sanitary conditions.
▪ Preparation, storage, and cooking of food is restricted to the kitchen and appointed preparation areas.
▪ Kitchen size requirements are based on the number of residents to be served, inclusive of the following:
▪ Inventory office
▪ Hot, cold, and ambient food/goods storage and food preparation areas
▪ Cooking facilities
▪ Washing facilities
All gas fitting connections must be male and female joints (pipe clips/handcuffs are prohibited).
The Contractor shall ensure the accommodation facility provides the following:
▪ Staff offices for catering management staff and maintenance of kitchen records
▪ Refuse storage (including waste segregation) and disposal
The Contractor shall ensure that large equipment, including but not limited to cookers (stoves/ovens),
refrigerators, and freezers, is mounted on lockable casters and fitted with heatproof flexible cables/hoses to
enable accessible cleaning behind and underneath.
All kitchen staff shall wash hands after using the bathroom facilities and be trained specifically in hygiene
requirements.
All persons, including those directly or indirectly employed (such as third party contractors), that work in the
kitchen and / or handle food, shall be in possession of any licenses that may be required by the relevant
authority.
The following requirements shall be implemented by the Contractor:
▪ Dangerous equipment (e.g., mechanized food slicers) is provided with all the necessary guards and safety
equipment and is inspected, tested, and maintained in accordance with the relevant legislation and
applicable standards.
▪ The use of personal protective equipment is mandatory where indicated by risk
assessment/manufacturers guidelines.
▪ Warning notices are displayed, and adequate training and supervision is given to staff.
▪ Safety training is documented, and the training records are maintained.
▪ Safe working methods and safe cleaning routines are established and documented.
Kitchen Maintenance
Kitchen, food storage, preparation, cooking and serving facilities/equipment shall be kept in clean and sanitary
conditions at all times.
All equipment (large and small) shall be maintained in safe working order and shall be cleaned thoroughly after
each use.
Meal Service
The Contractor shall provide every worker with three meals per day, free of charge, whether the worker is at

▪ All catering staff, including those directly or indirectly employed (such as third party contractors), that work
in the kitchen or handle food, shall be in possession of any licenses that may be required by the relevant
authority.
Consideration for the cultural diversity, dietary, and religious requirements of the residents shall be included in
menu planning.
The Contractor shall ensure balanced and healthy meals are provided, considering the following:
▪ There will be a 14-day menu cycle rotation.
▪ The daily diet provides a suitable balance of fats, carbohydrates and proteins, following
recognized international guidelines.
▪ The recommended daily calorific requirement for residents performing heavy physical labor in
extreme heat is 3,000 to 4,000 calories per day, dependent on conditions.
▪ Sufficient drinking fluids are available and provided at all times to prevent
dehydration. Residents are prohibited from preparing their own meals in the facility.
The Contractor shall use appropriate food service equipment, sufficient in quantity for the menus being
served to ensure that diners are served as quickly as possible and to allow sufficient time for their meal
breaks with time to spare before returning to work.
Hot and cold servicing equipment shall be stainless steel, fitted with sneeze guards, and designed to maintain
the food at appropriate temperatures in accordance with food safety rules.
Server lines shall be subdivided by menu to allow diners to quickly choose the line that suits their preference
and to make the service more efficient.
The Contractor shall provide sufficient, easily accessible tray and dish return areas (e.g., mobile trolleys or
static delivery and collection points) located in proximity to the dish wash area to facilitate swift removal
of dirty trays, crockery, and utensils from the dining area.
Taking food to and eating in bedrooms is prohibited (to avoid creating environments for pest infestation and
spreading unpleasant odors in living accommodation).
Dining halls shall accommodate multi-national diners. They will provide clearly defined dining areas for each
national cuisine, and they will be subdivided or broken up into smaller, more comfortable, and resident friendly
facilities (e.g., by using mobile planter boxes or mobile trellis units).
The Contractor shall provide to each Worker one set of suitable and durable eating utensils (i.e. tray, cup and
spoon) for use at the Accommodation Site.
The Contractor shall provide:
(a) a sufficient number of easily accessible tray and dish return areas for dirty dishes and cutlery; or
(b) suitable dish washing areas, with detergent, for Workers to wash their own dishes and cutlery.
5. Facilities/Utilities
5.1 Purpose
The purpose of this section is to provide minimum requirements for the infrastructure of the accommodation
facility. Construction of all facilities shall conform to the applicable laws, rules, and regulations of the KSA. The
requirements in this chapter are in addition to the KSA legal requirements.
Where compliance is required to additional international standards, the requirements will be communicated
as an instruction to the Contractor or as an update to the CWAM.
