$55.5 M Investment For Seafloor Exploration

The Korean Ocean Research and Development Institute (KORDI) will invest $55.5m to explore seafloor massive sulphides (SMS) in Fiji. Director of Mineral Resources Malakai Finau said this exploration will obtain information about deep sea minerals and the other unknowns. This is the first deep sea licence to be issued and it would be for a good cause, he said. KORDI was granted a six-year licence last November to explore in the north-western area of Fijis Exclusive Economic Zone. The exploration will be in three phases. Phase one involves locating active and inactive SMS deposits, phase two involves identifying the subsurface structure and test drilling of prospective areas while phase three is where resource potential will be appraised for commercial extraction. SMS deposits under the sea are expected to contain metals such as gold, silver, copper or zinc among others

Spanish Envoy Presents Credentials

The non-resident Ambassador of Spain to Fiji, His Excellency Jesus Miguel Sanz Escorihuela, presented his credentials to His Excellency the President, Ratu Epeli Nailatikau. Mr Escorihuela holds a degree in law and agronomy and joined the diplomatic services in 1992. His last post before taking up diplomatic posting was as the Asia Europe Foundation Governor for Spain. He will be based in Wellington, New Zealand. Meanwhile preceding the presentation of credentials was the farewell of the Austrian Ambassador Dr Hannes Porias who completed his term. Dr Porias, who was based in Canberra, Australia, met with Ratu Epeli Nailatikau before his departure.

Fiji's first representative to the Miss World Pageant in 2004, Dr Aishwariya Sukhdeo jetted into the country to boost the morale of the thirteen hopefuls for this year's event. Sukhdeo who now resides in Sydney, Australia while meeting the contestants in Suva encouraged the young ladies to be themselves and absorb all the pressure before the finals on Saturday. "My experience was fantastic and it is always good to be out there representing our country and its people," she told

the contestants. "The winner will be the ambassador of the country and will have to give full promotion about our isles of smiles to the rest of the world as Fiji is a small country and so many people do not know about us yet." Sukhdeo was one of the quarter finalists at the event after finishing in the top 20. Fiji is the first country in the South Pacific to be part of the Miss World Pageant. Samoa is expected to join the event next year.

Be Honest - Welfare Applicants Told

Fiji's Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni has urged people to be honest when putting in their application for welfare assistance. Dr Luveni said people should understand that government has limited funds and its targeted towards improving the livelihood of the poorest of the poor. She said reports reveal that from the time of application and over the years, clients economic situation changes, single mothers find employment and if their children have reached 18 years, they will no longer qualify for the assistance. She also said for every application, an officer has to pay a home visit to clients for verification of the genuine cases and clients can appeal to Appeals Panel and their case can be looked at again. A budgetary allocation of $15 million is for Family Assistance Program (FAP), $4.4 million for Care and Protection Program (C&P) along with $7million for food voucher program and $4 million for Expanded Food Voucher Program.

Fiji's gross earnings from tourism in the June quarter of 2011 were estimated at $259.2 million. This represented an increase of $29.6m or 12.9 per cent over the gross earnings recorded in the corresponding quarter of 2010, the Fiji Bureau of Statistics revealed. The increase, it said, reflected the 150,837 or 10.9 per cent increase in total visitor arrivals. The Aussies contributed 50.5 per cent or $130.9m to our economy in the six months while $40.4m or 15.6 per cent were contributed by the Kiwis.

Organisations that donated to the flood appeal account included the ANZ Bank, Kings Neon Signs, Coral Reef Alliance, Southern Division Billiards and Snooker Association, Kasabias Limited, and Telecom Fiji Limited. Laucala Bay Secondary School also donated a cheque of $431.50 to the Prime Minister and clothes that the students had brought in for the flood victims. Total amount of donations received was $88,231.50

The bureau said the earnings from tourism was basically a product of the estimated average daily spending of tourist, which is gathered from the International Visitors conducted by the Tourism Ministry and the number of visitor days, which the Bureau calculates. Visitors coming in for business or conferences are estimated to spend about $191 daily while those visiting friends and relatives are estimated to spend at least $60 daily. Qantas Denies Avoiding Agreement Restrictions

Qantas is still exploring options to sell its minority stake in Air Pacific and has rejected suggestions it is doing so by acting outside the agreement it has with the national airline. This follows allegations by AttorneyGeneral and Civil Aviation Minister Aiyaz Sayed-Khaiyum that Qantas was trying to circumvent an agreement with the government regarding the sale of shares. In announcing the new Civil Aviation (Control and Ownership of National Airlines) Decree, Mr Sayed-Khaiyum said Qantas had indicated its willingness to sell its shares. "They have told us they are willing to sell their shares and we have told them that we must follow the mechanisms set down in the shareholders agreement," he said. "Normally you say that if somebody wants to buy then you make an offer and, of course, vice versa, if they want to sell." Mr Sayed-Khaiyum said the shareholders' agreement had definite boundaries to allow for negotiations on the price of shares. "The agreement says that if somebody makes an offer to sell, if the other party wants to buy, then they can go ahead and buy. "If the other party wants to buy but doesn't agree on a price, then you go off to an independent valuer." He said the independent valuer would then decide the value of the shares and that would be the price for the shares to be bought and sold. "But they are not saying it's an offer, they are saying it's a proposal. Now if it's noted as an offer then the shareholders agreement kicks in. "So they are circumventing the system by saying it's a proposal." However, a Qantas spokesman denied there was any wrongdoing on the part of the Australian national airline. "Qantas has previously stated that we are exploring options to sell our minority stake in Air Pacific," he said. "We reject any suggestions that we have acted outside any agreement in relation to Air Pacific. "Qantas is continuing to assess the implications of the Fijian government's decision to change the airline ownership laws in Fiji and determine what impact this has on our minority shareholding in Air Pacific." Mr Sayed-Khaiyum said when announcing the new decree that the share price negotiations had progressed. "Where we are at the moment is that they are saying that they want to agree beforehand as to where we will go for the valuation before they make the offer. "So we have said to them they need to be transparent in all of this and we are at that particular stage."

Australia's trade union movement has welcomed the decision of the Commonwealth Ministerial Action Group (CMAG) not to lift Fiji's suspension. An Australia report said while the Commonwealth congratulated the military-backed regime for beginning the process of returning to democratic rule, it remained concerned about human rights issues in Fiji. In a statement following the CMAG meeting in London, Australia's Foreign Minister Senator Bob Carr supported the group's praise of Fiji's regime for beginning the process of drafting a new constitution. But he said he still had concerns about human rights in Fiji, press freedom,

and the treatment of union leaders. At a press conference in Suva on Tuesday, Attorney-General Aiyaz Sayed-Khaiyum said comments by CMAG about perceived human rights restrictions in Fiji were misplaced. He said laws in Fiji were similar to those in the rest of the world. "There is no restriction in respect of freedom of expression and assembly for that matter if you were to do go down and have a march through the streets of many of these Commonwealth countries' cities, they would also ask you to have a permit," he said. The A-G said government had no other decrees referred to by CMAG that restricted human rights. New Zealand born supermodel Rachel Hunter and Fear Factor Grand Champion USA, Mark Hewlett are in Fiji. The two celebrity judges will join our local judges, Hupfeld Hoerder, Zelda Thomas Paige and Carl Probert to decide which young lady will be Miss World Fiji 2012. National Pageant Director, Andhy Blake in a statement said the crowning will be done on Saturday at the Civic Centre in Suva. He said it will be an emotional event as they have all grown close over the previous weeks of preparation.

Miss World Fiji has kicked of its competition with the Tavarua Island Beach Beauty Competition. The 13 contestants will find out the winner of the Beach Beauty Competition on Saturday-April 21 before the crowning. Miss World Fiji will join 127 other participants for the Miss World competition in Mongolia China on August 18. Meanwhile, due to travel scheduling, Miss World, Ivian Sarcos and former Miss Australia Laura Dundovic will not be attending the Miss World Fiji pageant.

Commonwealth Welcomes Move To Democracy

Fijis move to restore democracy has been hailed and welcomed by the Commonwealth but says it still needs to restore full respect for human rights. The media reports it is hardly surprising that Ministers approved of recent statements from Fiji because as an international body, the Commonwealth exists to promote democracy, human rights and the rule of law. The Commonwealth group said Fiji needs to stick to its promise to hold elections by September 2014 and needs to ensure freedom of expression, assembly, and increase access to justice is available. They have also expressed their concerns for the people of Fiji following the recent devastating floods. The Commonwealth Ministerial Action Group (CMAG) met in London this week to discuss recent developments in Fiji with Deputy Secretary-General Mmasekgoa Masire-Mwamba.

Chief of Staff Operations LieutenantColonel Amani Suliano confirmed this and said they are following a directive from the military commander, Commodore Voreqe Bainimarama. Lt-Col Suliano said recruitments will continue once it is approved by Commodore Bainimarama but for the

time being they are concentrating on helping out people who are affected by the recent flooding. RFMF consists of 3600 military personnel situated all around the country including those serving peacekeeping duties in Iraq, Sudan and Sinai. The last recruitment was held last year where more than 80 new soldiers graduated after going through 12 weeks of basic military training.

Govt Launches Water And Sanitation Policy

National Fire Authority (NFA) advises people to take extra care following the increasing number of structural fire incidents. The comment follows a house fire at Vugalei Settlement in Lami. NFA chief executive John OConnor, who was also at the scene, said that property owners need to take extra care to avoid unnecessary fire mishaps in their property. In a statement he said there has been an increase in the total number of fires this year. At the end of March 2012, there were

Increase In Numbers Of Home Fires - NFA

21 structural fires recorded compared to 15 for the same period last year, which is a major concern for the NFA. Major causes of structural fires in Fiji have been related to electrical, cooking, children playing with matches and poor placement of mosquito coils, candles, and diyas. It is a sad sight to see a family lose their home and belongings to fire and it is sadder when we find out that the fire could have been avoided. OConnor said the fire incident at Vugalei settlement was attributed to the poor placement of a mosquito coil.

The government launched its first ever water and sanitation policy to promote safe drinking water and proper sanitation in rural areas. Speaking at the launch, Minister for Works, Transport and Public Utilities Colonel Timoci Natuva said the policy was drawn up to somewhat reduce the disparity that exists between urban and rural drinking water. It seems acceptable for rural people to drink bacterial contaminated water but not acceptable under the urban drinking water standard, said Col Natuva. He said everyone in Fiji has entitled to consume the same quality water as this is one of the basic human rights. Government has made it quite clear in the roadmap for democracy and sustainable socio economic development that everyone in Fiji should have access to clean drinking water and efficient sanitation. The policy was born out of a gap

analysis by the ministry of works on government achievements to water and sewerage services. The rural population was found to be lagging behind in terms of access to clean water and efficient sewerage services, he said. Natuva said the government will also be undertaking review of existing water laws to streamline various stakeholder functions and powers for effective water and sanitation management in Fiji. The policy also addresses the climate change impacts and also good water resources management practices. The intended outcome of this policy will not be realized if we take a copy, browse through the pages and store it in our bookshelves. Instead, he said it must be read, practiced and arouse a sense of ownership by all relevant stakeholders as this has a bearing on the rural population of this nation.

Soldiers Deployed To Help In Clean-Up

The Fiji Republic of Military Forces (RFMF) has deployed 205 soldiers in the Western Division to help in cleaning up towns and villages. Chief of Staff Operation LieutenantColonel Amani Suliano told the reporter these soldiers have been deployed around the country to help maintain security and also to help in clean-ups. Lt-Col Suliano said 60 soldiers are at the Rarawai mill, 95 in Nadi town, 20 in Ba and Sigatoka town and 10 engineers are helping clear debris blocking roads and rivers. Every two weeks there is a new set of soldiers deployed to all these areas and we are happy to also have the police and prisoners helping out in the cleanups, he said

40,000 Passports Here Soon, 11,000 Pending

Forty thousand Fiji passports with added security features are expected to arrive on May 14. And Immigration Director Major Nemani Vuniwaqa confirmed 11,000 passport applications are pending. Major Vuniwaqa said this would alleviate the passport shortages which has been a problem since last August.

