1 PURPOSE

The purpose of this Guide and Manual (GM) is to help and guide users of the HSE-SUR Matrix to populate it and
assess the risks associated with the operation to be assessed.
Group Directive DIR-GR-STC-001 indicates that "Each corporate department has to prepare a risk analysis
framework for their area of expertise, to be used by the Operating Divisions for their project presentation”.
The HSE-SUR Matrix provides the framework for analysing HSE and Security (SUR) risks and impacts defined
by these two Directions.

2 SCOPE OF APPLICATION

As required by Group Directive DIR-GR-STC-001, "Before the Operating Division submits a project to the
Executive Committee, it must first present it to the Risk Committee (CORISK)".
Consequently, this GM is intended for any Operational Entity preparing a dossier (e.g.: investment projects,
industrial projects, acquisition or participation or disposal operations, commitment) submitted for review by the
CORISK.
The list of risks and impacts, as well as the tutorial in this document, are adapted to the risks encountered in the
Group's historical activities. In the event of risk(s) specific to a new business or product, it is advisable to draw
inspiration from the spirit of the matrix and propose an evaluation scale, by consulting the HSE and SUR
Directions as needed.

3 MATRIX AND TUTORIAL

3.1 Structure of the Excel File

The Excel file has four tabs:
1. Instructions;
2. HSE-SUR Matrix;
3. Dashboard;
4. Tutorial.

3.2 Objectives
The HSE-SUR Matrix is designed to inform the members of the CORISK about:
• The risks that the environmental, industrial, security and societal context pose to the Group's operation
and image;
• The risks and impacts that the operation presents, in terms of HSE-SUR, for the natural, industrial and
societal environment.

3.3 Process
The HSE-SUR Matrix information and circulation process for validation or opinion should be read and followed
as indicated in the instructions tab.

3.4 Information on the Matrix

The HSE-SUR Matrix is completed by the team responsible for the operation submitted to the Risk Committee.
The skills and resources devoted to the assessment of HSE risks are defined in line with the nature of the HSE
risks and the scale of the operation envisaged.

3.5 Content of the Matrix

The content of the HSE-SUR Matrix reflects the risks when the transaction is presented to the CORISK and their
evaluation incorporates the proposed risk control measures.
The information reported in the HSE-SUR Matrix covers, in each of the HSE areas, all the risks and impacts,
proven or potential, direct or indirect, generated by:
• Contextual elements (third-party activities, social environment, natural risks, etc.);
• The operation to be assessed (because of its activities and / or the products used), and the impacts on
staff, residents, the environment and facilities.
If the operation to be assessed comprises different phases (e.g. drilling, construction, operation, dismantling) with
respective risks, this must be specified in the description of the matrix.
Depending on the specifics of the operation, some items of the HSE-SUR Matrix may not be relevant. They are
then mentioned as such.

3.6 Using the Tutorial

The tutorial accompanying the HSE-SUR Matrix makes it possible to identify the applicable themes and issues
and indicates the criteria to be considered for the evaluation of risk levels.

4 TERMS AND DEFINITIONS

4.1 Definitions

HSE-SUR Matrix (low risk), yellow (moderate risk), orange (high

investment, acquisition or divestment project,
carried out in each of the HSE aspects and
Security. The purpose of the HSE-SUR Matrix is
to inform the decision-making entity or affiliate
about the main HSE and Security risks. Risks and
impacts are assessed on a 4-level scale: green

and potential impacts are indicated in the HSE-
SUR Matrix. A risk assessed as orange or red
does not mean that it is too high for the project to
go ahead, but it highlights the importance of risk
management measures to be developed and