All water tanks used to store water for showering and ablutions shall be as follows:
▪ Sheltered and insulated or fitted with water cooling devices to allow for the provision of cooled water
▪ Periodically tested by the Contractor (or their accredited/licensed supply chain) to ensure the water is
free of contaminants
A backup diesel power supply shall be provided for all essential services and critical loads, including, but not
limited to, freezers, waters pumps, sewage pumps, air conditioning, and kitchen equipment if main power
supply is not available or interrupted.
Where diesel power generation is used, generators and fuel farms shall be designated as restricted areas and
fenced off with appropriate security and access controls.
Where a facility is powered by diesel generators, no habitable building may be located in proximity to the
generator. The separation distance shall be designed in accordance with recognized national/international
standards and best practice as per KSA Civil Defense m.
Electrical distribution equipment and switchgear shall be secured, and safety signage shall be placed and clearly
marked with the appropriate contact and emergency telephone numbers for access.
▪ At least one drinking fountain/water cooler for every 20 residents is provided throughout each residence
building.
▪ Where drinking water is provided, the Contractor must install three candle ceramic water filters. The use
of fiber or thread filters is prohibited.
▪ Water storage tanks must be cleaned and regularly maintained.
▪ The Contractor shall ensure that the water is of potable quality and free of contaminants.
▪ All single use and disposable containers for drinking water are prohibited from accommodation and work
sites. Reusable bottles, flasks, glasses, camel bags or other reusable solutions should be provided for
workers to use.
5.3.3 Sewerage
An onsite sewage treatment system is mandatory unless the facility is connected to the main sewer.
The Contractor shall ensure the following:
▪ Septic tanks are emptied on a regular basis and kept sealed to avoid insect and rodent infestation.
▪ The collection points for septic tanks are installed in accordance or General Authority of Meteorology
and Environmental Protection regulations.
5.4 Medical
Each accommodation facility housing 1,000 to 5,000 residents must have a medical clinic capable of providing
health services to all the residents and deal with all cases requiring medical care (except cases that require
hospitalization).
In accordance with the scope of this manual, the Contractor shall formally notify the Engineer where they
propose the provision of services and facilities to alternative ratios.
Where accommodation units house residents below the thresholds, the Contractor shall formally confirm to the
Engineer how those residents shall be afforded access to a medical clinic, nurses, and doctors. This includes
accommodation units housing resident numbers below the given thresholds, but when aggregated (across the
accommodation geographical area) exceed the given numbers.
Regardless of numbers of residents in the facility, every resident shall be given unobstructed and efficient
access to medical facilities staffed by professionally trained medical staff (nurses and doctors) in accordance
with the requirements of this manual.
As a minimum, the medical clinic shall include:
▪ 24/7 operating hours including weekends and religious/national holidays
▪ An adequate number of employees (including an on‐duty physician and nurses)
▪ An onsite ambulance for transporting patients to offsite hospitals (and from the worksite to
the accommodation clinic)
▪ A clinical hand wash basin with hot and cold water feed and antiseptic soap
▪ A ceiling-mounted adjustable examination luminary, in addition to mobile lighting
▪ A lockable cupboard for the storage of drugs, needles, and syringes
▪ A stock of controlled drugs (if appropriately licensed)
▪ Adequate refrigeration for medication
▪ A clinical dressing trolley and an emergency care trolley
▪ Waste disposal bins for clinical items, including sharps, used sterile supplies, and general waste
(medical waste must be disposed of in accordance with statutory requirements)
▪ A medical isolation unit, away from the general clinic, to accommodate infectious disease cases
(e.g., chickenpox, measles etc.) equipped with washing/bathing/toilet facilities
▪ One bed for every 250 residents, with appropriate bedding and a privacy curtain for cases
requiring overnight observational stays
▪ Easy access (including an inclined ramp)
▪ A waiting area with sufficient space and seating for patients
▪ Sufficient rooms/offices designated and appropriately equipped for the following:
▪ Consulting and treatment
▪ Convalescence
▪ Medical records
▪ Storage of equipment
▪ A computer workstation for recording clinical information, e.g., name, age, nationality, ID number,
and diagnoses
▪ Air conditioning and ventilation of a recognized brand and model suitable for use in medical
facilities, installed and in good working order at all times
▪ An adequate number of first aid kits available (the location clearly marked) and adequately
stocked throughout the facility
Residents returning from leave from areas where communicable diseases are known to be endemic must be
monitored and screened on return to work for an appropriate period in accordance with Ministry of Health
guidelines (generally for 6 weeks). The Ministry of Health provides regular updates of communicable diseases
and at-risk areas. The Contractor shall ensure the following:
▪ All residents are provided with access to healthcare beyond basic first aid.