He said the French suppliers had given no reason for the delay in passports. He said when the passports arrive; they will open their offices on Saturday to ensure people get their passports. We will ensure that all passports are issued within two months. We will advertise the days on which people are to be issued with their new passports, said Vuniwaqa

Fiji Mahogany Branding To Promote Fiji

The development of the Pure Fiji Mahogany Brand will go towards maximizing returns in a sustained manner says Prime Minister, Voreqe Bainimarama. Speaking at the branding ceremony of Fiji Pure Mahogany today, Prime Minister Bainimarama said that while the brand represented great promise and ensured more benefits to follow, it would promote the sustainability of Fijis mahogany. The branding ceremony that we have witnessed, the making of guitar necks and bodies, the participation of women in the Timber Industry in well paid positions, Fijian mahogany being a sort after timber and differentiated from the rest of the world lumber, increased exports of value added goods and the licensing regime are the culmination of new thinking, focused attention and perseverance, amidst skepticism, Prime Minister Bainimarama said. Between the branding, the protocols, and ensuring compliance, we must all continue to work to see the potential here is realized. The Prime Minister also added that it was necessary to establish a foundation for Fiji Pure Mahogany, one that is credible, trusted and that the landowners, consumers, businesses and Governments around the world can respect. Furthermore Prime Minister Bainimarama said that Fijis pristine environment was essential to our well-being and that each one had a role in the Fijian economy and the Fijian way of life. Todays branding of the Fiji Pure Mahogany is also indicative of the Bainimarama governments commitment to empowering Fijians and strengthening the Fijian economy. President of US Hardwood Manufacturers Association, Pembroke Jenkins said that the Fijian government was taking bold steps in ensuring that its mahogany resource is both legally harvested and sustainably managed. This is important to world lumber markets and this effort should make Fiji the leading producer of legal Genuine Mahogany in the world. The Fijian brand and the protocols will set Fijian Mahogany apart from its peers when inquiries are made in the world marketplace as to the legality and sustainability of Fijian Mahogany.

Govt Grants For Flood-Affected Sugar Farmers

Fiji's government is to give sugar cane farmers affected by the recent floods a grant of $2,500 per hectare to replant cane. The assistance will be based on an assessment done by the Sugar Industry Tribunal, Fiji Sugar Corporation and the Cane Growers Council in flood affected areas. The government will also help farmers by offering an interest free loan of $1,250 per ha, with a further grant of $1,250 per ha to replant cane. The grant portion will be given once the loan has been assessed and approved by the Sugar Cane Growers Fund. Prime Minister and Minister for Sugar, Commodore Voreqe Bainimarama said it was important to rehabilitate the sugar cane industry as quickly as possible. He said farmers need to have the opportunity to quickly replant crops and not be tied down by financial burdens. It is estimated that through this grant about 500 hectares will be planted, with a further 1,600 hectares planted through the joint loan/grant assistance.

Labasa Man In Hospital Over Goat Feud

A 37-year-old Labasa man is in hospital after being struck with a cane knife by his neighbour following an argument over a goat. Police spokeswoman Ana Naisoro confirmed the incident, but said they are yet to charge anyone. The incident occurred at Waiqele, outside Labasa where the 29-yearold man struck his neighbour after a heated argument as the victim's goat entered the accusers cassava patch and allegedly damaged his plantation. Naisoro said the man had serious injuries but is in a stable condition at Labasa Hospital. She has urged people not to take the law into their own hands

Coca-Cola Amatil Looks Into Fresh Investment

Coca-Cola Amatil will back up its proposed acquisition of Fosters beer and spirits business in Fiji with fresh investment and marketing activity to transform Fiji Beer and Bounty Rum into beverage export winners. The strategy gives CC Amatil at least one beer brand to cut its teeth on as it awaits the conclusion of its noncompete agreement with global brewer SABMiller, which last year bought Fosters for more than $12 billion. CC Amatil will also invest an undisclosed amount to bring the Fiji brewery up to the manufacturing standard of other facilities it owns and operates. The companys brands include the iconic Coca-Cola as well as Fanta, Sprite, Goulburn Valley milk, SPC and Pump water. CC Amatil last month announced it would buy Fosters Fiji brewing and spirits business for AU$58 million as part of its deal with its former Australian beer partner, SABMiller. It also had the right to acquire Fosters Australian spirit and ready-to-drink business but declined to acquire the operation. The Fiji business is owned by Fosters Group Pacific, a listed company in Fiji, with CC Amatil to own 89.6 per cent of its issued capital once regulatory officials confirm the deal. CC Amatil plans to make an offer to minority shareholders to mop up the remaining 10.4 per cent stake and take full ownership. However, some minority shareholders remain concerned the offer they will receive for their stock will fall short of the FJ$13.50-a-share price most recently quoted for Fosters Group Pacific on the South Pacific Stock Exchange. The price CC Amatil paid for its 89.6 per cent stake works out to about FJ$11 a share. A CC Amatil spokesman said the price paid for minority shareholders stock would be the same as it paid for the majority stake about 25 per cent below the current share price. Meanwhile, the Australian-based beverages group said, assuming it gained regulatory approval for the acquisition; it would inject much-needed time and money into the Fiji assets. Under Fosters Australia ownership, the development of export markets for Fiji beer and Bounty Rum was not a priority and there were little if any export sales, the spokeswoman for CC Amatil said. We believe that should we acquire the Fiji business, which is subject to regulatory approvals, we have a significant opportunity to emulate the success of FIJI Water, which created an excellent export market for the brand, marketing the pristine Fiji lifestyle and attributes. Suspension For Sick-Sheet Scam Doctor

A Fiji doctor involved in a sick-sheet scam has been suspended for three months. According to the government gazette dated March 30, Dr Serupepeli Vunisea has been suspended after he was alleged to have issued sick sheets to 114 civil servants from the Ministry of Works and Public Utilities without proper medical examination. His actions have resulted in the sacking of these workers. The gazette said Dr Vunisea is required to do three months unpaid work in satellite health centres in the Central Division under the supervision of Dr Samuela Korovou and must not work outside this scope. For any sick sheet issued by him, he must keep a copy and keep records that are countersigned by his supervisor and audited. At the end of three months unpaid work, the Ministry of Health will provide a professional report of performance to the professional conduct committee. The gazette said the report provided to the professional conduct committee must indicate whether Dr Vunisea is on the path of redemption and can re-enter medical practice. The Fiji Medical Council will then review his status.

tune of close to $9 million including donation for flood relief and direct grants project. Another significant outcome of the meeting was the signing of the letter of exchange for the development of the Rice Industry Project for Vanua Levu, one of Governments initiatives for the revival of the northern divisions economy. This will result in the visit of a technical team comprising of eight experts from China that will conduct a feasibility study of what is required to keep the industry sustainable. The cost of this group of experts will be covered by gratuitous aid stipulated in the agreement. Mr Deming also held talks with his Fijian counterpart, Attorney General and Minister for Industry and Trade, Aiyaz Sayed-Khaiyum, on the areas of business and trade the two nations can explore.

Health Ministry Monitors Food Items

The Ministry of Health team is currently in the West monitoring supermarkets and shops that may be suspected of selling contaminated food items. The Ministry spokesperson, Mr Peni Namotu said 368 tonnes of food items was confiscated from various supermarkets during the week and dumped at the Vunato rubbish dump in Lautoka. These food items were found to be contaminated and our health officers visited various supermarkets after the flood water receded. We are also working together with the police, military and town councils to monitor and place security at the dump site to avoid scavenging of these food items, Mr Namotu said. Mr Namotu said they are also not allowing any scrap metal operators to come to the dump site to avoid scavenging of food items and strengthen security.

Cooperative Vital For Economic Growth

Last year, 361 new jobs were created within the Micro, Small and Medium Enterprises (MSME) sector. The number of cooperatives established was 26 out of which 24 were agriculturebased with average shareholding of 40 to 50 individual farmers. In 2010, Cabinet approved the restructure of the Cooperatives department and to revitalize the cooperative sector to change the focus of business carried out by our local cooperatives. From the introduction of cooperatives into our country the focus was mainly on the establishment of retail shops in local villages and settlement which had been the trend all along. As businesses changed and economy evolved, the approach now is to move away from the traditional retail store business approach to income generating by making use of our natural resources such as agriculture production and marketing. The Department of Cooperatives and Small Businesses comes under the Ministry of Industry and Trade. Its main function is to promote cooperative businesses and small businesses in partnership with stakeholders to contribute five per cent of Gross Domestic product by 2020. Director and Registrar of Cooperatives, Mr Sevanaia Bilivalu said for this year, they are targeting 30 businesses to register in the areas of agriculture. We work hand in hand with the agriculture and forestry ministry to create agriculture, forestry and fishery related businesses as our cooperatives are resource owners. Its a change of direction and we have some models to replicate one is the most famous one is Lutu Cooperative Model based on a rural village situation, Bilivalu said.

Commissioner Western Joeli Cawaki and Government officials in the West were also present at the meeting to respond to questions and concerns raised by Advisory Council representatives. He assured the council representative that Government is committed to the rehabilitation of those seriously affected during the recent flooding. Commodore Bainimarama also told Advisory Council representatives that there is still a lot of assistance coming in from local people in Fiji especially from the churches and from our friends living in overseas countries including Fijians living in New Zealand and Australia.

$51 Million For Floods

Fijis Prime Minister Commodore Voreqe Bainimarama has signed $1.9 million from the relief fund for those who are still in the evacuation centres or displaced from their homes. Commodore Bainimarama said this while meeting with 17 Advisory council representatives in Rakiraki this week. He said those who are unable to go to

Fiji National Provident Fund is expecting to pay out about $100 million in both lump sum and pension options for 9600 pensioners this month. This is for those who had completed their validation and had filed their pension form by February 29, 2012. Fund chief executive Aisake Taito in a statement said FNPF had successfully paid out its first batch of pension payment under the new age based pension scheme. Taito said bulk of the payment was deposited into pensioners bank accounts while some were paid out via pension orders. He said some of the targeted pensioners would experience delays in receiving their payments. He added they will ensure that

payments due to those that complied with the initial deadline is processed and paid out within the next few days. Taito assured that pension payments will now be dealt with on a daily basis until the end of this month. He said from next month all pension payments will be made either on the 14th or the last working day of every month.

Fijis flood bill continues to rise, with damage worth $51 million reported so far for the agriculture sector, water works and roads. The Fiji Roads Authority announced $17 million damage to its infrastructure. FRA spokesman Iliesa Sokia told the media this includes the Western Division and the North. Sokia said temporary repairs had been done and they will now identify priority areas where permanent solutions are required and look to the government for possible funding. The bulk of the damage is in the Western Division, with only $740,000 damage in the Central Division. The figures on estimated damage to homes and power installations are yet

to come in, but the bill is likely to be at least the same or more than that incurred during the January floods. The Agriculture Ministry has estimated damage of $17.4 million to the nonsugar sector in the Central and Western Division. The Water Authority of Fiji has estimated $11.9 million damage while the sugar industry has estimated $5 million damage after its initial assessment. These figures are expected to rise as more assessments are taking place. Agriculture Ministry crop extension director Uraia Waibuta said that $16 million is for crop damage, $920,000 for livestock and around $500,000 for land and water infrastructure damage.

The number of Fijians migrating dropped in January when compared to the same period last year. According to the Fiji Islands Bureau of Statistics, 482 left the country in the first month of this year, compared to 556 for the same period in 2011. In 2010, there were 636 Fijians migrating. Of the 482 that migrated, six were legislators, senior officials and managers, 153 professional workers, 25 technicians or related professions, 11 clerical officers, 5 skilled agricultural and fishery workers while 11 were service workers. The stats reveal that 25 were in the craft and related profession category, 4 machine workers and 58 were in the elementary occupations and 184 were in the "others" category.

Drop In Migration

In 2011, a total of 3866 Fijians migrated. While the majority (1541) was in the "others" category, 980 were professional workers. The third highest (681) migrant workers held elementary occupations. The number of migrants has decreased from 2008, when 5172 workers left the country. In 2009, there were 4832 emigrants while it was 4213 in 2010. The total number of emigrants in the last four years was 18,083. About 6060 was from the others category. At least 4717 were professional workers. Professional workers include nurses, doctors, teachers, dentists, geologists, engineers, meteorologists and mathematicians.

