Darker Gestures

If the oil price will continuously reach higher marks, darker consequences awaits the Filipinos.
Philippines is an import-dependent nation. No doubt, we consider crude oil our economic lifeblood. As an indispensable commodity it may be, a single centavo increase would trigger a domino effect on the sectors of the Philippine economy. Pinpointing the continuous political chaos in the oil-producing countries as the prime factor in the price hike, the Department of Energy said that they are incapacitated in doing an action to address the spiralling oil price since they only buy from the market, thus admitting the helplessness of the Aquino administration towards the dilemma. The governments helplessness as admitted, was somehow disappointing and inconsiderable. So far, since the start of the year 2012, oil firms have implemented only two rounds of oil price rollback, and a grim eight rounds of hikes. Angered by the administrations alleged Noynoying towards the issue, private and public sectors have expressed their clamors and protests. The one that stands out was the nationwide transport strike which crippled the transportation systems of the country, resulting to the suspension of classes in most of the private and public schools. Threatened by the possible worst case scenario that may soon follow, legislators suggested that the 12 % VAT on oil should be scraped off and at once, it could lower pump prices by P6 - P7 per liter. This was seen as the easy-fix to lessen the burden of Juan dela Cruz. However, Aquino refuses saying that revenues are needed to finance educational, infrastractural projects and social services as well. The answers to the impending oil crisis may still be in vague. However, it is theprerogative of the government to look for alternative solutions to temporarily ease out the crisis. Darker gestures as it can be, but it can turned lighter, We can restrain oil demand by harnessing the use of solar, wind and hydo-energy and other available energy resources. Helplessness on the crisis is just a myth. R

PRIOR to the reappointment to office as University President, Partido State University hailed its second termer President during the Rededication Rites last December 8, 2011 at the University Gymnasium. The ceremony was attended by University Officials, campus deans, faculty, non teaching staff and students.Also present during the momentous occasion was Commission on Higher Education Commissioner Dr. William Medrano and other CHED officials. dominated the University wide Cultural Festival last March 9, 2012 at the PSU Gymnasium. COEd has remained undefeated since the University wide Cultural Festival was first held. After months of preparation and rigid training for the said competition, COEd bagged five 1st places, three 2nd places and one 3rd place out of the nine events. The nine events are as follows: Oration, Balagtasan,Instrumental, Interpretative dance, Vocal Solo Female, Vocal Solo Male, Choir, Mixed Duet and Folk Dance. The event was participated by the five departments of Goa Campus and six other campuses of the university. Mrs. Noami Nydia Abante, Director of Culture and Arts spearheaded the said activity.

FSC, APSS spearheads leadership and teambuilding activity


THE Federation of Student Councils in cooperation with the Association of AB Political Science students spearheaded a threeday leadership and teambuilding activity last December 9-11, 2011 at the PSU Gymnasium. Ms. Lea Angela Romero, the FSC president stated that the main objective of the said activity was to equip the officers with the necessary skills, knowledge and values of a good leader. Officers of the student councils of the five departments and six campuses including the SSG (Supreme Student Government) of the Laboratory High School participated on the said in-house training. Delegates from the National Youth Commission - Bicol Chapter facilitated the activities for teambuilding and discussed time-management and leadership to the participants. Andallon bags 1st runner up in ROTC Speech tilt


JAY VINCENT B. ANDALLON, AB Communication 1A bagged first runner up during the 12th annual Army ROTC Speech Competition held last January 21, 2012 at Sorsogon College of Criminology, Sorsogon City. After winning as Champion during the provincial elimination held last January 17,2012 at Naga College Foundation, Naga City. Jay became the contender of Camarines Sur to the Regional level which was held at SSCI,Sorsogon City. He won as Champion among the eight ROTC Units in Camarines Sur. During the Regional Elimination, he was adjudged as first runner-up placing between Catanduanes State College ROTC Unit as Champion and Sorsogon State College ROTC Unit as Second runner-up. With the theme ROTC: Empowering the Youth for Peace and Progress, Jay showed off his speaking skills before the board of judges and the crowd bearing the banner of Partido State University. Through ``Its More Fun in the Philippines'' Slogan

alked about by local and foreign tongues, the tourism industry in the Philippines finally spelled out the fitting slogan for its gimmick and leisure.
First stop: ITS MORE FUN IN THE PHILIPPINES!