▪ Transportation for workers requiring medical attention from the labor accommodation to and
from appropriate offsite medical facilities, is provided free of charge and in a timely manner.
▪ Medical insurance is provided for all residents as legally required.
▪ Public health training is provided to all residents. Training must include, but not be limited to,
the following:
▪ Personal hygiene
▪ Appropriate use of sanitary facilities provided (e.g., flush toilets, showers, hand washing,
waste disposal)
▪ Awareness of the prevention and transmission of communicable diseases

▪ Public health awareness is promoted throughout all facets of the accommodation, including but
not limited to, the following:
▪ Signage in kitchens, bathrooms, etc., promoting hygienic practices
▪ Educational videos and presentations
▪ Regular and periodic health screening for all residents (annually, at a minimum)
5.6.1 Cleaning
The Contractor shall ensure the following:
▪ A cleaning service is provided for all accommodation facilities and public areas.
▪ The cleaning service has trained staff using appropriate equipment and cleaning supplies.
▪ Dedicated cleaning teams and equipment are assigned (to specific tasks/areas) to reduce the risk of
cross contamination between areas being cleaned.
▪ Kitchen and dining hall areas are cleaned at least three times a day, scheduled immediately
following periods of high use and as required.
▪ Bathrooms are cleaned (at least) twice daily, scheduled immediately following periods of high daily
use and as required.
▪ A deep clean of all kitchens, dining hall, and bathroom areas, using suitable detergents and
disinfectants, is completed three times a month.
▪ To meet the required cleaning standards, high-pressure steam cleaners are used for deep cleaning in
shower areas to dissolve grease and oils, ingrained dirt, and the build-up of soaps and
contaminants.
▪ All living accommodation rooms are cleaned, at least twice a week.
▪ Daily, weekly, and monthly cleaning schedules are established for all areas.
▪ The bedroom floor and walls shall be free of mould and debris and be easily cleanable.
▪ Cleaning records are maintained for audit purposes.
▪ Main air conditioning/cooling units have three-phase electric power systems that can be
disconnected individually in the relevant location.
▪ Electrical outlets of appropriate current strength (amps) and of adequate numbers are constructed to
meet daily use for all residents as follows:
▪ In all bedrooms, a power outlet near every bed for personal use
▪ In each room for electric appliances
▪ In the wall of each main corridor, with a 15 m distance between plugs
▪ In all occupied rooms
▪ For heavy appliances, including but not limited to, the following:
▪ Laundry equipment
▪ Kitchen equipment
▪ HVAC equipment

Cooking Gas
The gas supply design and delivery systems shall meet Civil Defense requirements.
▪ Items that spoil quickly or require cooking before consumption may not be sold
▪ Food preparation and packaging is permitted inside the grocery store only
▪ Barbershop
▪ Dentist
▪ ATMs and money transfer service
▪ Rest/recreation/multipurpose hall with comfortable seats
▪ Reading areas and materials (in multiple languages for diverse ethnic populations)
▪ A satellite TV package is be provided in the common area with a diverse range of programs.
▪ Sufficient TVs of a suitable size and number are available to facilitate viewing by all wishing to do so.
▪ Sufficient wireless internet (Wi-Fi) is provided to all residents free of charge.
▪ A computer center/internet café with sufficient internet equipped computers (at least 1 computer per 150
residents) is be provided for residents who do not own a personal computer or laptop.
▪ Each social room shall have sufficient air-conditioning capacity to cool a fully occupied room inclusive of
any associated latent and sensible heat loads such as lighting and electrical appliances that are normally in
operation, during the hottest periods.
5.7.2 Sports
The Contractor shall ensure the following:
▪ Suitable and clean indoor recreational spaces with adequate natural light, ventilation, and cooling
is provided for the use of all residents.

▪ Equipment for indoor activities (e.g., chess, dart, and carom boards, table soccer and table tennis
equipment) is provided.
▪ A minimum of one outdoor multipurpose sport field (e.g., cricket pitch, 5-a-side football field,
volleyball court, or basketball court), or free access and transportation to a community sport facility
is provided.
▪ An indoor, fully equipped gymnasium with adequate ventilation and cooling or free access
and transportation to a fully equipped gymnasium is provided.
5.8 Transportation
The Contractor shall ensure that transport providers are licensed by and registered with the appropriate
KSA authorities.