Chinese Trade Delegation Visits Fiji To Explore Opportunities

we look forward to exploring the potential that exists for us, said Mr. Sayed-Khaiyum. Mr. Sayed-Khaiyum conveyed appreciation to the Chinese Government for its developmental collaboration and provision of the needed assistance through various means to Fijians. For better economic and trade relations between Fiji and China, necessary measures need to be instituted which can be pursued through further dialogue, said Mr. Sayed-Khaiyum. In terms of investment, Fiji provides the necessary platform and invites investors from China in areas such as agriculture, construction, tourism and audio visual, added the Minister. The tourist numbers from China to Fiji has grown tremendously over the past few years and there is potential for this to grow further considering the huge market China represents. The Permanent Secretary for Industry and Trade, Mr. Shaheen Ali regarded the meeting as fruitful considering relevant issues were discussed to foster and develop the economic and trade relations between the two nations.

New Law Reduces 'Adult' Age To 18

As a part of Governments ongoing efforts to empower Fijian youth, the Fiji Public Trustee Corporation Act has been amended to be more inclusive in its definition of an adult. Previously, Fijians up to age 21 were considered minors, but that age has now been lowered to 18. The law enables young Fijians to have greater say over their affairs and conduct. It is also consistent with international laws governing the age of a minor. This is a part of Prime Minister Bainimaramas commitment to empowering Fijian youthsimilar to how he made lowering the voting age to 18 one of the non-negotiable aspects of the new constitution, said AttorneyGeneral Aiyaz Sayed-Khaiyum.

New Rules Set For Bail Offenses

Attorney-General and the Minister for Industry and Trade, Mr. Aiyaz SayedKhaiyum met with the Minister for Commerce, Mr. Chen Deming from the Peoples Republic of China (PRC), to discuss opportunities for strengthening trade and economic relations between the two nations. The visit was welcomed by the Fijian Government amidst Fijis efforts to expand its relations with the international community for strategic and economic development. This is Minister Demings first visit to the region, and Fiji is his first stop. There are many areas of common interest between China and Fiji, and

Government has closed a loophole in laws governing bail offenses. Under the Bail (Amendment) Decree, any breach of bail condition imposed by the Courts will now also be an offense punishable under law. The law previously only covered

offenses in which a person on bail fled or failed to surrender themselves. The penalty for breaching conditions of bail will now be the same as it is for absconding of failing to surrender to custody, which is a fine of $2,000 or 12 months in prison, or both.

as floods and tropical cyclones. The whole idea about relocation is that it is pragmatic and the best method to reducing losses. Research by distinguished scholars point out that at least 3 towns in Fiji, namely Nadi, Navua and Labasa could be affected by sea level rise by 2027. Furthermore, climatic projections for Fiji clearly say that temperatures are projected to increase and the intensity and frequency of extreme rainfall will be high. The proposed plan to divert Labasa river along Naseakula is not the way to solving the problem of flooding of Labasa town. It will aggravate flooding of more areas which include agricultural and residential areas. What is happening year in year out is that during time of flooding, people are urged to move to higher grounds. They lose a lot as their houses and businesses go under water. After floods recede, they go back and clean up. Again they move to higher ground during the next flood and so this saga continues. But if we calculate the economic losses over a few floods, it is huge. This must stop now and the focus must be on finding better safer, locations for our vulnerable towns and settlements. I must also say that the governments effort to reach out to victims has been great. They have been very quick to mobilize workforce and provide assistance. With elected governments, there is always bureaucracy which badly delays rescue, relief work and rehabilitation process. The people should be lucky and thankful to the government. Victims started receiving assistance without much delay and this places us among some of the developed countries where government and NGO assistance reaches victims in a short time. Government must bring in legislation to ensure that towns and low lying settlements move to higher safer locations. This process may take a few years but it must start now. Government will have to identify and develop better locations first. Those who do not relocate to safer areas identified and developed by government should not be assisted if they are affected by flood in future. They remain in those flood prone areas at their own risk. Government must encourage and educate people to move as it helps all in the long term. Government must also assist the poor in relocating. A larger budget for disaster management needs to be allocated as severity of natural disasters is expected to increase. Immediate reforestation must commence in areas which are deforested in the highlands. Thorough water shed management is crucial to reducing the impact of severe flooding. Given these scenarios, it is time now to realize that these natural events such as floods and tropical cyclones mean business. In return, we got to face these disasters head on with great wisdom and intellect and take control if it before it controls and shakes us and our economy.

People Asked To Relocate

Given the flooding scenarios in the west, it is only safe for all low lying settlements to relocate to safer, higher locations. There is no better solution than to relocate from flood-prone areas to higher areas. The idea of relocation must be taken seriously. By now, people must have seen how ferocious floods can be. The intensity and velocity of floods must never be underestimated. What we are seeing and experiencing is not the end. There will be more to come with the many environmental changes taking place globally. It is also worrying that people in Wailotua ,Tailevu are not prepared to move to a new site which the District Officer Korovou says has prepared. People must understand that if government is assisting them with relocation, they must take up that opportunity to move. This is for the betterment of the future generations. People must think ahead. They must not only think of the next 50 or 100 years but beyond that. We must think 200 years from now and beyond. What kind of place are we going to create and leave behind for our generations? The decisions we make today will be crucial for the future generations. People have seen the devastating floods and the damage it brings to families, businesses and the nation alike. Government must seriously think of the idea of relocation if it wants to reduce the increasing cost incurred by natural disasters such

PRIME Minister Voreqe Bainimarama will head to India for the International Sugar Organisation meeting this week. The Prime Minister, who was elected the Vice Chair of ISO council, will be visiting India to meet and identify ways of strengthening the countrys sugar industry. He will be travelling with a team of experts including the Ministry of Sugar permanent secretary and relevant stakeholders from Fijis sugar sector. This is a follow-up to the November 2930, 2011 meeting in London where Prime Minister Bainimarama was elected to the post of Vice Chair of the council.

Justice Priyantha Nawana said the man should know the value of children and they need protection and shelter from adults. He said despite this he raped and deflowered the victim, who perhaps would have been in the same range of age as his grandchildren, to satisfy his unnatural lust resulting in a serious breach of trust and morality. The accused has two grown-up sons, a daughter and two grandchildren.

Coffee Franchise Plans To Expand In Fiji

Global coffee shop franchise Gloria Jean's revealed it will look into expanding further in Fiji with three new stores by 2014. Gloria Jean's Fiji franchise owner Ariel De Asa said franchise headquarters in Australia was pleased with the performance of the shops in Fiji and encouraged further expansion. "We can't reveal the full scope of the plans, but we actually are looking to extend and open another three outlets in the next two years," said Mr De Asa. The revelation comes as Gloria Jean's became the second confirmed tenant at the soon to be opened Damodar City Centre complex. Mr De Asa said the shop - to open by the end of this year - would be the biggest in Fiji. "The new store will have two levels and will have a new design template, colour scheme and more merchandise, drink products and food varieties." He said the company was making a $300,000-$400,000 investment into the new store. He said the coffee chain was seriously considering what action to take with regards to its Nadi Town store that was destroyed in the recent floods. "The whole shop in Nadi was completely wiped out in the floods. "We really weren't able to recover anything from the shop," he said. Mr De Asa said the fact that no insurance cover for floods was provided in Nadi meant that the estimated $200,000$300,000 worth of damage might not be worth the risk.

China Donates To Relief Fund

Prime Minister Bainimarama thanked both the Chinese Government and the company for their assistance. CRFG Fiji Limited Director Mr George Qiao said Mr Yonggang had read of the two floods in Fiji and was quite concerned about the people of Fiji because the company employed a lot of locals for their on - site and management posts. Mr Qiao said the company would be doing more in the future to assist since they had also assisted in the previous floods through the donation of a generator and food packs to those affected.

A girl and woman were found dead Monday morning inside a singlefamily home near Washington Avenue and Tonopah Drive, triggering a double-homicide investigation, Metro Police said. Police said patrol officers discovered the bodies about 8:40 a.m. at a home in the 1000 block of Robin Street after an unspecified person called to report the deaths. Police initially said a 9-year-old boy arrived distressed Monday morning at school and told staff that his mother and sister were dead at home. By Monday afternoon, police declined to elaborate about that chain of events. Clark County School District officials, however, confirmed officials at Hoggard Elementary School contacted authorities Monday morning after learning of a potential concern in this students home. The 9-year-old attends Hoggard Elementary School, where the deceased girl also was a student. The school is about a half-mile from the scene of the homicides. Our leaders and community at Hoggard Elementary School struggle to sort out emotions and details of a tragedy that claimed the life of a student at home this weekend, school officials said in a statement. Metro spokesman Jay Rivera said another person found inside the home was being treated for undisclosed injuries at a hospital. Earlier in the day, police said, in addition to the bodies, officers found an injured man in the home along with an unharmed 4-yearold boy. No arrests have been made, Rivera said. Police said evidence did not indicate a home invasion, but detectives were interviewing witnesses to establish a timeline. Rivera would not confirm the

Boy Pulled From Factory Rubble After 55 Hours

Almost 55 hours after a northern Indian four-story carpet factory collapsed, killing at least 10, a teenage boy was pulled from the rubble alive as rescuers continued their search for survivors. Despite being buried since the building collapsed last Sunday night in the town of Jalandhar in Punjab state, the 17-year-old boy suffered no major injuries, officials said. "He had been located Tuesday evening by our rescue teams. We had started giving him food and water. However, he was finally taken out (Wednesday) only after creating a tunnel in the debris to reach him," said an official of the National Disaster Response Force. Officials said the death toll stood at 10 and that about 60 people have been rescued, but unconfirmed reports said more than 100 people may still be trapped under the collapsed building. The rescued boy said many dead workers were lying close to where the location he was pulled out from. Authorities have said the building's safety certificate expired more than a year ago and a criminal investigation has been launched.

relationship of the victims, but he said a married couple lived in the home. Animal Control arrived shortly after noon to take possession of a family dog found at the house. Homicide detectives secured a search warrant for the home late Monday morning and were investigating a very tragic situation, Rivera said. Its unclear how the pair died or when. The department was not releasing more information about the circumstances to maintain the integrity of the investigation, Rivera said. Our primary focus is to not rush the investigation, he said. We get one shot at the scene. School district spokeswoman Amanda Fulkerson said a crisis-response team was tending to student needs at Hoggard Elementary School. We applaud our educational leaders who took immediate action to notify officials upon learning that there was a potential concern in this students home, she said in a statement. Meanwhile, Lucinda Jackson-Griffin, who said she lives next door to the victims home, described the family as friendly people who exchanged greetings and small talk with her outside. This is a pretty good neighborhood, she said. Its an older neighborhood, but everyone knows each other. Jackson-Griffin said the man who lived at the home was an electrician, prompting short conversations about the economy when the two saw each other because she works in the construction industry. Neighbors woke her early Monday morning to the unfolding situation next door. By the time she got outside, she saw police cars and a helicopter swarming the residence. You never know how people live, she said. You never know what goes on in the house.

Clean-Up Underway After Deadly US Tornadoes

A man picks up debris from a damaged home in Thurman, Iowa A big clean-up is taking place in the American mid-west after tornadoes ripped through several states, killing at least five people, all in Oklahoma. Three of those killed were young girls, after storm sirens failed to sound and houses were reduced to rubble. Storms tore across what is often called Tornado Alley, with more than 120 tornadoes reported from Oklahoma, Kansas, Iowa and Nebraska. Casualties appeared limited because many of the twisters hit sparsely populated areas during daylight hours and in the early evening when people were still awake. A double tornado - two twisters from the same storm - hit one area and continued to barrel through the midwest for more than five hours, touching down dozens of times, and crossing a distance of 400 kilometers. Lightning, large hail and heavy downpours swept through the region with high winds damaging homes, toppling trees and downing power lines. The storms left thousands without power in Kansas, hit an aircraft fuselage production facility, and damaged up to 90 per cent of homes and buildings in a small Iowa town. The governors of Kansas and Oklahoma declared states of emergency. A twister which struck the northwest Oklahoma City of Woodward killed three young girls and two adults, according to Amy Elliott of the Oklahoma medical examiner's office. Two girls, ages 5 and 7, died along with a man thought to be their father in a caravan park. A 10-year-old girl and a man were also killed in the small community of Tangiers, just outside the Woodward city limits.