This worldwide trending topic in Twitter and other social networking sites is DOTs latest slogan which aims to invite more tourists to visit the country. The new slogan of the Department of Tourism (Its more fun in the Philippines) caught on like wild-fire throughout the country. It was pleasant news for a lot of us. The slogan perfectly describes what tourists and balikbayans can expect when they visit our country! Its a great slogan, great start, and great news looking forward to more tourist arrivals in 2012, said DOT Secretary Ramon Jimenez who is really optimistic about results the slogan would bring the countrys tourism industry. Despite the harassing controversies and criticisms, Malacaang assured the public that the Department of Tourisms (DOT) slogan and campaign Its More Fun in the Philippines will be implemented. The gotten response has been very positive. To my knowledge, it has been very positive so we have no problem with the slogan of DOT, presidential spokesman

Edwin Lacierda told reporters in a press briefing. The DOT is being criticized for paying such a large amount when a 1951 Its More Fun in Switzerland advertisement was apparently the original. Its not a copied slogan. Its more fun in Switzerland is not a slogan in Switzerland. Its one of the (ads), if you check the work, Lacierda said. Lacierda said the advertising campaign would start with the slogan. Although many are opposing the said idea, support from Filipinos and tourists all over the world overwhelmed DOT. It has been a very easy thing supporting a cause like this one because of brief blogging sites like Twitter, Facebook and Tumblr (If you happen to dont have an account in any of them yet, youre too far behind. LOL) Tweets, post and blogs about how Fun it is in the Philippines flooded the Social Media. k+12 = Q?
The Department of Education this year is launching the so-called K+12 programkindergarten, six years of elementary education, and six years high school - four years of junior high school and two years of senior high. Kindergarten refers to the 5-year old cohort that takes a standardized kinder curriculum. Elementary education refers to primary schooling that involves six or seven years of education; meanwhile secondary education refers to high school. Under the K+12, the intention is not just to add two years of schooling but moreimportantly to enhance the basic education curriculum. Amongst South East Asian countries, the Philippines is the only nation with a 10-year basic education cycle. The current basic education is designed to teach a 12-year curriculum, yet it is delivered in just 10 years. This quality of education is reflected in the inadequate preparation of high school graduates for the world of work or entrepreneurship or higher education. High school graduates also do not possess the basic competencies or emotional maturity essential for the world of work. About 70.9% of the unemployed are at least high school graduates and 80% of the unemployed are 15-34 years old. While the availability of economic opportunities contributes to this, it also illustrates the mismatch in the labor and education markets. The World Bank Philippines Skills Report in 2009 based on a survey of employers, serious gaps in critical skills of graduates such as problem-solving, initiative and creativity, and, to a lesser extent, gaps in jobspecific technical skills. Global employers tended to look at the overall background of job applicants. Missing two years of basic education could spell doom for those who want to live as a professional abroad. In some countries Filipino engineers were classified as technicians in spite of their college diplomas because they lacked two years of basic education. The poor quality of basic education is reflected in the low achievement scores of Filipino students. Many students who finish basic education do not possess sufficient mastery of basic competencies. One reason is that studes do not get enough instructional time or time on task. The National Achievement Test (NAT) for grade 6 in SY 2009-2010 passing rate is only 69.21%. Although this is already a 24% improvement over the SY 2005-2006 passing rate, further reforms are needed to achieve substantial improvement. The NAT for high school is 46.38% in SY 2009-2010, a slight decrease from 47.40% in SY 2008-2009. 3 International tests results like 2003 TIMSS (Trends in International Mathematics and Science Study) rank the Philippines 34th out of 38 countries in HS II Math and 43rd out of 46 countries in HS II Science; for grade 4, the Philippines ranked 23rd out of 25 participating countries in both Math and Science. In 2008, even with only the science high schools participating in the Advanced Mathematics category, the Philippines was ranked lowest. Moreover, the short basic education program affects the human development of the Filipino children. A Filipino is legally a child before he/she turns 18 years old. Psychologists andeducators say that children under 18 are generally not emotionally prepared for entrepreneurship or employment or higher education disciplines like deciding which course should best to take in college. Pros The goal of the K+12 Basic Education Program is to create a functional basic education system that will produce productive and responsible citizens equipped with the essential competencies and skills for both life-long learning and employment. To the individual, an enhanced curriculum will decongest academic workload. Graduates will possess competencies and skills relevant to the job market. They will be prepared for higher education, and they could now be recognized abroad. The economy will experience accelerated growth in the long run. The objective of the K+12 program is to improve quality of basic education. Several studies have shown that the improvements in the quality of education will increase GDP growth by as much as 2%. Studies in the UK, India and US show that additional years of schooling also have positive overall impact on society. Cons Sectors question the wisdom of the program given the current resource gapslack of classrooms, lack of trained teachers, lack of funding, among many othersand the failure so far to raise the quality of education in general, specifically in science, math and English. Others say the program might be flawed as it is pushed upon legislation on a hurry and might not carefully plan well. As of the parents of students covered by the program, this will definitely another outlays on their pockets considering the expenses of the additional two year schooling, As far as the curriculum is concerned, DepEd should fix the current subjects instead of adding new ones. The problem is the content, not the length, of basic education. As an editorial put it, we need to have better education, not more education, said The Philippine Star columnist Isagani Cruz. Assessment The Enhanced K+12 Basic Education Program will be instrumental in achieving the nations vision of a high school graduate. The benefits of the program far outweigh the cons. Employing this program does not mean an additional years of education. When you look at total number of years, its not going to add two years because you include less years in the university and more in basic education. With the present system of learning here in the Philippines, we have to start with good basic education. Without solid basic education then you are not addressing the problem of unemployment. Parents, as well as critics should view the two more years of basic education as a worthy investment, because technically, they dont have to shell out extra money for tuition since the government would appropriate funds for that. Its not about just producing graduates but producing quality graduates competitive enough to work alongside the globalized economy.