The Contractor shall provide transportation free of charge to and from the following:
▪ Worksites, including backup services from worksite to accommodation facilities for those who failed
to access scheduled services
▪ Community facilities, shops, post offices, banking/money transfer services, and recreation areas
during leisure time (when these services are not available in the facility)
▪ Offsite medical facilities, including emergency services (at all times)
▪ The nearest public transportation point during scheduled days off
The Contractor is responsible for all costs associated with all vehicles used for transporting workers, including
but not limited to licensing, operation, maintenance and repair, insurance, and payment of applicable taxes
and registration.
▪ Air conditioning
▪ One seat for each passenger equipped with a seatbelt
▪ An adaptive wheel braking system for vehicle stops in slippery locations
▪ Tubeless tires
▪ A semi-automatic gearbox (at a minimum)
All vehicles used for carrying workers must be operated safely. As a minimum, drivers shall adhere to the
following requirements:
▪ Drivers must be licensed/certified as required.
▪ All posted speed limit signs must be complied with.
▪ Speed must be limited to 20 kilometers per hour within the accommodation site (in compliance with
the Contractor’s Traffic Management Plan).
All drivers are restricted to operating (driving) vehicles for not more than 8 hours per day.
Driver Competence
Drivers shall hold a valid and appropriate Saudi Arabian driver’s license for the category of vehicle.
Drivers shall possess current basic first aid training and pass the Contractor’s defensive driving training course.
Bus Boarding
Bus boarding bays shall be safely located within or alongside the accommodation in such a place that the
need to cross access roads is eliminated or minimized as far as reasonably possible.
Bus boarding bays shall be clearly marked and have adequate lighting.
During the peak boarding and disembarking period (mornings and afternoons), delivery vehicles into the facility
shall be restricted.
▪ All vehicles enter the facility through one gate and exit through a different gate.
▪ Sufficient illumination is be provided in trafficked zones and throughout the facility footprint.
▪ Movements of external vehicles inside the facility, (e.g., delivery vehicles, water tankers, and waste
removal trucks) shall be directed and monitored by the appropriately appointed and trained staff.
▪ During the peak boarding and disembarking period during the morning and afternoon, all delivery vehicles
into the facility are to be restricted.
▪ In the absence of a vehicles reverse alarm, reversing and turning shall only be carried out with the help of a
signalman.
Accommodation Management
5.9 Purpose
The purpose of this section is to provide guidelines for the management of the accommodation facility.
Construction of all facilities shall conform to the applicable laws, rules, and regulations of KSA.
The requirements in this chapter are in addition to the KSA legal requirements.

The Contractor shall prepare a detailed Facilities Management Programme for each Accommodation Site to
address the operations and maintenance of the Accommodation Site as well as the health, welfare, education,
training and recreation strategies for Workers. The Facilities Management Programme shall be available to DDC
upon request.
• a fire safety and life safety management plan that includes a detailed layout of all fire detectors and fire
fighting equipment, multilingual signage and details of the Fire Evacuation Plan and records of drills;
• a menu plan;
• a Security and Emergency Management Plan that includes all security procedures; and
• a Workers Induction Plan that introduces new arrivals to the Accommodation Site, its surrounding area
and the local culture.
▪ Maintaining an up-to-date database with a register and record of every resident (in accordance with
data protection and retention requirements)
▪ Appointing staff to perform the necessary tasks for day-to-day management, maintenance, and
operation of the residential facility

5.10.1 Communications
The Contractor shall:
▪ Provide a notice board at the facility for the purpose of communicating with residents.
▪ Ensure as a minimum, that notice boards provide the following information in the prescribed
languages relevant to the workers residing in the facility:
▪ Contractor’s Health and Safety Policy (signed by Senior Management)
▪ Name, pictures and contact details of the relevant Accommodation Officers and Accommodation
Manager
▪ Names, pictures, and room numbers of appointed first aiders and fire wardens
▪ Evacuation plan, exits, and assembly points
▪ Accommodation rules and procedures
▪ Details regarding support systems available to Workers from the Contractor and DDC.
▪ Workers are provided with a laundry service (in house or external), free of charge.
▪ The laundry facility is of a suitable industrial size/capability to launder in the appropriate timeframe.
▪ Suitable detergents and chemicals are used in accordance with the equipment manufacturers’ guidelines.
▪ Each worker is provided with one laundry bag per annum for free.
▪ Residents are made aware of the laundry schedule.
The Contractor shall ensure the installed privacy curtains are washed at regular intervals.
In addition to a central laundry service, additional hand wash sinks or washing machines with both hot and cold
water are to be provided to allow residents to wash personal items.