Sydney lose their phone once every two years, as reported. But people in Manchester lose their phones more than anyone in the world. Of the phones that go missing, two out of three disappear between 9pm and 2am, and four phones are lost each day at Niagara Falls. Lookout analyzed data from their 15 million users who had used the company's application to locate their lost or stolen devices in 2011.

Doctors Fight To Save Life Of Six- Discovery Makes Final Flight To Museum Legged Baby
The space shuttle Discovery has made a dramatic flyover of Washington DC on the way to its final resting place at a museum outside the US capital. Piggybacking aboard a Boeing 747, Discovery soared over the Washington Monument, the White House and the dome of the Capitol, as thousands packing the National Mall to witness the final salute. The shuttle was on its way to the Smithsonian Institution's National Air and Space Museum in Washington DC, the nation's official repository for space artefacts. The United States retired its space shuttles last year after finishing work on the $100 billion International Space Station. NASA will now begin work on a new generation of spaceships that can carry astronauts to destinations beyond the station's 384-kilometre-high orbit. Discovery, the fleet leader of NASA's three surviving shuttles, completed its

Doctors in Pakistan are fighting to save the life of a baby boy who was born with six legs because of a rare genetic condition, hospital officials said. The infant was born to the wife of an X-ray technician a week ago, Karachi National Institute of Child Health director Jamal Raza said. "It is not one baby actually. They are two, one of them is premature," he said. A doctor at the institute, who did not wish to be named, said the extra limbs were the result of a genetic disease which would

affect only one in a million or more babies. "The doctors are examining the infant to plan for necessary treatment to save the baby's life and ensure he lives a normal life," a statement from the provincial health department said. Imran Shaikh, the baby's father, who lives in Sukkur, around 450 kilometers north of Karachi, said he was grateful his son was being treated. "We are a poor family. I am thankful to the government for helping us treating my baby," he said.

last spaceflight in March 2011. "It's sad to see this happening," NASA astronaut Nicole Stott, a member of Discovery's final crew, said. "But you look at it and you just can't help but be impressed by it. "That's my hope now, that every time someone looks at that vehicle they are impressed, that they feel that this is what we can do when we challenge ourselves." For its last ride, Discovery took off not from its seaside launch pad but atop the modified Boeing 747 that taxied down the Kennedy Space Centre's runway at dawn. The shuttle's tail was capped with an aerodynamically shaped cone and its windows were covered. "It's a very emotional, poignant, bittersweet moment," former astronaut Mike Mullane, a veteran of three space shuttle missions, said. "When it's all happening you think, 'This will never end,' but we all move on."

Indian Mums In Canada Have More Sons

A new study has found that mothers born in India but living in Canada are significantly more likely to have male babies for their second and third births compared with women in Canada. Researchers from St. Michael's Hospital and the University of Toronto conducted the study. "Our findings raise questions about why there are more male liveborns than female liveborns among Indian couples who have had two or more previous babies," said Dr. Joel Ray, St. Michael's Hospital and University of Toronto. For the study, the researchers looked at all singleton live births in Ontario - 766 688 births - between 2002 and 2007. They used the mother's country or region of birth to categorize each birth, with 486,599 from Canada, Europe (58, 505), India (31,978), China (23,818), rest of East Asia (18,971), Pakistan (18,018), South Korea (3,663) and others. They calculated male:female live births by country or region and the number of previous deliveries the mother had at the current birth (0, 1, 2, 3 or more). They also looked at the country of birth for fathers. For most women, the male:female ratio was 1.05, and the ratio did not change with increasing numbers of previous births. However, women from India and South Korea who had previous children were significantly more likely to give birth to males. For Indian-born women with more than one prior child, the male:female ratios were even more pronounced. Previous research conducted in India and a study looking at Canadian census data for South Asian and East Asian immigrants show similar patterns of higher male: female ratios linked to increasing numbers of children, especially when the prior offspring were girls. "Whether this difference in sex ratios was the result of prenatal sex selection should be determined by direct study of practices of sex-selected preimplantation and pregnancy termination among individuals from various world regions," said the researchers. "In addition, an analysis of the duration of residence in Canada, access to fertility care, family income and parental preferences would be of value in describing factors that might influence prenatal sex selection," they concluded. The study was limited to singleton births and could not account for any sex selection in multiple pregnancies from fertility treatments. The researchers also could not determine the sex of older siblings born to the same mother.

Rent A House To Own It In UAE Island

An island resort in the United Arab Emirates (UAE) has come up with a residential complex where people will be able to rent an apartment for three years, and at the end of the lease period choose an option to own it. The Tourism Development and Investment Company (TDIC) launched the lease-to-own payment programme for the exclusive apartments at The Residences at The St. Regis Saadiyat Island Resort. Under the three-year rent plan, prospective homeowners will pay an annual rent which will be a fixed one from the start of the agreement. If the tenant decides to buy the property at the end of the plan, 100 percent of the first year's rent, 90 percent of the second year's rent and 80 percent of the third year's rent will go towards the down-payment of the property. The three-year lease-to-own plan includes benefits such as no exit penalty as well as the option to sublease the property for the duration of the plan. The rent starts from 86,000 dirhams (around USD 23,400). The apartments are also available for direct sale.

Zuma To Wed Wife Number Four

South Africa's polygamous president Jacob Zuma will marry again next weekend, his spokesman confirmed. Mr Zuma will tie the knot at his family homestead in Nkandla in KwaZuluNatal province, presidential spokesman Mac Maharaj said. "I can confirm that president Zuma will formalize his relationship with his fiance, Ms Bongi Ngema, in a private traditional ceremony at Nkandla this weekend," Mr Maharaj confirmed. "The president currently has three wives. "This will be his fourth wife." Mr Zuma's latest marriage will be his sixth. He divorced Nkosazana DlaminiZuma, South Africa's candidate for the African Union top post, in 1998. Another wife, Kate, committed suicide in 2000. The president, who turned 70 last Thursday, is believed to have fathered around 20 children. Mr Zuma's personal life has often sparked controversy. In 2006 he was acquitted of rape charges after having consensual sex with a HIV-positive activist and family friend. He famously told the court he had taken a shower to protect himself against infection. In 2009 he fathered a child with the daughter of 2010 World Cup local chief Irvin Khoza on the eve of the global event. Asked at his birthday party on Friday whether he was done with marriage, Mr Zuma replied, "I think so."

A newborn baby who was abducted from his dying mother after she was repeatedly shot outside a doctor's office in the US state of Texas has been found safe, investigators say. The healthy three-day-old infant was found about six hours after his mother was shot following an argument in a parking lot, Montgomery County District Attorney Brett Ligon said. Mr Ligon wouldn't say where the infant was found, but he said the baby was being reunited with his father. A person of interest has been detained, though no charges have been filed, Mr Ligon said.

The boy's mother, 28-year-old Kayla Marie Golden, was leaving a checkup with her son when she argued with a woman in a Lexus parked next to her truck, Montgomery County sheriff's Lt Dan Norris said. Witnesses said the woman repeatedly shot Golden, took the infant and sped away, hitting the dying mother as she screamed "My baby" and tried to reach into the car, Mr Norris said. Witnesses reported hearing as many as seven gunshots and said a man also was in the Lexus, which was bloodstained on the driver's side, Mr Norris said.

Flight Attendant Attacked When Man Told To Check Baggage

A United Airlines flight attendant placed a male passenger under citizen's arrest at Los Angeles International Airport (LAX) Tuesday after he allegedly attacked a staff member who told him he would have to check his carry-on bag. LAX Police Sergeant Belinda Nettles told the reporter that passenger Eugene Lin grabbed the female attendant by the arm and shoulder as she was tagging his bag to be placed in the plane's luggage hold. The incident took place on the jetway, where passengers walk from the gate to the plane. The attendant placed Lin under arrest until LAX police arrived at the scene and arrested him on suspicion of misdemeanor battery, the station reported. Nettles said Lin was being held on $20,000 bail.

Canadian Health Insurance Pricey, Historic Kingston Penitentiary To Inefficient: Report Close
Canada has one of the most expensive health-insurance systems in the Organization for Economic Cooperation and Development, but lags behind other countries when it comes to delivering services, according to a new report. "Despite having one of the highest levels of health spending worldwide, Canada's health insurance system is not providing Canadians with the same levels of access to medical resources and services as most other comparable countries," said Mark Rovere, coauthor of the Fraser Institute study. The think-tank's report compares money spent against medical goods and services delivered in the 28 member countries of the OECD. In 2009 the most recent data available Canada had the sixth highest rate of health insurance expenditures at 11.4% of GDP, following the U.S. at 17.4%, the Netherlands at 12%, France at 11.8%, Germany at 11.6% and Denmark at 11.5%. But, Canada ranked below the majority of OECD countries on 15 out of 20 indicators the report used to measure available medical resources and services. The country ranked 19th out of 28 for the number of practicing physicians per 1,000 people, 12th for number of nurses per 1,000 people and tied for last for number of acute care beds per 1,000 people. It ranked 16th for number of CT scanners per one million people, 14th for MRI units and 11th for PET scanners. The institute, which favours privatization over public services, notes Canada is the only OECD country where private comprehensive medical insurance is prohibited, and one of only four that don't require some form of patient cost-sharing for medically necessary care. "Canada's government-run health insurance system is defined by rationing of health services, unnecessary waits for treatment, and poor availability of new medical technologies. Canadian taxpayers are not getting good value for money from their health insurance," Rovere said. "Governments should consider reforms such as patient cost-sharing, competition, and private insurance options. Other developed countries produce better value for money from these sensible policies and Canada should follow suit." The federal government will close the maximum-security penitentiary in Kingston, Ont., which opened in 1835 and houses some of Canada's most notorious prisoners. The government wants to cut $5.2 billion from the federal coffers by 2014-15, and plans to cut $295 million from the Correctional Services Canada (CSC) budget by then. The Kingston Penitentiary opened in 1835 and can hold up to 421 inmates, according to information on the CSC website. There are more than 460 employees. The facility has housed some of Canada's most notorious killers, including Mohammad Shafia, who along with his wife and son killed three of his daughters and his first wife. Among those also reportedly imprisoned there are: Paul Bernardo, who was convicted in 1995 of kidnapping, raping and murdering southern Ontario teenagers Kristen French and Leslie Mahaffy. Russell Williams, the former colonel who was sentenced to life in prison in 2010 for raping and killing Cpl. MarieFrance Comeau and Jessica Lloyd.

Canada's WestJet Airlines Ltd said it expanded its deal with the Canadian arm of European travel firm Thomas Cook Group to exclusively provide vacation flights for the tour operator in Canada. Under the deal, WestJet will provide higher seat capacity for Thomas Cook's Sunquest vacation product for the 2012-2013 winter season. WestJet plans to extend leases on three aircraft that were due to be returned in early 2013, to provide a part of the seats purchased by Thomas Cook. Last week, Canada's Chorus Aviation

Westjet Expands Deal With Thomas Cook Canada

Inc lost its contract to run Thomas Cook vacation flights from Canada, three years before the contract was to end, because the European travel firm was seeking more operating flexibility. WestJet operates a single fleet of Boeing Next-Generation 737 aircraft. The uniform fleet, which brings with it lower maintenance, training and other costs, is often cited as a major reason why WestJet's expenses are one-third lower than bigger rival Air Canada's. Shares of Calgary-based WestJet closed at C$14.18 on Tuesday on the Toronto Stock Exchange.

More Than $30 Million For Two New Westminster Schools

The B.C. government is providing over $30 million for the construction of two new schools in New Westminster, Education Minister George Abbott announced. Abbott met with school district officials to sign official project agreements for both schools. A new elementary school will be constructed on the site of the former St. Mary's Hospital on Royal Avenue in New Westminster. The site was purchased with provincial funds in 2010 for $8.5 million. This new school project has a construction budget of $13.5 million. The school will provide five kindergarten classes and 18 elementary classes for 100 full-day kindergarten students and 550 students in grades 1 to 5. Construction of the school is scheduled to begin this fall, and it is expected to open in early 2014. The new West Side Middle school will be constructed at the current site of John Robson Elementary school on Eighth Street in New Westminster. The project has a construction budget of $17.6 million. The new school will provide 20 classrooms for 500 students in grades 6 to 8. By providing additional learning space for Grade 8 students, the new school will also ease enrolment pressure at New Westminster Secondary. Construction of the new middle school will begin in the fall/winter of 2013-14 and it is expected to open in fall 2015. Both schools will include Neighbourhood Learning Centres to provide additional services to support children, families and area residents throughout the year. These services will include early childhood development, child-care and family counseling programs, as well as English Language Learning, health services and crossgenerational drop-in programs.

