responsibility. I see in each of your faces the potential, determination, and the dreams that have
brought you from where we stand in this very moment. Today, I want to share with you a
message that goes beyond the boundaries of gender and embraces the spirit of empowerment that
resides within us all. I am M/LCDR LLAPITAN, KATHLEEN from ___________, Cagayan.
First and foremost, I want to address these remarkable women among us. We have shattered