The Contractor shall provide suitable washing lines within the accommodation for residents to use as
required. If laundry services are provided on site, they shall be as follows:
The Contractor shall ensure that house rules include, but are not limited to, the following:
▪ Cleanliness
▪ Clear prohibitions (smoking, cooking, gambling)
▪ Storage
▪ Garbage disposal
▪ Loud music
▪ Tampering with the building equipment
▪ Water preservation
▪ Arrangements for visitors
▪ Emergency procedures
▪ Any other matter deemed necessary by the Contractor or facility management
Copies of the house rules, in a language understood by all residents and signed by the Accommodation
Manager, shall be placed on every floor of the accommodation facility.
Surveillance cameras shall monitor every section of the residential facility, in accordance with the relevant
privacy and disclosure requirements.
6.3 Smoking

The use of tobacco products for smoking or any other purposes, as well as vaping, is prohibited in the following
areas:
▪ Inside all facility buildings
▪ Within 20 feet of any entrance or fresh air inlet
The use of tobacco and vaping products is permitted outdoors in designated smoking areas.
Clear signage must be installed throughout the facility to accomplish the following:
The Contractor shall provide a copy of the WAP to all security personnel and ensure they understand the
requirements of the plan in relation to their assignment instructions.
Security staff responsibilities include, but are not limited to, the following:
▪ Being the focal point of contact with visitors to the accommodation facility
▪ Restricting access so that only authorized personnel and visitors may enter
▪ Monitoring and reporting suspicious people, vehicles, and events to the accommodation management
Security incidents shall be reported and investigated in accordance with DDC requirements for incident reporting
and investigation.
6.5 Health
6.5.1 Public Health Hazards
The Contractor shall ensure the following:
▪ Adequate controls are in place for the prevention and mitigation of health hazards.
▪ The Accommodation Manager reports the outbreak of any contagious diseases, food poisoning, or
any other serious illnesses/injuries to the required health authorities and in accordance with the
DDC requirements for incident reporting and investigation.
▪ All necessary measures are implemented to prevent public health hazards, including the prevention
and spread of insects and rodents in or around the accommodation facility.
▪ A company specializing in controlling public health hazards and licensed by the competent KSA
authority are contracted to carry out extermination activities per an approved program.

▪ Only chemicals, poisons, and pesticides approved by the Ministry of Environment are used.
▪ Pest sprays are prohibited in any food storage, preparation, or serving areas.
7. Fire Safety
7.1 Purpose
The purpose of this section is to provide the minimum requirements for the prevention of, detection of, and
response to fires within the accommodation facility. Construction of all facilities shall conform to the
applicable laws, rules, and regulations of KSA. The requirements in this chapter are in addition to the KSA
legal requirements.
▪ Water hoses of 2,000 liters/minute for 240 minutes requires 480 m3 of water.
▪ Sprinklers of 3,000 liters/minute for 120 minutes require 360 m3.
▪ The fire detection, alarm, and suppression system include, but is not limited to, the following components:
▪ A fully automatic alarm system controlled from within the buildings by means of an automatic
fire alarm panel
▪ Fire detection systems in each bedroom
▪ Smoke and fire detectors, call points, and control panels are fully accessible and hard-wired into a
central control panel located in a room that is manned 24/7 by appointed and competent staff.
▪ Kitchens are fitted with emergency gas cut off and automated fire suppression systems.
▪ A single red strobe light automatically activated by the fire alarm system is mounted on the outside roof
of each building.
▪ Emergency and security lighting shall be on a battery backup system as per Civil Defense requirements.
Emergency evacuation plans shall be developed to ensure the safest and most efficient evacuation of all
residents of the facility.
Main passages in the facility shall be equipped with hose reels.
Sprinklers are recommended in corridors used for fire escape routes.
The Contractor shall designate clearly marked assembly areas for use in the event of evacuation and ensure the
following:
▪ There are at least two evacuation assembly areas.
▪ Assembly areas have sufficient lighting.
▪ Routes to assembly areas are clearly marked and through non-hazardous areas.
▪ A minimum of two unlocked and unblocked fire exits are required on each floor of the accommodation.
▪ Exit doors must be clearly marked with lit “EXIT” signs (with an uninterruptable power supply for
a minimum of 1 hour) posted at the top of the exit door.
▪ Emergency exits must be kept clear at all times.
▪ Emergency roads and passage exit lights are supplied with backup batteries in the event of a power outage.
The Contractor shall ensure fire evacuation practice drills are implemented per the following schedule:
▪ Within one month of a facility becoming operational
▪ Every three months (in accordance with Civil Defense