Minister Raitt Discusses LongTerm Disability Initiative

The Honourable Lisa Raitt, Canadas Labour Minister, and Dan Albas, Member of Parliament for Okanagan Coquihalla, met with Unit Electrical Engineering Ltd. employees to discuss an important initiative from the Government of Canadas Economic Action Plan 2012, which will help protect employees long-term disability benefits. Our government is committed to protecting workers long-term disability benefits when their employers go bankrupt, said Minister Raitt. By introducing this initiative, our government will ensure that, within its jurisdiction, long-term disability benefits that have been promised to employees are there when they need them the most. The Government will introduce legislation that will require federally regulated private-sector employers to insure, on a go-forward basis, their employees long-term disability plans. This measure will further protect workers in the case of employer bankruptcy. This initiative complements the support provided to Canadian workers through the Wage Earner Protection Program, which provides timely compensation to employees who are owed wages, vacation, severance or termination pay when their employers go bankrupt.

Not Enough Funding Or Staff To Keep Up With Reports Of Fraud

Only 15 per cent of victims report fraud, and it seems under-funding and under-staffing at the Canadian Anti-Fraud Centre is not helping the situation. One man from Surrey says he isn't going to waste any more time on hold, waiting to report a scam. Anil Sharma is tired of calls from scammers wanting him to fall for lottery fraud. He has been contacted about eight times and was able to record phone and bank account numbers, which he hoped would be useful to an investigation. After calling his local RCMP to see if there's a crime that needs to be investigated, he was asked to call the fraud centre. But after days of trying and being put on hold, hung up on or sent to a message mailbox, he's giving up. Sharma feels he's already wasted too much time. Inspector Kerry Petryshyn with the Canadian Anti-Fraud Centre says they can't get to all calls with the current level of staffing. "Not because of sickness or illness, but because of demand for our services. We're never able to get to all the calls, unfortunately, that come in a day." There is an option to report scams online, but Petryshyn notes the system has also fallen into disrepair. "Our online fraud reporting tool, we used to call it Recall, but now it's part of the Canadian Anti-fraud Centre. It was created more than ten years ago and at the time, would have been stateof-the-art and one of the better tools we have for people to be able to report a fraud," he explains. Petryshyn wishes every fraud victim could speak with a live person. "We do get, sadly, more often than we would like, callers who [say] they've lost their life savings." "They're in desperation. They're depressed. They feel they have nowhere else to turn and no other option and all they want to do is report what has happened to them... and then they indicate to our call-takers they plan on taking their lives after the call," he adds. He tells us all law enforcement groups are struggling to work with less funding and the centre is no different. "We've put some processes in place to try to be more efficient in dealing with the callers and getting to as many as we can."

Time Limits For Filing Lawsuits To Be Standardized

New legislation introduced Monday by Justice Minister and Attorney General Shirley Bond would change time limits for filing civil lawsuits - streamlining the justice system, making the law easier to understand, and aligning it with other provinces. Bill 34, the proposed new Limitation Act covers breach of contract, wrongful dismissal, personal injury, defamation and other civil actions. It sets a single, two-year limitation period for most civil claims and reduces the maximum time limit for filing a claim to 15 years from the date the act in question occurred. The proposed reforms balance the rights of both plaintiffs and defendants, yet ensure important aspects of the current law remain unchanged. These changes are the result of significant consultation with the public, consumer groups and business, legal and local government representatives, and they will make B.C.'s law consistent with reforms in Alberta, Saskatchewan, Ontario and New Brunswick. Limitation periods can affect the justice system and its efficiency, the cost and availability of insurance products for all British Columbians, and how financial arrangements are structured. They can also determine how long individuals and businesses must keep records that might be required to support a legal action. If passed, the legislation will repeal the existing act. Since the reforms will not be retroactive, a transition clause will ensure people currently involved in legal disputes can rely on existing laws and legal advice that pre-dates the new law.

Canada's Oldest Living Person Dies At 113

Cora Hansen, a hard-working woman of faith who at 113 years old was believed to be Canada's oldest living person, has died. Hansen passed away Wednesday at the Valleyview Care Centre in Medicine Hat, Alta., with her 75-year-old daughter, Eleanor MacArthur, at her side. "Her body just got tired -- it was a peaceful death," MacArthur said. Born March 25, 1899, in Minnesota, Hansen was the youngest of 10 children to parents who emigrated from Norway. She was 13 years old when her family settled in Jenner, Alta., two years before the First World War broke out. Hansen met her husband there, where they lived until 1972 before retiring in Elkwater, Alta. Her husband died three years later and she stayed in the community until 1998 when she moved in with her daughter and son-in-law Alistair for a little more than three years before moving on to care facilities. MacArthur had spent the last year feeding her mother at dinner time. She was deaf and ate meals lying in bed to the protest of no one. "At 113, she can lie down and have her supper," said Alistair.

The head of TransLink has confirmed all future expansion plans for the Metro Vancouver transit system are being halted, but the Evergreen Line will still go ahead. CEO Ian Jarvis says the move will affect planned transit service improvements south of the Fraser, including the rapid bus service over the new Port Mann Bridge, another down King George Boulevard in Surrey and 600,000 hours of additional service. "The prudent thing to do is to place those things on hold until we have the funding in place," Jarvis said Tuesday. But some plans that already have funding in place, such as the construction of the new Evergreen Line, increased bus service in White Rock and planning to replace the Patullo Bridge will go ahead. Jarvis said he supports efforts by the provincial government to find efficiencies to pay for the expansion

with an upcoming audit, but the province and the region's mayors will need to continue to work towards finding the money to pay for the other improvements. "To rely on cost savings in the future is not fiscally sound," he said. The announcement follows a series of recent decisions that have left TransLink with a $30-million funding shortfall. Last week, TransLink Commissioner Martin Crilly rejected an application to raise Lower Mainland transit fares by up to 12.5 per cent. The regional mayors' council also voted recently to reject a two-year plan to hike property taxes to pay for the expansion plans. The move came after Premier Christy Clark rejected alternate suggestions for funding such a tolls and vehicle levies, and ordered a provincial audit to find efficiencies instead.

Minister Kenney Launches Consultations For A New "Start-Up Visa" For Immigrant Entrepreneurs
Recognizing the importance of innovation and entrepreneurship as a driver of the Canadian economy, Citizenship, Immigration and Multiculturalism Minister Jason Kenney launched consultations today on whether to create a new and specialized program to attract immigrant entrepreneurs. The announcement is the latest in a series Minister Kenney has made about transforming Canadas immigration system into a fast and flexible system focused on jobs, growth and prosperity. Our Governments top priority remains jobs, growth and long-term prosperity. Canada cannot afford to lose out in the competition for foreign entrepreneurs among immigrantreceiving countries, said Minister Jason Kenney. We need to proactively target a new type of immigrant entrepreneur who has the potential to build innovative companies that can compete on a global scale and create jobs for Canadians. Economic Action Plan 2012 highlighted Canadas commitment to supporting entrepreneurs, innovators and world class research. It also announced the Governments intention to build a fast and flexible economic immigration system whose primary focus is on meeting the new and emerging needs of the Canadian economy. This will include changes to Business Immigration Programs, which will target more active investment in Canadian growth companies and more innovative entrepreneurs. Citizenship and Immigration Canada (CIC) intends to consult with industry associations in the development of a start-up visa program for innovative entrepreneurs in the coming months. Linking immigrant entrepreneurs with private sector organizations that have experience and expertise working with start-ups will be important as newcomers often require outside assistance in successfully navigating the Canadian business environment. This start-up visa initiative is an example of the type of small-scale programs that would allow CIC to try innovative approaches to economic immigration. Under the proposed changes, the Government could create new, short-term programs under the Economic Immigration Class. These programs would be limited to no more than 2,750 applications per year and would end after five years. If a program proves successful during the five-year trial period and the Department wishes to maintain it, CIC would be required to formally introduce the new economic class in the Immigration and Refugee Protection Regulations. Our Government is committed to strengthening the immigration system to make it truly proactive, targeted, fast and efficient in a way that will sustain Canadas economic growth and deliver prosperity for the future, said Minister Kenney.

If you happen to be one of those who doesn't mind avoiding breakfast, watch out. For scientists have found that men regularly skipping their morning meal are more likely to develop diabetes. The study discovered that missing out on food first thing in the morning increases a man's chances of getting the disease by more than 20 percent compared to men who routinely eat after waking up in the morning, as reported The latest results, from a major investigation involving about 30,000 men, offer the strongest evidence yet that it can reduce the risk of diabetes. They also show that even men, who are not overweight and may have a reasonably healthy diet the rest of the time, could still be at risk if they miss breakfast. The findings emerged as part of a wideranging study being carried out into male health by researchers at Harvard School of Public Medicine in the United States. Researchers tracked the breakfast habits of 29,206 men over a 16-year period. None had diabetes at the start of the study. The study - published in the American Journal of Clinical Nutrition - found that those who hardly ever had breakfast had a 21 percent increase in risk compared to those who did.

Aries (Mar 21 - Apr 19)

It's rare when a Ram can't get her motor started, but this could be one of those days. This week is for dreaming, sleeping late, and letting your imagination do the work. Can't stay in bed all time? Then cancel your appointments and steal as much time for yourself as you can. Being alone is not being lonely. In the quiet moments of apparent inactivity, inspiration rises and carries you toward the next adventure.

Cancer (Jun 21 - Jul 22)

It's time for the skeptics to find out how right you are. You see, all they want are the facts, but you've got instincts that come closer to the truth. You acquire leadership without even trying for it. Friends can be working on your behalf without your knowledge. Trust your intuition now. Answers appear as if by magic. You're in the know. If you go for a stroll or a drive, you may discover wonders in the most unexpected places.

Libra (Sep 22 - Oct 23)

Taurus (Apr 20 - May 20)

Leo (Jul 23 - Aug. 22)

Friends with unusual ideas begin to make sense to you now. Your usual resistance to new concepts softens as you discover the practical side of spirituality. Going with the flow can earn you group support. Alternative sources of income may arise for you today. Consider turning a hobby into a moneymaking venture. If it's inspiring, you'll profit. If you're just after the bucks, you're not likely to get the big prize.

Gemini (May 21 - Jun 20)

A trusted woman could be disappointing to you in this week. Your usual generosity may be tested in the face of deception. It would be better to meet the truth head-on than to continue investing in a meaningless fantasy. Don't let your generous nature lead you to pay more than your fair share. Confidence is a wonderful thing, but one person does not a relationship make. Count on a friend to give you an objective point of view and help clear up confusion.

A message from a distant friend is full of interesting news. It stimulates your urge to travel. This is not an easy time to stand still. Your Libran charms allow you to help others in a most gracious manner. You seem to ask for little now, but are ready to give so much. It is truly a week to be of service, but try not to exhaust yourself in the process. Just make sure to match your compassion for others with an equal level of care for yourself.

Capricorn (Dec 22 - Jan 19)

Scorpio (Oct 24 - Nov 21)

It's amazing how much you can get done when everyone else is running around in a state of confusion. You may have to put up with many distractions this week. So many people are pulling at you with their little needs and demands. Fortunately, you've got the stuff to stay firm in the shakiest of situations. It probably would be best to listen more than you speak. Your silence will likely be interpreted as real caring and understanding.

No one is more adaptable than you and you'll need all the stretch you can find now. On the one hand, you're a regular god or goddess this week. Lovely Venus entering your sign has anointed you as gorgeous. Men and women alike appreciate your charms. On the other hand, you could feel like a slave at work. It's as if you're a non person - no name, no face, just a production unit. Use your imagination to bridge the gap, and you'll find beauty everywhere.