There are some students of this institution which somehow had touched our rational minds. For how many years that this publication has existed, for how many years that this publication has catered their needs despite what consequences we (from the publication) have encountered, but after all those years there are still students who dont know what were here for. Yeah, we are a pro-student publication, however, being such does not mean that we would tolerate the wrong deeds of our fellow students. If we, as students, want upliftment then it has to begin within ourselves, isnt it? . You should know... As student journalist, we search for truth and spread it out according to what really happened. What is included in a particular article is plainly a discretion of the writer and no reader is entitled to accuse any writer for having written such article to which the writers name is not mentioned. The truth that the writer was talking about was on the ground of his capability to defend, based on the facts, the writer had gathered. Yeah, anybody has the right to question the writer for having written stories against the readers belief, but it doesnt mean that the story has no truth at all. And for all concerned individuals, especially, those who have been a part of the story must also develop the kind of understanding that sometimes we need to be reminded that everything a person does is subject to certain limitations and it is our duty to keep it. If it would be possible for us to close the doors that evils may possibly enter then why not do it. I challenge my fellow students to do so. Radiance Magazine: What is it? The Radiance Magazine covers various information of different approaches. Some have been light for readers while others have touched their egos and for such reason, they reacted as if they own the truth only to find out it was just a hearsay. A column, a feature and an editorial are three different forms of article writing. The column, relatively speaks of the writers opinion on a particular issue, based on his judgment and his perception towards the event. Though he presents facts, still, his opinion is his focus. In connection to this, any reader cannot blame the other writer simply because it is his duty to know the truth and publish it while in a feature, the writer only presents facts and lets the readers weigh for themselves on which party does the truth belong. Editorial on the other hand, is similar to the column only that certain individuals who belong to the editorial board group their ideas and come up with an article. It is basically the official viewpoint of the Editorial Board and Staff. Have we not considered you? When the magazine (1st semester) was distributed, we received several feedbacks. Most of these were accusations of being the one who wrote the article. Why, when you told us your demands, when you shared to us the times when you hardly exercised your rights, because others never allowed you to do so, isnt that an act of understanding? I guess, the excessive expectation you have of us is what turned this whole thing into a mess. Remember, we too, are students like you and thus, mistakes are not far from us. Each one must inculcate this in his mind that every right he is holding, there corresponds a heavy responsibility to keenly observe the limitations that are subjected to each of us. We must be careful on the words that may come out from our mouth in a way that it might not hurt persons we encounter. This is Who We Are We are sensitive to doubtful actions since it is the way which normally leads us to the truth. We never hide the truth even if it means a sacrifice on our part. Though several times we are blamed for others actions, we just close our eyes and disregard how others treat us, because once and for all we are only doing our job and that is to unveil the truth and let the reader decide and think objectively, despite the horrifying eyes gazing at us. And still, we are who we are.

