“AN ORDER CREATING THE COMPOSITION OF THE BARANGAY A. TUMAMAK, VILLABA, LEYTE
LIVELIHOOD COUNCIL AND POWERS AND AND FUNCTIONS’
WHEREAS, the Barangay A. Tumamak declares as a policy to reduce if not eliminate poverty among
its constituents. Improve their living conditions and provide them with the opportunity to increase
livelihood income and earning capabilities through an integrated and earning capabilities through an
integrated and effective development program;
WHEREAS, to enable the Barangay A. Tumamak to pursue a comprehensive and coordinate
livelihood development program and ensure the wider coverage to beneficiaries, there is a need to
create a council that will formulate a comprehensive livelihood development program, coordinate
and monitor its implementation and create whole of barangay approach to integrate all livelihood
initiatives;
NOW THEREFORE, I HON. RENATO P. TUMAMAK, Punong Barangay of Barangay A. Tumamak,
Villaba, Leyte, by virtue vested of the power vested in me by law, do hereby order;
SECTION 1. CREATION: The Barangay A. Tumamak, Villaba, Leyte Council is hereby created which
shall be under the officeof the Sangguning Barangay.
SECTION 2. The council shall be composed of the following:

SECTION 3. The council shall have the following powers and functions:

1. To formulate in accordance with applicable rules and laws and in consultation with the
concerned sectors, an integrate and comprehensive Barangay Livelihood development
program.
2. To formulate consultatively to all concerned sectors, policies, standards and guidelines which
shall govern THE IMPLEMENTATIONS OF LIVIHOOD PROGRAM AND PROJECTS. Including the
Identification and coordination of various types of assistance that should be provided to
ensure their effective implementations.
3. To review, amend, modify and approved all livelihood programs submitted by the
implementing agencies, and to evaluate and recommend the budgetary allocation of
resources for all livelihood programs and projects.
4. To monitor and evaluate the implementation of livelihood programs and projects and
institute measures to address identified gaps, as well as decide on whether or not a certain
program and project based on monitoring and evaluation results.
5. To establish effective unified mechanism for livelihood program planning and
implementations.
6. To review, amend modified and approved all founded Barangay Livelihood development
programs to ensure that this and are consistent with the various agencies plans and
programs.
7. To provide disseminate information and data on livelihood project initiatives ti the agencies
concerned and point out actual or possible duplication among livelihood projects.
8. To promulgate rules and regulations as may be necessary for the effective exercise of power
and functions of the council.
9. To assist liquidation and other pertaining documents to comply on any livelihood programs
assistance and any other grant.
10. To give regular updates/report to City Livelihood Section/in-charge.
11. To facilitate cultural mapping and secure other data to support One Barangay One Product
through its existing raw materials in the area.
SECTION 4. EFFECTIVITY: This order shall take immediately and shall remain in force and effect
until the completion of the program or sooner revoked.