Virgo (Aug. 23 - Sep 21)

OK, so you may not be at your coolest. Your usual sharp reasoning may not prove convincing to an emotional partner or colleague. Stretch yourself so that you're not limited to logic. Use imagination to see the other person's point of view. A little faith can go a long way in overcoming your critical nature. If you must vent, the evenings are good time to clear the air. Sometimes we need the pressure to build so that we can finally make the big changes.

Its your week to be a movie star, Scorp, but not necessarily a villain or a vamp. You can be the gentle little lamb in this week. It's time for romance, but not the hot and heavy kind. This is more like puppy love, wide open and innocent. That's because this is more a story of play than one of commitment. It's only fiction. You're free of reality, free to imagine yourself just as you like. Even if you're dressed for business, underneath you're all silk and lace. Enjoy the feeling.

Aquarius (Jan 20 - Feb. 18)

We know you don't like to think about money very much. It's necessary, of course, but so far below your high ideals and aspirations. This week, however, is a time to consider your resources, both material and emotional. The big surprise is that your greatest gift might well be your imagination. Let the facts go, let the philosophy go, and see what you feel. A dream is waiting. It wants to come out, wrap you in its arms, and carry you to the stars.

Sagittarius (Nov 22 - Dec 21)

Pisces (Feb 19 - Mar 20)

Jeez, you tell a little joke, a playful little story, and everyone takes it so personally. Come on people, this is not serious. Skins are just too thin for your humour this week; you may need to temper your truths with subtlety. We know you love to go all out, but restraint is a key to the week. Evenings spent looking at family photos, or calling old friends, can bring tenderness. You could use that right now.

The Moon, the planet of emotion, is in your sign this week. Your usual sensitivity may be even stronger. Fortunately, everything you feel is not about you. You don't have to react to every sensation and thought. You' are full of impressions and images. Breathe them in and collect them. They'll sort themselves out in the days and weeks ahead. If you open your mind and your heart in a safe place, the inspirational muse may come for a visit.

Although there has been a slowing of the local economy since its most recent peak in 2007, of all of the G8 Nations Canada is said to have performed the best throughout this very severe, and in some places, ongoing global financial downturn. Canada has a strong and stable currency, the Canadian Dollar. In recent years, the Canadian currency has increased significantly in value in relation to the United States Dollar. Some of the countrys companies are taking advantage of this development and heading to the United States to acquire U.S. assets. This bodes well for Canadian citizens because it translates into more jobs. There are three levels of government in Canada; National, Provincial and Municipal. Each has its own responsibility to provide those services necessary to ensure the proper running of the territories under their care and also to the populations who live there. The National, Provincial and Municipal governments each employ a sizable staff which works to effectively and efficiently deliver those services. Canada's GDP (Gross Domestic Product) is approximately 1.3 Billion Dollars U.S. With a population of approximately 35 million, the countrys per capita GDP is approximately $39,500, a pretty impressive figure, especially as it compares to other countries, most notably those in the third-world. Canada is largely a resource-based economy and much of the developing world is hungry for resources. The resource sector is one of the major economic drivers of the Canadian economy and its workforce. Among Canada's vast resource based industries are the Tourism & Hospitality sector as well as the Medical sector.

MOST of us drive into the servo, slam the nozzle into the filler neck, squeeze the trigger and get back on the road as fast as we can. We all know life is busy and getting busier by the day but we could be losing out by being in such a hurry when we fill up. Get more for the bucks we spend on fuel: * Fuel is stored in underground tanks at service stations and the colder the ground, the denser the fuel. So filling up earlier in the day means you're getting more for your dollar than you are later in the day when the ground is warmer and the fuel has had a chance to expand. Buying fuel in the afternoon or early evening will leave you short-

changed on every litre of fuel you buy. * Use the lowest, or slowest, setting on the pump nozzle. Using the slowest rate minimizes the vapors created during filling and that means there's more fuel going into your tank. * Fill your tank when it's half full and there is less air space above the petrol in the tank than when the petrol level is lower. This way, there is less loss through evaporation. * Don't fill up if you see a tanker delivering fuel at a service station. The petrol in the underground tank can be stirred up as the fresh fuel is pumped in, and the muck on the bottom of the tank could be stirred up and pumped into your tank.

How Crawlers Learn - 8 To 18 Months Old

objects. Ask your baby to point and name things, too. Smile, change your tone of voice, nod, and make faces when you read. Your baby will have fun copying your words and actions. Let your baby choose the books and set the pace for reading. Read books with thick, cardboard pages so that the baby can turn the pages. You don't have to look at every page, read the whole page, or finish the book at one sitting.

Show your excitement when your baby begins to talk. Talk with your baby about the names of objects, actions, and feelings. Look at and listen to things together with your baby. Talk about what you see and hear. "See the bird. She's flying up to her nest in the tree. Do you hear the truck? I'll lift you up to the window so you can see it." Listen carefully to your baby's tone of voice. The baby may use the same word to mean different things. For example: Alphonso stands at the window looking outside. He asks, "Sandy?" Grandma says what she thinks Alphonso means, "Where did Sandy go?" Then Grandma answers his question, "Sandy went outside."

Crawlers and walkers learn to say a few words.

How to help your baby's caregiver:

Volunteer to help the caregiver make a book about the things babies do at child care. Paste photographs or simple drawings on cardboard, cover with clear adhesive paper, punch holes in the cover and finished pages, and bind with a piece of string. Make new books during the year.

Developing Muscles For Writing

Crawlers and walkers can use their fingers, thumbs, and hands. When your baby learns to move a bottle or a toy from one hand to the other, hand a toy to the baby and say, "Now give it back to me." Provide toys and household items that the baby can put together and take apart, fit inside each other, or fill and empty (e.g., large plastic snap beads, a set of plastic measuring cups, or a box filled with bean bags). Encourage your baby's independence. When your baby can pick up small objects with the index finger and thumb, offer finger foods such as pieces of banana. Grasping food will build the muscles in the baby's hands and fingers. Your baby will feel good about doing things without help. Allow the baby to pull off socks and shoes, and give the baby a spoon to help feed him- or herself.

So the princess picked the frog up between her thumb and finger, not touching him more than she could help, and carried him upstairs and put him on the pillow on her bed. There he slept all night long. As soon as it was light he jumped up, hopped downstairs, and went out of the palace. Now, thought the princess, he is gone and I shall be troubled with him no more. But she was mistaken, for when night came again she heard tapping at the door of her bedroom. When she opened it, the frog came in and slept upon her pillow as before until the morning broke. The third night he did the same. But when the princess awoke the following morning, she was astonished to see, instead of the frog, a handsome prince standing at the head of her bed. He was gazing at her with the most beautiful eyes that ever were seen.

He told her that he had been enchanted by a wicked fairy, who had changed him into the form of a frog, in which he was fated to remain until a princess let him sleep upon her bed for three nights. "You," said the prince, "have broken this cruel spell and now I have nothing to wish for but that you should go with me to my father's kingdom, where I will marry you and love you as long as you live." The princess took him to her father and he gave his consent for them to marry. As they spoke a splendid carriage drove up with eight beautiful horses decked with plumes of feathers and golden harness. Behind rode the prince's servant, who had bewailed the misfortune of his dear master so long and so bitterly that his heart had almost burst. Then all set out full of joy for the prince's kingdom. There they arrived safely and lived happily ever after.

Reading

Crawlers and walkers can scribble with crayons and markers.

Crawlers and walkers can join in during story times.

Read with your baby every day. Babies enjoy short, simple stories, rhymes, and songs. Read the same books over and over, and also read new ones. Because your baby probably won't pay attention for long, it's best to read for a short while many times during the day. Point to the pictures and name the

How to help your baby's caregiver: Ask the caregiver to suggest some inexpensive household items that are safe play materials for crawlers and walkers.

Give your baby large, nontoxic crayons and large pieces of scrap paper such as brown paper bags from the grocery store. At first, babies often put the crayons in their mouths, but show your baby how to use the crayons to make marks on paper. Introduce large, nontoxic markers when your baby has learned to keep crayons out of the mouth most of the time.

My 12-year-old daughter's friend gets a large allowance each week. Of course, now my daughter wants more money. What should I do? Paul Some parents have their kids earn an allowance by completing regular household chores, like cleaning or taking out the trash. Others believe simple chores like these are expected of all members of the family. These parents may give their kids a nominal allowance with no strings attached. Some parents offer alternative money-making opportunities with bigger chores, like raking the leaves or cleaning the garage. Whichever system you use, giving an allowance teaches responsibility and money management. An allowance also allows kids to make their financial "mistakes" with relatively small amounts. The amount you choose to give should be based on a variety of factors, including your family's budget, the cost of living in your city, whether your child has ways to make supplemental money (for example, by babysitting) and what she is expected to spend her money on. A raise may or may not be in order, but be sure to explain why you made your decision.

Omega-3 Fatty Acids `Not Beneficial For Multiple Sclerosis Sufferers'

Omega-3 fatty acid supplements may not help patients with relapsingremitting multiple sclerosis, according to a new study. Multiple sclerosis is a chronic, incurable disease of the central nervous system that affects about 2.5 million people worldwide. Some patients use, or have tried, omega-3 fatty acids supplementation to control the disease because the essential fatty acids could theoretically have anti-inflammatory and neuroprotective effects in multiple sclerosis, the authors wrote in their study background. Oivind Torkildsen, M.D., Ph.D., of Haukeland University Hospital, Bergen, Norway, and colleagues included 92 patients with multiple sclerosis in their double-blind, placebocontrolled trial to examine whether omega-3 fatty acid supplementation as a monotherapy (single therapy) or in combination with subcutaneous (under the skin) interferon beta-1a could reduce disease activity. Half of the patients (46) were given omega-3 fatty acids 1350 mg of eicosapentaenoic acid and 850 mg of docosahexaenoic acid daily - and the other half (46) were administered placebo. After six months, all patients received interferon beta-1a three times a week for another 18 months. Researchers used magnetic resonance imaging (MRI) to measure disease activity by the number of new T1-weighted gadoliniumenhancing lesions in the brain. "The results from this study did not show any beneficial effects of omega-3 fatty acid supplementation on disease activity in multiple sclerosis as a monotherapy or in combination with interferon beta," the authors commented. They noted that their results were in contrast with two other studies reporting a possible positive effect. The median number of new T1weighted gadolinium-enhancing lesions was three in the omega-3 fatty acids group and two in the placebo group during the first six months, according to the study results. The results indicated no difference between the two groups in the number of relapses during the first six months of treatment or after 24 months. No differences were detected either in fatigue or quality-of-life scores. However, the authors commented their data does not suggest that omega-3 fatty acid supplementation was harmful or that it interfered with interferon beta treatment, which they noted can reduce disease activity in the relapsingremitting course of the disease. "The design of this study allowed us to compare the effect of omega-3 fatty acid supplementation both against placebo alone and in combination with interferon beta. As expected, the MRI disease activity was significantly reduced when interferon beta-1a was introduced," they concluded.

Walking Could Be A Useful Tool In Treating Depression

Something as simple as going for a brisk stroll could play an important role in fighting depression, according to researchers in Scotland. Vigorous exercise has already been shown to alleviate symptoms of depression, but the effect of less strenuous activities was unclear. A study in the journal Mental Health and Physical Activity showed walking had a "large effect" on depression. One in 10 people may have depression at some point in their lives. The condition can be treated with drugs, but exercise is commonly prescribed by doctors for mild symptoms. Researchers at the University of Stirling scoured academic studies to find data on one of the mildest forms of exercise - walking. They found eight studies, on a total of 341 patients, which fitted the bill. The report's authors showed "walking was an effective intervention for depression" and had an effect similar to other more vigorous forms of exercise. They said: "Walking has the advantages of being easily undertaken by most people, incurring little or no financial cost and being relatively easy to incorporate into daily living." However, they cautioned that much more research needed to be done. There are still questions over how long, how fast and whether walking should take place indoors or outdoors. Prof Adrian Taylor, who studies the effects of exercise on depression, addiction and stress at the University of Exeter, told the reporter: "The beauty of walking is that everybody does it." He added: "There are benefits for a mental-health condition like depression." How any form of exercise helps with depression is unclear. Prof Taylor said there were ideas about exercise being a distraction from worries, giving a sense of control and releasing "feelgood" hormones. The mental-health charity Mind said its own research found that spending time outdoors helped people's mental health. Its chief executive, Paul Farmer, said: "To get the most from outdoor activities it's important to find a type of exercise you love and can stick at. Try different things, be it walking, cycling, gardening or even open-water swimming. "Exercising with others can have even greater impact, as it provides an opportunity to strengthen social networks, talk through problems with others or simply laugh and enjoy a break from family and work. So ask a friend to join you."