Masakit mang tanggapin ang katotohanan, sa panahon ng paghahanap ng kaliwanagan, pagiging totoot diretsahan ang magbibigay daan sa mga diwang nagtutulug-tulugan.
Gusto mo bang sumikat? O gusto mo lang magpasikat? Oo. Tama ang iniisip mo. Sino ba naman ang hindi makakakilala ng pamusong linyang ito ng isa sa pinakasikat at inaabangang programa sa telebisyon tuwing tanghali. Programang pinagbibidahan ng mga taong talagang may angking talento na magiging daan sa kanilang pagsikat at pag-asenso. Ito may para rin sa mga malalakas ang loob at gusto lang magpakitang gilas sa pinagkakamaliang natatangi raw nilang talento. Sila ang mga madlang pipol na sampolista na gusto lang magpasikat at magpasaya. Ang buhay ng isang mag-aaral ay maihahalintulad sa Showtime. Di maikakailang isa ring paghahanap ng totoong tagumpay o kaya naman yaung gusto lang umayon sa takbo ng buhay na walang tinutumbok o patutunguhang pinupuntirya. Ang paaralan ang tanghalan ng samut saring uri ng mga mag-aaral tangan ang kani-kanilang personal na dahilan at layunin. Paaralang siyang entabladong tanghalan at hulmahan ng mga may dalisay na hangaring mapunan ng kaalaman at mahubog ang taglay na kakayahan patungo sa karerang inaasam.Subalit sa iba itoy itinuturing nilang takbuhan ng kani-kanilang huwad na layunin at dahilan. May mga mag-aaral na ang hangad ay maipakita kung ano ang meron sila taglay ang pagsisikap at pagsasakripisyo upang makapagtapos ng pag-aaral na isang mahalagang regalong maihahandog nila sa kanilang mga magulang. Nagsusunog sila ng kilay sa paggawa ng tambak-tambak na mga proyekto at takdang aralin, sa pag-aaral ng mga aralin at paghahanda sa mga eksamen. Hindi nila alintana ang bulsang walang laman at kahit ang pagkulo ng tiyan tuwing sumasapit ang tanghalian. Ang diploma para sa mga mag-aaral na ito ay isang napakahalagang katibayan na luhat pawis ang pinuhunan na sa ibay pawang papel lang na walang katuturan. Sa entabladong ito hindi natin maikakaila na may mga huwad na nagtatanghal. Silay mga mag-aaral na hindi pag-aaral ang inaatupag at layunin. Masakit aminin ang katotohanan ngunit sadyang may mga mag-aaral na palalot walang pakialam. Ang magaral ay panakip butas lamang upang matabunan ang mga makasariling interes at kabulastugan. Sa kabila ng katotohanang silay narito upang magbisyot makipagbarkada sa inaakala nilang tunay na kaibigan, makatakas sa responsibilidad sa bahay na para sa kanilay kaparusahan,makalayo sa poder ng magulang na turing nilay isang kulungan. Hindi rin maalis ang rason na dahil lang sa alawans. Meron namang tila ba sabik na sabik ngunit ang masaklap ay hindi dahil sa bagong araling matutunan kundi dahil sa nag-aabang na kasintahan. May mga mag-aaral na walang maisip na dahilan kung bakit sila pumupunta dito sa paaralan at pasimpleng isasagot ang wala lang, trip-trip lang. Naandiyan din yaung hanep sa pormat paganda ngunit walang maibuga pagdating sa marka. Mas mahalaga pa ang itsura kesa sa pagbutihin ang pag-aaral nila. FOR LEARNINGS SAKE