Turmeric Lowers Heart Attack Risk Post Surgery

Turmeric may help lower heart attack risk in people post bypass surgery, thanks to curcumin, the yellow pigment present in the spice which has antioxidant and anti-inflammatory properties. Bypass surgery improves blood supply to the heart muscle. However, during the surgery that is usually performed with the heart stopped, the organ can be damaged by prolonged lack of blood flow, increasing the patient's risk of heart attack. The new findings suggest that curcumins may reduce such risks when added to traditional drug treatments. The results need to be confirmed through further research, said Wanwarang Wongcharoen from Chiang Mai University in Thailand, who led the study, the American Journal of Cardiology reported. Researchers at the Thai university studied 121 patients who had nonemergency bypass surgery between 2009 and 2011. Half the patients were given one-gram curcumin capsules to take four times a day, starting three days before their surgery and continuing for five days afterwards. The other half took the same number of drug-free placebo capsules. The researchers found that during their post-bypass hospital stays, 13 percent of the patients who'd been taking curcumins had a heart attack, compared to 30 percent in the placebo group. After accounting for any initial presurgery differences, Wongcharoen and his colleagues calculated that people on curcumins had a 65 percent lower chance of heart attack. According to researchers, it is likely that the antioxidant and anti-inflammatory properties of curcumin may have helped limit heart damage in the patients.

Washington Voted Britain's Greatest Enemy

American revolutionary leader George Washington has been voted the greatest enemy commander ever to face the British army. In a contest organised by London's National Army Museum, Washington triumphed over Irish independence hero Michael Collins, France's Napoleon Bonaparte, German Field Marshal Erwin Rommel, and Mustafa Kemal Ataturk, the founder of modern Turkey. Making the case for Washington, historian Stephen Brumwell said the American War of Independence (177583) was "the worst defeat for the British Empire ever". "His personal leadership was crucial," he said. Mr Brumwell described Washington as a courageous and inspirational battlefield commander who led from the front, but also had the skills to deal with his political counterparts in Congress and with his French allies. He said Washington never gave up, even when the war was going against him. "His army was always under strength, hungry, badly supplied," he said. "He shared the dangers of his men. "Anyone other than Washington would have given up the fight. "He came to personify the cause, and the scale of his victory was immense." Almost 8,000 people voted in an online poll, which produced a shortlist of five men whose merits were debated by guest speakers at a weekend event at the museum before a final ballot of attendees.

Australia Second Most Desired Job Destination

AUSTRALIA has emerged as the second most desired location, behind only the United States, for people to live and work, a report says. The Global Professionals on the Move 2012 report from recruiting firm Hydrogen Group says Australia's popularity was due to its lifestyle and standard of living, as well as the career opportunities presented by the mining boom. Hydrogen managing director for Australia Ivan Jackson said there were 404 natural resources projects taking place in Australia worth about $450 billion. "A lack of relevant skilled professionals is one of the main barriers to bringing these projects to fruition," Mr Jackson said in the report. "Many oil and gas projects are reaching a point where they will suddenly need several thousand extra workers. "In the next two to three years recruitment to Australia will be at its highest ever." Overseas experience was also highly valued by employers, particularly in the energy sector, the report said. Hydrogen said while 59 per cent of its clients stated international experience was important in prospective employees, the figure rose to 100 per cent for those from the energy sector. "In fact, the opportunity to work overseas is one of the reasons young people enter the profession," the report said. The report said the most common reason working professionals were seeking jobs overseas was to develop their careers. Some 90 per cent of respondents believed relocating for work accelerated their personal development, while 86 per cent said it improved their career prospects. Moreover, 83 per cent said their salaries rose on the back of their overseas experience. The report found 15 per cent of women working overseas were aged 40 years and above, compared with nearly 50 per cent of men in the same age demographic. The survey, which was conducted by ESCP Europe, comprised responses from 2353 professionals from 85 different countries obtained during November 2011.

A US couple's dreams of the perfect wedding could be in tatters after the would-be groom accidentally gave the engagement ring to charity organisation Goodwill. Josh Miller, 31, kept the diamond ring hidden in the pocket of a winter coat in a closet at his home in Buckhead, but mistakenly put the coat in a pile to go to the charity, as reported. The landscaper only realized the engagement ring was gone on Wednesday, but the coat had already gone from the Goodwill centre. He told the TV station, "She talked about the exact right [ring] that she wanted for a long time and we just finally, for once, found the perfect

Miller and his fiance Cara Epstein said they were not going to postpone their plans. She added, "It's a setback, but we'll move forward. I'm trying to be positive." The ring was uninsured. The couple hopes someone will return it.

it is justified. It all depends on how personally you take the issue, and Shah Rukh handled it with a lot of grace. The hunk however feels that the reason for SRKs detention might be primarily because of his origin. John shared his story when he was detained for six long hours, he said, I have been in that detention space, where the FBI was called in because I had Afghanistan mentioned in my passport, as I had shot there for two months for my film Kabul Express. There wasn`t much hue and cry about this as I never wanted to use the incident as a media peg for the film. I was in for six hours and I was asked the strangest questions. And of course, Shah Rukh would agree that racial profiling could be a pretty much correct term for it (interrogation) because its mostly colored people who are detained. Two junior film artistes have been arrested from here for allegedly kidnapping and murdering for ransom a small-time Bollywood actress in Uttar Pradesh, police said today. A crime branch team has left for Allahabad to retrieve the headless body of Nepalese national Minakshi Thapa (26) who had been missing since last month, they said. Police on Saturday apprehended Amitkumar Jaiswal (36) and Preeti Surin (26) from suburban Bandra in connection with the brutal murder. Police said the accused duo, who hail from Uttar Pradesh, had befriended the victim on the sets of Bollywood film 'Heroine' in which she landed a small role. They were under the impression that the victim belonged to a rich family and hatched a conspiracy to kidnap her and demand a ransom of Rs 15 lakh from her family members,

they said. Accordingly, the duo lured the starlet, who had moved to Mumbai from Dehradun two months ago, to accompany them to Uttar Pradesh on March 12 under the pretext of an acting assignment. Police said the duo decided to kill the actress when they realised that her family members could not pay the ransom. They first strangulated Thapa to death and then chopped off her head and dumped her body, apparently to hinder her identity, during their transit in a bus between Allahabad and Lucknow. On future course of investigations, a senior official said that the crime branch team would conduct searches at the residence of Jaiswal in Uttar Pradesh and will also inquire with various police stations along Allahabad and Lucknow to trace the missing head of the victim.

Shot in British Columbia and made over a year ago with a delayed release, The Cabin in the Woods veers considerably off course when some sinister force appears to be responsible for the horrors that the kids must endure. Strong actors Richard Jenkins and Bradley Whitford get caught up in this monstrosity as big brother types involved in the dangers that lay in the woods. Even Sigourney Weaver appears from out of thin air as some sort of grand dame privy to a dastardly plot to scare these kids silly. ` Into this mix are some ancient rituals, high tech voodoo and lots of zombies on the march. Too bad none of this story really makes any sense whatsoever. An incomprehensive blot that borders on the insane sadly reflects the wild premise of this unfathomable tale. Despite a few scares The Cabin In The Woods never really takes off as a horror feast and sadly ends up in a bloodbath that really is not that scary.

Ex-Gangster Used Wife As 'Honeytrap' In Murders

The probe into two separate instances of murder of citizens from Delhi has revealed that former gangster and prime accused Vijay Palande used his model wife Simran Sood as a 'honeytrap' to commit the crimes for usurping properties of the victims, police said. "It has now emerged that Simran Sood is not Vijay Palande's friend but his wife. Both married in year 1998 or 1999. After the marriage, Palande was involved in a crime and was behind bars for a few years. After he was freed, he started using his wife to trap victims for money and property," said a crime branch official. Palande, formerly a gangster working for underworld don Santosh Shetty, along with his aides Dhananjay Shinde and Manoj Gajkosh, was apprehended by Crime Branch officials on April 11 in connection with the April 7 murder of Delhi-based businessman Arunkumar Tikku (67). Palande had befriended the victim's actor son Anuj Tikku with a motive to acquire his plush apartment in upscale Lokhandwala Complex, police had said. After their arrest, the trio was taken into custody by Oshiwara police where the offence was registered. Palande's wife Simran Sood, who hails from Punjab, was arrested by Amboli police on April 12 in connection with the abduction and murder of Delhibased aspiring producer Karankumar Kakkad (28). At the time of her arrest, Simran had claimed that she was 28 years old though it was later turned out that she was 38, police said. In both the cases, Simran introduced Palande as her "brother" to Anuj and Karankumar, police said. Palande allegedly hatched the conspiracy to kill Anuj's father Arunkumar and Kakkad.

Man Strips Naked At US Airport To Protest Screening

A man stripped naked at Portland International Airport in a novel protest against US airport security screeners, amid growing public resentment over tough security checks in the country. The 50-year-old man identified later as John E Brennan said he felt that airport screeners were "harassing" him, the media reported quoting Oregon police where the incident happened. Police charged Brennan with disorderly conduct and indecent exposure after he disrobed while going through the security screening area at the airport. Taken aback by the exposure, passengers covered their and their children's eyes, while others looked away. But some took it sportingly and even took pictures. Following the streaking, the airport authorities had to close two screening lanes. "When interviewed about his actions, Brennan stated he fly's (sic) a lot and had disrobed as a form of protest against TSA screeners who he felt were harassing him," a police said. He was not intoxicated or under the influence of drugs at the time, police said. Brennan was scheduled to fly on Alaska Airlines from Portland to San Jose, California.

India is planning to test launch a new nuclear missile that for the first time would give it the capability of hitting the major Chinese cities of Beijing and Shanghai. The government has hailed the Agni-V missile, with a range of 5,000 kilometres, as a major boost to its efforts to counter China's regional dominance and become an Asia power in its own right. The test launch had been expected to come as early as Wednesday evening, but Indian media said a delay was likely because of poor weather conditions. "It will be a quantum leap in India's strategic capability," said Ravi Gupta, spokesman for India's Defence Research and Development Organization, which built the missile. China is far ahead of India in the missile race, with intercontinental ballistic missiles capable of reaching anywhere in the country. Currently, the longestrange Indian missile, the Agni-III, has a range of only 3,500 kilometres and falls short of many major Chinese cities. India and China fought a war in 1962 and continue to nurse a border dispute. India has also been suspicious of Beijing's efforts to increase its influence in the Indian Ocean in recent years. "While China doesn't really consider India any kind of a threat or any kind of a rival, India definitely doesn't think in the same way," said Rahul Bedi, a defence analyst in New Delhi. India already has the capability of hitting anywhere inside archrival Pakistan, but has engaged in a splurge of defence spending in recent years to counter the perceived Chinese threat. The Indian navy took command of a Russian nuclear submarine earlier this year, and India is expected to take delivery of a retrofitted Soviet-built aircraft carrier soon.

"We have a declared no-first-use policy, and all our missile systems, they are not country specific. There is no threat to anybody," Gupta said. "Our missile systems are purely for deterrence and to meet our security needs." The launch window for the missile test, which is being conducted on Wheeler Island off India's east coast, opens Wednesday evening and closes Friday, Gupta said. The Agni-V is a solid-fuel, three-stage missile designed to carry a 1.5-ton nuclear warhead. It stands 17.5 metres tall, has a launch weight of 50 tons and was built at a reported cost of 25 billion rupees ($486 million). It can be moved across the country by road or rail. "Agni-V is a game-changer and a technological marvel," V.K. Saraswat, scientific adviser to the defence minister, was quoted as telling The Hindu newspaper. The missile could also be used to carry multiple warheads or to launch satellites into orbit.

The new Agni, named for the Hindi word for fire, is part of this military buildup and was designed to hit deep inside China, Bedi said. Government officials said the missile should not be seen as a threat.

The planned test comes days after North Korea's failed long-range rocket launch. North Korea said the rocket was launched to put a satellite into space, but the U.S. and other countries said it was a cover for testing longrange missile technology. Even if India's test is deemed a success, the missile will need four or five more trials before it can be inducted into India's arsenal at some point in 2014 or 2015, Bedi said. Some reports characterized the Agni-V as an intercontinental ballistic missile which would make India one of the few countries to have that capability but Gupta and analysts said its range fell short of that category. India has no need for such sophisticated weapons, said Rajaram Nagappa, a missile expert and the head of the International Strategic and Security Studies Program at the National Institute of Advanced Studies in Bangalore. "I don't think our threat perceptions are anything beyond this region," he said.

Iran Avoid Non-Essential Travel

Foreign Affairs and International Trade Canada advise against non-essential travel to Iran. Iranian authorities are suspicious of foreigners, including Canadians, and any behaviour, such as the use of cameras and cellular phones in public places, is misinterpreted. Canadians are advised to avoid discussing political and human rights issues with strangers and making critical comments against the Iranian spiritual leader, the Head of State or the government of Iran. Canadians can be questioned, arrested, and detained for a long period without apparent reason. Canadians travelling alone or beyond conventional tourist sites are particularly vulnerable to such treatment by Iranian authorities. The ability of the Embassy of Canada in Tehran to provide consular assistance to Canadians who are arrested or detained is very limited. In some cases, Iranian authorities have not permitted the embassy to have consular access to detainees. Canadians should therefore register with Foreign Affairs and International Trade Canada. The Government of Iran does not recognize the Canadian citizenship of Canadian-Iranian dual nationals. As a result, Iran does not allow the Embassy of Canada in Tehran to provide consular assistance to an Iranian-Canadian in difficulty. Numerous cases have been reported of a Canadian or dualnational woman being stranded in Iran or mistreated by her Iranian husband or a male member of her family. Women in difficulty should know that the Embassy of Canada in Tehran cannot intervene in family matters. Political demonstrations and gatherings occur. On several occasions, demonstrations resulted in violent clashes. People near demonstrations have been assaulted, and deaths have been reported. Further incidents of political unrest may occur with little warning. Canadians are advised to monitor developments closely, avoid all gatherings and demonstrations and to stay away from areas where they occur, as they may become violent without warning.

Tips For Driving In Rain

Heavy rain - Heavy rain can overload the car has swiveling dashboard vents,
the wiper blades, allowing an almost continuous sheet of water to flow over the screen. When visibility is so limited that the edges of the road or other vehicles cannot be seen at a safe distance, it is time to pull over and wait for the rain to ease up. It is best to stop at rest areas or other protected areas. If the roadside is your only option, pull off as far as possible, preferably past the end of a guard rail, and wait until the storm passes, seldom more than a few minutes. Keep your headlights on and turn on emergency flashers to alert other drivers. Foggy windows - Rain or high humidity can quickly cause windows to mist up inside the car. In a car equipped with air conditioning, turn up the heat and direct the airflow to your defrosters with the AC switch engaged. (Many cars automatically engage the AC when switched to the defrost mode.) In a car without AC the procedure is the same, but you may need to open your side windows to get the air moving. Most modern cars have a built-in rear window defroster that easily clears a misted rear windscreen by heating up electrodes embedded in the glass. If you don't have one, put your defroster on high and its hot air will eventually follow the inside of the roof down to the rear window. If adjust them so that the air flow strikes the upper edge of the side windows. The airflow will clear the side windows first, finally traveling to the rear of the car. If all else fails, a rag or article of clothing will work as well; you'll just need to clear the window more often. Drivers should regularly clean their windshield and windows, both on the inside and outside, to help them see in good and bad weather. Smokers need to take extra care to make sure their interior windows are clear of a buildup of smoke residue. Handling a skid - Losing control of your car on wet pavement is a frightening experience. You can prevent skids by driving slowly and carefully, especially on curves. Brake before entering the curves. Steer and brake with a light touch. If you find yourself in a skid, remain calm, ease your foot off the gas, and carefully steer in the direction you want the front of the car to go. This procedure, known as "steering into the skid," will bring the back end of your car in line with the front. For cars without anti-lock brakes, avoid using your brakes. If your car has ABS, brake firmly as you "steer into the skid." Expressway driving - Leave lots of space between you and the car in front because it takes longer to stop.

You're supposed to leave a few seconds between cars in dry weather. Make sure you add space in wet weather because if you have to hit the brakes hard, your tires will lock up, you will hydroplane and you will most likely hit the car in front of you. If available, drive in the fast lane, where there are fewer cars and less oil deposited on the road. Also, because of the built-in slope of the road, water drains towards the slower lanes. Avoid lane changes, as water tends to build up between the tire ruts in the lanes. Oily deposits - Watch for intersections because of the oil spots in the road. Rain is most dangerous when it falls after a long, dry spell on to roads that have become polished and smooth: the rain blends with oil and rubber-dust deposits on the road surface to form a highly dangerous skid mixture. That mixture builds up at intersections, where cars stop and start frequently. Be extra careful immediately after it starts raining because it takes a while for the worst of the dirt and oil to get washed off the road. Driving Through Water - Where water has flooded onto the road, drive very slowly and cautiously. Never drive through moving water if you can't see the ground through it: you and your car could be swept off the road, possibly finishing you both. Stop the car before entering the flooded area and check the water level ahead. Generally, if the water is deeper than the bottom of your doors or the bottom third of your wheels, it is inadvisable to attempt driving through it. Seek a detour rather than braving the flood and risking damage to your electronic control systems. Attempting to go through deep water can ruin any of these systems, creating a repair bill in the thousands of dollars. At night it's much harder to see water hazards. You'll need good road observational skills to notice the difference between wet road surface and flood water. Watch the contours not only of the road but also of fences, trees, hedges and buildings at the side

Tips For Driving In Rain

of the road ahead. If they appear to be unnaturally low, slow down at once as the road is probably flooded. If you don't slow down and hit flood water at speed, the effect is almost like hitting a wall: you will first lose control, and then come to a violent stop, possibly injuring your passengers as well. Watch out for places where floodwater collects, particularly low-lying roads adjacent to streams, and dips under rail or highway bridges. If you determine it's safe to go on, proceed slowly and avoid making large waves in the water. If you have a manual transmission, engage first gear and keep the engine running fast by releasing the clutch just enough to partially engage gear and giving more acceleration than usual. This keeps the exhaust gases moving, helping to prevent water from entering your tailpipe. Vehicles with automatic transmissions should place the car in first gear and feather your brake, slowing the vehicle while at the same time keeping your revs up. Doing this for longer than a few seconds can seriously damage your vehicle and is not recommended. If you're submerged too deeply, your engine will stall and water might enter your engine through your air intake, causing a condition known engine hydro-lock, forcing you to replace it. What to do if you stall in deep water - If possible, have someone pull your vehicle out using a tow rope or cable winch. It may be possible to drive a manual transmission car out using the starter motor. You can make the job easier by removing your spark-plugs; thereby lowering your compression and making your starter turn more easily. Take great care not to let water enter the cylinders, as it will hydro-lock your engine, ruining it. This is a last resort for rescuing a flooded vehicle and is not recommended. Check your brakes - If you successfully pass through a deep water hazard, test your brakes. They may be saturated, and only driving very slowly and braking lightly at the same time will generate enough heat to dry them out. Be sure they are pulling evenly on all wheels before building up speed again.

Jon Jones Will Prove Unstoppable If Rashad Evans Can't Win

When Jon Jones faces Rashad Evans on Saturday at UFC 145, he won't be fighting just Evanshe will be taking on the last hurdle separating him from total domination of the light heavyweight division. Jones' meteoric rise to the top of his division is unlike anything we have ever seen in the sport. Sure, there have been fighters that have taken the UFC by stormAnderson Silva, Lyoto Machida and even Jones' UFC 145 opponent Rashad Evans come to mindfighters who have come onto the scene and looked invincible on their way to claiming UFC gold. What sets Jones apart is his domination of opponents at such a young age. After earning back-to-back unanimousdecision victories in his first two fights with the organization, Jones has done nothing but finish opponents (excluding his disqualification loss to Matt Hamill for throwing illegal 12-6 elbowsa fight Jones was dominating). Since entering the UFC, Jones has faced a steady escalation of challenges. One by one, Jones has passed every one with flying colors. Jones' latest test, against former champion Lyoto Machida, answered perhaps one of the biggest questions we had about Jones: What happens when he gets clipped? Machida became the first person to "catch" Joneslanding a solid blow that dazed him briefly in the first round. How did Jones react? By dragging Machida to the mat in the second round and changing the fight by opening up a cut. Jones ended the round with a standing guillotine that made Machida his third opponent in four fights to be subdued. In Evans, Jones faces perhaps his last legitimate test in the light heavyweight division. If anyone can beat Jones, it should be Evans. One of the greatest challenges in beating Jones is preparing for him. There aren't many fighters in the world that possess the freakish frame of Joneslet alone the skills to match. Finding a sparring partner who can simulate Jones is next to impossible. Evans' advantage of having years of training with Jones can't be understated. If there are any holes in Jones' game, Evans knows them. Anytime Jones has been paired with a wrestler, he has always come out on top. He has utilized his strong clinch game to throw opponents to the ground and used his vicious ground and pound to establish his dominance. No one has been able to out-grapple Jones and put him on his back. If anyone has the credentials to do that, it's Evans. At UFC 145, we may see Jones on his back for the first time. If Jones passes the test of Evans, what is left for him? If Jones can't be beaten by a guy who has the best chance to take him down, the power to put him in trouble with one strike, and a fighter that knows him better than anyone else, who can? Jones' detractors will be quick to point to Dan Henderson as a legitimate threat to the title. However, Henderson would be wise to use his title shot on a rematch with Anderson Silvawho isn't bringing anything to the table that Evans doesn't. Make no mistake, Henderson is a great fighterone of the most accomplished athletes in the sport but Jones is on another level. Henderson will, of course, always have the potential to land his infamous "H-Bomb," but a puncher's chance is all he will have against Jones. After Henderson, the man that could threaten Jones' potential title is Alexander Gustafsson. The Swedish Gustafsson has a tremendous future in the sport and is certainly promising, but he would come in as a huge underdog against Jones. As impressive as Gustafsson is,

TImes sporTs
Jones has accomplished far more and is a year younger. Gustafsson still has a loss to Phil Davis on his record, and he hasn't been tested by a truly explosive wrestler since that fight. Jones is as explosive as they come, with far better striking than Davis. Gustafsson has plenty of time to develop, and the division will surely produce more challengers in the future to offer a test for Jones. The scary thing is that Jones continues to improve. Every time Jones enters the octagon, it appears that he is a better version than the Jones that fought previously. Part of that constant improvement is Jones' attitude toward his legacy. Often classified as being cocky, he is fully aware of his vast potential. With his explosive skill set, youth, and personality, he knows he could become the sport's first truly mainstream star. He wants to be remembered as the greatest fighter of all time, and he isn't afraid to share his vision. To begin building that legacy, Jones must first have a title reign similar to what Anderson Silva's in the middleweight division nine title defenses in six years as the division champion. Jones is looking beyond just dominating one division. He wants to eventually take fights at heavyweight. While it appears that Jones' foreseeable future is in the light-heavyweight division, a win over Evans will set Jones' up for a very lengthy reign as champion. In fact, the only thing likely to stop that reign will be Jones deciding that he is ready to make the move to heavyweight full time. The lone caveat to Jones' domination is the presence of Evans as a legitimate threat. If he is able to get past his most notable nemesis, he will be unstoppable for a long time.

Sedins, Cory Schneider Help Keep Canucks Alive

Dustin Brown went to centre ice for a third-period penalty shot, and both benches rose in anticipation. When Cory Schneider stopped the Los Angeles captain cold, the Vancouver Canucks knew they were off the ice in this first-round playoff series. Schneider made 43 saves in his first career playoff victory, Daniel Sedin sparked Vancouver's power play in his return from injury, and the top-seeded Canucks avoided an embarrassing first-round sweep with a 3-1 victory in Game 4 on Wednesday night. "By no means are we right back in it, but it's one we had to have," Schneider said. Game 5 is Sunday in Vancouver.