Partido State University has long been committed to providing academic excellence and quality education. We are one of the higher educational institutions which carved a history in the academe. For 11 years of existence as a University, we have produced competent graduates in various fields of studies. Through them, we have proved our prowess not just in the local race but in the national race as well. Thelaurels would not be reaped if not for the hard work of our mentors. Indeed, our professors and instructors play an indispensable in facilitating knowledge and learning. They are the molders of our future as well as a paragon of virtue. But as per what the real scoop shows, some of these molders have deformed themselves. They have tainted the nobility of their profession and some have gone beyond the demarcations of what is considerable and inconsiderable. PINPOINTING THE POINT Students voices have been kept in the four corners of the academe. We always prefer to be silent when it comes to grievances and complaints against erring instructors. Behind our silence are various compunctions filling up our brittle minds, of what could be the possible consequences of our action towards the problem. Among these are the fears of creating personal conflict with the faculty involved, recieving low marks, even failing the subject entirely, etcetera, etcetera. From these, it can be therefore said that grades serve as bugaboo to the students. Of course, who wants low or failing marks? This is probably the reason for keeping our mouth shut. However, the students must not remain heedless of the irresponsibilty of our superiors (if there is any). We should not tolerate them for doing any unrightful act. Besides, we have the rights to be against with them, provided that we have the proper arguments. We have the right to ask for things that we should have and deserve (Learning to be specific.) We should always consider the sulit principle which is getting much, more than we pay for. Unfortunately, there seems to be a problem in acquiring such. This is hampered by the excessive absences / tardiness of some of the instructors for some unknown and unexplained reasons. Should I consider it as alibis? Since some seems to be undecided attending their classes. Our rotten system of attendance is somewhat unfair on the part of students. We are only allowed to incur absences not more than 20 % of the total hours required for the subject. The sanction is failing the subject. How about those instructors incurring more than that of the allowable number of absences for students? Is there any sanction? I believe there is, I have heard about the No work no pay policy. Was it properly implemented? Is the attendance of the professors properly monitored? ZEROING OUT THE PROBLEM For some students, absences of their instructors are favorable for they are free to do whatever they want, thus escaping responsibilities at home as well as in school. Aside from that, they also have allowances to spend on their personal caprice, etcetera, etcetera. The question for my fellow students, Nagkaklase kita para saen?. On the other hand, some professors and instructors tend to be carefree regarding their noble profession. Yes, teaching is the noblest of all the noble professions that they should not taint its nobility. It is a calling for them that they should be responsible and dedicated. They should prioritize the common good, most especially the learning of their students. Yes, it is true that we are now a college student that we should also be responsible enough. Yes, we could learn by ourselves, but our instructors should understand that learning is a two-way process that we still need mentors to discuss unto us the discourse thoroughly. Ethics and norms have long been bounding our environment. Perhaps, others are just unaware. Please, let us be cognizant of its existence. Be responsible, for fairness, for the sake of learning.

Kung bibilhin mo ang ganitong uri ng damit sa mga department store ay siguradong malulula ka sa taas ng presyo. Yun nga lang dito sa UK bonggang pagtitiyaga ang puhunan. Ang Ukay shopping ay nagsimula sa Baguio. Dito ito unang nakilala at kumalat na parang bakterya na naging paboritong puntahan kahit walang pera. Ayon sa mga sabi-sabi, itoy nagsimula noon pang dekada otsenta (80s). It should be characterized with utmost fairness and tran sparency on the part of the COMELEC (the incu mbent Student Council officials) and 100% par ticipation on the part of the students.
